Air quality in the national capital has drastically worsened, crossing the "severe plus" category with an AQI of 481, on Monday (Nov. 18) morning, according to the Central Pollution Control Board. This alarming rise in pollution has disrupted daily life, prompting the implementation of emergency pollution control measures. Under Stage 4 of the Graded Response Action Plan (GRAP), public transport is being encouraged, and a ban has been imposed on the entry of trucks and BS-III petrol and BS-IV diesel vehicles in the Delhi-NCR region. "From tmrw physical classes shall be suspended for Class 10 and 12 as well, and all studies will be shifted online," Delhi CM Atishi posted on X. Supreme Court slams Delhi government for delays in implementing Stage 4 of GRAP The Supreme Court of India raised concerns about the delays in implementing Stage 4 of GRAP despite the AQI reaching critical levels. A bench of Justices Abhay S. Oka and Augustine George Masih questioned why these measures were not enforced sooner. The Delhi government’s counsel informed the court that Stage 4 restrictions, including a ban on heavy vehicles entering the capital, were implemented starting Monday. Also read: Not an easy decision for me: Ex-Delhi minister Kailash Gahlot joins BJP a day after quitting Kejriwal's AAP The court emphasised the need for strict adherence to Stage 4 measures, regardless of slight improvements in AQI. “The moment the AQI reaches between 300 and 400, Stage 4 has to be invoked. How can you take risks in such matters by delaying its applicability?,” the bench asked. The state government was directed to detail the actions taken to combat the rising pollution levels. The Supreme Court also said it would not allow any rollback of preventive measures under Stage 4, even if the AQI drops below 450. Breathing in Delhi equivalent to smoking 49 cigarettes per day Delhi is experiencing the worst pollution crisis, with an AQI of 978 as per IQair. According to experts, breathing in the city’s air at this level is equivalent to smoking 49 cigarettes per day. Since late October, the capital's air quality has been deteriorating steadily due to factors like stubble burning and the bursting of firecrackers. The air in New Delhi is reportedly 60 times more toxic than the limit recommended by the World Health Organisation (WHO), reported news agency AFP. PM2.5 levels, which measure harmful microparticles that can enter the bloodstream via the lungs, reached 907 micrograms per cubic metre on Monday morning, according to IQAir monitors. The WHO considers a reading above 15 over 24 hours to be unhealthy. Some monitoring stations in the capital recorded PM2.5 levels as high as 980, 65 times the WHO limit. (With inputs from agencies)

Vegetable vendors in Delhi's Najafgarh have been told to display their names and phone numbers on their carts, as per an order by the local councillor and market association. Reportedly, the rule has been introduced after complaints that unidentified sellers are entering the market.

The order aims to prevent “illegal” Bangladeshi and Rohingya migrants from selling produce in the area. The process will involve assigning each cart a unique “number" by the market association. Vendors would also have to undergo an identity verification process using documents such as their Aadhar card.

Najafgarh Vyapar Mandal president Santosh Rajput said that records of all vendors would be kept with the market association and their identity verification details would be submitted to the local police and the Municipal Corporation of Delhi (MCD).

“With this move, we aim to improve the system in the vegetable market. If the names and phone numbers of vendors are displayed on their carts, any buyer with a grievance can report it to us," Rajput said.

"This will also help us identify illegal migrants selling goods. We will forward their details to the MCD and the police."

Anyone without a nameplate won't be allowed to sell their items in the market. As per the association, more than 300 street vendors sell vegetables in the Najafgarh market area.

The purpose of the rule is not to alienate or discriminate against anybody, local BJP councillor Amit Kharkhari claimed. He added that the rule has been imposed for security reasons.

The verification process is scheduled to be completed by November 20.

The Uttar Pradesh and Himachal governments had earlier introduced a similar rule that required street vendors to have name plates. However, they were withdrawn following backlash over claims that the rules were discriminatory in nature.

A bombshell report by the New York Times has revealed that Delhi’s Okhla waste-to-energy plant, touted as an eco-friendly solution to landfill menace, is exposing over a million residents to dangerous chemicals and emissions. The report revealed that the ash that is dumped from the Timarpur-Okhla Waste Management plant near residential areas in capital city’s Badarpur border is exposing millions to toxic emissions containing cadmium, lead, and arsenic.

Making things worse, the area is close to various schools and children’s parks, putting kids at the highest risk.

Brief history of the plant

Delhi’s Okhla plant was established in 2012 to address two of the capital city’s most pressing issues: Waste management and energy shortage. The plant was meant to convert up to 2,000 tonnes of trash daily into approximately 23 megawatts of electricity.

But over the years, the facility, run by Jindal Group's JITF Intralogistics in a public-private partnership with the Municipal Corporation of Delhi, turned into a toxic menace itself. By prioritising cost-cutting measures over public safety, the plant failed to uphold pollution controls.

The NYT teams collected samples from around the plant over five years between 2019 and 2023 and found they contained dangerously high levels of heavy metals and pollutants.

According to the report, cadmium levels were measured at 19 times the allowable limit, manganese at 11 times, arsenic at 10 times, lead at four times, and cobalt at three times. Prolonged exposure to these metals may result in severe health complications, including respiratory diseases, cancer, neurological disorders, and complications during pregnancy.

The findings from the New York Times further confirm internal government reports that have indicated significant dioxin emissions from the facility—reaching up to 10 times the legal limit—according to government documentation.

The effect is visible on local residents. Most of the people living around the plant suffer from respiratory illnesses, skin boils, and black phlegm production.

India’s national capital New Delhi has been witnessing extremely poor air quality for weeks now, rising cases of respiratory issues. A doctor from Delhi’s Sir Ganga Ram Hospital Friday (Nov 8) said many people are complaining about experiencing sleepless nights due to chronic cough.

Dr Bobby Bhalotra, vice chairman of the Department of Respiratory Medicine at the hospital, told news agency ANI that the number of people reporting breathlessness has increased.

"Many patients are experiencing sleepless nights due to persistent cough. Those with asthma, Chronic Obstructive Pulmonary Disease (COPD), chronic smokers, and individuals working in dusty environments, particularly police personnel, are seeing their conditions worsen. The incident took place in Ward Number 24 of the hospital, they said. There was one shooter, they added. Riyazuddin later died of the gunshot wound, police said.

"The PCR call regarding the incident in Ward No. 24 was received at the GTB Enclave police station," Deputy Commissioner of Police (Shahdara) Surendra Choudhary said.

"On reaching the spot, police found that a patient, namely Riyazuddin, received injury. He was later declared dead by doctors," he said.

The officer said around 4 pm, an 18-year-old man came inside the ward and fired at Riyazuddin.

"Case is being registered and teams have been formed to nab the culprit. Prima facie, the matter seems to be of personal enmity," the DCP said.

In the wake of the shooting, the Residents' Doctors Association (RDA) of the medical facility went on an indefinite strike in protest.

Delhi Health Minister Saurabh Bharadwaj said a security review of all hospitals will be carried out and no negligence will be tolerated.

A nurse, who was on duty and requested anonymity, said the teenager entered the ward at 3.59 pm and asked everyone to remain calm and not raise alarm.

"He took out a pistol which he had concealed behind, shot the patient and ran away," she said.

The nurse said the sound of the gunshot drew a crowd outside the ward and one of them informed the police about the matter. "It was scary for everyone who were inside the ward."

The hospital RDA in a statement announced indefinite strike citing safety concerns.

"In response to a recent tragic incident within our hospital premises, where a patient was shot dead, the RDA has made the decision to commence an indefinite strike, from Monday," the statement read.

"This decision comes after repeated concerns regarding the safety and security of our workplace, which have not been adequately addressed by the Delhi Government.

"Despite previous appeals for enhanced security measures, the unfortunate event underscores a critical failure in ensuring a secure environment for both patients and healthcare providers," it added.

Patient shot dead inside ward of Delhi's GTB Hospital, doctors announce strike over lax security

While dealing with a matter related to a missing minor girl, the Delhi High Court said that the first 24-hour period is crucial for tracing a missing person or child.

"There is no scope for any speculation or conjecture that the child may return home in 24 hours, and hence the police can wait. In fact, the first 24-hour period is the crucial period, when steps for tracing the missing person or child could lead to a positive outcome," the division bench of Justices Prathiba M Singh and Amit Sharma said on Tuesday.

The bench referred to the Standard Operating Procedure (SOP) and directed, "All the police stations shall ensure that there shall be no waiting period for 24 hours in the case of missing children to start an inquiry or investigation."

"Accordingly, let the Commissioner of Police look at the matter and give directions to all police stations to ensure that the waiting period of 24 hours is wholly unnecessary and in fact, whenever a complaint is received, the inquiry, and investigation should immediately commence," the High Court ordered on July 9.

The High Court, after noting the submissions of standing counsel for Delhi police, has also transferred the present case to the Anti-Human Trafficking Unit (Crime Branch), Delhi police, who shall conduct an immediate and diligent investigation under the supervision of a senior officer not below the rank of an ACP.

The bench also directed the filing of a Status Report within a period of one week from today. The matter has been listed on July 16 for a hearing.

The direction has been passed in a Habeas Corpus plea moved by the father of a minor girl who has been missing since February 2024.

It is the case of the petitioner that his daughter was missing on February 19, 2024, around 10:00 am.

It has been further averred by the petitioner that he immediately approached the Nangloi Police Station to complain but the police instructed him to wait for 24 hours, presuming that the minor girl may return within that period.

Thereafter, the petitioner again approached the police on February 20, 2024, and a 'missing person report' was registered instead of an FIR being registered for the offence of kidnapping.

Advocate Manika Tripathy, along with Naveen K Saraswat and Rony John, appeared for the petitioner.

Delhi Lt Governor V K Saxena has written an open letter to jailed Chief Minister Arvind Kejriwal, claiming the death of a woman in a fight over fetching water reflects the government’s failure and Water Minister Atishi used the incident for “narrow political goals”.

Atishi hit back at Saxena over the open letter, holding him responsible for the stoppage of Delhi Jal Board (DJB) works.

The Delhi water minister had a few days ago written to the L-G, asking him to suspend the CEO of Delhi Jal Board (DJB) after a woman was killed following a quarrel with her neighbour over fetching water from a common tap in the Farsh Bazar area of northeast Delhi.

In the note, Atishi urged Saxena to “institute an independent enquiry into the acts of omission and commission of the chief secretary, as well as officers of the finance department, urban development department and DJB”.

Days after the communication, Saxena penned a strongly worded open letter to Kejriwal, currently lodged in Tihar jail after his arrest by the Enforcement Directorate in a money laundering case linked to the now-scrapped Delhi excise policy scam case.

“I was deeply distressed at the insensitive communication from the Minister for Water… Atishi on Sunday. While I was yet to receive the letter, it characteristically found its way on various social and mainstream media platforms, the moment it was signed. She has chosen to use the unfortunate death of a woman in East Delhi for narrow and partisan political goals,” he charged.

Having underlined the inadequate supply of water as the cause behind the incident, Atishi has ironically indicted her own government of more than nine years, the L-G said.

“Her note indeed is a prima facie admission of guilt, inaction and inefficiency over the past almost 10 years,” he said in the letter.

Asserting that this “unfortunate incident (woman’s death) is not the only such case of its kind in the context of Delhi”, he said many such incidents over water scarcity have happened in the past primarily due to the failure of the government.

“Such instances have become a recurrent phenomenon year after year and have been widely reported in media over the last 10 years. I am enclosing a snapshot of some news clippings, starting 2017 for illustration. Water woes in the capital, especially in settlements where the poor live, have exacerbated over the last decade.

“Your minister’s hasty missive to me is an admission of these failures and defaults of performance of your government and amount to facile attempts at shrugging responsibility off, a complex problem,” he added.

Saxena cited official figures to highlight his points. He cited The Economic Survey 2023-24, tabled in the recent Budget Session of the Delhi Assembly.

“Over the last decade, water treatment capacity grew marginally from 906 MGD to 946 MGD, barely a 4.4 per cent increase. During the same period, the population of the city has grown significantly by 15 per cent.”

“The overall shortfall in water supply amounts to about 290 MGD. Of the total water being supplied, 120 MGD comes from groundwater extraction, which is also a gross exaggeration. I am sure that you are aware that of the 16 Ranney wells, five are non-functional. Similarly, a large number of tubewells are also dysfunctional,” he added.

The percentage of “unaccounted for water” — a sum of water leakages by way of transmission and distribution losses, water theft and non-payment of dues — saw a sharp increase from 45 per cent in 2015 to 58 per cent in 2022-2023, the L-G said.

“By implication, in 2015, of the 906 MGD of water treated, only 498 MGD was accounted for. In 2022-23, of the 946 MGD treated, barely 397 MGD is accounted for. Accordingly, over the last decade, net water availability has decreased by more than 100 MGD due to the criminal neglect by your Government,” Saxena added.

He said that of the about 2.5 crore people in the city, more than two crore are deprived of drinking water supply in varying degrees, especially in unauthorized colonies, slum clusters and to a lesser extent, even in organized developed colonies.

“It simply points to the fact that there has been no effort whatsoever during the last ten years for plugging the leaks and we seem to be spending thousands of crores in pumping water into a leaking bucket,” the L-G said.

Hitting back at Saxena, Atishi held him responsible for stopping DJB’s works The L-G encouraged the officers who obstructed work and did not take any action against them despite repeated requests, the Delhi water minister alleged.

Delhi Finance Minister Atishi presented the union territory’s budget Monday (Mar 4) with a total outlay of INR 76,000 crore ($9.6 billion). The government said it put special emphasis on the education and health sector, with the former being allocated INR 16,000 crore ($1.93 billion) and the latter over INR 8,500 crore ($1 billion).

Atishi also unveiled the ‘Mukyamantri Mahila Samman Yojana’ in her maiden budget speech, under which a monthly honorarium of INR 1,000 ($12) will be given to all women of the state above the age of 18. While presenting the “Ram Rajya” budget, Atishi said a sum of INR 2,000 crore was set aside for the scheme.

The move, which comes ahead of the 2024 Lok Sabha elections, is seen as an attempt to woo women voters, who make up almost 50 per cent of the state’s 1.47 crore voters (14.7 million).

Delhi’s AAP govt announces monthly assistance of $12 to women in ‘Ram Rajya’ budget

Delhi Police have busted a gang of thieves who masqueraded as deaf and mute orphans and stole valuables from vulnerable houses. The matter came to light after 19-year-old Venkatesh was arrested by police in a burglary case. On January 16, some unknown people entered a house in the Jungpura area of Nizamuddin and stole two Apple MacBooks, a Bose portable speaker and several other items.

The victim, a lawyer, subsequently filed a case with police under Sections 380 (committing theft in any building) and 454 (lurking, house-trespass or house-breaking in order to commit an offence punishable with imprisonment).

A team of police officers led by sub-inspectors Akash Tomar and Jitendra was formed to pursue the case. After investigating local CCTV footage, they managed to apprehend Venkatesh from Sarai Kale Khan in southeast Delhi. As per media reports, the items stolen in the January 16 burglary case were recovered from his residence, along with other items pertaining to several other cases.

Modus operandi

Venkatesh told investigating officers that he and his associates would carry printed pamphlets implying that they are deaf and mute, and would seek financial assistance from unsuspecting people.

They would also target vulnerable houses while roaming in localities early morning. “During the morning time, the residents usually remain busy in their work and often lower their guard about unknown people at the door,” an officer was quoted as saying by media reports.

Air Quality Index (AQI) in Delhi dropped slightly on Friday morning representing improved air quality in the national capital. The city recorded an AQI of 198. On Thursday, the average AQI was recorded to be 208. AQI of 198 falls in 'moderate' category.

Delhi's air quality had turned poor on Wednesday, the first time in since June 29, with the Central Pollution Control Board (CPCB) recording a 24-hour average AQI of 215. The AQI was 230 on June 29.

An AQI between 0 and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.

Ministry of Earth Sciences' air quality monitor SAFAR said that AQI may improve by Saturday.

A gradual increase in farm fires around Punjab, Haryana and other areas has been seen. Wind direction and speed are favourable for transport of pollutants toward Delhi. However, a shift in wind direction is expected.

High levels of air pollution in Delhi is a year-round problem, which can be attributed to unfavourable meteorological conditions, farm fires in neighbouring regions and local sources of pollution.

According to an analysis by the Council on Energy, Environment and Water, a Delhi-based think tank, transportation contributes the most -- 18 to 39 per cent -- to Delhi's air pollution.

Road dust is the second-largest source of air pollution in the city (18 to 38 per cent), followed by industries (2 to 29 per cent), thermal power plants (3 to 11 per cent) and construction (8 per cent).

The Delhi government on Monday launched a massive anti-air pollution campaign.

Chief Minister Arvind Kejriwal said he himself will review the situation daily.

A "green" war room was also inaugurated by Environment Minister Gopal Rai at the Delhi Secretariat to monitor the steps being taken to deal with high levels of air pollution in winters.

The government will also start the spraying of 'Pusa bio-decomposer' solution in non-Basmati rice fields in the national capital, starting October 11.

The solution, experts say, can turn stubble into manure in 15 to 20 days and therefore, can prevent stubble burning.

Starting October 15, stricter measures to fight air pollution will also come into force in Delhi and its neighbourhood as part of the Graded Response Action Plan, which was first implemented in Delhi-NCR in 2017.

These measures include increasing bus and metro services, hiking parking fees and stopping use of diesel generator sets when the air quality turns poor.

When the situation turns "severe", GRAP recommends closure of brick kilns, stone crushers and hot mix plants, sprinkling of water, frequent mechanised cleaning of roads and maximising power generation from natural gas.

The measures to be followed in the "emergency" situation include stopping entry of trucks in Delhi, ban on construction activities and introduction of the odd-even car rationing scheme.
