VPNs banned in Jammu and Kashmir for two months over security threatsJammu and Kashmir authorities have banned Virtual Private Networks (VPNs) across the Union Territory for the next two months, citing security concerns. District Commissioners in all districts issued the orders, with District Magistrates stating that the move is necessary to safeguard public security and protect sensitive data. Sources in the security establishment stated that authorities are enforcing the ban due to concerns over public safety and law and order. In recent months, security forces have reported that terrorists and terror organisations have been using VPNs to communicate with their handlers across the border in Pakistan. The orders issued by the administration note that VPNs could potentially be used to bypass lawful monitoring, access encrypted platforms, coordinate activities that disrupt public order, or spread misleading or inflammatory content. Authorities have described the measures as preventive and temporary, emphasising that they are intended to protect public safety and cybersecurity, rather than to criminalise ordinary internet use.“As you can appreciate, the security situation in Jammu and Kashmir is highly dynamic, and assessments are routinely conducted by the Jammu and Kashmir Police and District Administration. In recent times, there have been instances involving anti-national and anti-social elements using networks for illegal activities. To closely monitor such activities, the concerned District Commissioners and police counterparts conducted an assessment, leading to the decision to invoke the relevant provisions of the BNS. The aim is solely to ensure robust security and bring these elements to justice. There is no other intention behind this measure. It is temporary, being enforced for a couple of months, and the situation will be reviewed regularly. If deemed unnecessary, the restrictions can be lifted even earlier,” said Anshul Garg, Divisional Commissioner, Kashmir. While authorities frame these measures as essential for security, Political parties have raised concerns about their implications for privacy, proportionality, and everyday users. Former Jammu and Kashmir Chief Minister and PDP president Mehbooba Mufti on Friday (Dec 26) expressed serious concern over the condition of undertrial prisoners from Kashmir who have been lodged in jails outside the Union Territory for several years, alleging neglect by both the administration and the judiciary. Mufti said many of the families of these undertrials lack the financial means to travel long distances to meet their relatives or pursue legal remedies. “These people are undertrials, not convicts. Some of them have been in jail for five to six years without trial,” she said, adding that such treatment violates basic legal principles. She noted that courts had acknowledged the prisoners’ status as undertrials but failed to provide relief. According to Mufti, the High Court dismissed a petition seeking intervention and instead asked the affected individuals to file cases themselves. “How will they do it when they don’t even have the resources to reach the courts?” she asked. Mufti claimed that around 1,260 people from Kashmir are currently lodged in various jails, many of whom remain unidentified and unsupported. While prominent detainees receive attention, she said, poorer prisoners are left without legal or social assistance. The PDP chief also expressed disappointment that the issue was not raised in Parliament, stating that information sought from the administration and police regarding the detainees was not provided. She said the elected government could have compiled and shared these details, and its MPs could have raised the issue in the Parliament. Responding to criticism that she was politicising the matter, Mufti said such allegations were “ironic,” stressing that her concern stems from firsthand knowledge of the suffering endured by affected families. “I will not let this issue rest,” she said. Also Read: Israel launches strikes against Hezbollah targets in Lebanon Mufti appealed to Chief Minister Omar Abdullah, his government, and Members of Parliament from Jammu and Kashmir, including Ruhullah Mehdi, to intervene. India’s National Security Advisor (NSA) Ajit Doval on Friday (Oct 31) stated that terrorism in the country has been effectively countered, with the last major incident happening in 2013. He added that the entire country has been secured from terrorist attacks, except for Jammu and Kashmir, which he called a “proxy war” for Pakistan. Doval made the remarks at the annually held Sardar Patel Memorial Lecture on Governance.“The facts are facts, and they cannot be disputed. Terrorism in this country has been effectively countered. We had a major incident of terrorism on July 1, 2005, and the last one in 2013 in the hinterland. Except for Jammu and Kashmir, which had been a theatre of a proxy war or a covert warfare for Pakistan, which is a different ballgame, the whole country has remained secure from terrorist attacks. Efforts were made. People were arrested. Explosives are recovered,” Doval said in his address at the event. The NSA said that while enemies have remained active, there have been no terrorist incidents in the hinterland. He added that the “left-wing extremism” has reduced to less than 11 per cent of areas when compared to such incidents in 2014.“Enemies have remained very active, but fortunately, and it's more of a good fortune in the country that we can say that we have had no terrorist incident in the hinterland. The left-wing extremism has reduced to less than 11 per cent areas than what existed in 2014. Most of the districts which had been declared as left-wing prone have been declared safe,” he said.Doval added that India has established deterrence, which convinces that the country can respond to any threat in the interest of its national security.“It is not sufficient to say that we have taken sufficient security measures. What is equally important is that we are able to make every Indian feel secure, both from internal and external forces. While we can deal with them effectively in accordance with government laws and policies, we can create deterrence that credibly convinces them we have the will and the strength to respond to any threat in a manner best for our national security,” the NSA said.He also highlighted the special need to empower the marginalised and noted the importance of providing security for women, saying that it is necessary for good governance and the modern-day world.“There is also a very special need to care for the deprived, the weak, and the marginalised, and to give them a sense of empowerment. The security of women is extremely important. The need for protection, safety, giving a sense of equality and empowerment to women is necessary for good governance in the modern-day world,” Doval said.

In a stern move to uphold national security, Jammu and Kashmir Lieutenant Governor Manoj Sinha has dismissed two government employees, a pair of teachers from service for their alleged deep involvement in terrorist activities and anti-national operations. The dismissals were executed under Article 311(2)(c) of the Indian Constitution, a provision that empowers the authorities to terminate employees without a formal inquiry when state security is at stake. This action underscores the Union Territory administration's unwavering "zero-tolerance" policy against terrorism, aimed at rooting out subversive elements within the system. The sacked individuals are Ghulam Hussain, a teacher in the Education Department, accused of operating as an overground worker (OGW) for the banned Lashkar-e-Taiba (LeT) outfit. In a major breakthrough, Counter Intelligence Kashmir (CIK) has dismantled a dangerous online radicalisation network, saving two impressionable youths from being lured into terrorism. The operation, marked by exceptional cyber intelligence and swift action, exposed a sophisticated digital propaganda campaign orchestrated by a Pakistan-based handler linked to The Resistance Front (TRF).Acting on precise intelligence and rigorous cyber surveillance, CIK uncovered two social media accounts—‘faithful_warrior57’ and ‘Gurkboru.08’—actively promoting terrorist ideologies. These handles were found glorifying violence, sharing propaganda materials, including audio clips of known terrorists, and inciting secessionist sentiments to radicalise vulnerable youth.Following meticulous technical analysis, CIK identified the operators as two juveniles: Hashim Mashood Lone, 17, from Khawjabagh, Maloora, and Mohammad Hazik Ahanger, 15, from Railway Colony, Nowgam. Forensic examination of Hashim’s mobile device confirmed his operation of ‘Gurkboru.08’, revealing he was acting under the guidance of a Pakistan-based propagandist known as ‘Saqib’ (real name Ahmad Salar). Salar, a TRF operative, used encrypted communication tools and VPNs to manipulate the youths through ideological grooming and false promises. Hazik, behind ‘faithful_warrior57’, was similarly ensnared through emotional manipulation and extremist conditioning.CIK’s swift intervention disrupted the network, preventing the recruitment of the two minors and neutralising a growing threat to community safety. Beyond operational success, CIK demonstrated its commitment to social responsibility by organising counselling sessions with the juveniles’ families, community elders, and religious scholars. These sessions focused on educating the youths and their guardians about the dangers of radicalisation and the importance of responsible online behaviour. The operation underscores CIK’s expertise in countering digital extremism while fostering community trust. Authorities have urged parents, educators, and religious leaders across Jammu and Kashmir to remain vigilant and report suspicious online activities. CIK reaffirmed its dedication to safeguarding young minds, preserving peace, and ensuring the region’s security.
