<p>India's External Affairs Minister S Jaishankar has revealed how New Delhi managed to forge a joint statement at the end of the G20 Summit in New Delhi last week when many had dubbed it an unlikely outcome.&nbsp;</p>

<p>Speaking to WION's Diplomatic Correspondent&nbsp;Siddhant Sibal in an exclusive interview, Jaishankar said apart from negotiating with the other G19 countries, it was Prime Minister Narendra Modi who stepped up during the crucial moments.&nbsp;&nbsp;</p>

<p>"Within the realms of what is publicly disclosable, I would say, you know, at one level, you know, at one level there was a belief that this was G20. There has never been a G20 summit without a statement, but of course, the G20 has never faced the kind of problem that it has," Jaishankar told WION.&nbsp;</p>

<p>The EAM said negotiators worked round the clock to bridge the gaps and close out the positions. However,&nbsp;when they hit any roadblocks, they would always come to him and he, in turn, would reach out to the PM.&nbsp;</p>

<p>"On<b>&nbsp;</b>the last day of the summit<b>,&nbsp;</b>I had to&nbsp;even go to the prime minister on certain issues.&nbsp;So all of that, you know, came together, really. In terms of how did it happen? I would say, you know, there were certain countries certainly you know, Brazil, South Africa, India. Clearly in the lead, Indonesia, to some extent, I think you can say the&nbsp;countries in the middle took a lot of initiative in trying to find a common landing ground. But again, I will give credit to the entire G20, this wouldn't have happened if every one of the G20 countries didn't feel that need to step up and come together."</p>

<p>Further explaining how PM Modi played a pivotal part in the successful hosting of the summit and the eventual language of the joint statement, Jaishankar revealed that the PM talked to his counterparts to resolve any deadlock.&nbsp;</p>

<p>"He [PM Modi] always has that sense, that look he was there, and as I said, in the last few hours, when we hit last few roadblocks, you know, I went to him in some cases and I said you know, it would help us if you talk to your counterpart leader and he was always willing."</p>

<p>Jaishankar added that it was the vision of the PM to take G20 to different cities of the country, instead of just confining it to a&nbsp;few meetings between officials in closed rooms.</p>

<p>"I would say we were enormously helped by the fact&nbsp;that we had a vision -- the vision and ambition of the prime minister in taking forward the G20. A lot of the concepts were his, the idea we do it in different cities, we do it in this way, projecting our culture, our traditions. He was not happy, just officials meeting in rooms. For him what was the impact of that in the world? So he encouraged us to take it out, to involve universities, colleges, and professional organisations," said the EAM.&nbsp;</p>

<p>According to a report in the Times of India, a day before the official beginning of the summit&nbsp;— on September 8&nbsp;— a tense drama unfolded at the Taj Palace Hotel in New Delhi where the unusual dimensions of the bags of a Chinese team member caught the attention of security officers at the hotel.&nbsp;</p>

<p>The Chinese side reportedly attempted to pass it off as 'diplomatic baggage'. The Indian security personnel allowed the bags in given the diplomatic protocol, the Times of India report adds.&nbsp;</p>

<p>The report adds that a staff member, after a routine visit to the room where the delegation member was staying,&nbsp;reported some "suspicious equipment" in the bags, following which the Chinese team was told to put the bags through the security scanner.&nbsp;</p>

<p>This was then followed by a tense standoff.&nbsp;</p>

<p>The Chinese side did not agree to let their bags be checked and put them through the scanner.&nbsp;</p>

<h2><strong>What was in the Chinese suitcases?</strong></h2>

<p>The report further adds that the Chinese side had sought a "private" internet connection which the hotel declined. This unusual request had already intrigued the security personnel deployed there.&nbsp;</p>

<p>But after the Chinese side did not let their unusually big suitcases be checked by the security personnel, a three-member security team was deployed to stand guard outside the room for nearly 12 hours.&nbsp;</p>

India-China hotel standoff: When Chinese G20 delegation refused to get their big bags scanned by security

India is basking in the glory of achieving a diplomatic coup by making the East and the West agree to the New Delhi declaration at the G20 Summit. Now New Delhi is set to spice up things between the East and the West as the historical relationship is back on the map.

<p>On the eve of the G-20 Summit, North Korea declared the capability to operate a tactical nuclear submarine.</p>

<p>Even as the G-20, the world's primary economic powers, debated whether to include a reference to the Ukraine conflict in the Joint Communique issued following the Summit deliberations on September 9 and 10, North Korea, officially known as the Democratic People's Republic of Korea [DPRK], claimed to have launched a tactical nuclear attack submarine, indicating a second-strike capability.&nbsp;</p>

<p>"A new powerful entity has emerged to demonstrate the rapid development of the Juche-based naval force all over the world in the glorious journey of ushering in a new era of a great prosperous and powerful country with the world-renowned tremendous national defence capabilities, unprecedented in the DPRK's nation-building history, under the outstanding leadership of the ever-victorious Workers' Party of Korea (WPK)," read a report on the website of state-media KCNA.</p>

<p>Simply put, this meant launching "a Korean-style tactical nuclear attack submarine..... to bolster up the DPRK's naval force..... to further strengthen the state nuclear deterrence both in quality and quantity and by leaps and bounds" ironically "for regional and global peace and security."&nbsp;</p>

<p>The launch took place two days earlier, on September 6, but the public announcement was made on September 8, the eve of the G-20 Summit. The summit was held in New Delhi, India on September 9 and 10.</p>

<p>Kim Jong Un, general secretary of the Workers' Party of Korea and president of the Democratic People's Republic of Korea's State Affairs Commission, was present, as were senior officials from the party, government, and military, including Marshal Ri Pyong Chol, Marshal Pak Jong Chon, Cabinet Premier Kim Tok Hun, and Admiral Kim Myong Si.</p>

<p>Marshal Ri Pyong Chol delivered the order of the WPK's Central Military Commission transferring the tactical nuclear attack submarine No. 841 to the KPA Navy's East Sea Fleet and naming it the "Hero Kim Kun Ok."</p>

<p>Marshal Ri Pyong Chol ordered the submarine's launch once the plant manager notified him that it was ready for launch. Kim had previously examined the tactical nuclear submarine "Hero Kim Kun Ok" in preparation for a trial trip on September 7.</p>

<h2><strong>Evaluation of submarine's capabilities</strong></h2>

<p>Experts who have analysed the specifications of the submarine are skeptical.&nbsp;</p>

<p>"An analysis of the external features of the North Korean submarine so far shows that parts of it have been enlarged to carry a missile," a Joint Chiefs of Staff (JCS) officer told reporters, according to South Korean news agency Yonhap.</p>

<p>"However, it is assessed that (the submarine) is not in the form of being capable of normal operation," the official added, indicating probable North Korean hyperbole.&nbsp;</p>

<p>According to Reuters, other researchers have reached similar conclusions since the "Hero Kim Kun Ok" is "a modified Soviet-era Romeo-class submarine that North Korea acquired from China in the 1970s and began producing domestically."&nbsp;</p>

<p>Its configuration, with ten launch tube hatches, indicates that it is most likely equipped with ballistic and cruise missiles." The ageing submarine fleet is said to be loud during operation, making its detection by the enemy easier.</p>

<p>At the same time, there are concerns about the development of a military technological cooperation framework between North Korea and Russia, which might include nuclear-powered submarine technology, as North Korean leader Kim Jong Un arrives in Vladivostok for a meeting with Russian President Vladimir Putin, a trade involving munitions for nuclear technology might raise new worries about North East Asia's stability.</p>

<h2><strong>Regional importance</strong></h2>

<p>The North Korean launch of the so-called tactical nuclear attack submarine came only weeks after the leaders of the United States, South Korea, and Japan met at Camp David to reaffirm their strong commitment to coordinated efforts at extended deterrence and intelligence sharing.</p>

<p>The launch also came just days after South Korea and the United States completed an 11-day Ulchi Freedom Shield 2023 exercise with some provocative posturing.</p>

<p>Given the current patterns of escalatory movements by all parties - the US, South Korea, and the North Korea - peace and security on the Korean Peninsula will remain elusive even as global space is disputed in varied ways.&nbsp;</p>

<h2><strong>Timing with respect to G20 Summit</strong></h2>

<p>The North Korean tactical nuclear assault submarine was launched shortly before the DPRK's 75th foundation day, but all eyes were on the impact it would have on the G-20 Summit, which began the next day in New Delhi.</p>

<p>Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, the United Kingdom, and the European Union are included in the G20. The G20 countries account for around 85% of worldwide GDP, more than 75% of global commerce, and almost two-thirds of global population. Apart from the main topics of economics, finance, and trade, the 2023 Chair of G-20, India, performed a wide range of activities with a whole-of-government approach spanning from tourism to climate change.</p>

<p>What is concerning is that India's stellar achievements in mobilising G20 members on a variety of economic issues could have been overshadowed by the ferocity of geopolitical events such as the war in Ukraine, the India-China Line of Actual Control standoff, and then North Korea's alleged demonstration of a tactical nuclear submarine. An agreement due on this topic could have been in question, which the US and South Korea would very certainly would have wanted to include in the Joint Communique despite likely opposition from China and Russia. The United States and its allies had condemned North Korea's missile tests conducted on July 25, 2023 and warned of further sanctions if the country continued to develop its nuclear and ballistic missile programmes.</p>

<p>In March 2023, North Korea announced that it was developing a new type of submarine-launched ballistic missile (SLBM), but all this culminating into this early a launch wasn’t expected. This shows the growing threat of nuclear proliferation in the Asian region. The development of a nuclear-powered submarine is considered to be a significant escalation of North Korea's nuclear weapons program. It is feared to have given North Korea the ability to launch nuclear strikes from anywhere in the world, without the need to rely on land-based missiles, which are more vulnerable to attack.</p>

<p>The ICC issued an arrest warrant for Putin in March over his alleged involvement in the unlawful deportation of children from Ukraine to Russia.</p>

<h2><strong>Russian denial&nbsp;</strong></h2>

<p>The Kremlin has denied the war crime allegations against Putin, deeming the arrest warrant "void." In retaliation, Russia issued an arrest warrant for Karim Khan, the prosecutor at The Hague-based war crimes court, adding him to their "wanted list."</p>

It still remains unclear when and how Trudeau and his delegation will be able to depart from India. "These issues are not fixable overnight, our delegation will be staying in India until alternate arrangements are made," said Trudeau's office, in a statement.</p>

PM Modi conveyed "strong concerns about continuing anti-India activities of extremist elements in Canada," said India's foreign ministry, in a statement after the two leaders held a sideline conversation.<br />
<br />
"The nexus of such forces with organised crime, drug syndicates and human trafficking should be a concern for Canada as well. It is essential for the two countries to co-operate in dealing with such threats,” the ministry stated.</p>

Turkey even mediated between Ukraine and Russia to strike the Black Sea grain deal and continues to play significant part in developments surrounding it.</p>

<p>"...We believe that any initiative that isolates Russia is bound to fail. Its success is a very little possibility. We believe that any step that may escalate the tensions in the Black Sea should be avoided... In order to support the global food security, food supply security, we are going to bring together the Food Supply Security Study Group, both Russia, Ukraine, as well as the United Nations, and with our stakeholders coming from the international community, we are going to have continuous talks...," said Erdogan as he spoke during the news conference.</p>

<p>During his press address, Erdogan announced that a meeting between representatives of Russia, Ukraine and the United Nations will take place on the issue of grain deal, but&nbsp;he did not specify a precise date or location.</p>

<p>After Russia's invasion of Ukraine last year, grain exports from Ukraine often called 'bread basket of the world' were halted. This had raised the spectre of a global food crisis until a grain deal was struck between Russia and Ukraine with mediation from Turkey and United Nations. Under the deal, the grain carrying ships were given a safe passage through Black Sea.</p>

<p>The deal collapsed in July this year after Russia pulled out of it.</p>
