Breaking all records in the fruits sale, Jammu and Kashmir has been selling watermelons worth Rs 50 million (US $6,56,000 approx.) every day in the Kashmir valley during the month of Ramadan (which started on April 2 and will last till May 2)

According to the official data, more than 100 trucks carrying watermelon made a stoppage at the Fruit Mandi of Srinagar.

The produce is being brought from various Indian states, including Gujarat, Andhra Pradesh and Maharashtra.

''We have been making watermelon sales worth Rs 50 million every day. In the month of Ramadan, it's very warm and the demand for this fruit increases a lot. This time of the year, the produce is mainly coming from Andhra Pradesh, Gujarat and Maharashtra,'' said Bashir Ahmad, President, Fruit Mandi, Kashmir.

The Fruit Mandi has around 300 shops, of which 70 per cent of the shops have started dealing with watermelons, helping the sellers make a brisk business.

According to the officials, Kashmir is one of the biggest consumers of watermelon in the country. And since the produce is brought from far-flung states, the price goes up. Officials say the cost will come down once the produce starts coming from Punjab.

''The transportation cost of watermelon is steep. Kashmiris love watermelon and I think if we compare it across the country, most of the sale takes place in Kashmir alone,'' Ahmad said.

India: Two terrorists killed in Tral encounter in Kashmir

India's Jammu and Kashmir was recently listed by UNESCO among the creative cities across the world. The valley has immense art and craft like the weaving of silk carpets, paper mache, wood carving, pashmina and sozni. But what the valley lacked was a place where people could experience the making of these handmade products.

Ali Shah took it upon himself to create Valley's first Art and Culture centre where he plans to bridge the gap between the artisans and people.

The centre has been named 'Artisane, Art and Cultural Centre', and is located in the Kunzer area of Baramulla district. A place where people would witness the process of art coming to life. The idea is to make people understand the hard work and passion involved in making these exquisite products.

People who visit the cultural centre would be able to see a live demonstration of hand-made products like kani and pashmina shawls, silk carpets, colourful papier-mache products, minute sozni and embroidery work and carved walnut woodwork.

"The earthen world of Artisane is a mini representation of Kashmir’s rich architectural and craft legacy. The sublime aesthetics of the stone and wood structure which took almost 4 years to complete beholds the idea of Kashmir in each corner. The inspiration to create this cultural centre is to bring a psychological renaissance to the cottage industry and revive the hand-made practices to create craft delights indigenous to Kashmir. It celebrates the authenticity and perseverance of the craftspeople who work arduously to preserve the heritage of the valley," said Mehboob Iqbal Shah, Co-Founder, Artisane, Art and Cultural Centre.

The experts said that 'Artisane' could be a steppingstone and the government of Jammu and Kashmir should create spaces like these. They believe that craft of the valley needs to be showcased as heritage gardens and properties.

"The way we showcase our gardens and heritage properties in the valley, we need to showcase the craft as well. People have to experience the creative demonstration of how every handmade product in the valley is made. Artisane is a very thoughtfully done place, where space is not subservient to the products. The people who visit the cultural centre would first imbibe the space and later look at the products. And I hope the government takes a step like this too so that more such places are available for the people who are interested in Art and Craft of the Valley," said Saleem Beigh, Saleem Beg, former DG of tourism and chairman of Indian National Trust for Arts and Culture Heritage (INTACH) J&K chapter.

Around 15 Kashmiri Pandit families in this colony have come back, while more are planning to return. These houses were in dilapidated conditions for years and now finally, it seems that these colonies would see happy times again.

''Yes, it's true that houses are being built again. The Kashmiri Pandit community is now finally thinking of returning to their homes. The pandit community in Jammu is also thinking of returning. We used to live with so much love around us. People want to come. There are around 15 houses which are being built and more will be built too. In a few years, I am sure, if conditions are peaceful, everyone would return. '' said Ashok Kumar Sidha, President of Martand Temple Trust.

In the last few years, many such families have come back to the valley and are living happily. Matan village has seen the maximum number of Kashmiri Pandits returning to their homeland.

Without any government help, these people have started to build or renovate their old houses. Some local Muslim Kashmiris say things are returning to how it used to be in the 1980s and before.

''A lot of them have come back and a lot of them are coming back. We have always lived in brotherhood. There are many new houses being built here. As you can see, many houses in this colony are being built. We are with them and would love them to return. We always used to celebrate auspicious occasions days together. Kaka ji (Uncle) has returned back after many years. His house is all ready, and he will come soon to live in it. They have a lot of trust in us, and we have a lot of trust in them too. '' said Mohammad Rajab Lone, neighbour.

Most of the construction work is being done by the Kashmiri Muslim community. They have been taking care of these properties and now, they are helping them to rebuild these houses as well.

''We are so happy that they are returning. We are working on their houses. We have been working on these constructions. There are around 15 new houses being built. We are giving them all the support and we are very happy that they have come back. We are always there for help. Some of them never left and those who left are coming back. Insha Allah (Praise the lord), the brotherhood between us would remain forever,'' said Farooq Ahmad Lone, another local.

The Pandit community wants the government to provide them security and also help them build their houses. They say if there are no homes for the Pandits, how can they return to the valley.

The government had said that 6,000 Kashmiri Pandits have returned to the valley recently, but the community has claimed that they have not been provided proper accommodation and are living in rented rooms.

''The Pandits cannot return if they don't have a place to stay. No 6,000 pandits have returned. These are those who are employees. Six employees live in one room here. That's why we say the government hasn't done anything for us. If the government had done something for these employees that meant creating space for 6000 families. Which would encourage others to come back too, '' said Ashok Kumar Sidha, President of Martand Temple Trust.

We just request the people to follow covid SOPs," said Director Health Kashmir, Dr Mushtaq Ahmad.

A decade ago while analysing the development scenario in Jammu and Kashmir, the Planning Commission lamented the slow growth in the region and attributed it to various factors. It said the climate of armed militancy in Kashmir and low productivity in agriculture and allied sectors has impeded employment and income generation. Poor industrial infrastructure along with the poor investment climate has left the industrial sector in its infant stage.

It mentioned that there has not been a suitable strategy for the potential sectors to achieve higher economic growth. It further mentioned that the lack of good governance and sound fiscal management has also been responsible for the poor economic growth of the state.

During the past two years, the union territory of Jammu and Kashmir has been marching on the path of development as a result of the government’s initiatives, which included various developmental schemes executed under the prime minister development package focusing on individual beneficiaries and reviving long-pending projects lying dormant for several decades by removing the obstacles, through ensuring effective and transparent administration.

Both the Union and the UT governments have been leveraging technology to provide several benefits to the local population of the UT. In the field of IT, several procedures have been framed such as providing, building two large sizes IT parks (spread over half a million square feet) — one each in Jammu and Srinagar.

Among some other initiatives, the UT administration also released a real estate policy equipped with a transparent bidding process to disburse government-created “land banks” to private developers. The all-around developmental approach adopted by the J&K government has a special focus on developing a network of roads and highways only.

To ensure growth in the valley and enable the UT to come at par with the other states of the country, almost all the projects across various sectors that were ignored, have been infused with new life.

In 2015, a huge package of Rs.800 billion was allocated by the Modi government to the state government for initiating various development projects to convert J&K into a modern, prosperous and progressive place.

The benefits of abrogation of article 370 have started to trickle down to the people. After Aug. 5, 2019, the J&K government received investment proposals worth Rs.150 billion from around 40 companies from sectors like Information Technology, Defense, Renewable Energy, Tourism, Skill, Education, Hospitality, and infrastructure.

During the past two years, the J&K government has achieved 100 per cent household electrification with 24×7 power for all. Household water connections have reached 43 per cent of rural households which is double the national average of 21 per cent, and a road map has been prepared to ensure 100 per cent coverage of piped water supply to all 10816 million rural households by December 2021.

The Indian government in February 2020 approved Rs 60 billion for a multi-purpose irrigation cum power project in J&K’s Kathua district. National Hydroelectric Power Corporation has been in charge of power projects to overcome the acute shortage of electricity in J&K.

In 2019, 15 power projects were inaugurated and the foundation stone for 20 others laid with worth Rs.100 billion. The formation of Kashmir Power Development Corporation Limited (KPDCL) and Jammu Power Development Corporation Limited (JPDCL) has been helping J&K to become self-reliant in the power sector.

With a holistic approach for all-around human development in the UT covering crucial sectors like education, healthcare, employment generation, tourism, industrial growth among others. To provide quality education to Kashmiri children and youth, the government has established hundreds of schools and 50 new educational institutions offering 25,000 seats to students, launched scholarship schemes benefitting more than half a million students so far.

New Indian Institute of Technology (IIT) and an Indian Institute of Management (IIM) are coming up in UT. 02 All India Institutes of Medical Sciences (AIIMS), 07 new medical colleges, 05 new nursing colleges, and a state cancer institute are being constructed for better healthcare services to the J&K people.

The people of Jammu and Kashmir, especially from Valley, consciously exercised their political preference for democracy and idea of India, which encompasses, peace, pluralism, equality, terror-free right to, life and liberty, as against death and destruction inflicted by terrorists on the people of Kashmir.

The idea of India in Kashmir and plural Kashmir’s ethos is meaningless for Kashmiri society and the rest of the world unless the Exiled Kashmiri Pandits are physically repatriated back to their homeland with dignity and political-economic empowerment.

The enactment of the law regarding Zila Parishads under the Panchayati Raj system and its extension to the union territory of Jammu and Kashmir post abrogation of Article 370/35A was a great step aimed at introducing grass-root level democracy and administration. In other words, it means taking the governance to the doorstep of the people living in the remotest corner of the UT.

Though it is being done for the first time in J&K that the three-tier Panchayati Raj stands implemented, the people in the UT have responded like mature and responsible citizens and voters in the whole process of elections. The near normal and peaceful election process has added to the happy and satisfactory situation for all concerned.

An overall percentage of 50 per cent voting in the UT despite the severe cold, Covid-19 situation, and the background of the boycott politics in the valley, in particular, is not a mean achievement. Kashmiri’s are sick of ongoing terror violence for more than three decades and are longing for peace and a peaceful right to life and liberty.

They see India as a promising land of opportunities. people of Kashmir Valley have chosen democracy, the mainstream political narrative, and liberal Sufi Islamic way of life and have once again rejected the separatist rhetoric and religious extremism. New Delhi is doing its best to win the hearts and minds of people.

Kashmiris on their part have to make extra efforts to defeat terrorism and separatism and create an atmosphere for peace and a new beginning for regaining their land’s lost glory.”

Jammu and Kashmir Police said on Monday that biggest challenge for security forces in the union territory are going to be hybrid terrorists. Hybrid terrorists are those who are not listed with the security forces and are only brought in by terror groups just once or twice to carry out terrorist attacks.

In 2021, Kashmir valley saw dozens of attacks soft targets like civilians, policemen (on leave), political workers and people from minority communities. Jammu and Kashmir Police says that most of the attacks were carried out by hybrid terrorists. Security forces are now focussing on identification of such hybrid terrorists.

"There are two biggest challenges with regard to terrorism, the first one is hybrid terrorists. To identify hybrid terrorists, it a big challenge and to arrest them or stop them for doing any unlawful activities. If that's not possible then neutralizing them in encounters will be a big challenge. Use of technical gadgets and cyber patrol are the two ways of knowing about hybrid terrorists," said Vijay Kumar, Inspector General of Kashmir Police.

The other challenge that the security forces are facing in the Kashmir Valley is narco-terror. Tons of narcotics have been recovered by security forces in various districts of the Kashmir valley and security agencies believe that the money from these drugs is being used by the terror outfits. The arms and ammunition are mostly bought from money generated through drug trafficking. These drugs are sold in different parts of the country.

"The other challenge is Drugs. Students and civilians are involved in drug addiction and narcotics are coming from across the border. The narcotics are being sold and that money is given to terrorists and terror outfits. They buy arms and ammunition with that money and that's a big challenge for us," said Vijay Kumar, IG Kashmir Police.

Security forces have received intelligence input that terror handlers from across the border want to rebuild strength of terror outfits in Jammu and Kashmir. The terror outfits in the union territory have been dealt a blow due to sustained operations carried out by security forces. Many terrorists from top leadership of terror outfits have been eliminated.

The input further says that more than 300 trained terrorists of various terror outfits are waiting at launchpads across the border to infiltrate into Kashmir Valley mostly through Gurez and Kupwara sector in North Kashmir.

Pakistan has always tried to reach out to India for peace, Pakistan’s former high commissioner to India Abdul Basit told WION in an exclusive conversation on Thursday, adding that it is high time that New Delhi reciprocates the gesture.

Basit spoke to WION in response to a report that Pakistan is unveiling its new National Security Policy, one of the agendas of which is to end hostility with India “for the next 100 years” and restore commercial ties.

“Pakistan has always tried to reach out to India. Let’s hope that in response to this new policy, India also understands and reaches out to Pakistan,” Basit, who was speaking after a long interval to an Indian-based channel, said.

He said that both countries need to trust each other again, adding that the desired peace won’t come to fruition until core problems are resolved.

And for that, Basit added, India and Pakistan must resolve the Kashmir issue “once and for all”.

“Mutual trust can't be built unless the fundamentals are attended,” Basit emphasised. “We have tried [in the past], it hasn’t [happened].”

He also spoke about Pakistan’s chequered history of no elected prime minister having ever completed their five-year term.

The security forces in Jammu and Kashmir are trying hard to finish terrorism in the Valley. And this winter, there is a shift in strategy of forces. Security agencies are focussing on neutralising foreign terrorists mostly Pakistanis in the coming three months.

Security forces see foreign terrorists as the biggest challenge. These terrorists are highly trained and also recruit young Kashmiri boys into the terror outfits. The security forces say that foreign terrorists also run training camps in the valley for the local Kashmiri boys to join the terror ranks.

''If one foreign terrorist comes in the valley, it means he will be recruiting 4 local boys into the terror ranks. And that's why we are focussing on foreign terrorists and want to neutralise all of them soon. Mostly to stop the recruitment of young boys into these terror outfits,'' said Vijay Kumar, IG Kashmir.

The security forces believe that winters are the best opportunity for them to neutralise these foreign terrorists. As the higher reaches are completely covered in snow, these terrorists come down to plains during the harsh winter months in the valley and that's when security forces want to strike against them. And the new strategy has already been implemented on the ground. Six foreign terrorists have already been killed in the first two weeks of January 2022.

The foreign terrorists are not only well trained but also laced with most sophisticated arms and ammunition. Security forces have recovered many M4 assault rifles from these foreign terrorists.

''We have always seen that terrorists during the snowfall leave the higher reaches and come down to plains and villages. They go back to these higher reaches in summers. So, the months of January, February and March are the time we need to utilize to the fullest. We along with security forces want to neutralise as many foreign terrorists as possible. '' said Vijay Kumar, IG Kashmir.

The new strategy has been put in place by security forces as they have received information that foreign terrorists numbering around 85 in Kashmir have been directed by the Pakistani handlers to recruit as many locals and train them in the valley only. This comes after the tight security vigil on the LoC which has led to the least number of infiltrations in the last one years. And this seems to have frustrated the terror handlers from across the border as they are not able to push terrorists and arms into the valley.

Security forces recently claimed that there are less than 200 militants present in the Kashmir valley for the first time in 30 years and with this new strategy in place, security agencies believe they will be able to bring down the numbers further.

“Modernisation has been going on for the last few years and it will continue in the future as well. We are getting new weapons and drones. J&K Police has been upgrading itself for the past few years, but the most important was the technical surveillance and technical input generation capability,” said Vijay Kumar, Inspector General, Kashmir.

Underlining the importance of equipping the police with new ammunition, Kumar said, “Jammu and Kashmir police have been focussing on tactics and firing skills. It’s the police that gets 75-85 per cent of information about the terror groups and terrorists. We use both human intelligence and technical surveillance to get all the information.”

The Government of India procured the same rifles in 2019 for the Indian army. Around 72,000 rifles were bought for the soldiers posted along Line of Control and the Line of Actual Control.

Jammu and Kashmir Government for the first time ever will be taking action against the Policemen involved in anti-national, criminal and corruption activities. As part of the cleansing process of police and administration, a list of 168 policemen has been prepared who could be terminated from their services.

The list of 168 policemen includes 161 from the Kashmir region while 7 belong to the Jammu region. Police officials say many of the policemen named in the list could have links with terror groups.

"Please Intimate by return signal, the involvement/non involvement with regard to criminal/corruption cases as well as subversive activities in respect of following officers/officials who are residing within your respective jurisdictions within two days positively, As the same is required in connection with the review of their performances in pursuance to government." said that order.

The list includes 2 inspectors, 11 sub-inspectors and 49 assistant sub-inspectors. Rest are head constables, selection grade constables, constables and followers.

It's for the first time that such action would be taken against policemen in the union territory. The concerned station house officers have been asked to submit a report about these people as soon as possible.

The government plans to take action after these reports are submitted. Most of the officers could be terminated and those who have completed 22 years of service shall be prematurely retired.
