“The Permanent Mission of India completely rejects the news release as it is not only unwarranted, presumptive and misleading but also betrays a complete lack of understanding on the situation in Manipur and the steps taken by Government of India to address it,” the Permanent Mission of India to the United Nations Office and other International Organizations in Geneva said.

The Indian mission expressed disappointment and surprise that the SPMHs chose to issue the press release without waiting for the 60-day period for the Indian government to respond to a joint communication issued on the same topic on August 29, 2023.

The Indian mission expressed hope that in the future, the SPMH would be “more objective” in their assessment, based on the facts.

“The alleged violence includes gang rape, parading women naked in the street, severe beatings causing death, and burning them alive or dead,” the experts said.

The experts also pointed to an “inadequate humanitarian response” in the wake of the grave humanitarian situation in Manipur following the latest round of community conflict between the predominantly Hindu Meitei and the predominantly Christian Kuki ethnic communities that erupted in May 2023.

The Coordinating Committee on Manipur Integrity (COCOMI), an umbrella body of several Imphal-based civil society organisations, on Friday said that during a meeting with Union Home Minister Amit Shah on Friday, its functionaries were encouraged to initiate peace dialogues with the Kuki community.

The organisation said that its delegation called on Shah in New Delhi and discussed various issues related to the state rocked by ethnic violence for nearly four months.

Following the meeting held in Shah’s residence, COCOMI leaders held deliberation with “top officials of the Intelligence Bureau, as per the Minister’s instructions,” the Imphal-based body said in a statement here.

“COCOMI was encouraged to initiate dialogues with responsible Kuki leaders and groups to facilitate problem-solving and peace-building,” the statement said.

The matters that came up for discussion with Shah include steps to stop infiltration into the northeastern state such as border fencing, territorial integrity of Manipur and ensuring that essential commodities reach all sections of the people.

“The Union Home Minister emphasised a firm stance against all forms of infiltration into Manipur’s territory. Measures are being implemented to register immigrants using biometrics, including retina scans,” the statement read.

There will be no allowance for separate administrations in Manipur, the COCOMI said.

Ten tribal MLAs belonging to the Chin-Kuki-Mizo-Zomi group in Manipur have urged the Centre to create a separate administration for their community in the wake of the violent clashes between the Meiteis and tribals. The legislators include seven leaders of the ruling BJP.

“Ensuring the movement and distribution of commodities in the state can be possibly realised with the support from both sides of the communities. Necessary deployment of convoys to secure the highways shall be ensured in a few days,” the COCOMI said.

Demanding adequate supplies of essential commodities to Kuki-Zo communities in hill areas of Manipur, a tribal group on August 22 imposed blockades on National Highway-37, connecting Manipur’s Imphal with Silchar of Assam, and NH-2, which links Imphal with Nagaland’s Dimapur. The police said the blockades were more or less cleared.

“The home minister appealed for peace in the state and requested COCOMI to convey this message to the people,” the statement said.

Ginza Vualzong, the spokesperson of the Indigenous Tribal Leaders' Forum, said in a statement, "It has been over two decades since a movie was screened in our town. The Meiteis have banned Hindi movies for a long time. Today's move is to defy the anti-national policies of the Meitei groups and to show our love for India."

As per HSA, the last Hindi film that screened in Manipur was Kuch Kuch Hota Hai in 1998.

The ban on Hindi movies was initially implemented by the Revolutionary People's Front (RPF) in 2000. The reasons behind the ban were not explicitly stated, but cable operators speculated that the militant group feared the potential negative impact of Bollywood on the state's language and cultural identity. The ban resulted in the destruction of thousands of video and audio cassettes, as well as CDs containing Hindi content.

In a letter, as part of the status report by the Manipur government,&nbsp;Commissioner (Home), T Ranjit Singh highlighted that many social media groups on different platforms engage in such partisan and divisive behaviour.&nbsp;&nbsp;

“It has been noticed that many formal and informal groups on social media platforms such as Facebook, WhatsApp, and other chat groups are engaged in furthering separatist, anti-national, anti-State, anti-social, communal and divisive agendas which cause disturbance in existing peaceful social harmony and law and order situation of the State," read the letter.&nbsp;

The letter added that members of the groups pushed their respective agendas and that some officials were also "contributing, sharing and commenting" on the posts,&nbsp;in a manner unbecoming of a government employee.

Manipur has been rocked by ethnic violence since May. Over 150 people have been killed while tens of thousands have been displaced. The violence started after a court ordered the state government to consider extending special economic benefits and quotas in government jobs and education enjoyed by the tribal Kuki people to the majority Meitei population as well.

What started with street protests spiralled into an armed conflict. The Narendra Modi-led central government is facing backlash from the opposition parties with the INDIA alliance even bringing a no-trust motion against the government for failing to properly address the Manipur issue. A day after Indian Prime Minister Narendra Modi's reply to the no-trust motion in Parliament&nbsp;which his government won, Congress leader and MP Rahul Gandhi launched a scathing attack on the PM saying that it does not behove a PM to crack jokes and laugh when the state of Manipur is on fire.

Gandhi also denounced the prime minister for his response in the Lok Sabha on&nbsp;the no-confidence motion stating that he dedicated only two minutes of his over two-hour-long speech to the violence-hit state.

"I watched the PM yesterday speaking for two hours, laughing, joking, and raising slogans. The Prime Minister seems to have forgotten that the state of Manipur is on fire and has been on fire for many days," Gandhi said.

"The Prime Minister sitting in the middle of Parliament was shamelessly laughing...The issue was not Congress or me, the issue was what is happening in Manipur and why it was not being stopped," he said.

"In 19 years of experience, I have never seen what I saw and heard in Manipur. In Parliament, I said 'PM aur Amit Shah Ji Ne Bharat Mata Ki Hatya Ki Hai, Manipur mein Bharat ko khatam kar diya'. I didn't say like this, these are not empty words. Let me explain to you, why is said this. In Manipur, when we visited the Meitei area, we were clearly told that if there is any Kuki in your security detail, they should not be brought here as they will kill the person. When we went to the Kuki area, we were told that they will shoot down any Meitei person we bring...So, it is not one state, there are two states. State ki hatya ki gayi hai&nbsp;aur usko cheer diya gaya hai," he said.

"When the PM becomes a PM, he ceases to be a politician. He becomes the representative of the voice of the country. Politics should be put aside and the PM should speak not as a petty politician but the PM should speak with the weight of the Indian people behind him. It is tragic to post Mr Narendra Modi, it is sad... The PM does not understand what he actually is..," he added.

"Indian Army can stop this nonsense, drama in two days, but the PM wants to burn Manipur and does not want to extinguish the fire." &nbsp;

Restating that PM Modi should visit the conflict-torn state of Manipur and set aside the talks of the next general elections.

"PM at least could go to Manipur, talk to communities and say I am your PM, let's start talking but I don't see any intention...The question is not whether PM Modi will become PM in 2024, the question is Manipur where children, and people are being killed," he added.

Union Home Minister Amit Shah, while reacting on the issue of Manipur in Lok Sabha on Wednesday, denounced the Opposition for not having a discussion over the 'sensitive' issue.

“From day one, I was ready for discussion on the Manipur issue but the Opposition never wanted to do discussion. If they would have not been satisfied with my points, then they should have demanded the PM's statement. But, the Opposition was not ready to have the discussion,” Shah said in the Lower House.

He then said that during the time when the BJP government was in power in the northeastern state of Manipur, no such situation arose for which there would have been the requirement of a curfew.

“The opposition doesn't want me to speak but they can't silence me. Amit Shah slams opposition for politicising Manipur issue, appeals for peace in state

The personnel of Assam Rifles, India’s oldest paramilitary force, have been booked by Manipur state police for “obstruction of duty” and “criminal intimidation”.

A First Information Report (FIR) was filed on Tuesday (Aug 8) claiming that the personnel of the 9th&nbsp;battalion of the Assam Rifles stopped the Manipur Police from pursuing armed miscreants involved in the killing of three men in Kwakta in Bishnupur district on Saturday morning.

The police have accused the Assam Rifles&nbsp;of the “arrogant act” of “giving a chance to the accused Kuki militants to escape freely to a safe zone”.

They claimed that the Assam Rifles used armoured vehicles to block their way leading to an altercation between the two. A video of the incident also went viral on Saturday.

Civil society groups in the state and several BJP state lawmakers have accused the paramilitary force of bias in controlling the situation.

On August 7, the BJP state leadership even submitted a memorandum to Prime Minister Narendra Modi demanding the permanent removal of the force from Manipur.

<h2>Indian Army rejects allegations&nbsp;</h2>

The army, however, rejected the allegation against the Assam Rifles, saying, “Some inimical elements have made desperate, repeated &amp; failed attempts to question the role, intent and integrity of the Central Security Forces, especially Assam Rifles.”

“Indian Army and Assam Rifles assure the people of Manipur that we will continue to remain firm and resolute in our actions to prevent any attempt that could result in furthering violence...” the Spear Corps posted on social media platform ‘X’.

It pointed out two instances that emerged over the last 24 hours, which the army says&nbsp;were aimed at maligning the image of Assam Rifles.

In the first case, the army said, the Assam Rifles battalion has acted strictly in accordance with the mandate of the Unified Headquarters of strict enforcement of buffer zone guidelines towards the aim of preventing violence between the two communities.

In the second case, it said, the Assam Rifles being moved out of an area is not even related to them.

An infantry battalion of the army is deployed in the area, since the crisis erupted in May, from where the narrative of Assam Rifles being moved out has been made, it said.

In the wake of the tensions, Assam Rifles personnel were replaced with civil police and Central Reserve Police Force at a check post in Moirang between Bishnupur and Kangvai on Monday (Aug 7).

According to the HT newspaper, the order was issued by the additional director general of police, law and order, and it did not cite any reason for this.

Nevertheless, Assam Rifles and other paramilitary forces continue to remain posted across the state to restore normalcy.

Currently, CRPF, Border Security Force, Sashastra Seema Bal, Indo-Tibetan Border Police and Assam Rifles, along with the Indian Army, are posted in Manipur.

Besides the bench, a judicial panel will oversee relief and rehabilitation efforts, among other things.

Furthermore, senior police officers will be asked to supervise the investigation in criminal cases that are to be probed by the state SITs.

A detailed structure will be uploaded on the Supreme Court's website later in the evening.

<h2>CBI to probe cases related to sexual violence</h2>

PTI reports that Attorney General R Venkataramani and Solicitor General, Tushar Mehta, appeared for the Centre and the state government.&nbsp;

They submitted a report on issues including the segregation of cases — which the Indian apex court had originally sought on August 1.

"The government is handling the situation at a very mature level," said the attorney general.

India: NDA's ally KPA withdraws support from Biren Singh's govt in Manipur

Manipur Police on Sunday (August 6) issued a statement clarifying on reports highlighting the looting of arms and ammunition from&nbsp;different police stations and armouries in the valley districts of the violence-hit state.

In the statement, police junked the reports and said weapons were looted in both hill and the valley regions.&nbsp;

"There is a report highlighting looting of arms and ammunition from different police stations and armouries in the valley districts only. The information is misleading to the extent that arms and ammunition were looted from different Police Stations and armouries of both hill and valley districts," said the police.&nbsp;&nbsp;

"Security forces have been continuously raiding in the hill and valley areas to recover the looted arms and ammunition."

The police added that 1057 arms and 14201 pieces of ammunition were&nbsp;recovered from the valley districts and 138 arms and 121 pieces of ammunition were retrieved from the hill districts.&nbsp;

The authorities also informed that another attempt to snatch weapons was made at Toupokpi Police output in&nbsp;Lilong Chajing, Imphal-West district on Saturday (August 5). However, the officers acted in time and managed to recover all four weapons after chasing the perpetrators.&nbsp;

"One person was arrested and the car used by the miscreants was also recovered," said&nbsp;Manipur Police.

Accessing the prevailing situation, the government has decided to deploy 10 additional companies of central armed forces in the state. Five from CRPF, three from BSF, one from ITPB&nbsp;and one&nbsp;from SSB will be placed. Six people, including a father-son duo were killed in the last 24 hours.&nbsp;

Meanwhile, a video surfaced on social media that showed the conflict between Manipur Police and Assam Rifles. In the video, going viral on social media platforms, Manipur Police is seen accusing&nbsp;the Assam Rifles of helping Kuki militants, according to a report by Ukhrul Times.

According to reports, the confrontation started after vehicles of the Assam Rifles blocked the Kwakta Gothol road in Bishnupur district.

The information is misleading to the extent that arms and ammunition were looted from different Police Stations and armouries of both hill and valley districts," said the police. "Security forces have been continuously raiding in the hill and valley areas to recover the looted arms and ammunition." The police added that 1057 arms and 14201 pieces of ammunition were recovered from the valley districts and 138 arms and 121 pieces of ammunition were retrieved from the hill districts. The authorities also informed that another attempt to snatch weapons was made at Toupokpi Police output in Lilong Chajing, Imphal-West district on Saturday (August 5). However, the officers acted in time and managed to recover all four weapons after chasing the perpetrators. "One person was arrested and the car used by the miscreants was also recovered," said Manipur Police. Accessing the prevailing situation, the government has decided to deploy 10 additional companies of central armed forces in the state. Five from CRPF, three from BSF, one from ITPB and one from SSB will be placed. Six people, including a father-son duo were killed in the last 24 hours. Manipur: Fresh violence breaks out, at least 3 killed

A police personnel was killed, and an armoury was looted in two separate incidents in violence-hit Manipur on Thursday (August 3), Indian media reports said. Citing an official statement, NDTV reported that armed attackers and security forces exchanged fire Koutruk, Haraothel, and Senjam Chirang areas. In Senjam Chirang, the police personnel was killed after being shot in the head by a sniper. A village volunteer was also injured in the gun battle.&nbsp;

Meanwhile, in Manipur's Bishnupur district, a mob looted weapons from the Second Indian Reserve Battalion (IRB) at Naransena. The mob also tried to seize arms and ammunition from Heingang and Singjamei police stations but security forces thwarted their attack, the report added.&nbsp;
