India announces key appointments: Govind Mohan as Home Secretary and Rahul Navin as ED Director

Ahead of the 78th Independence Day, the Indian Union Government on Wednesday (August 14) announced the new Union Home Secretary-designate and the new director of the federal anti-money laundering agency Enforcement Directorate (ED).

Govind Mohan, a former Indian Administrative Service (IAS) officer, has been appointed as the Union Home Secretary-designate. Meanwhile, former Indian Revenue Service (Income Tax) officer Rahul Navin has been appointed as the new ED chief.

Mohan, as per reports, is a 1989-batch IAS officer of Sikkim cadre. He has been appointed as the officer on special duty in the Ministry of Home with "immediate effect". He's been moved from the Ministry of Culture, where he was secretary.

He succeeds incumbent Ajay Kumar Bhalla, a 1984-batch IAS officer. Bhalla was to retire in November 2020, but his tenure was extended multiple times — in 2020, 2021, 2022 and 2023.

Govind Mohan will assume his new role as the home secretary in the Ministry of Home Affairs on August 22.

"The Appointments Committee of the Cabinet has approved the appointment of Govind Mohan, IAS (SK:89), Secretary, Ministry of Culture as Officer on Special Duty in the Ministry of Home Affairs with immediate effect."

"The officer will take over as Home Secretary, Ministry of Home Affairs vice Ajay Kumar Bhalla, IAS (AM: 84) on completion of his tenure on August 22, 2024," read an order issued by the Ministry of Personnel.

Mohan, an electrical engineer from BHU-IIT Varanasi, has been serving as the union culture secretary since October 2021. Before this role, he had two terms with the Ministry of Home Affairs (MHA).

Rahul Navin

Rahul Navin, the acting chief of the Enforcement Directorate (ED) has been appointed as the agency's new Director for a period of two years.

According to news agency ANI, Navin, a 1993-batch Indian Revenue Service (Income Tax) official was given an additional charge as ED Director in September last year on completion of the tenure of his predecessor Sanjay Kumar Mishra. In November 2019, he became a special director at the agency.
