Pakistani Prime Minister Imran Khan has sent the people of Kerala "prayers and best wishes" and offered "any humanitarian assistance that may be needed".
Kerala has been wracked by some of the heaviest monsoon rains ever, with over 200 people dying in the ensuing floods and landslides since the rains hit on August 8.
Close to 400 people have died since the beginning of the monsoon.
"On behalf of the people of Pakistan, we send our prayers and best wishes to those who have been devastated by the floods in Kerala, India," Khan tweeted on Thursday.
"We stand ready to provide any humanitarian assistance that may be needed," he added.
The Indian government however is refusing any foreign aid at the moment. That is not a situation Kerala is happy with.
The government of the UAE has offered Kerala Rs 700 crore, which the Centre is refusing to let Kerala collect. Chief Minister Pinari Vijayan has said his government will take up the issue with the union government, if needed.
Vijayan has told the central government his state requires Rs 2,100 crore, with some commentators saying the figure could be closer to Rs 20,000 crore.
The central government — which classified the Kerala floods as a calamity of severe nature — meanwhile has far offered Kerala Rs 600 crore.
