The Centre has issued new guidelines mandating the six-stanza version of ‘Vande Mataram’ at government events and schools. It must precede ‘Jana Gana Mana’ when both are sung, with attendees standing in attention.
In a major development, Indian Ministry of Home Affairs (MHA) has issued new instructions for national song ‘Vande Mataram’. The rules mandate the singing of six-stanzas of 'Vande Mataram' lasting for 3 minutes and 10 seconds, at all government events and in all schools,including during the unfurling of the Tricolour. In a 10-page order, the Indian government said that if the national song and the national anthem, ‘Jana Gana Mana’, are to be sung in a particular event together, then ‘Vande Mataram’ must be played first, and that the audience shall stand in attention during the singing or playing. The national song must be played at civilian awards ceremonies as well as other events attended by the President.
Adding an exemption, the MHA said that it is not necessary to stand up when song is a part of a film. “In the course of a newsreel or documentary the National Song is played as a part of the film, it is not expected of the audience to stand as standing is bound to interrupt the exhibition of the film.” It also said that it is not possible to mention each and every occasion where the song must be sang but there is no objection to the singing as long as it is done with “due respect as a salutation to the motherland and proper decorum is maintained.”
When it has to be played?
- Unfurling of Tricolour
- Arrival and departure of the President at formal events
- Arrival and departure of the Governor/Lieutenant Governors at formal events
- Before and after the President address to the nation
- Civil investitures
- Work in school shall begin with the playing of the National Song
- Printed lyrics of the official version of the National Song may be circulated amongst the participants, wherever required

What is the protocol?
- All six stanzas of the National Song ‘Vande Mataram’, written by Bankim Chandra Chattopadhyay, shall be sung first when the National Song and National Anthem ‘Jan Gana Mana’ are to be played together.
