'Pakistan is fully aware they can never succeed, terror is another way by them to keep the pot boiling,' Rawat said.

Army Chief Bipin Rawat accused Pakistan Saturday of wanting to stall development in Kashmir.

Rawat, who was visiting the Amar Jawan Jyoti in Delhi on Infantry Day, said Pakistan was fully aware that "they can never succeed", and that therefore "terror is another way by them to keep the pot boiling".

He added that the "Indian state is strong enough to counter everything".

"Pakistan is fully aware they can never succeed, terror is another way by them to keep the pot boiling. They want to stall development in Kashmir but Indian state is strong enough to counter everything, and we are fully capable of carrying out different ops," Rawat said.

Rawat also attacked stone pelters in Kashmir for the killing of a soldier Friday.  Rajendra Singh died in Anantnag after being hit on the head.

"Jawan who lost his life after being attacked by stone pelters was guarding a border roads team which was constructing roads, and then we have some people saying don't treat stone pelters like OGWs(over ground workers) of terrorists," Rawat said.

Singh had been part of a Quick Reaction Team providing security to a Border Roads Organisation convoy. He was hit on the head after some unidentified persons threw stones at the convoy as it was passing.
