Two encounters in Kashmir Valley, Pakistani terrorist killed

Amid the ongoing violence triggered by the announcement of “Agnipath” Scheme for recruitment of youth in the Armed Forces, the government has increased the upper age limit to 23 from the initial 21, in an apparent bid to give more impetus to the project. The violence, starting with the State of Bihar, and subsequently spreading to Haryana, UP and other parts of the Hindi belt belies the rationale of the scheme, primarily meant to generate employment and cut down expenses on pensions.

Earlier, the Union Cabinet had approved the recruitment scheme for the Indian youth to serve in the Armed Forces. The scheme called Agnipath and the youth selected under this scheme would be known as Agniveers. Agnipath allows the youth to serve in the armed forces for a period of four years.

This scheme has been designed to enable a youthful profile of the armed forces. It is expected to essentially provide an opportunity to the youth who are keen to wear the uniform by attracting young talent from the society who are more in sync with latest technological trends.

As for the armed forces, it is expected to enhance the youthful profile and provide a fresh lease of blood and at the same time bring about a transformational shift towards more tech-savvy armed forces. The dividends of short military service to the nation, society and the youth of the nation are immense. This includes inculcation of patriotism, team work, enhancement of physical fitness, ingrained loyalty for the country and availability of trained personnel to boost national security in times of external and internal threats.

Watch | Agnipath row: Why are youngsters protesting against India's controversial military recruitment scheme?

The policy coming into immediate effect, is thought to be a major defence policy reform introduced by the government to usher in a new era in the human resource policy of the three arms of the three Services.

Agniveers will be given an attractive customised monthly package along with risk and hardship allowances as applicable in the three services. On completion of the engagement period of four years, Agniveers will be paid one time ‘Seva Nidhi’ package which shall comprise their contribution including accrued interest thereon and matching contribution from the government equal to the accumulated amount of their contribution including interest and the arithmetic of the same has already been worked out.

The ‘Seva Nidhi’ will be exempt from Income Tax. Agniveers will also be provided non-contributory life insurance Cover of Rs 48 lakhs for the duration of their engagement period.

Further, during this period of service, the Agniveers will be imparted various military-linked professional skills. Post this stint of four years, the Agniveers will be infused into the civil society where they can contribute adequately towards the nation-building process.

The individuals, selected for enrolment in the armed forces as regular cadre, would be required to serve for a further period of minimum 15 years and would be governed by the existing terms and conditions of service of Junior Commissioned Officers/other ranks in Indian Army and their equivalent in Indian Navy and Indian Air Force and that of Non-Combatant enrolled in the Indian Air Force, as amended from time to time.

Significantly, on a positive note, the scheme is expected to lead to much more youthful and technically adept war fighting force by ensuring a fine balance between youthful and experienced personnel in the armed forces. Advantages include inter alia a transformative reform of recruitment policy of the Armed Forces. A unique opportunity to the youth to serve the country and contribute to nation-building.

Among the terms and conditions, the enrolment will be undertaken through an online centralized system for all three services with specialized rallies and campus interviews from recognized technical institutes such as Industrial Training Institutes and National Skills Qualifications Framework etc.

All segments of the government are on board to launch this scheme. Meanwhile, Union Home Minister Amit Shah described Agnipath plan as a visionary and welcome decision of Prime Minister Narendra Modi for the bright future of the youth. In this regard, on June 16, the Ministry of Home Affairs (MHA) decided to give priority to Agniveers who complete 4 years under this scheme for recruitment in Central Armed Police Forces (CAPFs) and Assam Rifles. This brightens the prospects of this inductees as their absorption chances would deem better for those who are released after serving for a short period.

While the government in all it’s earnest, has introduced this scheme factoring all possible consequences, a section of the armed forces’ veterans have raised questions about the feasibility of the scheme. Some are apprehensive that it might compromise the combative efficacy of the Indian military rendering it not so effective to face the Chinese or Pakistani armed onslaught. Some have also raised fears that those after the military training might be allured by the unscrupulous elements to abuse them for undesirable activities.

Experts, however, feel that all such apprehensions have been adequately confabulated by the concerned much before it’s launch. Any attempt by the vested quarters to derail this plan may sabotage the very idea of generating employment or addressing the country’s economic concerns. More worryingly, our hostile neighbors will embark upon highlighting this project with all negativity giving malicious propaganda. This is certainly not desirable at this juncture and we should not give this luxury to our ill-wishers particularly in these challenging times.

Opinion | Project 'Agnipath': Worth a try!

The Indian government revealed the Agnipath scheme today, a radical recruitment plan for the armed forces aimed at reducing wage and pension costs while also freeing up funding for critical weapon procurement. Defence Minister Rajnath Singh called the action "historic" when announcing it.The chiefs of the three services announced the plan.

Under the new Agnipath programme, which will take effect immediately, personnel from all three services will be recruited in a significantly different way. Agniveers will be the name given to soldiers enlisted under the scheme.

Recruitment will begin within 90 days, under the scheme.

"This is a major defence policy reform introduced by the government to usher in a new era in the human resource policy of the three services. The policy, which comes into immediate effect, will hereafter govern the enrolment for the three services, "the government said in a statement.

On Tuesday morning, the Cabinet Committee on Security approved the idea. It will make the permanent force levels for the country's nearly 13-lakh strong armed forces substantially thinner in the future.

After completing a tour of duty, most Indian troops will be able to exit the service in just four years. Only 25% of the 45,000 to 50,000 recruits each year will be allowed to continue under permanent commission for another 15 years. The decision will significantly reduce defence pension costs, which have long been a source of concern for governments.

What is the Agnipath programme?

Around 45,000 people between the ages of 17.5 and 21 will be recruited into the military and will serve for four years under the new programme.

A six-month training period will be included in this four-year contract. They will be paid a monthly salary of Rs 30,000-40,000 plus allowances throughout this time. They will be eligible for medical and insurance benefits as well.

Only 25% of these troops will be retained after four years, and they will enter the regular cadre, where they will serve for a total of 15 years in non-officer positions.

The remaining employees will receive a package of between Rs 1.1 million and Rs 1.2 million when they leave the service, but they will not be eligible for pension benefits.

If successful, the idea will dramatically reduce the annual revenue and pension bill, which account for half of the Rs 5.2 trillion annual defence budget.
Agnipath Recruitment Scheme: India to overhaul soldier recruitment with new 'Agnipath' programme

A first of its kind model, the Indian Army has come up with a new recruitment model; it is called the Tour of Duty in which civilians can be recruited into three services of the armed forces for four years.

Unlike short service commission officers where an officer serves in the Indian army for 10 years, the latest model of Tour of Duty offers a comparatively low duration of service.

The eligibility criteria however remain the same debarring the length of the service. Meanwhile, 25 per cent of the soldiers who will be recruited under the new scheme will be re-enlisted for full service after a month.

The four-year stint will include six months of training and three and a half years of service. In the past few months there have been various discussions circling the new recruitment scheme and the nuances it brings to the table.

The scheme attracts those who seek to join the armed forces without adopting it as a full-time career. However since no proposal gets traction just like that, the proposal was pushed by several drivers.

And in the next few minutes of this article, we will decode the pro and cons of the Indian Army’s Tour of Duty process.

How will the Tour of Duty be beneficial for the Indian Army?

The basic thought process behind the proposal is to reduce expenditure on military pensions. India’s budget for the financial year 2022-23 allocated is Rs 5.25 lakh crore for defence which includes the defence pension component of about Rs 1.2 lakh crore and a reduced pension component will lead to a larger capital outlay.

With this, in view, the proposal is believed to envisage recruiting personnel into the army for short tenures on a volunteer basis. It will further help in producing a better and large number of soldiers in less time and with fewer investments.

The money saved by this process could be used to focus more on the advancement of technology and military modernisation.

Secondly, the tour of duty will serve as a golden opportunity for India’s youth to experience military life without having to join the armed forces on a long-term basis. It will eventually produce better disciplined and experienced youth who could venture out into other fields after the tenure of their service.

Anchored on Indian Prime Minister Narendra Modi’s major reform of reducing expenditure and age profile of defence forces, the best among the chosen lot of soldiers will have the opportunity to continue their service in case vacancies are available.

While those who leave the forces after a period of four years will have a plethora of options on their table. Several corporations will show interest in reserving jobs for trained and disciplined youth who have served their nation.

The Tour of duty soldiers will ensure that a large quantum of the workforce is dedicated and skilled thus enhancing the output of the government and the private sector.

Possible disadvantages of TOD

While there is a clarion call for the tour of duty scheme to be implemented, there are also voices that are vehemently against it.

Veteran army officers have the opinion that the step will not be successful owing to the short duration of the service, they believe that instead of devoting fully to the army, there are high chances that these intern soldiers could be focusing on just building their resume.

Meanwhile, there are also apprehensions about how the duration of the tenure is too less. TOD soldiers will not have the opportunity to attend professional courses where a soldier is groomed through several training courses like the YO’s course, Platoon Weapons course and various other courses where the actual grooming takes place. A TOD soldier will never get the time or the bandwidth to be trained or learn the ethos of the ‘paltan’ and the army.

In the end, the new ‘Agneepath’ scheme is structured in a very business-like feeling where a message that a potential youth gets is number one that you can serve in the Indian Army without any shackles of commitment.

Secondly apart from getting the prestigious stamp of military duty, you can earn more than double the pay as compared to a fresher in the corporate world.

Indian Defence Minister Rajnath Singh on Thursday gave a nod to the revised ‘scales of accommodation 2022’ (SoA) for defence services to ensure better standards of living for the personnel of the armed forces.

The defence ministry in a statement said that the implementation of ‘scales of accommodation’ would be a tremendous improvement to inbuilt facilities and infrastructure for the stay of personnel.

“Optimisation of Defence land usage by using multi-storeyed construction and austerity measures by combining of common facilities have been emphasized. These would ensure better working and living conditions for the defence personnel including Defence civilians,” it said.

“Amenities in all public buildings for persons with disabilities have been introduced and gender commonality in all specifications has been ensured,” it added.

The ministry has highlighted that this revision will enhance infrastructure development, enable usage of modern technology, give more flexibility to the executives and cater to users’ aspirations.

The enhanced scales will also be in line with the government vision and programmes like Swatch Bharat, Sugamya Bharat, Digital India, Green Buildings, Sustainable Development, Renewable Energy and reduction of Carbon Footprint, the defence ministry said.

It said that these scales are applicable for all three defence services and the Indian Coast Guard.

The previous SoA was approved by the government in October 2009.

“With the induction of new units, technological facilities and equipment profile, requirements of operational readiness, increased threat perception, the concept of sustainable development including contemporary industry standards and enhanced aspirations of users for improved living standards, there was an inescapable necessity for revision of the SoA 2009,” the ministry said.

Expressing confidence about the strategic vision of the Government of India, Tamil Nadu Governor RN Ravi said that there has been a clarity and determination in the manner in which India has been dealing with the country's internal and external threats.

However, he also raised alarm over the emergence of new adversaries and the future threat of civil unrest that could be fomented by extremist Islamic Organisations such as the Popular Front of India. 'What a guy': Kevin Pietersen lauds 19-year-old Indian Army aspirant after his midnight run video goes viral

A video shot by Indian filmmaker Vinod Kapri has gone viral online and has garnered millions of views. It is not because of glitzy tricks that nowadays are commonly used to make a video viral.
But the boy refused repeated offers, all the while running a steady clip. The reason? It's in the video below which was shared on Twitter

A video shot by Indian filmmaker Vinod Kapri has gone viral online and has garnered millions of views. It is not because of glitzy tricks that nowadays are commonly used to make a video viral. The video is being loved due to the sheer indomitable spirit of a young man who is the sole star shining bright in this clip. In this video, he is running and running, crossing more distance than most of us can cross in a single sprint. The 19-year-old is Pradeep Mehra who works at a McDonald's in Noida Sector 16 near Indian capital New Delhi. When Kapri saw this boy running in the dead of the night with a bag on his back, he thought the boy was in trouble and offered to give him lift in a car he was driving. But the boy refused repeated offers, all the while running a steady clip. The reason? It's in the video below which was shared on Twitter This is PURE GOLD❤️❤️ नोएडा की सड़क पर कल रात 12 बजे मुझे ये लड़का कंधे पर बैग टांगें बहुत तेज़ दौड़ता नज़र आया मैंने सोचा किसी परेशानी में होगा , लिफ़्ट देनी चाहिए बार बार लिफ़्ट का ऑफ़र किया पर इसने मना कर दिया वजह सुनेंगे तो आपको इस बच्चे से प्यार हो जाएगा ❤️😊 pic.twitter.com/kjBcLS5CQu — Vinod Kapri (@vinodkapri) March 20, 2022 × The sheer tenacity of the boy and ease with which he downplays the huge effort he is taking to achieve his life goals have struck a chord with millions who have watched the video, perhaps again and again.
