<p>At least nine people were killed and 10 injured after a fresh militant attack in India’s restive northeastern state of Manipur, which is witnessing ethnic clashes.</p>

<p>Police said that the militants struck a village in the Khamenlok area around 1 am. They were carrying sophisticated weapons.</p>

<p>The attack took place on Monday night. The assailants surrounded the village and shortly after, a gunfight took place between them and village volunteers, PTI news agency reported.</p>

<p>Notably, another fire exchange occurred between the security forces and Kuki militants at Phougakchao Ikhai in the Bishnupur district on Tuesday.</p>

<p>The Kuki militants were trying to make bunkers close to Meitei localities when they were challenged by security forces resulting in the exchange of fire.</p>

<h2><strong>Curfew timings extended</strong></h2>

<p>In the wake of the volatile station, the district authorities have cut short the curfew relaxation hours from the usual 5 am to 6 pm in Imphal East and Imphal West to 5 am to 9 am. Curfew remains in force in 11 of the 16 districts of Manipur, while internet services are suspended in the entire northeastern state.</p>

<p>So far, more than 100 people have lost their lives and 310 others were injured in the ethnic violence between Meitei and Kuki community people in Manipur that broke out a month ago.</p>

<p>Clashes first broke out on May 3 after a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status.</p>

<p>The ethnic violence turned worse in the wake of a directive of the High Court asking the state government to consider including the Meitei community in the list of Scheduled Tribes (STs).</p>

<p>Tribals Nagas and Kukis constitute another 40 per cent of the population and reside in the hill districts.</p>

<p>Meanwhile, representatives from both the Kuki and Naga community, including members of legislative assembly from both sides, came to Delhi on Tuesday and met top BJP leaders, including Union Home Minister Amit Shah with their representations and demand.</p>

<p>At least 140 weapons were surrendered at different locations across Manipur after Union Home Minister Amit Shah made an appeal to the residents during his recent visit to the state, the police said on Friday.</p>

<p>The surrendered weapons included SLR 29, Carbine, AK, INSAS Rifle, INSAS LMG, .303 Rifle, 9mm pistol, .32 pistol, M16 rifle, smoke gun and tear gas, local made pistol, stengun, modified rifle, JVP and a grenade launcher, reported ANI citing Manipur police.</p>

<p>The police said that the situation now is normal in most parts of the state and that the curfew has been relaxed for 12 hours (from 5 am to 5 pm) in Imphal West, Imphal East and Bishnupur; eight hours (between 8 am and 4 pm) in Jiribam; seven hours (between 5 am and 12 pm in Thoubal and Kakching; 10 hours (between 5 am and 3 pm) in Churachandpur and Chandel; eight hours (from 6 am to 2 pm) in Tengnoupal; 11 hours (from 6 am to 5 pm) in Kangpokpi; and 12 hours (from 6 am to 6 pm in Pherzawl.</p>

<p>"There is no curfew in Tamenglong, Noney, Senapati, Ukhrul and Kamjong," the police added.</p>

<p>This came after Amit Shah addressed a press conference in the capital city of Imphal on the conclusion of his four-day visit to Manipur and made an appeal to all the people to maintain peace, promote harmony, hold discussions, and surrender their weapons to the police.</p>

<p>He paid condolences to the families of the ones who lost their lives in the violence-torn state and also appealed to the people to not pay heed to rumours.</p>

<p>"The violence between two groups started in Manipur on April 29 after a decision given by the court. For the last six years, Manipur has been free from bandh, blockade, curfew and violence and under the leadership of Prime Minister Modi and Chief Minister N Biren Singh, the double-engine government of Manipur has achieved unprecedented progress in all parameters of development in the state," he said.</p>

<p>He added that the past six years have been the years of development and peace in Manipur.</p>

<p>"A number of initiatives have been taken including opening central institutions in the region, strengthening the infrastructure, bringing industrial investment, making Manipur education and sports hub of the Northeast by smoothly running the educational institutions," Shah had said on Thursday.</p>

<p>On Thursday, Manipur police chief P Doungel was removed and he would be replaced by Rajiv Singh,&nbsp;an IPS officer of the Tripura cadre. Singh was previously the Inspector General (IG) of the Central Reserve Police Force (CRPF) and was sent on an inter-cadre deputation to Manipur.&nbsp;</p>

<p>Muan Tombing, general secretary of the Indigenous Tribal Leaders Forum (ITLF), said the government was likely to announce a judicial inquiry commission to probe the violence in the state. The commission is expected to be headed by a retired Supreme Court judge.&nbsp;&nbsp;</p>

<p>“The Home Minister said peace be given a chance for the next 15 days for a solution to be achieved. He said the Centre will appoint a judicial commission and separate teams will visit Imphal and Churachandpur during the period. We assured the Minister that we will not attack any group but if attacked, we will defend ourselves,”&nbsp;Tombing was quoted as saying by The Hindu newspaper.</p>

<p>Two communities - Kukis and Meiteis - have been engaged in attack on each other since the violence first broke out on May 3. The officials said that the compensation amount will be equally shared by the Centre and the state.&nbsp;</p>

<p>The decision was taken during a meeting between Union Home Minister Amit Shah and Manipur Chief Minister N Biren Singh on Monday night. It was decided to set up dedicated telephone lines which will be used to dispel rumour-mongering which has largely affected the process to calm down the situation and bring peace in the state.&nbsp;</p>

<p>It was also decided that essential items such as petrol, LPG gas, rice and other food products will be made available in large quantities to cool down prices.</p>

<p>On Tuesday, Union Home Minister Shah met with the delegations of different Civil Society Organisations in Imphal. Shah is on a three-day visit to the state and will visit Churachandpur, the site of some of the worst rioting earlier this month.&nbsp;</p>

<p>Leaders of the opposition Congress party met President Droupadi Murmu on Tuesday and submitted a memorandum over the situation in Manipur. "The security of our people should be the utmost responsibility of the government. We expect the ruling regime to take concrete steps to restore normalcy in Manipur," the Congress tweeted.&nbsp;</p>

<h2><strong>What happened?</strong></h2>

<p>As per media reports, citing local officials, a 29-year-old man, Toijam Chandramani was shot dead after armed youths had raided a few villages in Bishnupur district. The victim was said to be in a critical state and was transferred to the hospital where he later succumbed to his injuries.&nbsp;</p>

<p>Separately, two people were injured after being shot at in the Thamnapokpi foothills due to firing, said the police. At a press conference, state security advisor Kuldiep Singh said that the violence followed incidents of arson by suspected militants in the Tronglaobi area late Tuesday.&nbsp;</p>

<p>“Around 9:30 am (local time), two persons received bullet injuries at Thamnapokpi foothills which was due to firing from the side of the hill,” said Singh. Another person who was injured was later identified as a 25-year-old, L Manoj who went by an alias Abungnao.&nbsp;</p>

<p>According to the police, three houses were burnt on Tuesday night and in retaliation, people from the community burnt down four houses. Singh said that while the situation as of now is tense it is “under control”.</p>

<p>He also said that a joint team of Assam Rifles, Central Reserve Police Force (CRPF), and state police had been deployed in the region and had recovered arms and ammunition including guns, hand grenades, and so on.&nbsp;</p>

<p>The search for the militants is underway, said Singh. The team of security forces also arrested three people, hundreds of dollars in cash, and a car.&nbsp;</p>

<p>"Three Army/ Assam Rifles columns were launched in response to input of four armed suspects threatening the shopkeepers at New Chekon area and then subsequently moving to New Lambulane area of Imphal East district. The area was quickly cordoned by the joint team of Army, Assam Rifles, police and Rapid Action Force (RAF),” a statement by the Indian Army read.</p>

<p>On Sunday morning during relaxation in curfew, a group of people armed with firearms and led by the former MLA allegedly asked traders belonging to a particular community to close their shops.</p>

<p>Due to the violence, the Manipur government&nbsp;extended the restrictions on internet services for another five days till 3 pm on May 26.</p>

<p>Around 10,000 Army and Assam Rifles jawans are currently deployed in the state. Security forces are conducting aerial surveillance by unmanned aerial vehicles and Cheetah helicopters, PTI news agency reported.</p>

<p>Though internet services remained suspended since the violence started, it is reported that the warring Meitei and Kuki community people living outside the state are spreading hatred in their social media posts.</p>

<p>“We need to engage in talks by sitting together to bring in normalcy and restore peace,” the chief minister said.</p>

<p>The statement added that the last 24 hours saw the army significantly enhancing surveillance efforts through aerial surveillance, movement of UAVs, and redeployment of army helicopters within Imphal Valley. The statement further said that 23,000 civilians had been rescued so far.&nbsp;</p>

<p>Local reports stated that normalcy has returned in some parts of the state as the Indian Army and other paramilitary forces were able to successfully control some of the violence-hit regions.</p>

<p>In the capital&nbsp;Imphal Valley, shops and markets reopened and roads were bustling with cars on Saturday morning, PTI news agency reported.</p>

<p>Moreover, heavy security presence was witnessed in many areas as army troops, rapid action force, and central police forces were visible in all major areas and roads, according to the report.</p>

<p>Meanwhile, the paramilitary forces continued with their anti-militant operations as five hill-based ultras were killed and two India Reserve Battalion jawans were injured in two separate encounters in Churachandpur district on Friday night, police said.</p>

<p>An encounter ensued at Saiton in Churachandpur district between the security forces and the militants in which four militants were gunned down, the police said.</p>

<p>It was reported that the militants opened fire at security forces at Torbung forcing them to return the fire. In the exchange of fire, one militant was killed and two IRB jawans were injured, the police said.</p>

<p>So far, 13,000 people have been rescued and shifted to safe shelters, a defence spokesperson said, adding that the army brought Churachandpur, Moreh, Kakching, and Kangpokpi districts under its "firm control".</p>

<p>"In the past 12 hours, Imphal East and West districts witnessed sporadic incidents of arson and attempts by inimical elements to establish blockades. However, the situation was controlled by a firm and synergised response," the defence official said on Friday night.</p>

<p>PTI quoting sources claimed that the fighting between communities left scores of people dead and nearly a hundred injured. But the officials are yet to confirm this.</p>

<p>"Prompt response by security forces led to rescuing of civilians of all communities from various minority pockets of areas affected by violence. As a result, Churachandpur, Kangpokpi, Moreh, and Kakching are now under firm control with no major violence reported since yesterday night," the spokesperson added.</p>

<p>The Manipur government issued a statement saying that the internet services in the Indian state have been suspended for five days "amid the incidents of fighting among youths, and volunteers of different communities as a rally was organised by All Tribals Students Union (ATSU) Manipur in protest against the demand for inclusion of Meitei/Meetei in the ST category."<br />

"Some anti-social elements are using social media extensively for the transmission of images, hate speech and hate video messages inciting the passions of the public. Social media has also become a handy tool for rumour mongers and is being used to incite the general public which might have serious repercussions for the law and order situation in the State of Manipur," the statement read.</p>

<h2><strong>Administration imposes curfew</strong></h2>

<p>In view of the situation, a curfew has been imposed in non-tribal-dominated Imphal West, Kakching, Thoubal, Jiribam, and Bishnupur districts, and tribal-dominated Churachandpur, Kangpokpi, and Tengnoupal districts.</p>

<p>"A report has been received from the Superintendent of Police, Churachandpur that there is a breach of peace, disturbance to public tranquility and grave danger to human lives and properties within the revenue jurisdiction of Churachandpur district. It is desirable that any breach of peace and disturbance to public tranquillity and danger to human lives and properties should be immediately prevented," read the statement by the district administration of Churachandpur.</p>

<p>"It is considered that movement of any person outside their residence is considered likely to cause a breach of peace, disturbance to public tranquillity and grave danger to human lives and properties," the statement further added.</p>

<h2><strong>Govt issues shoot-at-sight order</strong></h2>

<p>On the evening of April 4, the government of Manipur issued shoot-at-sight orders to "maintain public order and tranquillity."</p>

<p>The order, passed by the Governor of Manipur, said, "The Governor of Manipur is pleased to authorize all District Magistrates, Sub-Divisional Magistrates and all Executive Magistrates/ Special executive Magistrates detailed by the District Magistrates to issue Shoot at sight orders in extreme cases whereby all forms of persuasion, warning, reasonable force, etc. had been exhausted under the provisions of law under CrPC, 1973."<br />

<p>In view of the situation, a curfew has been imposed in non-tribal-dominated Imphal West, Kakching, Thoubal, Jiribam, and Bishnupur districts, and tribal-dominated Churachandpur, Kangpokpi, and Tengnoupal districts.</p>

<p><strong>Suspended mobile internet and broadband services services&nbsp;</strong></p>

<p>Mobile services in the state were suspended across the state on Tuesday for five days with immediate effect but broadband services were operational till May 4. As the violence grew to more regions in the state, the governor issued a notice to suspend the broadband services as well for the next five days.&nbsp;</p>

<p>The violence in the state supposedly started because of CM Biren Singh’s recent drive to remove illegal immigrants from settlements in reserve forest areas. On the other hand, the Manipur High Court’s recent direction to the State Government to consider the inclusion of Meitei in ST has led to an outburst from the tribal communities.</p>

<p>The Meties make up 53 per cent of the state’s population, which accounts for a tenth of the former princely state’s land area. They claim they are facing problems in view of “large-scale illegal immigration by Myanmarese and Bangladeshis”.</p>

<p>The hill districts that account for much of the state’s land mass are inhabited mostly by tribals, including the Nagas and Kukis. They are protected from encroachment by various laws. Hence, the Meiei community is demanding for the same to safeguard their lands from illegal immigration.&nbsp;</p>

<p>The entire movement is spearheaded by one organisation, the Scheduled Tribe Demand Committee Manipur (STDCM), which is demanding the inclusion of Meties in the ST category. They said the demand is being made merely for reservation in jobs, educational institutions, and tax reliefs but “more to protect our ancestral land, culture and identity” which they claimed was being “threatened by illegal migration from Myanmar, Bangladesh and by people from outside the state.”</p>
