The meeting of the steering committee is scheduled to be held on Saturdayat the All India Congress Committee (AICC) office.
The plenary session, according to sources, is likely to be held in March-April.
"Apart from Delhi, Punjab is being considered as a possible venue for the session. However, a final decision has yet to be taken on this count," a report said quoting a senior leader of the party.
