A German councillor wants to hold sex parties at the city council to raise money for the city and also to break taboos around swinging. Nudism and bacchanalian sex parties are not unknown to the country. Julien Ferrat, the leader of the liberal Die Mannheimer (Citizens of Mannheim) party, wants to bring swinging into the mainstream by letting people use the space at the local seat of the government for sexual activities. He hopes his party will help him turn Mannheimer into a "swingers’ paradise".
He already has requests from 50 people to attend the party. However, he would need a permit from the city council, which is unlikely to happen easily. Nicknamed “Germany’s craziest councillor”, Ferrat told The Telegraph that right now his "focus is on determining which of the citizens who contacted me are seriously interested." The 35-year-old will start meeting the "unknown" people in person this week.
Idea of sex party at German city hall faces pushback
Justifying his weird idea, Ferrat said it is a way to promote his "vision of a nudist swinger paradise in Mannheimer similar to [French resort] Cap d’Agde." However, his dream might not be fulfilled, and the idea is facing backlash from within the city hall. "Based on the rudimentary information available so far, there are considerable doubts about the admissibility and feasibility of the plans mentioned by [Ferrat],” a Mannheimer city hall spokesman told German news outlet SWR
What is swinging?
Swinging is the practice of exchanging partners for sex with full disclosure to the original partner, which cancels out the element of cheating or infidelity. Germany has an estimated 128,000 swingers, with several clubs hosting parties for them.

Ferrat was named Germany’s “craziest councillor” by newspaper Die Zeit in 2017 for his bizarre ideas. In 2025, he invited Germans on a swinger holiday in France. Cap d’Agde is reportedly a favourite spot among swingers, where he wanted people to come on an eight-day fact-finding mission to learn about the pleasures of non-monogamy. The idea was to bring the same culture to Mannheimer, which would help the city's economy.
