The Delhi Lieutenant Governor has authorised the police commissioner to exercise the powers of a detaining authority under the National Security Act (NSA), 1980, for a period of three months, from July 19 to October 18, 2026. This order has created a major controversy with some sections on X calling out the authorities for extending the powers amid swelling protests by the Cockroach Janta Pary (CJP). However, Delhi Police clarified saying that the detention powers order are a “routine, quarterly extension” and is conventionally renewed every three months. It denied reports caliming that the extension has been granted to “suppress the ongoing CJP protests.”
What the order means?
The authorisation empowers the Delhi Police Commissioner to issue preventive detention orders under the provisions of the NSA. The Delhi Police can detain individuals without formal criminal charges if they are suspected of threatening national security or public order. Under this, Police can arrest a person before they commit a crime based on suspicion alone. The detained person can be held without a formal trial or charges for up to 12 months. Standard constitutional protections, like the right to consult a lawyer immediately upon arrest, do not apply under the NSA. The police do not need to produce the individual before a magistrate within 24 hours, which is the norm for regular criminal arrests. Delhi Police's Special Cell has claimed a major breakthrough after busting an alleged Pakistan-linked terror module and preventing what investigators describe as a possible attack plan targeting the national capital. Officials say the accused had links to a network under investigation for cross-border terror activities and alleged connections to the Dawood Ibrahim nexus. The operation reportedly involved surveillance across multiple locations, including Delhi and Mumbai.

Delhi Police Foil Major Terror Plot, Pak-Linked Module Busted Before Alleged Attack

The Delhi Police Special Cell on Saturday busted a terror module linked to Dawood Ibrahim and Pakistan's Inter-Services Intelligence (ISI), arresting nine individuals accused of planning attacks on key installations, security personnel and religious places in Delhi. Shukla said the network was recruiting local youths by promising large financial rewards and using Nepal-based channels for logistical and financial support. "The strategy of these individuals was to recruit local youths. For Mumbai, they have recruited two individuals and for Delhi, three individuals. These are youngsters who have very little to do in life. They were promised that they would be paid lakhs, which was promised after the execution of the attacks. The Nepal link is about the provisions of logistics and financial support." Railway stations, bridges among targets According to police, the group's targets in Mumbai included railway stations, parks and bridges, while in Delhi, they were focusing on vital government-related installations. During the operation, the Special Cell recovered four Pakistani-made grenades, two Glock pistols and 25 rounds of ammunition. Police said all the recovered ammunition and grenades were sourced from Pakistan. The arrested individuals include Harvinder Singh, Gagandeep Singh and Manjeet Singh from Ludhiana in Punjab, and Ang Kami Lama from Kathmandu, Nepal. The accused were produced before the Patiala House Court on Saturday. Investigators are also examining the role of handlers and local facilitators who may have helped coordinate the planned attacks. Officials said further investigations are underway to identify other members of the network and trace its wider links across different cities.

Police said Chuks, a Nigerian citizen, had been declared a Proclaimed Offender in a case filed in 2021 at Industrial Area Police Station, Chandigarh, under the NDPS Act, according to a report by the news agency ANI. Investigators added that he allegedly supplied drugs in the Tilak Nagar, Dwarka, and Najafgarh areas. The Crime Branch had received a tip-off that he would arrive in Tilak Nagar to meet one of his associates, leading to his arrest. In response to the provided information, the police team laid a trap near Tilak Nagar Metro Station. Later, the accused attempted to escape the trap during the operation and flee the spot; however, the cops managed to overpower and arrest him. Nigerian businessman turned drug trafficker During questioning, the accused told investigators that he arrived in India in 2015 on a tourist visa and initially ran a clothing business in the Tilak Nagar area. However, due to financial problems, he later turned to drug trafficking and began supplying narcotic substances from Delhi to Himachal Pradesh and Chandigarh. Police said the accused had earlier been arrested in cases registered under the NDPS Act in Himachal Pradesh and Chandigarh. Further investigation is currently underway. Meanwhile, the Punjab police have busted an ISI-sponsored terror and cross-border arms smuggling module, arresting two accused and recovering rifles, pistols, and cartridges, according to the Director General of Police (DGP) of Punjab. The initial finding disclosed that the accused were in contact with foreign-based handlers through social media. The probe also revealed that the module was involved in radicalisation and spreading Anti-India and Anti-Police narratives. In the JNU student protest case, the Patiala House Court on Friday granted bail to all the accused students. The court directed that each of the accused furnish a bail bond of Rs. 25,000. The court has also ordered verification of the bail bonds. The developments come after student protestors of JNU on Thursday, led by JNUSU, were detained by Delhi Police after they took out a protest against Vice-Chancellor Santishree D Pandit. After the police locked the university doors and prevented protestors from crossing the barricades, they met with a scuffle, following which the police detained several protestors. Earlier today, the Delhi Police accused the Jawaharlal Nehru University (JNU) student protestors of physically assaulting the security personnel. The Delhi Police stated that the student protestors turned violent and "pelted banners and sticks, threw shoes, and even bit the personnel," following which those who violated the law were detained. "During the protest, barricades were damaged, and the demonstration turned violent. Protestors pelted banners and sticks, threw shoes, and even physically assaulted Delhi Police personnel, including biting. As a result, several police personnel were injured. The protestors were stopped and contained at the North Gate of the JNU campus and were gradually moved back inside. Those who became violent and did not obey lawful orders were detained. Further details will be shared in due course," Delhi Police said. The police further said that the JNUSU called the protest march from the campus to the Ministry of Education despite being denied permission by the University administration. The police said that around 500 students gathered in the protest and left the main gate of the university, though they were asked to restrict themselves to the campus. "A call for a Long March from JNU to the Ministry of Education was made by the JNU Student Union. The students were informed that such a protest outside the campus was not permitted by the JNU administration and were asked to restrict themselves to the campus. Despite talks and requests not to protest outside, around 400-500 students gathered and held a protest march. At approximately 3:20 PM, they left the main gate and marched outside," the police stated. On the other hand, the Jawaharlal Nehru University Students' Union (JNUSU) condemned the alleged police brutality on the student protestors marching towards the Ministry of Education, demanding the implementation of the Rohith Act and the Vice-Chancellor's resignation. JNUSU further alleged that the injured students have been denied medical assistance.

These rumours allegedly led over 200 people to gather near Turkman Gate, following which stones and bottles were thrown at police officials and civic body workers. Five police officers, including the local station house officer, were injured. It all started late on Tuesday (January 6) night and continued into Wednesday (January 7) during the encroachment drive, which police said was done on the basis of a court order. By Wednesday morning, authorities had demolished a banquet hall, a private diagnostic centre, a room used by Hajj pilgrims, and parts of a road, footpath, and parking area around the mosque. Delhi Mayor Raja Iqbal Singh said a brief survey would soon be done in areas surrounding Jama Masjid to identify encroachments. He added that civic teams were carefully clearing debris at the Turkman Gate site and were looking to complete the process within the next two to three days. Meanwhile, local residents have refuted the police version of events, claiming that while protests were ongoing, police first used tear gas to disperse the crowd, and stone-pelting occurred in response to that.

Officials said the video added to panic surrounding a court-mandated anti-encroachment drive near the Faiz-e-Elahi Mosque. https://www.wionews.com/videos/telangana-court-pauses-allotment-of-government-land-to-waqf-board-1767876657757/embed Senior police officers said that false social media posts, videos, and audio messages circulated on WhatsApp groups played role in stirring up fear and unrest.
