Both the dead bodies of the killed terrorists were recovered from the encounter site. Arms and Ammunition were recovered from the operation site as well.&nbsp;

The security forces had received input about the presence of terrorists in the Manj Marg area of Zainapora in Shopian South Kashmir. Police along with the Indian army and CRPF laid down a cordon and search operation and as they approached the terrorists, the forces were fired upon by the hiding terrorists triggering an encounter.&nbsp;

Three terrorists of Lashkar-e-Taiba killed in Shopian encounter

Four terrorists were killed in two different operations in south Kashmir today. Two operations in south Kashmir’s Anantnag and Awantipora districts were carried out by security forces leading to the killing of four terrorists. The Jammu and Kashmir Police also arrested three hybrid terrorists of the proscribed terror outfit LeT/TRF in Srinagar and recovered explosive materials on their disclosure.&nbsp;

Security forces launched a cordon and search operation at Semthan Bijbehara area of Anantnag following input regarding the presence of terrorists in the area. &nbsp;Jammu and Kashmir Police said that As the search party proceeded towards the suspected spot the hiding terrorist fired indiscriminately upon the joint search party which was retaliated effectively by the joint party leading to an encounter.

“In the ensuing encounter, one local terrorist identified as Shakir Ahmad son of Habibullah resident of Ladermud was killed. As per Police records the killed terrorist was linked with proscribed terror outfit HM and was involved in several terror crime cases including attacks on Police/SFs and civilian atrocities, “ said ADGP Vijay Kumar.&nbsp;

There was one more story encounter in the Khandipora area of Awantipora in which three terrorists were killed during the operation.&nbsp;

“In the ensuing encounter, 03 terrorists were killed. Among the killed terrorists, 01 is a foreign terrorist and another one is a LeT terrorist commander identified as Mukhtar Bhat while the identification of the third killed terrorist is being ascertained. As per police records, all the killed terrorists were involved in several terror crimes including killing of 01 ASI of CRPF &amp; 2 RPF personnel. As per the source, Mukhtar Bhat along with FT was going for a fidayeen attack on the security force camp,” said ADGP Vijay Kumar.&nbsp;

Police also recovered Incriminating materials, arms, and ammunition including 01 AK-47 rifles, 01 AK-56 rifles &amp; 01 pistols from the operation site.&nbsp;

Police had established a checkpoint at Harnambal and arrested two hybrid terrorists identified as Aamir Mushtaq Dar son of Mushtaq Ahmad Dar resident of Iqbalabad Sozaith Budgam and Kabil Rashid son of Abdul Rashid Dar resident of Sicop Mohalla HMT Srinagar. Incriminating materials and two grenades were recovered from their possession.&nbsp;

According to the police “During questioning, they disclosed the name of another associate namely Aqib Jamal Bhat son of Mohd Jamal Bhat resident of Sozaith Budgam. In a swift action, he was also arrested. On his disclosure, an IED of approximately 10 kg was recovered in the Rangreth area by a joint team of Srinagar Police and Army (62RR) which was later destroyed by the Bomb Disposal squad. All three arrested hybrid terrorists are linked with LeT/TRF,” said ADGP Vijay Kumar.&nbsp;

Terrorists including LeT commander killed in twin operations in south Kashmir

Jammu and Kashmir Police said that they have killed two Ansar Ghazwat-ul-Hind (AGuH) terrorists in a brief chance encounter at the Thajiwara Bijbehara area of Anantnag.

The killed terrorists have been identified as Fayaz Ahmad Kumar alias Faheem Kumar, son of Mohammad Ramzan Kumar, and Owais Ahmad Khan, son of Ghulam Mohammad Khan. Both terrorists were residents of Waghama Bijbehara and were affiliated with the proscribed terror outfit AGuH.

“As per police records, both the killed terrorists were involved in several terror cases and civilian atrocities, including attack on police personnel at Cheeniwooder Srigufwara on 03/07/2022 in which one police personnel Firdous Ahmad Dar got seriously injured. They were also involved in an attack on police personnel Ghulam Qadir at Darashikon Park Bijbehara on 12/08/2022 in which he received grievous gunshot injuries. Besides, they were also involved in grenade lobbing incidents at Padshahibagh on 15/06/2022 and Sangam Chowk on 22/08/2022,” said a Jammu and Kashmir Police official.&nbsp;

The security forces also recovered arms, ammunition, and other incriminating materials from the encounter site. All the recovered material has been taken into case records for further investigation. In this connection, police have registered a case under relevant sections of law and an investigation has been initiated.

ADGP Kashmir Vijay Kumar congratulated Anantnag Police for carrying out the successful and swift encounter without any collateral damage.&nbsp;

Meanwhile, Shopian Police arrested two hybrid terrorists of another proscribed terror outfit named Lashkar-e-Taiba (LeT).

“They have been identified as Faizan Fayaz Bhat, son of Fayaz Ahmad Bhat, resident of Budden Rafiabad, Sopore, and Yawar Nizam Mir, son of Nizamuddin Mir, resident of Konsoo Shopian,” said Jammu and Kashmir Police official.&nbsp;

Incriminating materials, arms &amp; ammunition including two pistols, two pistol magazines, two grenades, 20 pistol rounds, one AK-47 magazine, and 50-AK live rounds were recovered from their possession.

The security forces had received input about the presence of the terrorists in the area, after which a cordon and search operation was launched by a joint team of RR, Police, and CRPF. The terrorists fired on the forces while they were close to the site where terrorists were hiding, resulting in a gun battle.

Jammu and Kashmir have witnessed 78 encounters so far in the year 2022. Security forces have killed 127 terrorists during these encounters and among them were 33 Pakistani terrorists. Kashmir also witnessed the killings of 20 Civilians this year. Security forces also lost 16 soldiers in various terror incidents.&nbsp;

According to the latest report of the UNSC on Afghanistan, Pakistan-based terror groups Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) are present in Taliban-controlled parts of Afghanistan where they are also running training camps.

A key United Nations Security Council(UNSC) report has said Taliban's takeover of Afghanistan in August last year increased&nbsp;narcotics outflow and there is presence of anti-India foreign terror groups like Jaish-i-Mohammed (JiM) and Lashkar-e-Tayyiba (LeT) in the country.

It is the thirteenth report of the Sanctions Monitoring Team under the Taliban Sanctions Committee&nbsp;established pursuant to resolution 1988 (2011).

The report submitted last week said, "Afghan-origin drugs have increased significantly in the second half of 2021" which suggests "less effective counter-narcotics efforts within Afghanistan or heightened activity in anticipation of a ban."&nbsp;

It pointed to the seizing 3 tons of Afghan origin heroin in India in September of 2021&nbsp;and smuggling via Iran to Turkey and Europe which has "increased by up to 50 per cent since the Taliban assumed power."

Previous UNSC report has pointed to the support given by JiM to Taliban. The report details that in October 2021,&nbsp;LeT leader Mawlawi Assadullah met Taliban deputy interior minister Noor Jalil. Later in January 2022, a Taliban delegation visited a training camp used by LeT in the Haska Mena district of Nangarhar.

Elaborating on the linkage between JiM and Taliban, the report highlighted that, "The group was said to maintain three camps in Kunar and Nangarhar. Previous LeT members have included Aslam Farooqi and Ejaz Ahmad Ahangar (a.k.a. Abu Usman al-Kashmiri), both of whom joined ISIL-K".

It is the first public confirmation of these two&nbsp;terror groups in Afghanistan by any multilateral body since the Taliban's takeover. Fears of Afghanistan becoming a terror safe haven have always been there since the Taliban's takeover.

With mentioning of the ETIM, Bejing will also be worried over terror safe haven in Taliban-controlled Afghanistan. ETIM &nbsp;is an Uyghur Islamic extremist which has called&nbsp;for the establishment of East Turkestan in China's western&nbsp;province of Xinjiang.

Tehrik-e Taliban Pakistan(TTP) forms the largest component of foreign fighters with Sirajuddin Haqqani Taliban appointed acting interior minister being "relied upon more than anyone else" to act as an "intermediary between TTP and Pakistan".

The report explained that, "Haqqani mediations have not led to a sustainable ceasefire, but are a further indication of Sirajuddin’s central role within the Taliban as a mediator and figure of authority among rank-and-file TTP".

The report also said that the core leadership of Al Qaida remains in Afghanistan with its chief Aiman al-Zawahiri in the "eastern region from Zabul province north towards Kunar and along the border with Pakistan".

It mentioned the recent appearance of al-Zawahiri in a video released on April 5 this year by Al-Qaida’s As-Sahab media foundation in which he referred to the Hijab issue in India.

The video provided the first conclusive current proof of life for al-Zawahiri in recent years. The report explained, "the pace of recent communications suggests that he may be able to lead more effectively than was possible before the Taliban takeover of Afghanistan."

The Taliban sanctions committee or the 1988 Security Council Committee is chaired by the Indian envoy to UN TS Tirumurti. The committee comprises all 15 members of the Security Council and makes its decision by consensus.

It has two&nbsp;vice-chairs as well, Russia and UAE. It came into existence in 2011 by splitting the 1267 sanctions regime and passage of resolution 1988. The committee is mandated to oversee the implementation of the sanction's measures, designate individuals, remove the names on requests etc.

J&K: Police arrests five hybrid terrorists of LeT, 15 pistols recovered

In an ongoing encounter in North Kashmir’s Malwah area of Baramulla district, the top commander of Lashkar-e-Taiba (LeT), along with one other terrorist, has been been killed by security forces.

Jammu and Kashmir Police have identified the slain commander as Mohammad Yousuf Kantroo. He was the longest surviving commander of the Lashkar. The other terrorist has not been identified yet.&nbsp;

The police also said that Yousuf was active since 2017 but had a long association with other terror groups since 2000. He has been involved in killings of civilians and personnel

“Top LeT terrorist Commander Yousuf Kantroo killed in Baramulla encounter. He was involved in several killings of civilians &amp; personnel including recent killing of Jammu and Kashmir Police SPO &amp; his brother, a soldier and a civilian in Budgam district. A big success for us,” Vijay Kumar, Inspector General of Police, Kashmir, said.

In the encounter, three soldiers were injured. All of them have been admitted at the hospital and their condition is said to be stable.&nbsp;

“The injured soldiers received minor injuries,” Kumar added.

The operation is still underway, and security forces believe that there could be more terrorists hiding in the area.

The encounter ensued following a cordon and search operation in the district about the presence of the terrorists.

During a joint operation of Jammu Kashmir Police and the paramilitary force, Central Reserve Police Force (CRPF), the terrorists, involved in the attack on CRPF personnel at Maisuma area of Srinagar on April 4 were, neutralised.&nbsp;

The security forces said that they were acting on a specific input about the presence of terrorists in Bhishembar Nagar area, following which a cordon and search operation were launched by the Srinagar Police.

During the search operation, the terrorists fired upon the security forces, who then retaliated to their attacks, resulting in the encounter.&nbsp;In the initial exchange of fire, one terrorist was killed, while the other one was neutralised later.&nbsp;

''Keeping in view the tourist movement and huge rush in the area, Police and CRPF exercised maximum restraint and carried out the operation in a professional manner to avoid any civilian causality. During the course of the evacuation of civilians, the trapped terrorist hurled a grenade resulting in minor splinter injuries to 03 Police/CRPF Jawans who were shifted to hospital for treatment of their injuries.'' J&amp;K Police chief Vijay Kumar said.

The slain terrorists were from Pakistan identified as Mohammad Bhai, also known as Abu Qasim/Mir Shoaib/Mudassir and Abu Arsalan, aka Khalid/Aadil.

''As per police records, both the killed terrorists were category ‘A’ terrorists and linked with LeT. Mohammad Bhai was active since 2019 while Abu Arsalan since 2021 in Central Kashmir. Both the terrorists were wanted for various terror-related activities,'' Vijay Kumar said.

Both the terrorists were carrying fake Aadhaar cards to conceal their identity.

Police also found incriminating materials, arms &amp; ammunition were from the site of the encounter. All the recovered materials have been taken into case records for further investigation.&nbsp;

Since January this year, security forces have killed 46 terrorists, while 26 have been arrested alive. Also, more than 150 Overground Workers (OGWs) have been apprehended too.

OGW is&nbsp;used to describe those persons who provide logistical support, cash, accommodation, and other facilities to militants or terrorists.

During the search operation, the terrorists fired upon the security forces, who then retaliated to their attacks, resulting in the encounter. OGW is used to describe those persons who provide logistical support, cash, accommodation, and other facilities to militants or terrorists.

The Counter-Terrorism Committee (CTC) was established by Security Council resolution 1373 (2001), which was adopted unanimously on 28 September 2001 in the aftermath of the 9/11 terrorist attacks in the United States. The Committee is made up of all 15 Security Council members. &nbsp;Speaking on the " consequential change" in Afghanistan in August 2021, the chair said, "the Taliban’s rise to power in Afghanistan poses a complex security threat outside the region" particularly in "parts of Africa, where terrorist groups may try to emulate the Taliban’s example."&nbsp;

Monday's meeting focused on South and southeast Asia and the chair statement explained that since "military defeat in the conflict zones of the Middle East" ISIL and Al-Qaida "have been seeking to establish a foothold in both South and South-East Asia."

He has previously claimed that the Pakistan army and Inter-Services Intelligence (ISI) were assisting terrorists in infiltrating Jammu and Kashmir for the sake of violence and personal gain by distributing false information and brainwashing the youth.&nbsp;

Patra claimed he was handed over to the ISI first, then the Pakistani Army, and finally the LeT.

Patra further claimed that on September 18, he was infiltrated with a gang of six terrorists from a Lashkar camp in Muzaffarabad, Pakistan-occupied Kashmir (PoK).

"1 terrorist neutralised, another terrorist caught during an operation in the Uri sector of Jammu and Kashmir," Major General Virendra Vats, GOC, 19 Infantry Division said.

For almost 9 days, the Army conducted a significant operation along the Line of Control in Uri Sector.

On September, the soldiers discovered a terrorist infiltration attempt, which resulted in a firefight.

Their custody also yielded a sizable stockpile of weapons and ammo.

The Uri operation yielded seven AK series rifles, nine handguns and revolvers, more than 80 grenades, and Indian and Pakistani money.&nbsp;

Terrorist and Extremist Groups of Pakistan have faced another major setback as the United States has reviewed and maintained the terrorist designations of Pakistan-based Lashkar-e-Taiba (LeT) and Lashkar-i-Jhangvi (LJ), along with ISIL Sinai Peninsula (ISIL-SP) and several other organisations.

The development comes days ahead of the transition of power in the United States of America.

The LeT, led by Jamat-ud-Dawa chief Hafiz Saeed, is responsible for carrying out the 2008 Mumbai attack that killed 166 people, including six Americans.

Earlier this month, Mumbai attack mastermind and Lashkar-e-Taiba operations commander Zaki-ur-Rehman Lakhvi was arrested in Pakistan on terror financing charges.

UN proscribed terrorist Lakhvi, who was on bail since 2015 in the Mumbai attack case, was arrested by the Counter-Terrorism Department of Punjab province.

The US Department of State said that it has amended the terrorist designations of LJ and ISIL Sinai Peninsula (ISIL-SP) to include additional aliases.

Additionally, the Department of State has reviewed and maintained the Foreign Terrorist Organisation (FTO) designations of LJ, ISIL-SP, LeT, Jaysh Rijal al-Tariq al Naqshabandi, Jama'atu Ansarul Muslimina Fi Biladis-Sudan (Ansaru), al-Nusrah Front, Continuity Irish Republican Army, and the National Liberation Army, a media note said.

Based upon a review of the Administrative Records I conclude that the circumstances that were the bases for the designations of the aforementioned organisations as Foreign Terrorist Organisations have not changed in such a manner as to warrant revocation of the designations and that the national security of the United States does not warrant a revocation of the designations, Secretary of State Mike Pompeo said in a federal register notification published on January 14.

These organisations included Lashkar-eTayyiba, Jaysh Rijal al-Tariq al Naqshabandi, Jama'atu Ansarul Muslimina Fi Biladis-Sudan, Harakat ulMujahidin, alNusrah Front, Popular Front for the Liberation of Palestine, Continuity Irish Republican Army, and the National Liberation Army.

LeT, which carried out the 2008 Mumbai terror attack, was designated as a terrorist organisation by the United States in December 2001.

Since the original designation occurred, LeT has repeatedly changed its name and created front organisations in an effort to avoid sanctions, the State Department said earlier.

The treasury department earlier this month said that the US blocked USD 342,000 in funds of LeT in 2019 as part of its crackdown on foreign terror organisations.

The action came after Lashkar-e-Taiba reportedly established camps in Wargah and Tordarah on the border and were launching attacks on Afghan forces from there. Members of the Taliban were also present during the operation. Sources believe that the causalities on LeT and Taliban side is much higher as the dead and injured were taken by those who were fleeing back to Pakistan in vehicles.

The development comes even as Pentagon in its report on Afghanistan said, "Afghanistan-Pakistan border region remains a sanctuary for various groups" and this includes Lashkar-e-Tayyiba (LeT).

Last month a United Nations report said that about 6,500 Pakistanis foreign terrorist fighters are present in Afghanistan including 1,000 belonging to Pakistan based terror groups like Jaish-e-Mohammed and Lashkar-e-Taiba. The report said, most of the Jaish-e-Mohammed and Lashkar-e-Taiba fighters are co-located with Taliban fighters and are hand in glove with them.

Meanwhile, concerns have been expressed European Union heads of mission on the escalation of violence. The statement possed by EU mission in Afghanistan said, "The attacks by the Taliban against Afghan National Defence and security forces are undermining the prospect for Intra Afghan negotiation, this must end and a full-fledged ceasefire enter into force"&nbsp;

EU mission strongly condemned the "targeted killings" which have "risen sharply in recent weeks" directed against the clergy, journalist, media workers, human rights defenders. The EU said: "The violence must stop now and an immediate humanitarian ceasefire put in place" and "a permanent and comprehensive ceasefire is a subsequent step that needs to accompany the infra afghan negotiations".

District smugglers pay tax to Taliban district commander of Rs 200 Pakistani Rs ($1.30) per kilogram of heroin and smugglers are provided documentation by each Taliban commander certifying payment of tax before proceeding to next district. The UN monitoring team was informed about illicit extraction of gold, copper, aragonite, tin by Taliban in districts not under Afghan govt control and interestingly mining companies in Balochistan province of Pakistan are involved in excavating the precious minerals. The minerals are refined in Karachi and sold as products in Pakistan. The report highlighted the links between the Taliban and al-Qaeda as well. The report said, "Relations between the Taliban, especially the Haqqani Network and al-Qaeda remain close, based on friendship, a history of shared struggle, ideological sympathy and intermarriage."

Thus, the FATF is not reviewing them in June."

While FATF has postponed the review of Pakistan's remaining action plan items in view of Covid to September 2020, Islamabad is not off the hook. They still need to take action on the remaining action plan items by Sept.Pakistan’s 27 point Action Plan deadline had already expired in September 2019.

In Feb, Islamabad got period till June to act to either --get removed from greylist or get blacklisted. Being on FATF’s grey list has caused a loss of $10 billion to Islamabad and if Islamabad fails to take any concrete action on terror, it might be put on the blacklist.
