News reports quoted Chandy as saying Chief Minister Pinari Vijayan had not insisted on his resignation but had asked him to "consider it".
There had been massive pressure on Vijayan and Chandy that the latter resign.
A resort in which Chandy has a stake was accused of land-grabbing in the Kerala backwaters.

Chandy had challenged the government report -- filed by the district collector of Alappuzha -- in the Kerala High Court.
The court had slammed Chandy yesterday, saying it was "extremely improper" for a minister to file a petition against his own government.
"It shows that you have no trust in your own government and chief minister," the court had said.
Chandy's petition had been dismissed.
Chandy -- who is the richest government minister in Kerala, he has business interests in the Middle East -- is the third minister to resign from the Pinari Vijayan cabinet.
