The National Human Rights Commission (NHRC) has taken suo motu cognisance of reports indicating a sharp rise in missing persons cases in the national capital, after data released by the Delhi Police revealed that as many as 807 people went missing during the first two weeks of January 2026 alone. According to the data cited, 191 of the missing persons were minors, while 616 were adults. Of the total number of cases reported during the period, 235 individuals have been traced so far, whereas 572 people remain unaccounted for. Acting on the matter, the Commission has issued notices to the Chief Secretary of the Government of the National Capital Territory (NCT) of Delhi and the Commissioner of Police, Delhi, seeking a detailed report within two weeks. The NHRC observed that the contents of the news report, if found to be true, raise serious concerns relating to potential violations of human rights. The Commission's action follows a media report published on February 5, 2026, which highlighted the scale of the issue. According to the data cited, a total of 24,508 people were reported missing in Delhi during 2025. Among them, nearly 60 per cent were women. While the police were able to trace 15,421 individuals, as many as 9,087 cases remain unresolved. The figures also point to a troubling trend involving teenagers. Reports indicate that more than 5,000 teenagers have been going missing in Delhi each year since 2016, including around 3,500 girls annually, underlining the vulnerability of minors and young women. Taking note of the figures, the NHRC said the matter requires serious scrutiny, as the reported numbers point to a potentially grave human rights concern. The Commission has sought a detailed report from the Delhi government and the city police to review the action taken to trace missing persons and to examine what further steps are being implemented to address the rising trend. Disclaimer: This story has been published from a news agency feed with minimal edits to adhere to WION's style guide. An elderly NRI couple was reportedly duped of around Rs 15 crore in Delhi after the scamsters put them under “digital arrest” for over 15 days, posing as officials of the Telecom Regulatory Authority of India (TRAI) and Mumbai Police, said Delhi Police on Sunday. The couple, identified as Indira Taneja, 77, and her husband Om Taneja, 81, stated that their “biggest mistake” was not approaching the police as soon as possible. "We were told by the SHO (of Delhi Police) that we were put under (so-called) ‘digital arrest’. And that is when we realised what had happened," said Om Taneja, news agency PTI reported. "Not informing the police earlier was our biggest mistake," he said, adding that they lost Rs 14.85 crore. Indira Taneja, who lives in Delhi’s upscale Greater Kailash-2 locality, alleged that she received a call on December 24 from a person impersonating an official of the Telecom Regulatory Authority of India (TRAI). The caller claimed that a phone number linked to her was being used to make offensive and abusive calls, and further alleged that she was under investigation in a money-laundering case, news agency ANI reported. The fraudster also told her that black money had been traced to her bank account, placing her under official scrutiny. Taneja said she was then connected via video call to another man who introduced himself as a police officer from Mumbai’s Colaba area. According to her, the man appeared in a police uniform and alleged that a Canara Bank account in her name was connected to a large-scale fraud. The caller further warned her that her life was in danger and instructed her not to discuss the matter with anyone. Recounting the incident to PTI, Taneja said she received the initial call around noon on December 24 from the man posing as a TRAI official. "He told me that my telephone number was being disconnected because obscene calls were made from it and that 26 people had filed complaints," she said.
Fake arrest warrants
Even after confirming the number shown by them was not hers, they also issued arrest warrants. "Despite that, he said arrest warrants were issued against me, and an FIR was registered in Maharashtra," she said. After this, Indira claimed that the scammers informed her that the case had been transferred to the Colaba Police of Mumbai, and later, they connected her in a video call to someone. "A man named ‘Vikrant Singh Rajput’ appeared on the screen wearing a police uniform. I could see police insignia behind him. He told me I was involved in money laundering," she said. She added that the man in the uniform claimed that a bank account was opened in her name at Mumbai's Canara Bank branch and multiple transactions were made through it. The scammer also showed her a photograph of a man, identifying as ‘Naresh Goyal’, and question as if she knew him. "I told him I had never seen this person in my life," she said. "They said a fraud of ₹500 crore had taken place and that since I had returned from the US to serve the nation, it had become a national-security issue," Indira added. Later, the scammers asked the couple not to indulge anyone for national security and to send money from their bank accounts for verification. "They kept demanding money — ₹2 crore, ₹2.1 crore, ₹2.5 crore. The phone or the video call remained active throughout the day. I was ‘digitally arrested’ from December 24 noon till January 9 morning," Indira said. After being swindled of their life’s savings, the victims alleged that the fraudsters assured them a refund would be issued through the Reserve Bank of India and even showed documents bearing what they claimed were Supreme Court stamps. The elderly couple realised they had been cheated only after approaching the police. The victim later contacted the national cybercrime helpline at 1930 and sought time to file a detailed complaint in the presence of her lawyer, after which the case will be forwarded to the Cyber Crime Unit. Meanwhile, the IFSO unit of the Delhi Police has already registered an FIR in the matter, as reported by the news agency ANI.

A 44-year-old woman was shot dead in northwest Delhi's Shalimar Bagh on Saturday. Police suspected that the killing was likely to be related to the 2023 murder of her husband, an official said. The deceased woman was identified as Rachna Yadav, a resident of Shalimar Bagh and the resident welfare association (RWA) president of her area. Police also confirmed that she was shot in the head and died immediately. It was revealed that Rachna was originally from Bhalswa village in north-west Delhi, and it was suspected that she was murdered in connection with the killing of her husband, Vijendra Yadav, who was shot dead in 2023. The case is still under trial. "In the 2023 case, Vijendra Yadav was allegedly murdered due to previous enmity. Bharat Yadav and five others were named as accused. While five of the accused were arrested and are facing trial, the main accused, Bharat Yadav, is still absconding and has been declared a proclaimed offender," a senior police officer said, news agency PTI reported.
Rachna was a key witness
Police said Rachna was a key witness in her husband’s murder case, and her testimony was crucial for the prosecution. Investigators suspect her killing was intended to weaken the case and instil fear among other witnesses. CCTV footage has emerged in the Rachna Yadav murder case, which reportedly shows the shooter. Police said the accused fled the scene with the help of an accomplice who was waiting nearby on a sports bike with a Delhi registration number, enabling a quick escape. According to officials, a PCR call was received at around 10.59 am at Shalimar Bagh police station reporting that a woman had been shot. Police teams rushed to the location and found Rachna lying on the road in a pool of blood, with an empty cartridge recovered from the spot. Investigators said that as Rachna was returning after meeting a neighbour, two assailants intercepted her. One allegedly stopped her, asked her name, and upon confirmation, shot her in the head before fleeing with his accomplice. Initial inquiry included that the attackers appeared to have prior knowledge about the targeted woman's identity and movements. "Crime Team and FSL teams were immediately called, and the scene of the crime was thoroughly examined. CCTV footage from nearby areas is being scanned to identify the assailants," Additional Commissioner of Police (Northwest) Bhisham Singh said. "We are re-examining all aspects of the 2023 case and the role of the proclaimed offender (Bharat)," Singh said and added that multiple teams have been formed to find out the shooters and masterminds of the crime. In response, the victim's elder daughter, Kanika Yadav, claimed that the murder was planned by Bharat. "Some of the accused in my father's murder case are lodged in Tihar Jail. Despite that, they are planning such crimes. Rachna was a key witness Police said Rachna was a key witness in her husband’s murder case, and her testimony was crucial for the prosecution. Bharat Yadav planned and executed my mother's murder," she alleged. Kanika alleged that her mother was killed for refusing to back down as a witness in her father’s murder case. "They were afraid that they would be convicted based on her statement. Delhi Police arrest woman, father for duping people on guise of sending them abroad

Delhi Chief Minister Rekha Gupta issued strict instructions to all government agencies in the city on Wednesday, warning that any lapse in anti-pollution measures – dust control, road maintenance and construction waste management- will invite criminal action along with heavy penalties against officials found responsible. To ensure visible improvement on the ground, Gupta told departments during a high-level review meeting at the Delhi Secretariat that the government “will not hesitate to fix accountability” within its own machinery. In cases of negligence, she added that FIRs will be launched against government departments, and heads of departments will also be liable with a penalty. The warning of the Delhi CM comes amid the national capital experiencing one of the most toxic stretches of winter in recent years. Since November, Delhi has experienced “very poor” air quality (AQI 300-400) or worse on approximately 30 days. In addition, CM Rekha Gupta has also directed the Delhi Pollution Control Committee (DPCC) to aggressively challenge the air pollution and put a fine on both government bodies and private entities discovered violating anti-pollution rules and regulations, according to officials aware of the meeting. “DPCC will be filing FIRs against departments involved in unauthorised road-cutting or delayed repairs. Department heads will be personally answerable. All potholes must be identified, repaired and geo-tagged with photographs uploaded within 72 hours. No government or private agency will be spared if it fails in its duty towards pollution mitigation,” Gupta said, HT reported. The meeting was attended by Delhi environment minister Manjinder Singh Sirsa, chief secretary Rajiv Verma and senior officials from Public Works Department (PWD), Delhi Metro Rail Corporation (DMRC), Delhi Development Authority (DDA), Municipal Corporation of Delhi (MCD), NBCC, the power department, DUSIB and other key agencies. Each department received targeted instructions to tackle dust, debris and road-related pollution.
What major steps were taken by officials?
Meanwhile, PWD was told to fast-track repairs on its 1,400-km road network, where damaged stretches and temporary fixes often generate dust. DDA was asked to enhance cleanliness along its roads, clear waste from vacant plots, and expedite the handover of markets to MCD for improved maintenance. Public transport infrastructure was also reviewed. The chief minister directed DMRC to level and restore road sections beneath elevated corridors, noting that uneven surfaces are a major dust source. “Clean, green and dust-free roads are the most crucial and immediate component of our anti-pollution strategy,” Gupta said. Environment minister Sirsa updated the chief minister on new monitoring features added to the Green Delhi App, now linked with the city’s Green War Room. The warning of the Delhi CM comes amid the national capital experiencing one of the most toxic stretches of winter in recent years. Since November, Delhi has experienced “very poor” air quality (AQI 300-400) or worse on approximately 30 days.

The upgraded system will identify potholes, brown patches and dust hotspots in real time. He also stated that a six-month “dust-free Delhi” plan is being prepared for the city's worst-affected areas. Amid recurring debate over air pollution in Delhi, the Supreme Court was informed on Monday that only nine of 37 air quality monitoring stations were operational on Diwali in the national capital, when city was engulfed by a toxic smog of chemicals from 'green' firecrackers, dust and vehicular emissions, and hazardous particulate matter from farm fires. Amicus curiae, Aparjita Singh, questioned how the Commission for Air Quality Management, the body responsible for improving Delhi's AQI, could carry out its duties effectively without key data on air pollution levels across the city. "We don't even know when to implement GRAP (Graded Response Action Plan). As soon as they departed, the fire broke out in the house. "During the investigation, call detail records of the woman showing her presence near the crime scene raised suspicion. Multiple raids were conducted in Moradabad, and she was arrested on October 18. She confessed to the crime and named her two accomplices," he further added. After the woman confessed to the crime, her two accomplices were also arrested. The woman disclosed to the investigators that Ramkesh Meena had captured her obscene videos and refused to delete them. She shared this whole incident with her ex-boyfriend, which made him angry, and he decided to kill Meena. The police sources confirmed that the trio strangled Meena and then poured oil, ghee and liquor on the body. Her former boyfriend, an LPG distributor, then opened a gas cylinder valve and set it ablaze, triggering an explosion. The trio subsequently fled the scene, taking the victim’s hard drive, laptops, and other valuables. Police later recovered a hard disk, a trolley bag, the victim’s shirt, and two mobile phones from the suspects. Officials said that further investigation into the case is ongoing.

Delhi Water Minister Parvesh Sahib Singh on Saturday said that the efforts of the government in the national capital to clean the Yamuna river in the past seven months helped to drop the faecal coliform or human waste contamination levels drastically compared with last year. The minister's statement followed just two days ahead of Chhath Puja as the administration was gearing up to welcome thousands of devotees on the banks of the river. “According to the latest report by the Delhi Pollution Control Committee (DPCC), there has been a 90% reduction in faecal coliform levels in the Yamuna compared with 2024. Four of the eight sampling points are now within or very close to the permissible limit of 2,500 MPN/100 ml – a milestone never achieved before in such a short time,” Singh said, the Hindu reported. To estimate the number of bacteria in a water sample, the MPN (most probable number) unit is used in microbiology. Meanwhile, the DPCC data shared by Parvesh Sahib Singh, the faecal coliform level at Palla was 920 MPN on October 8 last year, which later decreased to 600 MPN on October 20 this year. In addition, the MPN level at ISBT Bridge fell to 8,000 from 28,000. At ITO Bridge, it dipped from 35,000 to 7,000. At Okhla Barrage, it declined to 2,700 from 18,00,000. The Aam Aadmi Party (AAP) slammed Delhi Chief Minister Rekha Gupta-led BJP government for its "failure" to curb pollution in the city, after the national capital witnessed a poor and toxic air quality following Diwali. However, in response to the criticism, the BJP blamed the citizens for bursting crackers and farmers for stubble burning in nearby states. AAP MLA Gopal Rai accused the Delhi government of "making excuses" and not taking action to prevent the pollution. "There is a lot of pollution in Delhi. The level of pollution has increased. But the Delhi government is not doing anything. They are making excuses and blaming other states. BJP is in power everywhere in UP, Haryana, and Rajasthan. Why didn't they talk to any other state first before Diwali?" he said, ANI reported. He alleged that BJP leaders were encouraging people to burst firecrackers despite the ongoing air emergency in the national capital. Meanwhile, AAP state president Saurabh Bharadwaj also took a dig at BJP’s Rekha Gupta over the worsening pollution levels, saying she did not even know how to “pronounce AQI.” "We don't know what the government has done. The Chief Minister does not even know how to pronounce AQI. She calls it IQ, QQ. She can't even say AQI. She has no understanding. The government has failed to stop pollution," he said, ANI reported. Bharadwaj further accused the BJP government of "misleading" the public, claiming that it had failed to initiate the promised artificial rain in Delhi. "The government lies. The government said that after Diwali, they would fix all the pollution by conducting artificial rain. Did it happen? No, my question is that if you could have conducted artificial rain, then why didn't you do it? Do you want people to fall ill?" he asked.
BJP's response to AAP
The BJP, meanwhile, attributed the pollution crisis to stubble burning in neighbouring states. "Delhi bearing the brunt of pollution from neighbouring states, stubble being burnt despite the Supreme Court's stricture," Delhi Environment Minister Manjinder Singh Sirsa said. In addition, BJP IT Cell chief Amit Malviya added that Delhi would continue to suffer until “Punjab stops stubble burning.” "Stop blaming Deepawali for the sins of the Aam Aadmi Party — it's their smoke, not the festival's lamps or firecrackers, that darkens Delhi's skies. Their dark shadow still looms large over the Capital," he said.

The installed camera scans the number plate and verifies the details of the vehicle, which include fuel type, age, and registration, through the VAHAN database. In this system, if the camera discovers a vehicle to be EOL, it will send an alert to the fuel station staff to deny refuelling. The violation will be captured, and it will be sent to enforcement agencies, who may initiate action like impounding or scrapping the vehicle.

After the withdrawal of the monsoon and ahead of the onset of winter, Air pollution in Delhi is again rising, breaching the ‘poor’ category on Tuesday with a reading of 201. In addition, the Centre’s Air Quality Early Warning System (EWS) predicted that the Air Quality Index will remain in the “poor” category till this week. This marks the first instance where the air quality of the national capital has crossed the “poor” quality since June 11, when Delhi last recorded an AQI of 245. “Delhi’s air quality is very likely to be in the ‘poor’ category from October 14 till October 16. The outlook for the subsequent six days shows the air quality is likely to be between the ‘poor’ to ‘very poor’ categories,” EWS projections released on Monday said. The Central Pollution Control Board (CPCB) said Delhi's AQI stood at 169 at 9 am on Monday, rising to a 24-hour average of 189 by 4 pm. This was a 22-point increase from Sunday's AQI of 167.
Why does air quality drop to the ‘poor’ category?
The air quality in Delhi typically deteriorates in October, following the retreat of the southwest monsoon, which brings lower temperatures and reduced wind speeds. This season shift also coincides with stubble burning in nearby states, festive firecracker use, and stagnant air conditions that trap pollutants near the surface. Mahesh Palawat, vice president at Skymet meteorology, told HT that wind speeds dropped to between 6-10 km/hr on Monday, slowing the dispersion of pollutants. “Wind direction is westerly to northwesterly, and there will be marginal stubble intrusion. We don’t expect a significant change in terms of weather, with similar wind direction and low wind speed to persist,” Palawat said. However, stubble burning is not yet a major contributor to the current spike. Data from the Decision Support System (DSS), which tracks the sources of Delhi’s PM2.5 pollution, indicated that farm fires contributed only 0.62 per cent to the city’s PM2.5 levels on Monday, a slight rise from 0.24 per cent the day before.

Delhi's air quality falls to ‘poor’ levels ahead of Diwali — Here’s why

Delhi, the national capital of India, recorded an unusually hot day on Monday, with the minimum temperature climbing to 28.2°C, five degrees above normal and the hottest September morning in six years. The same temperature was reported on Sunday, signalling persistently hot nights at a time when temperatures typically begin to ease. The city last saw a higher September minimum in 2019, when 29.6°C was logged on September 12. The Capital also remained harsh under daytime heat, with the maximum temperature on Sunday rising to 38.1°C, three degrees above the seasonal average and the hottest September day in two years. The previous higher maximum was recorded on September 5, 2023, at 38.6°C.
What is the reason behind the increase in heat in Delhi?
Delhi has witnessed the hot spell due to the absence of rain-bearing systems because the Southwest monsoon withdrew from Delhi on September 24 — marking its earliest retreat since 2002. The national capital has witnessed the rise in temperature even after Northwest India saw 42% surplus rainfall this September, as per the report by the Indian Express. Following the early retreat of the monsoon, Delhi’s soaring temperatures are being driven by clear skies that intensified daytime heating and high humidity that limited cooling at night. Delhi’s soaring temperatures are being driven by clear skies that intensified daytime heating and high humidity that limited cooling at night. Relative humidity hovered between 56% and 76% through the day, with the moisture acting like a blanket and trapping heat near the surface.

Relative humidity hovered between 56 per cent and 76 per cent through the day, with the moisture acting like a blanket and trapping heat near the surface. A Delhi court on Sunday sent self-styled godman Chaitanyananda Saraswati, accused of sexual harassment, to five days' police custody for interrogation after the order was passed by Duty Magistrate Ravi. The 62-year-old Chaitanyananda was arrested from a hotel in Agra on Sunday morning, in charge of sexually harassing 17 women students at a private institute. Later, he was produced before the judge at 3.40 pm. During the hearing, prosecutors argued that Saraswati had molested several women and demanded sexual favours, adding that victim statements substantiated the charges. "He had given them threats. Cameras were installed to monitor their movement – some were installed in bathrooms. Around 16 girls have complained. Several other allegations need to be verified," the prosecution alleged, news agency PTI reported.
Counsel opposes custodial interrogation
The counsel opposed the request for custodial interrogation, arguing that all 16–20 women had already given their statements. "You have already taken my phones, one iPad, and my luggage. I am diabetic, having anxiety issues, whose monk's robes have been taken away. I am not allowed to wear my robes. You want police custody only to harass me. In case you feel there is any threat, that can be countered by taking me in judicial custody," the counsel pleaded. The complainant's counsel maintained that police custody was required to confront the accused with the victim's testimonies, as well as digital and other pieces of evidence. The defence counsel retorted that the prosecution was using "hollow words." The complainant's advocate said, "One witness has categorically stated that she would be picked up if she dared to complain. Investigation, which is at a nascent stage, runs the risk of being tampered with. Another FIR has been registered for the offence of cheating, where the accused's anticipatory bail has been rejected." The advocate further continued, "This is the first time he has joined the investigation in two months. The accused is not cooperating with the investigation. He has not given his passwords for his iPad and iCloud. Mere seizure is not enough." The defence counsel stated that the conduct of his client had nothing to do with the plea seeking police custody. "They have data from around 40 CCTV cameras. They have to show a requirement for police custody," he said, news agency PTI reported. Police have also confiscated Rs 8 crore of Saraswati parked in multiple bank accounts and fixed deposits . The FIR confirmed that Saraswati, a former chairman of a management institute in southwest Delhi, reportedly compelled female students to visit his quarters late at night. It also noted that he sent them inappropriate text messages at odd hours to those students and allegedly kept track of their movements through his phone.
