Next time in Moscow? Putin offers to host Zelensky in Russian capital for talks to end war: Here's what Ukrainian president said

US President Donald Trump on Monday (Aug 18) told Ukrainian President Volodymyr Zelensky that Washington would back Ukraine's security in a deal to end the war with Russia. But, the question is would Kyiv be pushed to concede territory?. The pledge came during a high-stakes White House summit with Zelensky and a group of European leaders, just days after Trump's private meeting with Vladimir Putin in Alaska. The talks carried extra weight because only months earlier, Trump and Vice President JD Vance had publicly rebuked Zelensky in the Oval Office. In recent days, Trump has insisted that Ukraine would have to agree to land concessions or a swap to achieve peace. But was this a part of the Trump-Zelensky-EU leaders' Washington meeting? All you need to know.
Was a land swap discussed during the Washington meet?
French President Emmanuel Macron, who was part of the Washington meeting between Trump, Zelensky and the EU leaders, told reporters that the White House did not raise the prospect of Kyiv surrendering territory to Moscow. Asked by reporters if Trump had said that concessions were necessary before any US security guarantees to Ukraine, Macron said, "No, that wasn't discussed at all. We're well away from that."Meanwhile, German Chancellor Friedrich Merz has compared Moscow's demand that Kyiv surrender Donbass to Washington being told to hand over Florida. Insisting Ukraine should not be forced to give up land, Merz after talks at the White House, told reporters, "The Russian demand that Kyiv give up the free parts of Donbass corresponds, to put it bluntly, to a proposal for the United States to have to give up Florida".
Trump's land-swap proposal
Trump, in the past, has talked about land swaps, but neither Ukraine nor Russia has shown interest in ceding land to the other for peace. However, in recent weeks, Trump has taken to reiterating his suggestion that the negotiations between Russia and Ukraine, which he claimed were nearing a breakthrough, could potentially include a "swapping of territories". On Friday (Aug 8), talking to reporters, he said, "I think we're getting very close," adding that the land he suggests be swapped has "been fought over for three and a half years".Subsequently, on Monday (Aug 11), he again insisted, "There'll be some land swapping going on". "I know that through Russia and through conversations with everybody, to the good of Ukraine," he said, adding that Russia had occupied some "very prime territory" but that "we're going to try to get some of that territory back".

Ukrainian President Volodymyr Zelensky on Monday (Aug 18) said he would be open to holding elections once the war with Russia ends and conditions allow for a fair vote. Speaking during a meeting with US President Donald Trump in the Oval Office, Zelensky explained that elections during wartime are impossible under martial law. "We need to work in parliament because during the war you can't have elections," he said, stressing the need for people to have a democratic, open, and legal election once peace returns. For now, elections remain frozen. The question is: if they were held, could Zelensky win?
Can Zelensky win if elections were held in Ukraine today?
In February of this year (2025) Trump infamously gave Zelensky a harsh public dressing-down in February, which as per a March poll may actually have boosted the Ukrainian president at home. The Ipsos poll of 1,000 Ukrainians, conducted for The Economist, shows his approval rating at over 70 per cent - a number Trump would kill for. According to the latest Ipsos/Reuters poll, his approval ratings stand at 40 per cent, almost half of Zelensky's.The ratings came at a time when, for weeks, Trump's allies such as Vice President J.D. Trump himself had dismissed him as a "comedian" with "very low ratings."But the poll shows otherwise. Roughly 72 per cent of Ukrainians approve of his leadership, compared to Trump’s 40 per cent at home. Despite the setback, Ukrainians remained defiant. At the time, around 74 per cent said that they want to keep fighting even without US help. Most (59 per cent) believed Ukraine can still win on the battlefield.

'Putin won't stop, talks are just a farce': Ukrainians react to Trump-Putin Alaska meet without Ukraine

Volodymyr Zelensky's five-year term as Ukraine's president officially ended on 20 May 2024, but how does he remain in office? The ongoing war with Russia has enabled him to stay in power, by imposing martial law. A grey area in the Ukrainian Constitution is also helping him. Ukrainian President Volodymyr Zelensky has criticised the decision to invite Russian President Vladimir Putin for talks with Donald Trump in the United States, calling it a “personal victory” for Moscow’s leader. Rubio told a US radio programme that Trump did not view the meeting as a “concession” to Russia. The White House confirmed that the talks were arranged after Putin requested them. Trump’s spokeswoman Karoline Leavitt said the goal was “for the president to walk away with a better understanding of how we can end this war”.

Ukrainian President Volodymyr Zelensky has said that a peace deal with Russia that does not address the real issues would not last and would only embolden Moscow to seize more territory. He stressed that while such discussions may be important for their bilateral relations, they could not make decisions about Ukraine without Ukrainian involvement. “As for the talks, in any case they are important at the level of leaders. But it is impossible to talk about Ukraine without Ukraine, and no one will accept it,” Zelensky told the Youth Here forum in Kyiv. The Turkish leader also expressed readiness to host a summit involving the leaders of Ukraine, the United States and Russia.
Close ties with Türkiye
In a post on X, Zelensky described his talks with Erdoğan as “friendly and substantive,” expressing appreciation for Türkiye’s “sincere and warm attitude” toward Ukraine and its role as a mediator. He said Ukraine was prepared for “any format of meeting aimed at stopping the killings and ending the war” and noted that preparations were underway for high-level events during the upcoming UN General Assembly, with Turkish participation under discussion.

Ukrainian President Zelensky insists peace must address core issues and include Ukraine's input, warning that sidelining Ukraine in talks with Russia risks emboldening Moscow and undermining lasting resolution.

'140 flights cancelled, 130 redirected': Russian airports shut down 10 times in 24 hours amid record Ukraine drone strikes

This week, reports claiming that US President Donald Trump was considering giving Kyiv Tomahawk cruise missiles dominated the Ukrainian and US media cycle. The speculation grew when it was said Trump asked Ukrainian President Volodymyr Zelensky whether Ukraine could target Russian cities if such weapons were provided. The White House did not confirm or deny the conversation but tried to calm the growing buzz. Press Secretary Karoline Leavitt said Trump was “merely asking a question, not encouraging further killing.”Also read: 'Game-changer on battlefield': What are Germany’s Taurus missiles? Here's why Ukraine keeps asking for them
What makes Tomahawk missiles different?
Tomahawk cruise missiles are long-range, subsonic weapons made for precise strikes on land targets. They can fly between 1,600 and 2,500 kilometres and are known for their low-altitude travel and evasive flight paths that help avoid interception. Each missile costs about $2 million and is produced by Raytheon. These weapons were first used in 1991 during Operation Desert Storm and remain a key part of the US military’s arsenal. The latest version can even be reprogrammed mid-flight and hover over targets before striking.
Why does Ukraine want Tomahawk missiles?
Ukraine has long been asking for Tomahawks. They were part of Zelensky’s “Victory Plan” presented to then-President Joe Biden in October 2024. Russia still has a big edge when it comes to missiles. It uses cruise systems like Kalibr and ballistic ones like Iskander to hit Ukrainian cities. Ukraine currently relies on Western systems like the Storm Shadow, which are effective but limited to about 250 kilometres in range. For deeper strikes, Ukraine uses drones like the Palianytsia, but these are not as precise or powerful.
What could Ukraine target with Tomahawks?
Tomahawks would give Ukraine the ability to hit major Russian cities like Moscow and St Petersburg with much greater force and accuracy. While Ukrainian drones have already reached Moscow, they mostly cause psychological disruption and airport closures rather than damage. Tomahawks could change that, allowing direct and powerful strikes on key sites. Another likely target would be Russian airbases such as Olenya in Murmansk Oblast, used to launch missile attacks on Ukrainian cities. These are usually out of reach for Ukraine’s current weapons. Tomahawks could help Ukraine hit them more often and more effectively.
What challenges can Ukraine face while using Tomahawks?
Ukraine faces serious difficulties in actually using Tomahawks. Vadym Skibitskyi, deputy head of Ukraine’s military intelligence agency, told The Guardian on 15 July that the missiles are “not easy to use.” He explained that Tomahawks are usually launched from warships or strategic bombers, platforms Ukraine doesn’t have. Ukraine also lacks the naval set-up for sea launches. Using ground-based versions would require the US to send not only the missiles but also complex launch systems, which may not be practical right now.
Are there other options for Ukraine?
There are alternatives. Germany is preparing to supply Ukraine with long-range missiles, though the specific system hasn’t been named. German Chancellor Friedrich Merz said on 17 July that the weapons would arrive “very shortly, very soon.” He added that Ukraine would be better positioned with these new systems “in the weeks and months to come.”

He even refused to say whether he wanted Ukraine to win or not. According to a Washington Post report, privately, he even said that he could end the war by pressuring Ukraine to give up its territory. Not just Trump, US Vice President JD Vance also joined in and blamed Zelensky for the war. Trump told Zelensky, "You’re right now not in a very good position. You’ve allowed yourself to be in a very bad position. You don’t have the cards right now. With us, you start having cards.” Moreover, Zelensky was about to close a rare earth minerals deal, which eventually got postponed due to the clash. March 30, 2025 Things changed, and Trump's stance on the Russia-Ukraine war fluctuated. The US president said he was "angry" at Putin for questioning Zelenskyy’s legitimacy. Trump even threatened that he would consider more tariffs on Russian oil if he and the Russian president could not end “the bloodshed in Ukraine”. However, he also said that while he was “disappointed” with Putin, he also trusted him, adding, “I don’t think he’s going to go back on his word.” April 24, 2025 The US president lashed out at Putin in a post on Truth Social, asking him to "STOP" the war in Ukraine, while criticising him for continuing the attacks. “I am not happy with the Russian strikes on KYIV,” Trump wrote. “Not necessary, and very bad timing. Vladimir, STOP!” April 26, 2025 Trump held a meeting with Zelensky at the Vatican on April 26, as the two leaders attended Pope Francis' funeral. It marked their first meeting after the Oval Office spat. Zelensky described the meeting as a "very symbolic meeting that has the potential to become historic, if we achieve joint results.” While Trump again slammed Putin for attacks in Ukraine, saying that the attacks made him “think that maybe he doesn’t want to stop the war, he’s just tapping me along, and has to be dealt with differently, through ‘Banking’ or ‘Secondary Sanctions?” April 30, 2025 As Putin-Trump's bond took a turn, the US and Ukraine signed a mineral agreement, affirming a "long-term strategic alignment”. Through the deal, the US guaranteed "support for Ukraine’s security, prosperity, reconstruction and integration into global economic frameworks.” “This agreement signals clearly to Russia that the Trump Administration is committed to a peace process centered on a free, sovereign and prosperous Ukraine over the long term,” US Treasury Secretary Scott Bessent said after the deal was signed. May 19, 2025 Trump held a phone call with Putin in May, as he appeared to agree to Russia's demand to postpone a ceasefire, which led to the continued war in Russia and Ukraine. May 25, 2025 As Russia did not stop the war even after Trump made Putin understand, the US president threatened new sanctions after the Kremlin's large-scale attack on Ukraine. He further said that Putin has gone "absolutely crazy". “I’m not happy with what Putin is doing. He’s killing a lot of people,” Trump told reporters. “I don’t know what the hell happened to Putin,” he continued. “I’ve known him a long time.” In a post on Truth Social, Trump continued to bash the Russian president, writing, "Putin has gone absolutely CRAZY!” “Missiles and drones are being shot into Cities in Ukraine, for no reason whatsoever. I’ve always said that he wants ALL of Ukraine, not just a piece of it, and maybe that’s proving to be right, but if he does, it will lead to the downfall of Russia!” June 25, 2025 In June, Trump and Zelensky met during the NATO Summit in The Hague. The US president described the meeting as "very nice". “Couldn’t have been nicer. I think he’d like to see an end to this," Trump said about Zelensky. He further added that he would “speak to Vladimir Putin and see if we can get it ended.” July 8, 2025 Trump expressed disappointment with Putin, saying that he is killing a lot of people. He further said that Putin is nice all the time, but turns out to be meaningless. “I’m not happy with Putin. I can tell you that much right now, because he’s killing a lot of people,” Trump said. “You want to know the truth? He is very nice all the time, but it turns out to be meaningless.” July 13, 2025 As the relations between Trump and Zelensky got better, the US president said that he would provide Ukraine with advanced weapons, including Patriot missiles, funded by the European Union. He even said that he was “disappointed” with Putin, telling reporters: “I thought he was somebody that meant what he said.” Trump even gave an ultimatum to Putin to end the war in 50 days or face high tariffs.

In the three years of Russia-Ukraine war, Trump has changed his stance on which side to support, multiple times. From claiming to end the war in 24 hours, to supporting Russia and then helping Kyiv with weapons to fight Russian attacks, Trump's relations with Putin changed drastically.

Ukrainian President Volodymyr Zelensky announced on Thursday (July 10) that Kiev had received positive "signals" from the United States administration about new weapons supplies after his telephone conversation with US President Donald Trump. He said Ukraine received “a timetable and details of weapons supplies,” as reported by news agency Reuters. According to Zelensky, Germany and Norway have committed to finance three more Patriot defense systems for Ukraine, with Berlin covering two and Oslo one. Speaking to the press in Rome at the Ukraine Recovery Conference, Zelensky assured that he will swap out his country's ambassador in Washington and reiterated Ukraine's willingness for peace negotiations "in any format." Zelensky said he was considering Ukraine’s defence minister, Rustem Umerov, for the job. 'US has sent positive 'signals' on military aid', says Zelensky after call with Trump

After Russia began the invasion of Ukraine, the German Marshall Fund of the United States (GMF) has been pitching the need for a Marshall Plan for Ukraine's recovery and rebuilding. During the Ukraine Recovery Conference on Thursday, Ukrainian President Volodymyr Zelensky emphasised that there is a need post WWII style Marshall Plan for Ukraine's recovery. The Marshall Plan was one of the most successful US foreign policy initiatives introduced in the 20th century. But as Russia's aggression intensifies, is the plan needed in the 21st century? Kyiv has suffered major losses and damage as Russia continues to attack with hundreds of drones. The plan is needed to provide hope to the Ukrainian people and is crucial to ensure the full support of the American people. According to the German Marshall Fund of the United States, "There must be a transparent reform continuum from immediate humanitarian relief all the way to full economic recovery and modernisation."
What is Marshall Plan-style?
As several countries come together to support Ukraine amid its war with Russia, the Marshall Plan comes in the picture. The plan was introduced in the post-World War II period in 1947 after World War II ended in 1956 with Europe suffering and its cities shattered. US Secretary of State George C. Marshall called for a comprehensive program to rebuild Europe. In 1948, Congress passed the Economic Cooperation Act and approved funding that would rise to over $12 billion for the reconstruction and rebuilding of Western Europe. This brought massive investment into the region. Over the next four years, Congress provided $13.3 billion for the recovery of Europe. But, for the US, it provided markets for American goods, creating reliable trading partners.
How does it look for Ukraine?
Amid the escalating war in Ukraine, its recovery and reconstruction are important for the Ukrainian people. Russia's continuous and devastating attacks on Ukraine have raised concerns about the need for a post-World War II-style Marshall Plan. According to an earlier World Bank report, the full recovery of Ukraine would cost at least the equivalent of $540 billion. The Marshall Plan could cost about a third of that amount, the World Economic Forum reported. Thousands of schools and residential buildings have been damaged since the beginning of the war. Additionally, millions of hectares of protected areas in a nation home to roughly a third of Europe’s biodiversity have been impacted by shelling and war-related pollution. In 2022, Zelensky met the CEO of the world's biggest asset manager, saying that Ukraine needs to win both on the battlefield and also has to be an "attractive country" for investors. However, not the US, any future Marshall Plan for Ukraine will probably be European. The recovery of Ukraine will most likely involve Ukraine and its neighbouring countries reaching an agreement to restore its economic and military security.
What did Zelensky say at Ukraine Recovery Conference?
Earlier today, at the Ukraine Recovery Conference, Zelensky urged leaders to use frozen Russian assets to rebuild Ukraine, adding that "We should develop it together". He continues, that it's not just charity, but an investment. “Rebuilding Ukraine is not just about our country. It’s also about your countries, your companies, technology, your jobs, the way we rebuild our country can also modernise your infrastructure and industries.” The Ukrainian president added that Europe should "clearly agree that frozen Russian assets should go towards Ukraine’s recovery.”
