EU and China to continue dialogue on EV trade amid tariff tensions

The European Union and China have agreed to continue technical negotiations over possible alternatives to substantial tariffs on Chinese-built electric vehicles, the European Commission announced on Friday. However, the path to resolution remains complex as both sides grapple with significant remaining differences in their positions.

The talks come as the EU prepares to implement additional tariffs of up to 35.3% on Chinese-manufactured electric vehicles next week, following its anti-subsidy investigation. The Commission has indicated that discussions can proceed even after the tariffs take effect, demonstrating a commitment to finding a long-term solution.

During a video conference between EU Trade Commissioner Valdis Dombrovskis and Chinese Commerce Minister Wang Wentao, both parties explored potential alternatives to the tariffs. These alternatives include the possibility of minimum price commitments from Chinese manufacturers and investments in European facilities, according to sources familiar with the discussions.

The European Commission, which manages trade policy for all 27 EU member states, emphasised that while eight rounds of technical negotiations have already taken place with Chinese representatives, substantial gaps remain in reaching a consensus. Both sides have expressed their dedication to finding a solution that would ensure fair competition in the EU market while adhering to World Trade Organization (WTO) regulations.

The negotiations have hit a particularly sensitive point regarding the EU's approach to discussions with individual companies. China recently issued a stern warning against conducting separate negotiations with individual firms, stating that such actions would "shake the foundations" of the broader bilateral talks. However, Commissioner Dombrovskis maintained the EU's position that discussions with the China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME) do not preclude engagement with individual exporters.

The talks have also brought to light other trade tensions between the two economic powers. During the video conference, Dombrovskis raised concerns about China's ongoing investigations into European brandy, pork, and dairy products, which the EU considers "unsubstantiated." These investigations have added another layer of complexity to the already challenging trade relationship between the two parties.

The potential implementation of these tariffs comes at a crucial time for the European automotive industry, which is experiencing rapid transformation toward electric mobility. Industry analysts suggest that the tariffs could significantly impact the availability and pricing of electric vehicles in the European market, where Chinese manufacturers have been gaining market share through competitive pricing and advanced technology.

European automakers have generally supported the Commission's investigation, citing concerns about unfair competition from subsidised Chinese manufacturers. However, some industry observers warn that increased tariffs could slow down the EU's transition to electric vehicles and potentially affect its ambitious climate goals.

The outcome of these negotiations could set an important precedent for future trade relations between the EU and China, particularly in emerging technology sectors. Both sides face the challenge of balancing domestic industry protection with the benefits of international trade and competition.
