In a significant decision, the Jammu and Kashmir government has reinstated the age-old 'Darbar Move' tradition, directing administrative offices to shift from Srinagar to Jammu for the winter season of 2025-26. The move, announced on Thursday, reverses the 2021 decision by the J&K administration to discontinue the practice, which had been a hallmark of the region’s governance for over a century. According to an official order, all offices observing a five-day workweek will close in Srinagar after office hours on October 31, 2025, while those operating on a six-day schedule will shut on November 1, 2025. These offices will reopen in Jammu on November 3, 2025. The order specifies that offices moving "in camp" will carry only 33% of their staff or a minimum of 10 officials, unless otherwise indicated. To facilitate the transition, the Jammu and Kashmir Road Transport Corporation (JKRTC) has been tasked with providing sufficient buses in good condition for employee transportation on November 1 and 2. Tickets will be available for booking from October 27 at the Civil Secretariat and JKRTC’s main counters, with routes tailored to employees’ destinations where feasible. To ensure a smooth journey, JKRTC will deploy a crane and two empty buses with each convoy to address any vehicle breakdowns. The Health and Medical Education Department has been directed to set up medical aid facilities at key points along the Srinagar-Jammu route, including Qazigund, Banihal, Ramsu, Ramban, Chenani, Udhampur, and Jhajjar Kotli, to support employees during the move. The department’s directorates in Kashmir and Jammu will issue necessary instructions to ensure these arrangements are in place. The government has also outlined strict guidelines for accommodation and logistics. Employees are prohibited from occupying government, estates, or municipal housing without proper allotment orders, though they may retain government accommodation in Srinagar for their families’ use, subject to approval from the Estates Department. The Food, Civil Supplies, and Consumer Affairs Department will establish ration counters near residential colonies in Jammu to ensure adequate supplies for move employees. Financial provisions include a uniform Special Move Travel Allowance (TA) of ₹25,000 per employee, payable only to those who relocate by the prescribed dates. Non-gazetted employees can also apply for advance pay, recoverable in installments as per rules. Salaries for October 2025 will be disbursed on October 31 for all employees in move offices. To maintain operational continuity, the government has restricted leave during the move period, except in exceptional circumstances approved by concerned Administrative Secretaries. However, Kashmir-based employees and those without accommodation in Jammu will be granted five days of special casual leave. The restoration of the Darbar Move, a practice dating back to the Dogra era, reflects the government’s commitment to reviving a tradition that alternates the administrative capital between Srinagar in summer and Jammu in winter. The decision has sparked mixed reactions, with some welcoming the return of a cultural and administrative legacy, while others cite logistical and financial challenges. As preparations begin, all eyes are on the smooth execution of this historic transition, set to commence in just over two weeks. For further details, employees are advised to refer to the official order and coordinate with relevant departments.

IG Yadav noted that, with winter approaching, security forces anticipate a surge in infiltration attempts in the Valley. "Terrorist groups often try to infiltrate before snowfall. With roughly two months until winter sets in, we are maintaining heightened vigilance, as their opportunities will significantly diminish for the next six months," he said. Inspector General (IG) of the Border Security Force (BSF) Kashmir Frontier, Ashok Yadav, confirmed that intelligence reports have identified terrorists stationed at multiple launch pads across from the Bandipora and Kupwara sectors in Jammu and Kashmir, strategically positioned to exploit any opportunity to infiltrate across the Line of Control (LoC). "These groups may attempt to capitalise on inclement weather, such as fog or heavy snowfall, to mask their movements. However, our security apparatus is robust, with seamless coordination among the BSF, Army, and local police forces. We have deployed advanced surveillance systems, reinforced patrolling, and strengthened counter-infiltration measures to ensure no breaches occur," he emphasised. Yadav further highlighted that the heightened alert status, combined with real-time intelligence sharing, ensures that security forces remain fully prepared to thwart any infiltration attempts, safeguarding the region’s stability. In close coordination with the Indian Army, the Border Security Force (BSF) is leveraging cutting-edge surveillance technologies, including thermal imaging, drones, and real-time monitoring systems, to maintain robust control and dominance over the Line of Control (LoC) in Jammu and Kashmir. "Our forces have successfully foiled two infiltration attempts this year alone, demonstrating our unwavering commitment to border security. The heightened state of alertness, combined with the deployment of advanced equipment, creates a formidable barrier, making unauthorized crossings into our area of responsibility exceptionally challenging for terrorists," stated Inspector General (IG) of the BSF Kashmir Frontier, Ashok Yadav. He further emphasised that the seamless integration of technology, intelligence, and ground operations ensures a proactive defence, safeguarding the region against potential threats.

Kulgam encounter: One terrorist killed, Indian Army officer injured, operation underway

On Eid-e-Milad-un-Nabi, chaos erupted at Srinagar’s revered Hazratbal Shrine, a prominent Muslim spiritual site. The unrest stemmed from a newly installed marble plaque, part of the shrine’s recent renovation, which bore an engraving of the Ashoka Pillar, India’s national emblem. Some locals, perceiving the emblem as resembling a statue, deemed its placement inside the mosque a violation of Islamic principles, sparking outrage. Initially, a group of men vandalised the plaque, followed by a large group of women protestors who further damaged it, intensifying the chaos. In an interview with WION, Dr Darakhshan Andrabi, chairperson of the Jammu and Kashmir Waqf Board, strongly condemned the vandalism of a marble plaque bearing the Ashoka Pillar at Hazratbal Shrine. She called for stringent action under the Public Safety Act (PSA) against those who damaged the plaque, asserting that their actions constituted a direct disrespect to India’s National Emblem and an assault on the Constitution. “This is a simple case of politics. Since the day we inaugurated the Shrine, everyone has been talking about it. We kept the inauguration very apolitical, but these terrorists couldn't sleep for three days after the inauguration. They thought of how to create ruckus here. They were planning it already and they chose today as we celebrate Eid Milad. I call it a terror act. They have committed a national crime. We want action against all of them. We trust our police force to slap PSA against all these terrorists. They should not be spared,” said Andrabi. The National Conference issued a statement addressing the protests at Hazratbal Shrine, emphasising that Islamic teachings strictly prohibit idol worship, considering it a grave sin. The party highlighted that the placement of the Ashoka Pillar emblem on the shrine’s marble plaque was perceived by some as conflicting with these religious principles, fueling the unrest. ''Any sculpture on a religious place is against Islam. The foundation of our faith is Tawheed. If she did not think about that, other members should have thought about it. There is no scope for violence. VC should call these people and make them understand and accept the mistake," said Tanvir Sadiq, MLA Zadibal. According to the sources in security forces, the police have identified all the people responsible for the damage caused to the plaque.
