In a bizarre incident, the Union Health Ministry of India issued a notice to a doctor in Delhi after she was absent from duty for about three years and continued to draw salary. What’s even more surprising is that her social media profile describes her as a “filmmaker” based in Canada. The notice that was sent to Dr Manju Subberwal, former head of the biochemistry department at Delhi’s GB Pant Hospital, demanded an explanation for her absence.According to The Indian Express, the notice issued on July 28 questioned why no action should be taken for non-compliance with rules and regulations related to the government officials availing leave. It also asked why the unauthorised absence should not be treated as a break in service and why the allowance and pay should not be recovered. The report, citing sources, added that the health ministry has also sought details from the Foreigners Regional Registration Office for information on the doctor’s visits to India during the said period. It further added that a chargesheet has been prepared by the hospital in the case and will be submitted to the health ministry. Subberwal was removed from her position as the HoD at the Delhi government-run hospital about a month ago.According to the government rules, doctors in the Central Health Services are entitled to 10 days of earned leave, 10 days of casual leave, and 30 additional teaching leaves every year. For a post-graduate certification course, the approved maximum study leave is 36 months, and those who avail it are required to sign a bond stating they will serve the government for at least five years after their return. According to the rules, no professional can take leave without sanction. The incident came to light after a complaint was filed by an employee at GIPMER, the medical college associated with the hospital, in May this year. The complainant alleged that Subberwal went to Canada to pursue a filmmaking course in 2022 but was still drawing a full salary. It further alleged that she “hatched a criminal conspiracy with another doctor from her department, who was signing all official papers on her behalf as head of the biochemistry department in her absence, without the approval of the competent authority,” according to The Indian Express. As per the complaint, her actions have resulted in a “financial fraud/ loss” amounting Rs 50 lakh.“The issue came to light in May when salaries were being disbursed to faculty heads. Officials found a major lapse in her attendance, which had been going on for nearly three years. She would show up at the hospital for just a few days each year. Once, her husband also came to give back-dated leaves. After the matter came to light, she was removed as head of the department, and her salary was put on hold,” a senior doctor at the hospital told The Indian Express.According to her LinkedIn profile, Subberwal pursued an animation course from July 2019 to December 2020 from an online school and completed a Bachelor of Creative Arts degree from the Toronto Film School with a specialisation in cinematography and film/video production from April 2022 to April 2025. Subberwal’s IMDB page shows that she worked as a writer, director, and producer on three films: Colors (2024), Totka (2021), Yours Faithfully (2019).

A couple was reportedly not allowed to enter a restaurant in Delhi's Pitampura area because they were wearing traditional Indian attire. In a video, circulated on social media, the couple claimed that the restaurant rejected their entry, citing the woman's “suit-salwar.” The couple claimed that others in Western attire were allowed in. They also claimed that the restaurant manager misbehaved with them. In a significant development, the Supreme Court is set to examine the absurd ban on older petrol and diesel vehicles in the National Capital Region (NCR) on Monday. The move comes in response to a petition filed by the Delhi government, contesting the complete ban on diesel vehicles older than 10 years and petrol vehicles older than 15 years. In response to the National Green Tribunal (NGT) decision, the government argues that the age restriction ban lacks scientific backing. The matter will be heard by a bench comprising Chief Justice of India BR Gavai and Justice K Vinod Chandran. A key issue to be addressed is whether Bharat Stage VI (BS-VI) compliant vehicles should still be subjected to arbitrary end-of-life restrictions based solely on age. In its petition, the Delhi government has requested a thorough investigation by the Centre and CAQM to evaluate the actual environmental benefits of age-based restrictions versus emission-based criteria, according to a report by HT.
Why was Delhi’s old vehicle ban policy banned?
The existing ban was first imposed in 2015 by the National Green Tribunal (NGT), which barred diesel vehicles older than 10 years and petrol vehicles older than 15 years from operating in Delhi-NCR. "The vehicles that are more than 15 years old will not be permitted to be parked in any public area, and they shall be towed away and challenged by the police under the law. This direction would apply to all vehicles without exception, i.e., two-wheelers, three-wheelers, four-wheelers, light vehicles, and heavy vehicles, irrespective of whether commercial or otherwise," the NGT stated in its order on November 26, 2014. However, the ruling was upheld by the Supreme Court in 2018, indicating alarming air pollution levels in Delhi-NCR and a need to protect public health. In response, the Commission for Air Quality Management (CAQM) prohibited the fuel stations from supplying petrol and diesel to these "end-of-life" vehicles from July 1, 2025. However, the policy was put on hold just two days after facing public backlash. Later, officials indicated challenges in logistics and gaps in infrastructure, particularly tracking and enforcing the complete ban effectively. Ahead of the review of the Supreme Court on the End-of-Life (EoL) vehicle policy, Delhi environment minister Manjinder Singh Sirsa stated last week that pollution levels of vehicles should be determined based on their usage rather than their age. "There are many vehicles that have aged, but because they haven't been used much, their pollution levels are lower. There are so many new vehicles whose age is less but have been used a lot; so we believe that the parameter to determine pollution levels must be the use of the vehicle instead of its age," Sirsa told news agency ANI. The Delhi government indicated that the current complete ban affects middle- and lower-income groups that depend solely on used vehicles for essential mobility.

In the recent past, Delhi-NCR has been witnessing a series of seismic activities with multiple moderate quakes. However, in the past, the National Capital Region experienced multiple high quakes that resulted in the killing and injuring of several people. So, does Delhi lie among the high-risk areas where an earthquake of high magnitude could bring more casualties in future than the previous one?Basically, the national capital area, which is a part of the North region, is located in zone IV, which is considered as fairly high seismicity where the general occurrence of earthquakes is of 5-6 magnitude, a few of magnitude 6-7 and occasionally of 7-8 magnitude. So, the seismic activities in North India, including the Himalayas, are due to the collision of the Indian plate with the Eurasian plate. This is a continuous process occurring for the last 50 million years. In the past, five earthquakes of Richter Magnitude between 5.5-6.7 have occurred in the UT of Delhi or close to it since 1720 AD. The most tragic earthquake was witnessed on 10 October 1956, of a Magnitude of 6.7, in which 23 persons were killed in Bulandshahr and some were injured in Delhi. The next was of M6.0 earthquake on 27 August 1960 near Delhi, wherein about 50 persons in Delhi were injured, and an earthquake near Moradabad on 15 August 1966 killed 14 persons in Delhi.
Should Delhi be prepared for a big Earthquake in future?
The National Disaster Management Authority revealed in 2019 that Delhi falls in Zone IV of India's seismic map, which poses a high risk of quakes in the region due to the presence of the Delhi-Haridwar Ridge, a geological structure that coincides with the extension of the Aravali Mountain belt under the Ganga basin. The report added that major Indian cities, from Delhi to Shimla, are at high risk.Seismologists speculated that the next big earthquake in the Himalayan region will be highly destructive, impacting the landmass, and affecting more than 300 million people. The Himalayan earthquake is extremely dangerous based on the land setting, with urban infrastructure being more susceptible to violent shaking amid the quake. In addition, Delhi Development Authority confirmed that two major lineaments known as Delhi-Haridwar ridge and Delhi-Moradabad faults pass through the territory, both having the potential of generating earthquakes of magnitude up to MSK VIII level which will be quite probable in the Delhi territory. And, the normal depth coming a disaster could be 30 km.
How much damage will the big Earthquake in Delhi cause?
Based on Vulnerability Atlas of India (1997) report, 6.5 per cent of houses in Delhi have high damage risk, and 85.5 per cent of houses have moderate damage risk. This means a good number of houses are prone to disaster with the potential of several casualties. The report also adds that a vast number of multistorey reinforced concrete buildings in Delhi, especially those with open ground floors designed for vehicle parking, could pose a serious risk during a powerful earthquake. The city is currently undergoing rapid infrastructure development, with numerous bridges, flyovers, and metro lines under construction. While newer transport systems are designed to be earthquake-resistant, older structures have been retrofitted to improve their seismic resilience.
Way ahead
A major earthquake in the national capital, a key hub for commerce and industry, would have far-reaching economic and political consequences, impacting not just Delhi’s residents but the entire nation.Addressing this risk demands immediate and comprehensive discussion. The approach must be multidisciplinary, involving technical training, institutional capacity building, creation of technical guidelines, strengthening of legal and enforcement frameworks, and raising public awareness about earthquake preparedness.

In the recent past, Delhi-NCR has been witnessing a series of seismic activities with multiple moderate quakes. However, in the past, the National Capital Region experienced multiple high quakes that resulted in the killing and injuring of several people. So, does Delhi lie among the high-risk areas where an earthquake of high magnitude could bring more casualties in future than the previous one? Basically, the national capital area, which is a part of the North region, is located in zone IV, which is considered as fairly high seismicity where the general occurrence of earthquakes is of 5-6 magnitude, a few of magnitude 6-7 and occasionally of 7-8 magnitude. The report added that major Indian cities, from Delhi to Shimla, are at high risk. Seismologists speculated that the next big earthquake in the Himalayan region will be highly destructive, impacting the landmass, and affecting more than 300 million people. Massive earthquake likely to hit Delhi in future? Here's what disaster management authority says

A magnitude of 4.4 earthquake jolted Delhi-NCR on Thursday morning, with the epicentre located in the Jhajjar district of Haryana, 51 kilometres west of Delhi. The tremor occurred at 9:04 am IST at a depth of 10 km, with coordinates 28.63°N latitude and 76.68°E longitude, according to the National Centre for Seismology. In Haryana, cities include Gurugram, Rohtak, Dadri and Bahadurgarh which has experienced the tremor. In addition, residents of Meerut and Shamli in western Uttar Pradesh also felt the quake. The earthquake shaken buildings in the city, prompting residents to rush outdoors, however, no immediate damage or injuries were reported following the quake. Meanwhile, the National Disaster Response Force (NDRF) came up with an advisory following the earthquake, directing people not to panic, run outside and take the stairs instead of lifts.
Why earthquakes so often in Delhi?
Earthquakes in the national capital is so frequent because this region lies at the junction of several tectonic plates and fault lines that contribute to risk of big seismic activities. According to the Delhi Disaster Management Authority (DDMA), Delhi comes under seismic zone IV on the Bureau of Indian Standards (BIS) seismic zoning map, an area of "fairly high seismicity", where quakes of magnitude 5-6 are mostly common. The authority also noted that an earthquakes measuring 7-8 on the Richter Scale can also occur in tis zone where it could lead to potential damage. The next key factor of frequent quake in Delhi is because this region is proximity to the Himalayas and the continuous tectonic collision between the Indian plate and the Eurasian plate has created the this mountain range to generates seismic waves that travel southward towards Delhi. And, the ongoing tectonic activity in the Himalayan region has results in frequent tremors in the northern plains, including the Delhi-NCR region, according to a report in Times of India. There are several fault lines lies near Delhi, which includes the prominent Mahendragarh-Dehradun Fault (MDF) and the Delhi-Hardwar Ridge Fault. Movements along these faults cause seismic events causing tremor in the national capital. These fault lines have been majorly responsible for moderate earthquakes in the history of the region.Delhi has experienced multiple moderate quakes in the past. In 2020, the national capital experienced at least three quakes above 3.0 magnitude followed by multiple aftershocks. Since 1720, Delhi has seen at least five major Earthquakes with the magnitude above 5.5 on the Richter scale.

The Centre's panel on air quality in Delhi-NCR on Tuesday decided to put on hold the implementation of the fuel ban on end-of-life (EOL) or overage vehicles in the national capital until November 1, sources said. The end-of-life vehicles are diesel vehicles older than 10 years and petrol vehicles older than 15 years. According to directions issued earlier, such vehicles are not to be given fuel in Delhi from July 1 irrespective of the states they are registered in. Delhi Environment Minister Manjinder Singh Sirsa last week requested the Commission For Air Quality Management (CAQM) to withhold action against such vehicles, calling the move "premature and potentially counterproductive", citing "operational and infrastructural challenges". Sources said the Commission For Air Quality Management (CAQM), at a review meeting, decided to put on hold the implementation of the directions in Delhi. The drive in Delhi will be launched along with five high-vehicle-density districts adjoining the national capital, including Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar, and Sonipat, from November 1 this year, the sources said.Fuel stations in Delhi have installed Automated Number Plate Recognition (ANPR) cameras to detect EOL vehicles. The camera reads the number plate of vehicles entering fuel stations and instantly checks with the central VAHAN database, which shows details like the vehicle's age, fuel type, and registration. If the vehicle is found to be EOL, the system alerts the fuel station staff not to refuel it. The violation is recorded and sent to enforcement agencies, who are then required to take action, such as impounding and scrapping the vehicle. However, public discontent and outcry over the move prompted the Delhi government to request the CAQM to halt the implementation of the move. In a significant development, the Delhi government has made several major changes to labour laws, allowing women employees to work night shifts, but only with their consent. In addition, factories or companies with fewer than 200 employees can now carry out layoffs without requiring prior approval, officials said on Tuesday.According to a report in the Indian Express, officials from Lieutenant Governor VK Saxena’s office also said that the Labour Department has been directed to put in place all safeguards by amending the Delhi Shops and Establishment Act and issuing notifications under the Factories Act.The directions were given for the applicability of the ACT to increase the limit of the minimum number of employees from one to 10 and to allow shops and establishments to work 24/7, and to “increase the threshold of workers from 100 to 200, in the Industrial Dispute Act, for seeking permission for closure.”Also read: Delhi electricity bills to rise by up to 10% this summer amid PPAC hikeElaborating on the Act further, a senior official from the Labour department said, “Currently, if any factory or a company wants to exit the business and do layoffs, they have to seek clearance from the departments concerned and the authority. But now, if a factory has 200 or fewer employees, they don’t have to seek permission for the closure of the factory and layoffs. Night shifts for women, layoff rules, and more: New labour laws in Delhi soon - Everything we need to know

Starting today, Tuesday (Jul 1), fuelling up your older vehicle in Delhi just got a lot harder. If your petrol car is over 15 years old, or your diesel car is over 10 years old, prepare to be turned away at the pump. Unfortunately, for many of us, this isn't just a suggestion – it's a strict new rule from the Commission for Air Quality Management (CAQM) to tackle Delhi's pollution. And it's going to affect thousands of drivers. Are you one of them? Here's all you need to know.
Here's how Delhi's old car ban will affect you
No fuel for your old ride: If your vehicle has exceeded its "end-of-life" (15 years for petrol/CNG, 10 years for diesel), you won't be able to buy fuel. To enforce this, as per reports, one traffic police officer would be stationed at each of Delhi's 350 identified petrol pumps - specifically to stop older vehicles from refuelling. At some petrol pumps, officers of the Transport Department would be mobilised. To achieve this, a detailed deployment plan for the officers has been drawn up by the transport department, along with Delhi Police, Traffic Police and the Municipal Corporation of Delhi (MCD).
What if you get caught trying to fuel your old car?
The traffic police would have the power to issue a challan (fine) or even impound the End of Life (EoL) vehicles. to help them maintain law and order during the enforcement drive, an additional two police personnel would also be deployed. How will the police or the petrol pump know my car is old?On June 17, the Delhi government issued Standard Operating Procedure (SOPs) for forcing the ban on refuelling old (EoL) vehicles. Under this, petrol pumps have to display "No Fuel" signs that read: "Fuel will not be dispensed to End of Life Vehicles — i.e. 15 years old Petrol and CNG and 10-year-old Diesel 01.07.2025."Furthermore, they would have to maintain logs, manual or digital, of all fuel transactions. In addition, Automated Number Plate Recognition (ANPR) cameras are being set up at petrol pumps. These will instantly flag your vehicle's age and registration details in real time. While some of us may think that establishing personal relations with petrol pump staff could help us buy fuel in such cases, the petrol pumps would also face penalties for selling to EoL vehicle owners. To be specific, fuel station operators will be penalised under Section 192 of the Motor Vehicles Act, 1988.
Why is this happening (again)?
Some of you may remember that this isn't a new idea. In 2018, the Supreme Court banned older diesel and petrol vehicles in Delhi. Under the National Green Tribunal (NGT) rules, since 2014, parking vehicles over 15 years old in public places is prohibited. It's just that, now, the authorities are taking a significant step to enforce these rules directly at the point of sale of fuel.

To enforce the old vehicle ban, as per reports, one traffic police officer would be stationed at each of Delhi's 350 identified petrol pumps – specifically to stop older vehicles from refuelling.

Here's how Delhi's old car ban will affect you No fuel for your old ride: If your vehicle has exceeded its "end-of-life" (15 years for petrol/CNG, 10 years for diesel), you won't be able to buy fuel. How will the police or the petrol pump know my car is old? On June 17, the Delhi government issued Standard Operating Procedure (SOPs) for forcing the ban on refuelling old (EoL) vehicles. Under this, petrol pumps have to display "No Fuel" signs that read: "Fuel will not be dispensed to End of Life Vehicles — i.e. 15 years old Petrol and CNG and 10-year-old Diesel 01.07.2025." Furthermore, they would have to maintain logs, manual or digital, of all fuel transactions. Residents of Delhi are set to face even steeper electricity bills during the peak summer months of May and June, with a hike ranging between 7 per cent-10 per cent due to a revision in the Power Purchase Adjustment Cost (PPAC). The hike, that has been approved by the Delhi Electricity Regulatory Commission (DERC), impact all the three major power distribution companies (discoms) operating in the national capital.

The revised charges

According to the recent orders of DERC, the PPAC allowed for the third quarter of 2024–25 is 7.25 per cent for BSES Rajdhani Power Limited (BRPL), 8.11 per cent for BSES Yamuna Power Limited (BYPL), and 10.47per cent for Tata Power Delhi Distribution Limited (TPDDL). These revised charges will be claimed from the consumers during their May–June billing cycle, according to news agency PTI.

The PPAC is a variable surcharge that accounts for fluctuations in fuel prices—primarily coal and gas—incurred by power generation companies. Discoms recover this additional cost from consumers as a percentage of the fixed and energy charges on their electricity bills.

Move draws criticism

While the discoms have not publicly addressed the PRAC hike, it has drawn criticism. The United Residents of Delhi (URD), a federation of Residents Welfare Associations. In a statement, URD general secretary Saurabh Gandhi termed the move 'arbitrary', calling the imposed charges on the Delhi residents by DERC 'legally wrong' and questioned the process followed by DERC. “The Commission conducted a virtual public hearing where stakeholders were not given adequate opportunity to present their case,” Gandhi alleged. He also pointed out the disparity in PPAC rates, arguing that “since fuel cost increases are broadly similar, the percentage differential should not be this wide.”

As per the PTI reports, Discom sources have defended the PPAC hike, saying that it complies with regulations of DERC and has been implemented as per the orders issued at different times for various discoms.

A 23-year-old Delhi man was arrested Friday (Jan 3) from Shakarpur area after allegedly defrauding more than 700 women on dating apps like Bumble and Snapchat.
Tushar Singh Bisht, who works as a recruiter at a private company in Uttar Pradesh's Noida, used to pose as a US-based model on dating websites by creating fake profiles.
Bisht used a virtual international mobile number for registration on the apps and generated fake profile using photos of an actual Brazilian model. Then, he would befriend women aged between 18 and 30 saying he is a model who frequently visits India.

After gaining their trust, the Delhi resident would then ask for the victims’ phone numbers and private photos under the guise of friendship. According to a police statement, what Bisht started as a source of entertainment initially later turned into a systematic scheme of extortion.
Tushar Singh would then use these pictures to blackmail those women and ask for money. He would also threaten to upload those pictures and visuals on social media or dark web if his demands were not met.
Police said the accused befriended more than 500 women on Bumble and over 200 on Snapchat and WhatsApp. Over the period, he accumulated lots of personal data and pictures of the victims.
Tushar had a free run until a second-year student from Delhi University filed a complaint with the Cyber Police Station on December 13 last year. She had connected with the fake profile created by Bisht in January last year. When, the accused started using her personal photos for blackmail purposes, the woman approached Delhi police and filed an FIR.
An investigation was launched and later police raided Tushar’s house in east Delhi. The police also retrieved over 60 WhatsApp chat records with women from Delhi and nearby regions. The probe is underway.

(With inputs from agencies)

BJP leader and Leader of Opposition (LoP) in the Delhi Assembly, Vijender Gupta, rebuked Aam Aadmi Party (AAP) national convener and former Delhi chief minister Arvind Kejriwal, launching a scathing attack, accusing him of failing to address women's issues during his ten-year tenure.
“Arvind Kejriwal is rattled. He didn’t do anything for women in the last 10 years. He even got Rajya Sabha MP Swati Maliwal assaulted in his home. His MLAs have not even been nice to their wives,” Gupta told news agency ANI. Gupta gave the example of Rajya Sabha MP Swati Maliwal's alleged assault case and further said that AAP MLAs have not even been nice to their wives.

Kejriwal lashed out at BJP

Arvind Kejriwal held a press conference on Sunday (Dec 22) criticising the central government for its decision to not include Delhi’s tableau from the Republic Day parade. “Delhi is the capital of India, and its tableau should participate in the 26th January parade every year. For many years, Delhi’s tableau has not been allowed. What kind of politics is this? Why do they hate the people of Delhi so much?,” Kejriwal asked.
“The Centre has no vision for the people of Delhi. Why should the people vote for them?,” he said.

Virendra Sachdeva condemns Kejriwal

Other BJP leaders, including Delhi BJP President Virendra Sachdeva and MP Kamaljeet Sehrawat, also condemned Kejriwal.
Virendra Sachdeva condemned the AAP leader for annihilating Delhi through corruption during his tenure. “Delhi is the capital of India, but whenever any national festival approaches, we see the anarchist nature of Arvind Kejriwal. We remember Republic Day 2014, when Kejriwal staged a protest. Now, he wants to do politics over the parade tableau,” Sachdeva said.
He added, “What does Kejriwal want to show in Delhi’s tableau? The sewer overflows that caused over 60 deaths or the ‘Sheeshmahal’ he built by looting public money?”

MP Kamaljeet accuses Kejriwal

MP Kamaljeet Sehrawat also alleged the Kejriwal government, accusing it of failing to highlight basic civic problems in the city. “The Delhi government has not understood the needs of its people even after 10 years in power. When election time comes, Kejriwal asks people to tell him their concerns. But basic issues like sewer cleaning in Rajinder Nagar remain unresolved. Three aspirants lost their lives because of you,” Sehrawat said.

Air quality in the Indian capital New Delhi has once again deteriorated to the 'severe' category, with the 24-hour average Air Quality Index (AQI) reaching 401 by 6:00 pm (local time) on Friday (Nov 22).

Air quality in the Indian capital New Delhi has once again deteriorated to the 'severe' category, with the 24-hour average Air Quality Index (AQI) reaching 401 by 6:00 pm (local time) on Friday (Nov 22). Out of the 39 monitoring stations across the city, 19 reported AQI levels in the "severe" range. After nearly a week of severe and "severe-plus" air pollution, there was a brief improvement on Friday morning when the AQI dropped to 371, categorised as 'very poor.' However, this respite was short-lived as by evening, the pollution levels deteriorated again, with the AQI crossing 400. For context, the AQI categories are defined as follows: 0-50 is "good," 51-100 is "satisfactory," 101-200 is "moderate," 201-300 is "poor," 301-400 is "very poor," and 401-500 is "severe." Supreme Court raps Delhi govt over lapses in enforcement of GRAP-4 The Supreme Court addressed the pollution crisis on Friday and announced that it would decide on November 25 whether the Graded Response Action Plan (GRAP)-4 restrictions in Delhi should be eased. Justices Abhay S Oka and Augustine George Masih expressed dissatisfaction with the enforcement of GRAP-4 measures, particularly regarding the entry of trucks carrying non-essential goods into Delhi. The apex court also criticised the lack of checks at entry points to the city. It ordered the Delhi Police to set up check posts at all 113 entry points into the city to enforce the restrictions effectively. Also read: ‘World War 3 has already begun,’ Ex-Ukraine army chief warns, citing US role "Out of 113, almost 100 entry points are unmanned in the sense that there is nobody to check the entry of trucks... We direct the Delhi government and Delhi Police to ensure that check posts are immediately set up at all 113 entry points," the court observed. The GRAP-IV guidelines prohibit the entry of BS-III petrol and BS-IV diesel vehicles into Delhi. This measure was implemented as air pollution reached the "severe plus" category earlier in the week. It added, "As far as stopping entry of trucks and entry of vehicles registered outside Delhi is concerned, we are not satisfied. The (Delhi) government has not stated clearly as to at how many entry points, there are teams present to prevent the entry of vehicles." It also said that personnel manning these points must be well-informed about the orders given by the Aam Aadmi Party (AAP)-led government. "Personnel who monitor these points should be clearly told what the accepted items are mentioned in the order issued by the government of Delhi. Trucks and other vehicles covered by clause 1 and 2 carrying only items in clause 3 should be allowed entry. There is failure on the part of the Delhi government and police to implement clauses," the court added. (With inputs from agencies)
