Although India will be strong contenders, Pakistan's former captain and all-rounder Mohammad Hafeez feels the hosts are a strong outfit but lack in one aspect, i.e. of 'not able to perform in the big matches' and will have a point to prove to the world in the 2023 edition.

"Hot favourites are India. India have a big plus point because in the recent past, I feel like it started from the era of Ganguly. They have the mindset of a world-beater. From there, MS Dhoni and Virat Kohli carried on. In the recent past, say in the last 10-12 years, wherever India are playing, they are considered as hot favourites. That is special from India," Hafeez said while speaking to Sports Tak on the sidelines of the Legends League Cricket.

"And when the tournaments happen in India, when big matches happen in India, in bilateral series, oppositions have very little chance. Their success rate is very high. But, when big tournaments come, I think India are lacking in just one aspect. In the recent past, in ICC events, they are not able to perform in the big matches.

"You can describe it many ways, but the pressure of playing in knockout matches in ICC events, that is not there in bilateral series. It's quite similar to playing domestic cricket and international cricket. It's difficult to describe the pressure of playing in ICC knockout matches. India have not been able to handle that pressure in major events.

"They have lost crunch matches, against England they lost the semi-final. In 2017, in the Champions Trophy final, they lost. Then also, they were favourites. This is a pinching point as far as India are concerned. India now have a point to prove to the world. They should come and perform well in ICC major events," Hafeez added.

India's last ICC title, in the senior men's category, came in 2013 during the Champions Trophy in England and Wales.

On Babar Azam-led Pakistan's chances, the 42-year-old Hafeez stated, "Pakistan also will have their chances. They have one of the most versatile and lethal bowling attacks in the world. If you look at the fast-bowlers, they are match-winners. If you look at Shaheen Afridi, if he is fit and firing, the entire world wants to watch him in action. When you talk about spin-bowling, there are Shadab Khan, Imad Wasim and Mohammad Nawaz. There is a new young pace-bowling talent in Ihsanullah, he can also bowl in excess of 150 kph and hit the good areas.

"Pakistan playing in India have to also deal with pressure. Playing in India will mean a lot of pressure. A lot will depend on how much momentum Pakistan take into the World Cup and how the dressing room atmosphere is created to deal with pressure," he concluded.

He missed Asia Cup 2022 and didn't feature in all the games in the India-Australia home T20Is before eventually being ruled out of the home South Africa T20Is, T20 World Cup 2022 and the rest of 2022. Firstly, he was expected to return for the India-Sri Lanka white-ball home series (having been named in the ODI squad as well) but was not deemed fit. MS replied, 'No, Rishabh, I don't want to miss my last bus drive with the team.'"

In the interview, he slammed BCCI saying 'it is an independent board' and not reliant on the government to finalise whether to travel to Pakistan for the Asia Cup 2023 and feels if India doesn't want to visit their neighbouring country for the continental tournament, Pakistan also have a right to ask for the ODI World Cup to be held elsewhere.

He&nbsp;said, "One positive from my stint as a chairman was that I provided leadership. If you remember, New Zealand had left, and we told them that what you did was unfair. The England team refused to come; we spoke with them, following which they played 7 T20Is instead of 5, two extra. The ECB staff visited Lahore's Gaddafi Stadium; they came to my office and apologised. Similarly, Australia also visited."

The overall impact of such statements have the potential to split the Asian and international cricketing communities, and can impact Pakistan’s visit to India for the ICC Cricket World Cup 2023 and future ICC Events in India in the 2024-2031 cycle. "The next ICC major men's event, which is the ICC Cricket World Cup 2023, is scheduled to be held in India in the month of October &amp; November in 2023. The BCCI was obligated to deliver a tax exemption or a tax solution to the ICC for this event, latest by April 2022," carried out&nbsp;a report which was circulated among state units prior to the BCCI's upcoming Annual General Meeting (AGM), on October 18 in Mumbai.&nbsp;

"This time line was further extended by the ICC Board till 31st May 2022. At the start of this financial year, the BCCI had advised the ICC that in line with the tax order for the 2016 event, it was expected that a 10% (excluding surcharges) tax order could be obtained as an interim measure for the 2023 event within the required time frame.

"The ICC has now received a 20% (excluding surcharges) tax order for its broadcast revenue for the 2023 event from the tax authorities in India."

If the BCCI manages to&nbsp;reduce the tax surcharge, to 10.92 percent, it will still bear a heavy loss; around INR 430 crore&nbsp;(USD 52.23 million).

"The BCCI is currently working with the Ministry of Finance, Government of India and have represented against this 20% (excluding surcharges) tax order at the very highest level and are hopeful that a 10% (excluding surcharges) tax order would be forthcoming shortly.

"It is to be noted that any tax cost incurred by the ICC for the 2023 event in India will be adjusted with the BCCI's share of revenue from the ICC," the report further asserted.
