The headquarters of the UN-designated terrorist group Jaish-e-Mohammed (JeM) in Bahawalpur, Pakistan, has been fully restored and is once again operational, more than a year after it was damaged in Indian air strikes under counter-terror "Operation Sindoor". Operation Sindoor targeted multiple sites across Pakistan and Pakistan-occupied Jammu & Kashmir in response to a deadly 2025 terror attack in Pahalgam. These sites were seen as part of terror infrastructure in Pakistan.
Images and intelligence assessments indicate that the Markaz Subhanallah complex, previously left in ruins, has undergone extensive reconstruction. Damaged domes have been rebuilt, and the central hall has been refurbished with new plaster, paint and marble flooring. Craters caused by precision munitions have been filled and the structure repaired.
Adjacent buildings, including residential quarters linked to the group’s leadership, were demolished and replaced with new construction. According to intelligence sources, the Pakistani authorities channelled approximately 25 crore Pakistani rupees to JeM in cash instalments. Of this sum, around 11 crore rupees were allocated specifically to the renovation of the main hall. Located on the outskirts of Bahawalpur in Pakistan’s Punjab province, the compound has been described by security analysts as a key centre for recruitment, training and planning by the terror group JeM.
JeM founder Masood Azhar is reported to remain sidelined by illness. Day-to-day control of the Bahawalpur facility has passed to his brothers, Talha Al-Saif and Mohinuddin Aurangzeb (also known as Ammar Alvi). Azhar and another brother, Rauf Asghar, are believed to be living under protection in Nawabshah, Sindh province.
