<p>All four suspects were “mostly soldiers with special forces training,” said Brazil’s police. However, they didn’t comment on how they ended up being part of the security team guarding the summit.</p>

<p>The Brazilian authorities are linking their arrest to an alleged “coup” aimed to prevent elected leader Lula from assuming the office. The operation was carried out to “dismantle a criminal organisation responsible for planning a coup d’etat to prevent the government legitimately elected in 2022 elections from taking office,” said a police source.</p>

Allegations linking India to the murder of Khalistanis cast a shadow on Delhi's ties with Ottawa even as Washington was seen maturely handling it. Trudeau Talks: Diplomatic fallout with Canada Prime Minister Trudeau's comments in the Canadian Parliament linking India to the death of a Khalistani extremist Hardeep Singh Nijjar strained India-Canada relations. The expulsion of 40 Canadian diplomats underscored India's displeasure with what Delhi saw as interference by them. Red Sea Crisis: Economic security under threat The Red Sea crisis escalated with attacks on vessels, namely MV Chem Pluto and MV Sai Baba, bound for India. MV Chem Pluto was targeted 200 nautical miles off the Gujarat coast, while the US attributed the MV Sai Baba attack to Houthis in the Southern Red Sea, a claim rejected by them. These incidents pose a threat to India's economic security. Indian Navy's assets are in the region, patrolling it and ensuring the safety of merchant shipping. Israel-Hamas Conflict: Balancing act in the Middle East India condemned terror attacks by Hamas in Israel in October, sent aid to Gaza as Israel launched its counter-offensive, and supported a two-state solution while emphasising dialogue and diplomacy during the Israel-Hamas conflict. Indian PM Modi spoke to the Israeli PM and a host of Arab leaders on the issue. A scheduled visit by Arab-Islamic Foreign Ministers to Delhi could not materialise due to scheduling issues on their end. Indians in Qatar's custody Eight former Indian Navy personnel are in Qatari custody, facing a death penalty announcement. The case is in court, with an accepted appeal, and the next hearing is scheduled for December 28. PM Modi and the Qatari Amir had an informal conversation on the sidelines of the COP Climate summit in Dubai, though the readouts do not confirm the discussion on this issue. The case is being followed closely and is a test case for diplomacy. Crisis evacuations In a year marked by crises, India executed Operation Kaveri, akin to the previous year's Operation Ganga, evacuating nationals from war-torn Sudan. Under Operation Kaveri, the Indian Government successfully evacuated a total of 4,097 individuals stranded in Sudan. Among these, 3,961 were Indian nationals, while 136 were foreign nationals. 2023 was a memorable year for India a year when India hosted leaders from 20 countries and the most powerful economies of the world in New Delhi. We take a look at how India brought together Washington, China, Moscow and other nations in a joint community during the G20 summit.

<h2><strong>Backdrop&nbsp;</strong></h2>

<p>For G20, the world’s premier economic forum, an annual summit of the leaders is the general norm. It was followed scrupulously from 2011 to 2019. But when in 2008 G20 was elevated from finance ministers and central bank governors to the highest political level to tackle the global financial crisis, five summits were held within a short span of two years (November 2008–November 2010). In a similar vein, the outbreak of the Covid crisis and dramatic developments in Afghanistan compelled Saudi Arabia and Italy respectively to host two summits in a year during their presidencies.&nbsp;</p>

<p>Following this precedent but without riding on the back of a crisis, India decided, before the Israel-Hamas war began, to host the second summit. Apparently, this decision was designed to ensure that the Indian presidency from 1 December 2022 to 30 November 2023 ran for a full 12 months and did not end with the first summit i.e., about seven weeks in advance.&nbsp;</p>

<p>At the September summit, participants had advanced useful proposals even as the negotiations for the New Delhi Declaration concluded separately. The virtual summit aimed to achieve several purposes: review developments since the first summit&nbsp;including the results of the second ‘Voice of the Global South Summit’; “take forward” key outcomes and action points from the Delhi summit; and “push for effective implementation” of various decisions announced at New Delhi, according to the G20 secretariat. In hindsight, the conflict in West Asia, which broke out on 7 October, provided an additional justification. The final motivation may have been to bridge the transfer of the presidency from India to Brazil and reflect on how the G20 agenda may be shaped under a new president during 2023–24.&nbsp;</p>

<h2><strong>Virtual summit highlights&nbsp;</strong></h2>

<p>Initially, there was some uncertainty about participation in the virtual summit, but it turned out to be a well-attended meeting. Of the total members and guests, 23 countries were represented at the Heads of Government level. US President Joe Biden was absent, Russian President Vladimir Putin was present, and China was represented by its Premier. Besides, all heads of international organisations participated. While the virtual summit was not expected to issue a joint communiqué or the chair’s summary, enough information was made available to the public enabling it to form a clear view of what happened at the conference.&nbsp;</p>

<p>Amitabh Kant, India's G20 Sherpa, pointed out that G20 works in continuity and that India's focus since the September summit has been on the implementation of decisions. Some of them have been implemented such as the admission of the African Union (AU) as a member of G20. New Delhi has been pushing many other issues for early implementation. He mentioned that holding four global meetings – two G20 summits and two Global South summits – in a single year demonstrated “the convening power of India” and the PM’s leadership.&nbsp;</p>

<p>In his opening remarks at the virtual summit, Prime Minister Narendra Modi asserted that India succeeded in making G20 “inclusive, ambitious, action-oriented and decisive.” &nbsp;He highlighted the significance of the adoption of the human-centric approach while supporting innovation and digital technology, renewal of faith in multilateralism, and AU as a new member of G20. “It is a matter of pride that Africa got a voice under India's presidency,” he observed. He spoke about the Israel-Hamas war, welcoming the agreement on the release of hostages and expressing hope that the conflict would not become a regional one. Given the major differences within G20 over this vexed question, it was, of course, not feasible to craft a common view, in contrast to the forum’s success in developing consensus on the Ukraine issue.&nbsp;</p>

<p>Following the virtual summit, External Affairs Minister S. Jaishankar reiterated that India's G20 presidency was Global South-centric. It succeeded in putting focus on development issues. He also pointed out that many world leaders spoke on the West Asian turmoil and the need to extend humanitarian assistance to the needy and to find a long-term solution.&nbsp;</p>

<p>Since the final meeting of G20 Finance Ministers and Central Bank Governors took place after the September summit, Nirmala Sitharaman, speaking at the post-virtual summit press conference, observed that India's endeavours to push for the reform of Multilateral Development Banks (MDBs) found support from G20 members. “There is significant momentum on this agenda now,” she stressed. The US and Germany are inclined to provide more resources to MDBs so that the latter could help developing countries address the challenges of development and climate change. Besides, the framework to regulate crypto assets is ready, and G20 countries are now expected to implement it. Not restricted to G20, this framework will extend to nearly 100 member nations of the Financial Stability Board (FSB).&nbsp;</p>

<p>The Indian finance minister reported progress in implementing India's Digital Public Infrastructure (DPI) initiative. MoUs for cooperation have been signed with eight countries: Singapore, UAE, Antigua and Barbuda, Armenia, Sierra Leone, Suriname, Papua New Guinea, Tanzania, and Trinidad and Tobago. Surprisingly, there are no takers from South Asia yet. However, negotiations are underway with other countries. More significantly, the PM announced the setting up of a Social Impact Fund with an initial contribution of $25 million by India and urged G20 countries to participate in this project.&nbsp;</p>

<p>Another major decision related to the need for cooperation on “global regulation” of Artificial Intelligence (AI). The PM announced India's plan to host the Global AI Partnership Summit in December 2023, urging all G20 members to participate.&nbsp;</p>

<h2><strong>What next?&nbsp;</strong></h2>

<p>India's G20 presidency has been widely lauded for good reasons.&nbsp;</p>

<p>But it is now time, especially for those seriously interested in tracking the evolution of G20, to shift attention to Brazil as the president from 1 December 2023. President Luiz Inácio Lula da Silva will preside over the Rio de Janeiro summit on 18–19 November 2024. Its theme is already set – ‘Building a Just World and a Sustainable Planet.’ Lula has said that he would follow up on India's achievements. The three key priorities he has selected for the Brazilian presidency are: i) social inclusion and the fight against hunger, ii) the energy transition and sustainable development (including its economic, social and environmental dimensions) and iii) the reform of global governance institutions. It is to be hoped that in pursuing these priorities, Brazil will also keep a sharp eye on progress in the implementation of the New Delhi decisions.&nbsp;</p>

<p>In this context, the role of the Troika for the next presidency, comprising India, Brazil and South Africa, becomes quite important. It has the responsibility to ensure continuity while leaving adequate room for the president to effect change and innovation in the G20 agenda. India has established a creative template for future presidencies. Since these three countries form the IBSA Forum, they are in a sound position to ensure optimal coordination through mutual accommodation and solidarity. Realpolitik may hamper this task a little.&nbsp;<br />
Hence keeping close communication at the leadership level may be essential.&nbsp;</p>

<p>As John Kirton, Director G20 Research Group at the University of Toronto, pointed out aptly, G20 has secured “great successes” in the past but “greater challenges” await it in the future.&nbsp;</p>

We will have to fight terrorism. Also, it is disheartening to see that there is no consensus among countries on the language and definition of terrorism. Terrorists are taking advantage of this."</p>

<p>The New Delhi summit of the Group of Twenty (G20) may be remembered by historians for a variety of reasons. The summit was preceded by about 200 events held in different parts of India, thus turning the Indian presidency into the ‘People’s Presidency.’ Notably, two major leaders – President Vladimir Putin and President Xi Jinping – were absent from the summit. Ukraine cast a dark shadow on the negotiations for consensus on the outcome document. The grouping went for its first-ever expansion to admit the African Union (AU) as a member. Finally, proving all pessimists wrong, the sherpas of the leaders, led by India, managed to pull off a diplomatic coup, drawing global admiration for a substantial New Delhi Declaration. It was backed by a ‘100%’ consensus.</p>

<p>This short article attempts to dissect the geopolitical implications of the prelude to the summit, its deliberations and outcomes, and the future prospects of great power relations.</p>

<h1><strong>The Big Four</strong></h1>

<p>The US, the European Community (EU), China and Russia have traditionally been the key players in the multipolar world ever since America’s ‘unipolar moment’ began to give way from the early years of this century. Relations among the Big Four came under exceptional stress following the outbreak of the Ukraine war. Experts agreed that it was not only an armed conflict between Russia and Ukraine, but it was also a conflict and confrontation between Russia and the North Atlantic Treaty Organisation (NATO).</p>

<p>That China chose to play a dual role – of serving as a close ally of Russia while posing as a friendly mediator in the war, complicated matters further. Hence the Big Four approached the New Delhi summit with divergent perspectives and a shared desire to score points over each other.</p>

<p>It goes to the credit of the Indian leadership that the real nature of geopolitical implications was understood fully. Right from the beginning of its presidency, India consciously chose to insulate G20 from the pressures generated by the war in Ukraine. It refused to invite President Volodymyr Zelensky&nbsp;of Ukraine to the New Delhi summit. Not even a digital address was acceptable, despite pressures from G7 nations.</p>

<p>India also made it clear that while it would not agree to any public condemnation of the Russian invasion, it could not deviate from a commitment to the UN principles on respect for territorial integrity and national sovereignty or political independence. The ‘Bali paragraphs’ that were severely imbalanced and critical of Russia had, therefore, to be updated and expanded to eight paragraphs. They saved the New Delhi summit and showed to both sides where to get off in the larger interest of humanity. India played the ultimate card, arguing convincingly that a united and effective G20 is in everyone’s interest, not just that of the host nation.</p>

<h2><strong>China factor</strong></h2>

<p>The manner in which India-China relations unfolded, particularly at the highest political level from the SCO summit in Samarkand (September 2022) to the BRICS summit in Johannesburg (August 2023) generated much concern about a likely disruptive role by the Chinese side in the build-up to the New Delhi summit. President Xi Jinping’s absence was seen by most observers as a negative signal. But the South Block, the seat of the Prime Minister’s Office (PMO) and the Ministry of External Affairs (MEA), took it in its stride. External Affairs Minister S. Jaishankar noted that choosing the level of representation was the prerogative of every country.</p>

<p>At the summit itself, China ended up playing a positive and constructive role, helping in the development of consensus on several delicate issues. China, said Jaishankar, was “supportive”. This author heard a senior Chinese diplomat stationed in Delhi state publicly this week that India deserved much appreciation for completing “a very difficult mission.” He added that “development” rather than “geopolitical issues” must guide the deliberations of G20. In short, despite serious bilateral issues, China showed willingness to recognise that the success of the New Delhi summit was desirable for it and for the emerging power balance in the region.</p>

<h2><strong>The Global South</strong></h2>

<p>A major trend at the G20 summit and in previous months was the steady emergence of the Global South as a significant factor in international politics. India played a crucial role in shaping this trend, which began last year in Bali when Indian diplomats helped Indonesia in crafting consensus on the Ukraine issue.</p>

<p>Noting the success of India’s contribution as the voice of the Global South, which was highlighted by the conference of the same name hosted by New Delhi in January 2023, Indonesia and other developing countries in G20 came forward when their valuable help was required. India fully acknowledged that Indonesia, Brazil, and South Africa helped in removing the bottlenecks in drafting the New Delhi Declaration. Later, they were joined by other countries such as Mexico, Saudi Arabia and Türkiye.</p>

<p>While there remained uncertainty until the end, the External Affairs Minister had told this author publicly, five days before the summit began, that he was “very, very confident” about the inclusion of AU as a member of the G20. In normal course, this decision would have been included in the joint communique, and then the AU representative may have joined the grouping at the next summit in 2024.</p>

In the very first few minutes of the opening session, the G20 president invited the Chairperson of AU to come forward and take his seat at the main table. This was truly decisive and purposeful action at the right time, demonstrating the significance of Africa and the Global South. India struck when the iron was hot!</p>

<p>Several experts noted that the West chose to go along with the proposed compromise concerning Ukraine because it did not want to lose the Global South. The latter has been suffering from the adverse consequences of the war and was keen on G20 to focus on its real agenda of economic development. New Delhi projected this perception convincingly and won the day.</p>

<h2><strong>Other facets</strong></h2>

<p>Much also happened outside the main G20 conference hall. On the sidelines, the Global Biofuels Alliance (GBA) was announced, grouping nine countries together including the U.S., India and Brazil, on 9 September. It is an initiative by India as “the G20 Chair.” Another major development was the announcement of the Partnership for Global Infrastructure and Investment (PGII) and the India-Middle East-Europe Economic Corridor (IMEC).</p>

<p>This is backed by the U.S., India, EU, Saudi Arabia, UAE and others. On IMEC, PM Modi observed that it would help promote the “economic integration between India and Europe.” These developments will have long term impact of geoeconomic and geopolitical nature. Besides, PM Modi held bilateral meetings with over a dozen G20 leaders, but not the Chinese Premier. These apart, the state visit of the Crown Prince of Saudi Arabia, and a very important interaction between the U.S. President and the Indian PM, were part of the last week’s rich package.</p>

The New Delhi summit of the Group of Twenty (G20) may be remembered by historians for a variety of reasons. The summit was preceded by about 200 events held in different parts of India, thus turning the Indian presidency into the ‘People’s Presidency.

The New Delhi summit of the Group of Twenty (G20) may be remembered by historians for a variety of reasons. The summit was preceded by about 200 events held in different parts of India, thus turning the Indian presidency into the ‘People’s Presidency.’ Notably, two major leaders – President Vladimir Putin and President Xi Jinping – were absent from the summit. Ukraine cast a dark shadow on the negotiations for consensus on the outcome document. The grouping went for its first-ever expansion to admit the African Union (AU) as a member. Finally, proving all pessimists wrong, the sherpas of the leaders, led by India, managed to pull off a diplomatic coup, drawing global admiration for a substantial New Delhi Declaration. It was backed by a ‘100%’ consensus. This short article attempts to dissect the geopolitical implications of the prelude to the summit, its deliberations and outcomes, and the future prospects of great power relations. The Big Four The US, the European Community (EU), China and Russia have traditionally been the key players in the multipolar world ever since America’s ‘unipolar moment’ began to give way from the early years of this century. Relations among the Big Four came under exceptional stress following the outbreak of the Ukraine war. Experts agreed that it was not only an armed conflict between Russia and Ukraine, but it was also a conflict and confrontation between Russia and the North Atlantic Treaty Organisation (NATO). That China chose to play a dual role – of serving as a close ally of Russia while posing as a friendly mediator in the war, complicated matters further. Hence the Big Four approached the New Delhi summit with divergent perspectives and a shared desire to score points over each other. Right from the beginning of its presidency, India consciously chose to insulate G20 from the pressures generated by the war in Ukraine. It refused to invite President Volodymyr Zelensky of Ukraine to the New Delhi summit. Not even a digital address was acceptable, despite pressures from G7 nations. India also made it clear that while it would not agree to any public condemnation of the Russian invasion, it could not deviate from a commitment to the UN principles on respect for territorial integrity and national sovereignty or political independence. The ‘Bali paragraphs’ that were severely imbalanced and critical of Russia had, therefore, to be updated and expanded to eight paragraphs. They saved the New Delhi summit and showed to both sides where to get off in the larger interest of humanity. India played the ultimate card, arguing convincingly that a united and effective G20 is in everyone’s interest, not just that of the host nation. China factor The manner in which India-China relations unfolded, particularly at the highest political level from the SCO summit in Samarkand (September 2022) to the BRICS summit in Johannesburg (August 2023) generated much concern about a likely disruptive role by the Chinese side in the build-up to the New Delhi summit. President Xi Jinping’s absence was seen by most observers as a negative signal. But the South Block, the seat of the Prime Minister’s Office (PMO) and the Ministry of External Affairs (MEA), took it in its stride. External Affairs Minister S. Jaishankar noted that choosing the level of representation was the prerogative of every country. China, said Jaishankar, was “supportive”. This author heard a senior Chinese diplomat stationed in Delhi state publicly this week that India deserved much appreciation for completing “a very difficult mission.” He added that “development” rather than “geopolitical issues” must guide the deliberations of G20. In short, despite serious bilateral issues, China showed willingness to recognise that the success of the New Delhi summit was desirable for it and for the emerging power balance in the region. The Global South A major trend at the G20 summit and in previous months was the steady emergence of the Global South as a significant factor in international politics. India played a crucial role in shaping this trend, which began last year in Bali when Indian diplomats helped Indonesia in crafting consensus on the Ukraine issue. Noting the success of India’s contribution as the voice of the Global South, which was highlighted by the conference of the same name hosted by New Delhi in January 2023, Indonesia and other developing countries in G20 came forward when their valuable help was required. India fully acknowledged that Indonesia, Brazil, and South Africa helped in removing the bottlenecks in drafting the New Delhi Declaration. Later, they were joined by other countries such as Mexico, Saudi Arabia and Türkiye. While there remained uncertainty until the end, the External Affairs Minister had told this author publicly, five days before the summit began, that he was “very, very confident” about the inclusion of AU as a member of the G20. In normal course, this decision would have been included in the joint communique, and then the AU representative may have joined the grouping at the next summit in 2024. In the very first few minutes of the opening session, the G20 president invited the Chairperson of AU to come forward and take his seat at the main table. This was truly decisive and purposeful action at the right time, demonstrating the significance of Africa and the Global South. India struck when the iron was hot! Several experts noted that the West chose to go along with the proposed compromise concerning Ukraine because it did not want to lose the Global South. The latter has been suffering from the adverse consequences of the war and was keen on G20 to focus on its real agenda of economic development. New Delhi projected this perception convincingly and won the day. Other facets Much also happened outside the main G20 conference hall. On the sidelines, the Global Biofuels Alliance (GBA) was announced, grouping nine countries together including the U.S., India and Brazil, on 9 September. It is an initiative by India as “the G20 Chair.” Another major development was the announcement of the Partnership for Global Infrastructure and Investment (PGII) and the India-Middle East-Europe Economic Corridor (IMEC). This is backed by the U.S., India, EU, Saudi Arabia, UAE and others. On IMEC, PM Modi observed that it would help promote the “economic integration between India and Europe.” These developments will have long term impact of geoeconomic and geopolitical nature. Besides, PM Modi held bilateral meetings with over a dozen G20 leaders, but not the Chinese Premier. These apart, the state visit of the Crown Prince of Saudi Arabia, and a very important interaction between the U.S. President and the Indian PM, were part of the last week’s rich package. At a time when there are significant discussions over regulating crypto assets in the aftermath of the G20 summit, the latest report by a crypto research firm shows that less developed countries continue to lead in adopting cryptos. The latest edition of the global crypto adoption rate ranks India as the number one country in adopting crypto. Nigeria and Vietnam are in the second and third positions.

<p>As per the PTI report, the BJP party has over the years consistently emphasised the global recognition of Modi's leadership and India's heightened standing on the international stage in its political discourse.&nbsp;</p>

<p>Following the success of the G20 meeting, the party is expected to further tout this recognition. This is especially true as the party prepares for a series of state assembly elections and the subsequent Lok Sabha elections that will decide whether Modi wins a third term as the Prime Minister of India.</p>

<h2><strong>What was the CEC meeting about?</strong></h2>

<p>PTI reports that the CEC meeting's primary agenda was to finalise the selection of candidates for the upcoming elections in the central Indian state of Madhya Pradesh.</p>

<p>During the previous CEC meeting held in August, BJP candidates for 39 seats in Madhya Pradesh and 21 seats in Chhattisgarh were named. These selections were made for constituencies where the BJP does not currently have incumbent MLAs.</p>

<p>In India, the states of Madhya Pradesh, Chhattisgarh, Rajasthan, Telangana, and Mizoram will undergo assembly elections towards the end of this year — polls are scheduled for November-December. These will be the final round of state polls before the Lok Sabha elections in 2024.</p>
