New Delhi: Residents of the Indian Union Territory of Jammu and Kashmir (J&K) elect five members of the Lok Sabha and their own legislative assembly. National Conference president Farooq Abdullah has triggered a political controversy after saying that Pakistan’s continued international advocacy of the Kashmir issue was keeping pressure on New Delhi and helping protect the people of Jammu and Kashmir.Addressing party workers in Baramulla on Saturday, Abdullah questioned whether the people of Jammu and Kashmir could expect justice from the Centre, urging them not to rely solely on New Delhi to address their political concerns.“Will you pin all your hopes on them [Delhi]? Do you truly believe they will deliver justice to you?” Abdullah asked, calling on people to remain courageous and united in the face of the prevailing situation.Warning against what he described as the consequences of inaction, the senior leader said the people risked losing their political identity if they failed to stand up for their rights.“Be brave; we shall confront them. If you do not find the courage, you will be finished. They will erase your very name and identity,” he said.Referring to Pakistan, which he described as Jammu and Kashmir’s neighbouring country, Abdullah said its repeated efforts to raise the Kashmir issue on international platforms had kept the dispute in the global spotlight and placed pressure on New Delhi.“They are silent today because of global pressure, and because our neighbouring country is keeping the heat on them. Everywhere they go, they highlight that the Kashmir issue remains unresolved. That is what is saving us,” Abdullah said, while adding that he did not necessarily consider Pakistan’s intentions to be noble. His remarks are likely to draw political reactions, particularly his assertion that Pakistan’s international advocacy on Kashmir has helped sustain pressure on the Indian government. The comments also bring renewed attention to the competing political narratives surrounding the long-standing Kashmir dispute. The National Conference has continued to press for the restoration of Jammu and Kashmir’s statehood and the reinstatement of Article 370, which was abrogated by the Centre in August 2019.

As Kashmir continues its journey towards lasting peace, security forces are stepping up efforts to eliminate the remaining pockets of terrorism, tightening surveillance from remote forest hideouts to the busy streets and commercial centres of the Valley. In what is being described as a renewed push against terrorism, the Jammu and Kashmir Police, in coordination with the Army and other security agencies, has intensified a multi-pronged counter-terror campaign across the Union Territory. The operation targets active terrorists, their over-ground workers (OGWs), financial networks and support structures, with a focus on denying terrorist groups safe havens and disrupting the channels that sustain their activities. The intensified campaign follows a strong message from Jammu and Kashmir Director General of Police (DGP) Nalin Prabhat on Police Commemoration Day, when he reiterated the administration’s resolve to dismantle the nexus between terrorism and separatism and bring those involved in unlawful activities to justice.“Our objective is crystal clear: to identify and completely root out every individual associated with terrorism and extremism in Jammu and Kashmir,” DGP Prabhat said, underscoring the force’s determination to pursue those involved in supporting militancy. He also issued a stern warning to those providing support to terrorists, saying that security agencies would continue their efforts to track down suspects and ensure that they face the law.Following the directives, security arrangements have been intensified across the Kashmir Valley, with coordinated operations and surveillance measures being stepped up in sensitive areas. The coordinated approach brings together police units, including the Special Operations Group (SOG), the Army and other security agencies, with intelligence inputs guiding operations on the ground. The intensified campaign comes amid a series of counter-terror operations along the Line of Control (LoC) and in difficult mountainous terrain. Security forces have been working to foil infiltration attempts and prevent armed groups from entering the hinterland.Joint operations in forested areas have also focused on locating terror hideouts and recovering weapons, ammunition and other materials that could be used to carry out attacks or disrupt public order. These efforts form part of a broader strategy to prevent the regrouping of militant networks and restrict their ability to operate across the Valley.

India’s strong reaction came over the resolutions concerning J&K made at 52nd Session of the Council of Foreign Ministers of the OIC which was held in Baghdad, Iraq, from October 17–18, 2026. Pakistan is a founding and prominent member of the grouping. In a strong reaction, the MEA said, “We categorically reject the anti-India references in the resolutions of the OIC Council of Foreign Ministers’ Meeting held in Baghdad on October 17-18.” India’s external affairs ministry further emphasised that Jammu and Kashmir has seen significant economic growth ever since Article 370 was scrapped in 2019. “This is in stark contrast to the situation in PoJK, where Pakistan has unleashed violence, repression and brutality on civilian protesters, killing scores of them, including women and children. No amount of media blackout has been able to hide these grave violations of human rights,” it added. The MEA said the OIC has “no locus standi whatsoever” to comment on matters that are strictly internal to India.“The Union Territories of Jammu and Kashmir and Ladakh are integral and inalienable parts of India. Politically motivated propaganda can never alter this reality.” The MEA described other “fabricated and hostile references against India in the OIC resolutions, including insinuations related to Islamophobia” as nothing but a “desperate attempt by Pakistan to divert international attention from its own appalling record of minority persecution and sectarian violence”. “The OIC’s repeated endorsement of patently malicious propaganda and narratives peddled by Pakistan raises serious questions about its credibility and integrity. We hope its members would do better and reform this organisation,” the ministry added. New Delhi also took the opportunity to raise Pakistan “illegal occupation” of parts of Jammu and Kashmir. “The only issues related to Jammu and Kashmir that remain to be addressed are Pakistan vacating from areas under its illegal and forcible occupation and ceasing its continued support to cross-border terrorism,” the MEA said.

The Ministry of External Affairs slammed the OIC for unwarranted and factually incorrect remarks made under the influence of Pakistan. It said OIC’s repeated endorsement of malicious propaganda and narratives peddled by Pakistan raises serious questions about its credibility and integrity.

He expressed hope that the Haryana government, led by CM Saini, and the state police would apprehend the culprits and take action to prevent such incidents from recurring. The latest attack in Punjab has triggered fresh condemnation from political representatives and groups in Jammu and Kashmir. Jammu and Kashmir Students Association national convener Nasir Khuehami also questioned the targeting of Kashmir-bound buses and the safety of Kashmiri passengers travelling through other states. He urged Punjab Chief Minister Bhagwant Mann and the state's Director General of Police to take immediate cognisance of the incident, ensure a thorough and impartial investigation, identify those responsible and initiate strict legal action. “No one should be targeted, threatened, or intimidated because of their identity or place of origin,” Khuehami said, adding that national unity must be reflected in the treatment of every citizen. Meanwhile, in a separate incident, the body of Aijaz Ahmad Dar, a 28-year-old labourer from Darpora, Hallpora, Gadool in Kokernag, who had been missing was recovered in Punjab and brought to his native village on Monday, officials said. According to his family, he first travelled to Srinagar and stayed there for around 10 days before leaving for Ludhiana, Punjab, to find employment. The family remained in telephone contact with him for about a week, but subsequently lost contact after his phone was switched off. A missing report was lodged on September 26. On October 17, residents of Hallpora and Dar's family staged a protest over his disappearance, expressing concern for his safety and demanding that efforts be intensified to trace him. The protest ended peacefully following intervention by the SDPO Kokernag and the SHO of Police Station Kokernag. After his body reached the village on Monday, family members and local residents staged another protest outside Police Station Kokernag, alleging that Dar had been murdered and demanding a thorough investigation into his death. Police assured the protesters that the case would be taken to its logical conclusion, following which they dispersed peacefully.

Haryana Police have detained two people in connection with the Kurukshetra attack, while the state government has maintained that the altercation stemmed from a parking dispute. CM Nayab Singh Saini said the safety of every citizen and visitor to Haryana was the government's utmost priority.

The killing of Hashim Moosa, a Pakistan-based Lashkar-e-Taiba (LeT) operative, is being described by security forces as a significant setback to the group’s remaining network in Jammu and Kashmir, for several reasons. According to security forces, the operative was among the most-wanted Pakistan-based LeT operatives active in Jammu and Kashmir. His group had operated on both sides of the Pir Panjal range, giving it the ability to move between the Jammu region and the Kashmir Valley. He was also operating a small group of foreign terrorists in the region, with limited support from the local terrorist network. Security officials believe his elimination could significantly disrupt the group’s ability to coordinate, recruit, maintain logistical support and plan attacks. Security forces have said that Musa was associated with the LeT network operating in the region between 2021 and 2024. He has also been accused of involvement in attacks during that period. The LeT has shrunk massively in the last few years, with its structure in 2026 markedly different from what it was in the mid-2010s. At that time, the group was able to maintain prominent local commanders, relatively large groups of armed cadres and substantial territorial influence in parts of South Kashmir. The successive killings of commanders including Abu Qasim, Abu Dujana, Abu Ismail and Bashir Lashkari progressively weakened that structure. Over time, the conventional commander-and-cadre model that allowed the group to maintain a visible and sustained presence across parts of the Valley has been substantially degraded. What remains, however, is the Pakistan-based command and support structure. According to security forces, infiltration, cross-border communication and logistics continue to pose a challenge, even as the local terror infrastructure has been significantly reduced. According to security data, terrorists and terrorist handlers that are still active and pose a challenge for the forces include: One of the Pakistan-based LeT handlers identified in the investigation into the Pahalgam attack is Sajid Jatt. The National Investigation Agency (NIA), in its chargesheet, has specifically alleged that Saifullah, alias Sajid Jatt, operated from Lahore and communicated with the attackers involved in the Pahalgam incident. Another name identified by investigators is that of local commander Mohammed Latif, who is believed to be operating from within the Valley. Jammu and Kashmir authorities announced a reward of ₹15 lakh for information leading to his capture in August 2026 and circulated wanted posters bearing his details. Investigators have accused Latif of involvement in targeted killings and of working with the Lashkar-e-Taiba network. The broader picture, therefore, is of a LeT network that has lost much of the local commander-led structure it possessed a decade ago but has not disappeared. Its remaining footprint is increasingly characterised by smaller groups, foreign terrorists, Pakistan-based handlers and efforts to sustain infiltration, communication and logistics links into Jammu and Kashmir.

LeT’s shrinking footprint in Jammu and Kashmir: What the killing of Hashim Moosa means

Security forces have killed one of the most wanted terrorists active in Jammu and Kashmir during a joint counter-terrorism operation in central Kashmir’s Budgam district. The terrorist, identified as Pakistan-based Lashkar-e-Taiba (LeT) operative Mohammad Asif alias Hashim Moosa, was killed in an operation in the remote and rugged area between the tourist destinations of Yusmarg and Doodhpatri. The joint operation was launched on Tuesday night following specific intelligence inputs about the movement of terrorists in the higher reaches around Korag. The operation involved the Indian Army, Jammu and Kashmir Police and the Central Reserve Police Force (CRPF). The Army said that during a search operation in the general area of Palmaidan, troops recovered the body of Mohammad Asif alias Hashim Moosa along with a cache of arms and other war-like stores. “Update: OP KORAG. Operation under progress,” the Indian Army said. According to the Army’s Chinar Corps, troops moving towards a suspected terrorist hideout came under fire, triggering an exchange of fire. One terrorist was subsequently killed in the operation.

The search operation continued through the night, with security forces maintaining a tight cordon across the dense and difficult terrain of the Pir Panjal range to prevent any remaining terrorists from escaping. Security agencies had previously identified Moosa as a senior LeT operative active in Kashmir. Officials have linked him to several terror-related activities and attacks across the Valley, including areas such as Poonch-Rajouri, Gulmarg, Ganderbal and Pahalgam. In April 2025, investigative agencies released photographs of four terrorists linked to the Pahalgam attack. Among those named were suspects identified by aliases including ‘Musa’ and ‘Yunus’. Officials had alleged that Musa was involved in directing LeT operations in Kashmir and in planning and executing attacks in the Valley. The latest operation comes weeks after a joint counter-terrorism operation by the Army, Jammu and Kashmir Police and CRPF in the high-altitude Korag area near Yusmarg in September. According to officials, Moosa had escaped during an encounter in the Yusmarg hills on September 5, while his close associate and alleged aide, Yasir, was killed. The killing of Moosa is a significant development in ongoing counter-terrorism operations against the LeT in central Kashmir. Security forces are continuing search operations in the area.

India has highlighted how Pakistan armed and trained the terrorists who forced Kashmiri Pandits to leave their homes in 1990 and later killed Kashmiris of every faith, in a sharp right of reply at the UN Human Rights Council. Kshitij Tyagi, Indian diplomat at India’s Permanent Mission in Geneva, said Pakistan was in no position to raise Jammu and Kashmir after decades of sponsoring cross-border terrorism. “This Council does not need Pakistan to explain it. It happened in 1990, to the Kashmiri Pandits, driven from their homes by terrorists Pakistan armed, trained, and sent across the border,” he said. “Those same terrorists have since killed Kashmiris of every faith, many of them Muslim. The State that sponsored them is now asking this Council for an inquiry. The irony will not be lost on this Council.”The remarks came as Pakistan again raised Kashmir at the council’s 60th session. India restated its core position: “Jammu and Kashmir was, is and will always remain an integral and inalienable part of India. The only part of Jammu and Kashmir under foreign occupation is the part Pakistan holds, which we again call upon it to vacate.” The 1990 exodus remains one of the biggest crises that the Kashmir Valley faced. Pakistan-backed Hizbul Mujahideen targeted killings of prominent Hindus began in 1989. Tens of thousands of Pandits, a small Hindu minority that had lived in the Valley for centuries, fled within months. Community estimates put those killed in the hundreds; most of the community has not returned. In Pakistan, he said, Hindu, Sikh and Christian communities have shrunk since 1947; daughters are abducted and forcibly converted; blasphemy laws hang over minority households; and Shias, Ahmadis, Ismailis and Hazaras face systemic attack. “A State with that record is in no position to lecture anyone on minorities.” Pakistan, he added, would “better serve its people by focusing on development, rather than by coveting territory of others or exporting terror,” because neither that nor “theatrics in the Council” would repay the loans on which its economy depends.

India’s Kshitij Tyagi hit back at Pakistan over arming and training terrorists who drove Kashmiri Pandits from their homes in 1990, while calling on Islamabad to vacate PoK.

The Jammu and Kashmir government’s eviction notices to establishments operating on Nazool land have triggered concern among sections of Srinagar’s business community, with several commercial properties facing action over alleged failure to renew leases or pay rent. Among the properties facing eviction proceedings is the Mohi-ud-Din Trust building on Residency Road near Polo View, which houses more than 40 commercial establishments. The development has caused unease among traders and business owners whose establishments operate from properties classified as Nazool or state land. According to official records, around 58,000 kanals of land, equivalent to more than 7,000 acres across Jammu and Kashmir falls under the Nazool category. Of this, approximately 8,000 kanals (around 1,000 acres) are in Srinagar, while nearly 50,000 kanals (more than 6,000 acres) are located in Jammu. Several prominent commercial areas of Srinagar, including Lal Chowk, Residency Road and Rajbagh, include properties situated on Nazool land. An eviction order issued by the Estates Officer under the Jammu & Kashmir Public Premises (Eviction of Unauthorised Occupants) Act, 1988, concerns Nazool/state land under Khasra Nos. 174-A and 174/1 in Estate Kothibagh, Srinagar. The order states that a notice under Section 4 of the Act was issued to the Mohi-ud-Din Trust on August 5, 2026, asking it to produce documentary evidence establishing its authority to occupy the premises. The eviction proceedings have also triggered political reactions. BJP leader and Leader of Opposition Sunil Sharma alleged that the government was itself involved in encroachments and said his party would oppose eviction measures affecting small businesses. “In some places, this government wants to take away the rights of poor people who earn their livelihood by running small business establishments. The Bharatiya Janata Party will protest against this,” Sharma said. Meanwhile, PDP MLA Wahid Parra also criticised the government, linking the eviction proceedings to what he described as a departure from electoral promises concerning land security. Parra referred to the Land Bill brought by his party and said it had sought to provide protection to people living on state land. “Unfortunately, this government is going back on every promise on which it contested the elections and came to power,” Parra said. National Conference MLA Tanvir Sadiq also questioned the move and said that many occupants had spent their entire lives on the properties. “It’s definitely not justified. These people have spent their entire lives on those properties. The government is looking into the matter, and we’re hopeful that a solution will be found,” Sadiq said. The government’s action has consequently brought renewed attention to the status of Nazool land across Jammu and Kashmir, particularly in Srinagar, where several long-established commercial centres have developed on such properties.

India’s Unified Payments Interface (UPI) has transformed digital payments, but sustaining a large-scale, low-cost payment ecosystem comes with its own challenges. The debate around UPI’s Merchant Discount Rate (MDR) focuses on who should bear the cost of processing transactions and how payment networks, banks, fintech firms and merchants can maintain a viable digital payments system.
