The European Central Bank cut interest rates again on Thursday (Apr 17) amid fears that US President Donald Trump's stop-start tariff announcements could threaten growth across the eurozone.
Rate-setters were operating in a context of "exceptional uncertainty" amid rising trade tensions, ECB President Christine Lagarde said at a press conference.
Trump's tariffs have increased the risk that growth could slow in the eurozone, while their impact on inflation was "less than clear", Lagarde said.&nbsp;Amid the turmoil, the ECB decided to lower interest rates by a quarter point, the sixth consecutive time it has moved to ease borrowing costs.&nbsp;The cut left the benchmark deposit rate at 2.25%, the lowest it has been since in the beginning of 2023.
The ECB has swiftly reduced interest rates since the middle of last year, as inflation has drifted back towards the central bank's target of 2%. Consumer prices rose at a 2.2% clip in March in the eurozone, with the ECB saying the process of inflation coming down was "well on track".
But Trump's threats to impose swingeing tariffs on global imports into the United States had led to a "major escalation" in trade tensions, Lagarde said.&nbsp;The resulting economic uncertainty was "likely to reduce confidence among households and firms", the ECB said, while market tensions would lead to tighter financing conditions.
<h3>Inflation uncertainty</h3>
Thursday's cut "came as little surprise", ING bank analyst Carsten Brzeski said.
US tariffs had "brought back growth concerns for the eurozone... in the near term", Brzeski said, prompting the ECB to support households and businesses by further lowering interest rates.&nbsp;
Going into this week's meeting, ECB policymakers had little idea what tariff rates will eventually apply to transatlantic trade.
The US president spooked global markets with the unveiling of "Liberation Day" tariffs at the beginning of April, before promptly pausing higher duties for dozens of countries, including those of the European Union, for 90 days.
A basic 10% tariff rate on imports into the United States remains in place, and Trump has also imposed 25% levies on the automotive, steel and aluminium sectors.
"Global trade tensions and associated uncertainties will likely lower euro area growth," Lagarde said, though the impact was less clear for inflation.
Among the potential effects was the possibility that China, which has faced some of the highest US tariffs, could divert goods to Europe.
This combined with the strength of the euro against the dollar "suggests that price pressures in the euro area are likely to ease further", said LBBW bank analyst Jens-Oliver Niklasch.
<h3>'Agile'&nbsp;</h3>
Trade tensions were "clearly offsetting previous optimism" stemming from plans in Germany, the largest member of the eurozone, to open the spending taps, Brzeski said.
The incoming government in Berlin led by Friedrich Merz has lined up hundreds of billions of euros in extra cash for defence and infrastructure, providing a boost that could be felt across Europe.&nbsp;The increased investments could "bolster manufacturing" and add to growth across the eurozone, Lagarde noted.
But given the geopolitical tensions it was "even more urgent" to forge ahead with fiscal and structural policies that would make the eurozone more "productive, competitive and resilient", she said.&nbsp;The large number of open questions arising from global trade tensions meant the ECB would have to be more "agile" than ever in responding to developments, she said.&nbsp;
"We have to stand ready for the unpredictable," Lagarde said, doubling down on the ECB's "data-dependent and meeting-by-meeting" approach.&nbsp;While Lagarde played her cards close to her chest regarding future rate decisions, analysts said the door was open for the ECB to lower its interest rates further.
Thursday's cut was a signal that the ECB was "ready to take action to counter the uncertainty in the financial markets", Niklasch said.&nbsp;"We now expect two further interest rate cuts of the same magnitude as today's by the end of the year," he said. With an aim to accelerate legislative reform, the&nbsp;United Arab Emirates (UAE) Cabinet has launched a new AI-based regulatory intelligence system that will make laws for the country. Prime Minister of the UAE, Sheikh Mohammed bin Rashid Al Maktoum in a post on social media said that this system will work on creating a comprehensive legislative plan that brings together all federal and local laws in the UAE, connecting them through artificial intelligence with judicial rulings, executive procedures, and public services. 
"The new system will allow us to track the daily impact of laws on our people and economy using large-scale data, and it will regularly suggest updates to our legislation. The system will be linked to leading global research centers to follow the best international policies and legislative practices, tailoring them to fit the UAE&rsquo;s unique context," he added.

Brazil prohibits hormone therapy for transgender minors

A woman who was repeatedly told by ChatGPT to call an ambulance after she revealed some of her symptoms to the AI chatbot just for fun says agreeing to it saved her life. She ended up at the hospital, where the doctors told her, "You wouldn&rsquo;t have woken up" if she had gone to sleep. Natallia Tarrien lives in Charlotte, North Carolina, and was eight months pregnant when the scare happened.&nbsp;
Doctors usually tell you to avoid Googling your symptoms. But turns out, AI might be a better option. At least, according to one woman's story.
In an Instagram post, she shared that one day she was on ChatGPT and asked the AI bot, &ldquo;Why does my jaw feel tight.&rdquo; It asked Tarrien to check her blood pressure. Even though she didn't feel it was "serious", she checked her BP.&nbsp;
"It was high &mdash; really high. I thought it would go down&hellip;but it only kept climbing," she wrote.
She told the chatbot about her rising blood pressure, and it insisted she &ldquo;Call an ambulance. Now."
Thankfully, Tarrien listened to ChatGPT, and by the time she got to the hospital, it had reached 200/146. She was eight months pregnant, and the doctors told her they would have to deliver the baby "immediately."

"If Harvard cannot verify it is in full compliance with its reporting requirements, the university will lose the privilege of enrolling foreign students," Noem warned.

According to reports, the administration of President Donald Trump has warned that Harvard might lose the ability to host international students. This comes amid an ongoing tussle between Harvard and Trump, who described it as a 'joke university' over its support of student activism and alleged antisemitism on campus. Trump's war on universities Trump has threatened universities with funding cuts over activism he deems antisemitic and 'terrorist'. A Trump executive order of January 28 had asked universities to monitor international students for suspected participation in crime or terrorism. Department of Homeland Security wants to see Harvard records The Department of Homeland Security or DHS has threatened to revoke Harvard's eligibility to host foreign students unless it opens up the records on disciplinary action against its students who engage in activism. DHS now wants universities to have certification under the Student and Exchange Visitor Program (SEVP) if they are to host international students on student visas. The records have to be given by April 30, failing which SEVP "will automatically withdraw the school's certification” to host international students. This was revealed in a letter sent on Wednesday (Apr 16), signed by Secretary of Homeland Security Kristi Noem. What information is DHS asking from Harvard?
