<p>With war against Russia grinding on in its second year, Ukraine is planning a big rise in budget expenditure for defence. The government on Friday (September 15) approved a draft budget for the next year. The country is counting on continued Western financial support to cover the expected budget deficit.</p>

<p>The draft 2024 budget has pegged the deficit at 1.548 trillion hryvnias ($42 billion). This is about 20.4 per cent of the country's gross domestic product.</p>

<p>More than half of budget spending in the next year is planned for the defence sector in order to fund the war against Russia.</p>

<p>"The key focus of this draft is defence and security of our country," said Ukraine&nbsp;Prime Minister Denys Shmyhal. "This amount (defence spending) is 113 billion hryvnias more than this year. There will be even more weapons and equipment. More drones, ammunition, missiles," he wrote on the Telegram messaging app.</p>

<p>Ukraine's finance ministry said that defence spending was more than 21 per cent of griss domestic product. The spending includes provision of 48.1 billion hryvnias for purchase of drones.&nbsp;</p>

<p>Drones have been widely used by both sides in the ongoing war.</p>

<p>The ministry also said that forecast for budget financing provides for reduction of the deficit to 20.4% of GDP from 27% in 2023.</p>

<p>Since the start of the war, Ukraine has received almost USD 62 billion in foreign aid from western countries. Ukraine's Foreign Minister Serhiy Marchenko said he was hoping for continued financial support from the West.</p>

<p>Public debt repayment is planned to be 606.5 billion hryvnias (USD 160 million) including 421.6 billion hryvnias (USD 110 million) to be spent on internal debt repayments and 184.9 billion hryvnias (USD 49 million) for external debt repayments.</p>

<h2><strong>Zelensky may visit US Congress next week: Report</strong></h2>

<p>Reuters reported citing a US official and more media reports that Ukrainian President Volodymye Zelensky was expected to meet US President Joe Biden and visit US Congress next week.</p>

<p>The visit will come amid President Joe Biden's appeal to US lawmakers for additional USD 24 billion aid for Ukraine and other international needs.</p>

Ukraine plans major increase in defence spending in draft budget 2024

<p>A zoo in Scotland is all set to adopt an Asiatic black bear who suffered severe trauma in Russian-occupied Ukraine.</p>

<p>The Five Sisters Zoo in Scotland, in a press release on Tuesday, said that it will not only provide a new home to the bear but will also continue to support his recovery.</p>

<p>The bear was rescued from an abandoned zoo on the outskirts of Yampil in Donetsk Oblast, when Ukrainian forces freed the village in October 2022, as per The Kyiv Independent.</p>

<p>The rescuers at the scene said that the 12-year-old bear was one of the few left alive. He was starving, filthy, and close to death.</p>

<p>After being rescued, he was named Yampil, after the village where he was found.</p>

<p>“I was quite emotional about it and it’s kind of unimaginable some of the stuff that he’s gone through,” the zoo’s head carnivore keeper, Gary Curran was quoted as saying by CNN. “And so we were really keen to do our best to make sure that we create a home for the rest of his life no matter the cost.”</p>

Zoo in Scotland to adopt bear who suffered severe trauma in Russian-occupied Ukraine

<p>The United Nations' cultural organisation placed the World Heritage Sites located in Ukrainian cities of Kyiv and Lviv on its list of places “in danger” on Friday (September 15), stating that they stand at risk from the war sparked due to the invasion of the country by Russia.</p>

<p>The decision, which was taken in the meeting of UNESCO's annual World Heritage committee in Riyadh, is the first step towards excluding these sites from UNESCO's World Heritage List which features 1,157 sites.</p>

<p>UNESCO, in a statement, said that it had included Saint Sophia Cathedral in Kyiv and the medieval buildings standing in the Kyiv-Pechersk Lavra monastery site of the city to the list "due to the threat of destruction the Russian offensive poses".<br />

The statement added that the officials decided because "optimal conditions are no longer met to fully guarantee the protection of the Outstanding Universal Value of the property and that it is threatened by potential danger due to the war".</p>

The western Ukrainian city of Lviv, which is near the Polish border, came into existence in the late Middle Ages and in 1998, the city's historic centre was inscribed on the World Heritage List.<br />

The step was taken after a decision was taken by UNESCO in January to add the centre of the Black Sea port of Odesa in Ukraine to the World Heritage List.</p>

<p>“In the direction of Bakhmut, the enemy does not stop trying to break through the defence of the Armed Forces of Ukraine in the area of Bogdanivka,” said the General Staff, on Facebook.&nbsp;</p>

<p>“In the course of the assault, they liberated Andriivka in Donetsk region, inflicted significant losses on the enemy in terms of manpower and equipment, and entrenched at the occupied frontiers,” it added, while also reporting “partial success” near Klishchiivka village, south of Bakhmut.</p>

<p>Andriivka is around 14 kilometres south of the Ukrainian city of Bakhmut, which has seen some of the longest and bloodiest battles during the war.&nbsp;</p>

<p>The announcement also comes a day after Ukraine’s Deputy Defence Minister, Hanna Maliar reported that Andriivka had been brought under Ukrainian control but later backtracked on the saying that the fighting was still raging around the village.</p>

<p>Speaking about the progress on the southern front General Staff spokesman Andriy Kovaliov said its troops were inflicting substantial losses on the enemy near the village of Verbove in the Zaporizhzhia region.</p>

<p>According to the British MoD, the Ukrainian attack on Wednesday (September 13) on the Sevmorzavod shipyard hit landing ship Minsk and Kilo 636.3-class submarine Rostov-na-Donu as the vessels were undergoing maintenance in dry docks.&nbsp;</p>

<p>“Despite the Russian Ministry of Defence downplaying the damage to the vessels, open-source evidence indicates the Minsk has almost certainly been functionally destroyed, while the Rostov has likely suffered catastrophic damage,” said the British MoD.&nbsp;</p>

<p>The British defence officials also said that it would take hundreds of millions of dollars and many years to fix the submarine, not to mention the “realistic possibility that the complex task of removing the wreckage from the dry docks will place them out of use for many months.”&nbsp;</p>

<h2><strong>Zelensky’s visit to the US</strong></h2>

<p>A report by the Associated Press, citing an administration official&nbsp;speaking on condition of anonymity, said Zelensky will meet with Biden at the White House next Thursday (Sep 21).&nbsp;</p>

<p>The media report citing two anonymous congressional aides said that the Ukrainian president will also visit Capitol Hill to lobby for more US aid to fight the war against Russia.</p>

<p>Both Biden and Zelensky are also due to attend the meeting of the UNGA next week where the Ukrainian president is also planning to hold meetings with other visiting world leaders, reported CBS News.&nbsp;<br />

Zelensky’s last visit to Washington was back in December 2022 when he addressed a joint session of the US Congress which was his first&nbsp;known trip outside Ukraine since the Russian invasion, which began in February that year.&nbsp;<br />

<p>In August, Biden had called on the US Congress to send another $24 billion to Ukraine. The package would include $13.1 billion in military aid and $8.5 billion for humanitarian support for Ukraine. It also reportedly includes $2.3 billion for financing and to catalyse donors through the World Bank.&nbsp;</p>

<p>However, the request comes amid signs of softening support for Ukraine among Americans and Congress becoming increasingly divided over providing additional funding for Ukraine as the war is well into its second year.&nbsp;</p>

<p>Republican lawmakers have been pushing for broad federal spending cuts while some are looking to entirely stop money to Ukraine, mostly GOP members who are allied with former US president Donald Trump.&nbsp;</p>

"All emergency services are working on the site, there is no danger to civilian objects in the city," Razvozhayev said.</p>

<p>Russian capital Moscow is carrying out a mayoral vote. Mayor Sergei Sobyanin is a Kremlin loyalist who has been in the post since 2010. In recent days, he has been getting a lot of publicity on television. He has been seen opening new regional train routes, renovated hospitals, motorways and more.</p>

<p>In the last 13 years, Sobyanin has presided over many mega-projects in Moscow.</p>

<p>He was almost defeated in 2013 by Alexei Navalny, the most prominent face of political opposition in Russia.</p>

<p>Navalny was jailed in 2020 on old fraud charges his allies say were a pretext to end his political work. &nbsp;</p>

<p>Sobyanin is the easy favourite. He is up against the grandson of a veteran Communist politician and a little-known candidate from a new party dubbed "New People".&nbsp;</p>

Russia claims party that backs Putin leading polls in annexed Ukraine regions

On Monday, Kyiv announced that Ukrainian soldiers had retaken a drilling rig in the Black Sea that Moscow had previously held in 2015. The platform sits roughly midway between the coast of southwest Ukraine's Odesa area and the Crimean peninsula, which Moscow has occupied.

<p>"Ukraine regains control of the so-called 'Vyshki-Boyka' (platform)," said Kyiv's military intelligence, in a statement.</p>

<p>It stated that the drilling platforms were taken into control and added that it was part of a "unique operation."</p>

<p>A video was released in which boats can be seen circulating around the oil and gas platform before its troops started firing into the air.</p>

<h2><strong>More territories&nbsp;regained in counteroffensive</strong></h2>

<p>On Monday, Ukraine also claimed that more territory has been regained on the eastern and southern fronts in its counteroffensive against Russian forces in the past week.<br />

In a televised comment, Deputy Defence Minister Hanna Maliar said that Kyiv retook nearly 2 square km (0.77 square miles) of land near the eastern city of Bakhmut, which was captured by Russia in May after the fighting continued for months.<br />

Later, she added on the Telegram messaging app that in the past week, 4.8 square km in the southern Tavria sector was also recaptured by the Ukrainian army.<br />

Maliar, in her televised comments, stated that part of the village of Opytne, which is located on the southern side of the eastern city of Avdiivka, has been captured by the Ukrainian forces and added they also had a "partial success" near the village of Novomaiorske in Donetsk's eastern region.</p>

<h2><strong>What do we know about the aid workers’ death?</strong></h2>

<p>Kyiv accused Moscow’s troops of killing Emma Igual, a Spanish citizen, and Anthony Ihnat, a Canadian citizen, both working for the NGO Road to Relief. They said two German citizens working for the aid group had also been injured after the Russian shelling in the eastern Donetsk region.</p>

<p>The organisation on its Instagram page said that the volunteers were helping evacuate the wounded from the front-line areas and were trapped inside the van as it flipped over and caught fire after being struck by shells near the two of Chasiv Yar.&nbsp;<br />

<p>At the time, they also said that the organisation was unable to find the van’s fourth passenger, Igual. The death of the 32-year-old Spanish citizen, who was also the organisation’s director, was confirmed by Spanish Foreign Minister Jose Manuel Albares.&nbsp;</p>

<p>“Unfortunately, I can confirm a missile hit a vehicle in which this Spanish worker was travelling who was working for a humanitarian NGO in Ukraine. We have verbal confirmation of her death,” said Albares, during a press conference in New Delhi where he was in the midst of attending the G20 Summit.&nbsp;</p>

The volunteers also carried out evacuations and distributed humanitarian relief to those affected, said the officials in Kyiv.&nbsp;</p>

<p>According to the aid organisation, the volunteers were on their way to assess the needs of civilians on the outskirts of Bakhmut, the Ukrainian city that witnessed some of the longest and bloodiest battles before it was occupied by Russian forces back in May.&nbsp;</p>

Ukraine blames Russia for deaths of Spanish and Canadian foreign aid workers

<p>Russian Minister Sergei Lavrov, on Sunday (September 10), speaking about the New Delhi Leaders’ Declaration adopted in the second session of Day One of the G20 Summit, said that Moscow did not expect the document to be adopted and was ready to defend itself and the wording about the Ukraine war. He also said that it is due to the countries of the global south that Russia managed to ensure the G20 agenda was not overshadowed by the Ukraine conflict.</p>

<h2><strong>What did Lavrov say about the declaration?</strong></h2>

<p>During a press conference, when asked about the consensus over the New Delhi G20 Leaders’ Summit Declaration, Lavrov said, “When they agreed to that, perhaps it was the voice of their conscience. Speaking frankly, we didn’t expect that. We were 100 per cent ready to defend our honest wording of the text…Let me underline that we cannot isolate that paragraph (on Ukraine and Russia) from the rest of the work on the declaration.”&nbsp;</p>

<p>He added, “The main content of the declaration this year is all about the awakening of the Global South and the consolidation of the Global South that is truly willing for the G20 to work for its main goals.”&nbsp;</p>

<p>In the short video published by the Grey Zone Telegram channel which is linked to his Wagner Group, Prigozhin is seen sharing: "For those who are discussing whether I'm alive or not, how I'm doing - right now it's the weekend, second half of August 2023, I'm in Africa."&nbsp;</p>

<p>"So for people who like to discuss wiping me out, or my private life, how much I earn or whatever else - everything's ok," he added.&nbsp;</p>

<p>While decoding the details of the video, it was found that it was indeed filmed in Africa as his camouflage attire, hat, and the watch on his right hand matched his appearance in a video released on August 21, which he also claimed was filmed in Africa.
