Ukraine calls on Russia to provide POW list, accuses Moscow of slowing down the process

Kyiv on Sunday urged Moscow to provide a list of Ukrainian prisoners of war (POWs) who are ready for exchange after Russia claimed Ukraine was obstructing the swap process.

Responding to Russia's accusation on Telegram, Ukrainian human rights commissioner Dmytro Lubinets said, "We are always ready to exchange prisoners of war!".

Reiterating Kyiv's openness to resuming exchanges, he said that Ukraine was always ready to accept its citizens and instead accused Russia of slowing down the process.

The statement follows recent claims from Russia's Foreign Ministry spokeswoman, Maria Zakharova, who on Saturday (Nov 2) accused Ukraine of essentially sabotaging the process by refusing to take back its detained citizens.

According to Zakharova, Russia had offered to release 935 Ukrainian POWs but said that Ukraine had accepted only 279.

Also on Saturday, Russian Commissioner for Human Rights Tatyana Moskalkova expressed concern that Ukraine had "politicised" the issue and urged both sides to return to constructive dialogue to expedite the exchanges.

"We consider it necessary to return to a constructive dialogue and speed up the exchange of prisoners," the Russian Human Rights Commissioner wrote on Telegram.

POW exchanges between the two warring nations have happened frequently and have been ongoing since Russia's 2022 full-scale invasion of Ukraine. The last exchange took place in mid-October, with each side successfully returning 95 prisoners.
