New Delhi: Indian government has cleared a major revision to its short-service military recruitment scheme, creating a clear route for every Agniveer to eventually serve as a regular soldier. Chief of Defence Staff General NS Raja Subramani announced on Wednesday that the Cabinet had approved an additional two-year engagement for the 75 per cent of Agniveers who were previously due to leave after four years. Those who accept the extension and later wish to stay will be eligible for permanent enrolment, subject to objective selection criteria. “Today is a very significant day for the Indian Defence Forces and for our Agniveers,” General Subramani said. “The Cabinet has created a pathway for all Agniveers to be absorbed into the Indian Defence Forces.” The Agnipath scheme was introduced on 14 June 2022. It was always intended to be reviewed, with continuous performance evaluation of the recruits. The first batch is now nearing the end of its four-year tenure, and feedback on their work has been “very positive,” the general said. Under the original rules, only 25 per cent of each batch were to be selected for regular service on merit. The remaining 75 per cent were expected to return to civilian life as disciplined young people, receiving a one-time Seva Nidhi package. That exit plan has now been altered. The 75 per cent not chosen for immediate retention will be offered more years. After a total of six years, anyone who wants to continue will be considered for enrolment as regular personnel, provided they meet the required standards. The 25 per cent already selected on merit will proceed as previously planned. The new arrangement gives those personnel an alternative to immediate demobilisation. Those who take the extra two years will receive higher pay than under the original four-year package, along with an enhanced Seva Nidhi amount if they choose to leave afterwards. Officials have described the change as preserving the youthful profile the scheme was meant to create, while retaining experienced and motivated troops. The Agnipath model was introduced to lower the average age of the armed forces, bring in younger talent and control long-term pension costs. The Cabinet decision follows months of internal review of performance data and operational needs.

The Indian Navy, with support from the Indian Air Force, has rescued all 20 crew members of the Iranian fishing vessel Azini after a 48-hour operation against armed Somali pirates more than 3,000 km from Mumbai. No casualties or injuries were reported. The vessel was seized on 29 October off the northeastern coast of Somalia, between Bandarbayla and Hafun. About 12 armed pirates boarded the Iranian-flagged dhow, which was carrying Iranian crew. Maritime authorities, including the EU-backed Maritime Security Centre–Indian Ocean, warned that the pirates intended to use it as a “mother ship” to launch further attacks on merchant shipping in the region. In response, the Indian Navy diverted the guided-missile destroyer INS Kolkata, already on mission deployment, to intercept the vessel. It was supported by long-range maritime reconnaissance aircraft, including a P-8I, with additional assistance from platforms such as the MQ-9. After locating and tracking Azini through sustained surveillance, the naval force used calibrated non-kinetic measures to contain the vessel and prevent its escape toward busy shipping lanes. Marine Commandos (MARCOS) were then inserted by a precision airdrop from an Indian Air Force C-17 transport aircraft. In a coordinated tactical intervention, the commandos secured the vessel, overcame the pirate threat and freed the crew. Photographs released after the operation showed seized weapons, including firearms and ammunition, laid out on the deck, with INS Kolkata standing by. Defence Minister Rajnath Singh congratulated the forces on Monday. “My congratulations to the Indian Navy for successfully executing a meticulously coordinated 48-hour operation to rescue all 20 crew members of the pirated fishing vessel, Azini, more than 3000 km from Mumbai in the Arabian Sea, on 2 Nov 26,” he said. “The swift localisation, interception and safe release of the crew and vessel from significantly-armed pirates, with timely support from the Indian Air Force, speak well of the Indian Navy’s high operational readiness and ability to respond decisively to maritime threats across the region.”

The sacred relics of Shakyamuni Buddha have been formally unveiled for public veneration at the historic Gaden Namgyal Lhatse, or Tawang Monastery, in Arunachal Pradesh, drawing devotees of all ages on the first day of the exposition. Chief Minister Pema Khandu inaugurated the public phase of the 20-day event, which began after a ceremonial reception on 31 October. The relics, bone fragments associated with the Buddha’s Mahaparinirvaṇa and preserved at the National Museum in New Delhi, arrived at the Air Force Station in Tawang and were enshrined at the monastery in the presence of Union Culture Minister Gajendra Singh Shekhawat. Also Read: Woolly mammoth and shipwrecks: Ancient relics revealed as historic river dries up On the sidelines, CM Khandu also opened an exhibition titled “Unearthing the Sacred Piprahwa: The Story of the Holy Buddha Relics and Their Discovery,” organised by the International Buddhist Confederation. The display traces the relics from the Buddha’s final passing through their 1898 excavation by British engineer William Claxton Peppé at Piprahwa in Uttar Pradesh, linked to the ancient Shakya capital of Kapilavastu, to their recent return to India after 127 years abroad, and India’s subsequent efforts to share them internationally. Also Read: Scientist traces Shroud of Turin back to India, piling on more confusion over the relic Ven. The relics left the National Museum under the care of Rinpoche and Member of Parliament Tapir Gao, travelling by Indian Air Force aircraft and helicopter. Public veneration continues at Tawang Monastery until 7 November, then moves to Thubchog Gatsel Ling Monastery in Bomdila (8–13 November) and the Golden Pagoda in Namsai (14–20 November), before returning to Delhi on 21 November. An international conference on Buddhism in the Himalayan region is also under way in Tawang. Shartse Khensur Jangchup Choden Rinpoche, Secretary General of the International Buddhist Confederation, described the relics as the “real presence of the Buddha,” valued by Buddhists worldwide far beyond their archaeological significance. For local communities, the exposition is both a spiritual milestone, the first major return of the relics since 2013, when around 26,000 devotees participated, and a reminder of Arunachal Pradesh’s place in India’s broader Buddhist heritage.

It has framed its tenure around the themes of innovation, openness, resilience and adaptability under its MAHASAGAR vision - Mutual and Holistic Advancement for Security and Growth Across Regions. The doctrine builds on earlier SAGAR (Security and Growth for All in the Region) thinking, prioritising practical cooperation across the Indian Ocean.Invitations have been sent to member states including Iran foreign minister Abbas Araghchi, Mauritius foreign minister Dhananjay (Ritish) Ramful, Indonesian foreign minister Arrmanatha Christiawan Nasir. Gulf states like Yemen, UAE, Oman, several East African countries like Kenya, Tanzania,- South Africa & France, which has territories in the Indian ocean, are part of the grouping. In June 2026, India organised an in-person meeting of the IORA Committee of Senior Officials in New Delhi after a three-year gap and finalised the agenda for the annual Council of Ministers session it will host later this year. Earlier, from 8–13 December 2025, India held a week-long capacity-building programme for IORA officials in New Delhi.During its chairship, India has also hosted IORA’s flagship Track 1.5 Indian Ocean Dialogue in New Delhi on 7–8 May 2026. India and Australia, as co-leads of the IORA Working Group on Maritime Safety and Security, hosted a Search and Rescue tabletop exercise at the Maritime Rescue Coordination Centre in Chennai from 17–19 June 2026. The workshop aimed to strengthen maritime safety and security cooperation in the region and help member states enhance their search-and-rescue capabilities.India has indicated plans to host an IORA leaders’ summit in 2027 to mark the organisation’s 30th anniversary. The last such summit was held roughly a decade ago, in March 2017 in Jakarta under Indonesian leadership, to commemorate the grouping’s 20th anniversary. That gathering produced the Jakarta Concord on maritime cooperation for a peaceful and prosperous Indian Ocean.IORA, established in 1997 and headquartered in Mauritius, focuses on economic cooperation, sustainable development and regional stability. Its work covers maritime safety and security, the blue economy, fisheries, trade and investment, disaster risk management and women’s economic empowerment. Dialogue partners including the United States, China, Japan and the United Kingdom also take part in meetings.Last year the organisation adopted a strategic framework to tackle marine debris, reflecting concern that the Indian Ocean’s geography leaves its shores especially vulnerable to plastic pollution entering the marine food chain. Parallel practical guidelines address illegal, unreported and unregulated fishing, as well as humanitarian assistance and search-and-rescue cooperation. The forthcoming Delhi meeting is expected to take stock of progress under India’s chairship and set priorities ahead of the planned 2027 summit, at a time when the Indian Ocean remains central to global energy flows, container trade and supply chains.

New Delhi: Hindustan Shipyard Limited (HSL), a Miniratna defence public sector undertaking, has signed a memorandum of understanding with Kakinada Seaports Limited (KSPL) to examine the use of an existing slipway and jetty at Kakinada, Andhra Pradesh, as a second base for ship construction. The agreement was signed on 29 October at the INMARCO event by Rear Admiral Chandrasekharan Raghuram, VSM (Retd.), chairman and managing director of HSL, and K.V. Rao, chairman and managing director of KSPL. MoU to assess and utilise infrastructure already in place at the Kakinada waterfront rather than waiting for entirely new facilities to be built. A slipway is the inclined surface on which a ship’s hull is assembled and from which it is launched into the water. A jetty provides berthing space for subsequent outfitting and completion work. Constructing such structures from scratch requires substantial time, land and capital. By studying the Kakinada assets, HSL aims to identify a practical route to add capacity while making use of maritime infrastructure that is already operational. For HSL, whose principal yard is in Visakhapatnam, the Kakinada site could function as an additional location for shipbuilding. The company sees the arrangement as a step that would enlarge its operational capacity and open possibilities in shipbuilding and related maritime activities. An extra site would also extend HSL’s presence along the Andhra Pradesh coast and support the cluster of services and suppliers that typically form around an active yard. Under the MoU, the two organisations will first conduct a detailed assessment of the slipway, jetty and supporting facilities to determine their current capabilities. Where gaps are identified, the agreement contemplates infrastructure upgrades, either strengthening existing structures or adding new ones, so the site can meet HSL’s shipbuilding requirements. Collaborative models will then be used to identify and execute specific projects. The size and type of vessels that could be built at Kakinada will depend on the results of the assessment and any subsequent modifications. The Kakinada understanding forms part of HSL’s broader expansion efforts in Andhra Pradesh. In November 2025, at the 30th CII Partnership Summit in Visakhapatnam, HSL signed a separate MoU with the Andhra Pradesh Maritime Board to explore the development of a greenfield shipyard in the state. A greenfield project involves construction on undeveloped land and is inherently longer-term. The Kakinada initiative takes a different path by starting with existing facilities.

Turkey’s ambassador to India has urged the two countries to deepen ties, declaring that they are “too large to be subordinates and far too strategically vital to remain strangers”. Speaking at a reception marking the 103rd National Day of the Republic of Türkiye, Ali Murat Ersoy said the relationship was now defined by “strategic pragmatism”. He highlighted the resumption of foreign-office consultations in April after a four-year gap, describing it as “a vital turning point towards sustained dialogue”. “Over the past 12 months, Ankara and New Delhi have focused on building steady, enduring channels of dialogue, step by quiet step,” he said. “This commitment to continued engagement proves that the momentum between our two capitals is anchored in maturity and strategic foresight.” Mr Ersoy pointed to bilateral trade of between $7.5bn and $10bn a year and called on both sides to build “corridors of shared vision” in climate technology, cinema, and digital and physical connectivity. He also invoked the spirit of Diwali, Dussehra and Karwa Chauth, saying the festivals reminded people of the need to “burn away our inner voices of doubt, ego and discord”. The event was attended by Alpana Dubey, Joint Secretary (South Europe) in India’s Ministry of External Affairs, as chief guest. India had not sent a government representative to the previous year’s national-day reception, a decision widely seen as reflecting irritation over Turkey’s support for Pakistan during Operation Sindoor in May 2025. Thursday’s presence of an MEA official marked a return to the usual diplomatic practice. In her remarks, Ambassador Dubey congratulated Turkey on its National Day and noted that both countries were "civilisational states" and G20 members. She described economic cooperation as “an important pillar” of the relationship, observing that Indian companies were present in Turkey and Turkish firms were benefiting from India’s growth. “Bilateral trade is fairly diversified, but there is good scope to further strengthen economic engagement, which is presently far below its potential,” she said. She highlighted opportunities for collaboration in global value chains linking Asia and Europe, as well as continued exchanges in education, culture and people-to-people contacts. Madam Dubey also stressed the need to combat terrorism. “We firmly believe that terrorism in all its forms and manifestations poses a great threat to international peace and security, and India stands strong and determined to convey a message of zero tolerance for terrorism,” she said. She expressed hope that the two governments would continue to advance “win-win” bilateral exchanges. Relations between New Delhi and Ankara have been strained in recent years, primarily over Turkey’s close ties with Pakistan, including repeated references to the Jammu and Kashmir issue at the United Nations and its support for Islamabad during the May 2025 India-Pakistan conflict.
