The suspect in a Canadian car-ramming attack that left 11 dead at a Filipino street party was charged with murder, police said Sunday, adding that additional charges were anticipated.

An AFP reporter saw police officers at the scene Saturday evening, with parts of the festival venue cordoned off.
Footage posted online and verified by AFP shows the vehicle with a damaged hood parked on a street littered with debris, meters from first aid crews tending to people lying on the ground.
Eyewitness Dale Selipe told the Vancouver Sun that she saw injured children on the street after the vehicle rammed into the crowd.
"There was a lady with her eyes staring up, one of her legs was already broken. One person was holding her hand trying to comfort her," Selipe told the newspaper.

It states that ICE can control the &ldquo;proactive procedures&rdquo; to obtain a warrant, as they &ldquo;will not always be realistic or effective in swiftly identifying and removing alien enemies.&rdquo;
&ldquo;Given the dynamic nature of enforcement operations, officers in the field are authorised to apprehend aliens upon a reasonable belief that the alien meets all four requirements to be validated as an alien enemy,&rdquo; it read.
The memo added, &ldquo;This authority includes entering an alien enemy&rsquo;s residence to make an [Aliens Enemies Act] apprehension where circumstances render it impracticable to first obtain a signed notice and warrant of apprehension and removal.&rdquo;

The Russian embassy said that Moscow was sending multiple &ldquo;aircraft carrying specialists&rdquo; to assist in fighting the blaze. One of the aircraft is a specialised firefighting plane, said Russia's Ministry of Emergency Situations.

<h2>What led to explosion?</h2>
According to a New York Times report citing a source linked to Iran's Islamic Revolutionary Guard Corps, perchlorate &ndash; a chemical used in missile solid fuel &ndash; exploded.
However, Defence Ministry spokesman Reza Talaei-Nik later told state TV that &ldquo;there has been no imported or exported cargo for military fuel or military use in the area.&rdquo;
Meanwhile, the port&rsquo;s customs office said that the explosion was probably caused due to a fire that broke out at the hazardous and chemical materials storage depot.&nbsp;
