‘Living life of hell’: Indian civil services aspirant writes to CJI Chandrachud over coaching centre deaths

Avinash Dubey, a civil services aspirant, has written to Chief Justice of India D.Y. Chandrachud, calling for urgent action against officials responsible for the deaths of three fellow aspirants killed in a rain-flooded basement of a coaching centre in New Delhi last week.
In his letter, Dubey askedthe Supreme Court to direct authorities to find a permanent solution to the persistent waterlogging issues plaguing areas like Rajinder Nagar and Mukherjee Nagar, which are major coaching hubs in Delhi.
Dubey wrote that students in these neighbourhoods face severe hardships due to annual flooding. He accusedthe "apathy" of the Delhi government and the Municipal Corporation of Delhi (MCD) for disastrous water-logging.
The incident occurred on July 27, when three civil services aspirants were killed after the basement of a building, housing a coaching centre in Old Rajinder Nagar, was inundated after heavy rains.
Dubey's letter said that the recurring waterlogging in areas like Rajinder Nagar and Mukherjee Nagar has been a long-standing issue, and added that it's due to the MCD's "negligence" that the issue persists.
"Due to clogging of drains, floodwater reaches inside the houses. We have to walk in knee-deep drain water... Due to the apathy of the Delhi government and municipal corporation, students are living a life of hell," Dubey wrote.

He further accused the authorities of forcing students to live in sub-human conditions.
Dubey urged the Chief Justice to hold those responsible accountable and to protect the fundamental rights of students.
"The safety and health of students in these centres are at serious risk due to waterlogging. Students need a safe and healthy environment to study without fear and contribute to the development of the country," Dubey's letter continued.
Following the incident, the Delhi Police have arrested the owner and the coordinator of the coaching centre, Rau's IAS Study Circle, on charges including culpable homicide.

Five additional arrests were made on Monday (July 29) in connection with the case.
