He also claimed that the establishment wants to hold the elections within the constitutionally mandated timeframe of 90 days following the dissolution of the National Assembly (NA) on August 9 — merely three days before the end of its term.

As per the Pakistan Constitution, if the assembly completes its full term, elections are to be conducted within 60 days. However, in the case of premature dissolution, which has occurred here, this period is extended to 90 days. This indicates that elections should be held in November.

Talking to Dawn, a senior Election Commission of Pakistan (ECP) official confirmed that the commission was "now legally bound to go for fresh delimitation, which would take at least four months". This indicates that elections may be pushed to March or April 2024.

Anurag Singh, a bank executive, found the rat in the chicken dish he ordered at Papa Pancho Da Dhaba, a restaurant famous for almost two decades for its Punjabi fare.&nbsp;

Bandra police officials confirmed the arrest of the restaurant manager Vivian Sequeira and two cooks who were booked under sections 272 (adulteration of food meant to be sold) and 336 (rash or negligent behaviour that endangers a person's life) under the Indian Penal Code.&nbsp;

What happened?

Singh recalled that he went shopping on Sunday and then to a Punjabi restaurant for dinner. "The chicken curry that I ordered seemed to have a piece of meat that looked much lighter in colour. When I picked it out with a spoon, it turned out to be a small rat."

Furthermore, Singh said when he complained to the staff, they apologised but the manager didn't come forward for some 45 minutes. The bank manager added that he started feeling sick right after he discovered a rat in the curry, which he had already consumed and consulted a doctor on the way home and took medicines as prescribed.&nbsp;

However, the restaurant manager insisted that such&nbsp;an incident has not occurred in the last 22 years. He said&nbsp;that the food is checked multiple times by the staff members so that no such thing ever happens. Sequeira added that he feels the customer did it intentionally to extort money.&nbsp;

Devrak Gore, the advocate for the restaurant, said that Singh came with one more person and was quite drunk and had almost finished the food when they pointed out the rat in the dish after the staff asked them not to consume&nbsp;alcohol.&nbsp;

"They even asked the manager whether he would like to settle the matter. Later, they approached the cops. They have ruined the lives of two poor people who are our cooks and do not have any criminal cases against them."

He alleged that the cops didn’t go by the book in this case and did not&nbsp;include&nbsp;any FDA officials in their investigation.

"They have not even taken any samples for testing. Nor was there a medical test of the complainant who claims to have eaten the allegedly contaminated curry. It was much later in the night that they asked the chef to get it to the station. Since it was not sealed and taken in front of witnesses, there are chances that it could be mishandled."

According to Hindustan Times, the three have been released on bail, while an investigation into the meat supplier of the restaurant is still on.&nbsp;

Georgia Governor Brian Kemp refutes Donald Trump's allegations of election theft

The Economic Community of West African States (ECOWAS) on Monday (August 15th) expressed strong disapproval of the Nigerien military junta's threat to prosecute former President Mohammed Bazoum for treason and other allied crimes.

In a statement released on Monday, ECOWAS said that the group's latest statement contradicts the junta's supposed commitment to restoring constitutional order in the impoverished West African nation.

ECOWAS said that "It (the planned prosecution) represents yet another form of provocation and contradicts the reported willingness of the military authorities in the Republic of Niger to restore constitutional order through peaceful means."

In a statement released on Monday, the United States also voiced its outrage over the Niger military rulers' threats.&nbsp;

"We are incredibly dismayed by reports that President Bazoum's unjust detention has gone even a step further," said State Department spokesperson&nbsp;Vedant Patel addressing the press.

"This action is completely unwarranted and unjustified and, candidly, it will not contribute to a peaceful resolution of this crisis," he added.

<h2>Prosecution for treason</h2>

The group of soldiers who took control of Niger on July 26th claimed on Sunday night that they had collected evidence&nbsp;that it would use "to prosecute the deposed president and his local and foreign accomplices before the competent national and international bodies for high treason and undermining the internal and external security of Niger."

<h2>'Extensive access'</h2>

Spiegel, citing anonymous security sources, reported that the suspect in question had "extensive access" to the German military's electronic capabilities.

The man, as per an AFP report, in May 2023, approached the Russian embassy in Berlin and the consulate in Bonn "on his own initiative" and offered his cooperation.

He is suspected of providing information about his work for the German military division (Bundeswehr) to Russian diplomatic missions. Allegedly, he did this with the intention of passing it on to a Russian secret service.

As per Die Zeit and Tagesspiegel, the man also has ties to Germany's far-right Alternative for Germany (AfD) party.

This comes just weeks after the German domestic security agency BfV warned against the risk of an "aggressive Russian espionage operation". Such reports as per DW have increased since Russia began its invasion of neighbouring country Ukraine in February 2022.

In April of this year, Germany also expelled some Russian diplomats over concerns of espionage. In retaliation, Russia had ordered over 20 German diplomats to leave the nation. Further, in May, Moscow imposed a limit of 350 German personnel in the nation.

As per an AFP report, the government has given the green light to this vaccination use after receiving a recommendation from the nations'&nbsp;agriculture ministry.

<h2>The death toll</h2>

Animal advocates claim that an estimated 300,000 cats have been lost to the coronavirus strain since January.&nbsp;

In the southern part of the island, Dinos Ayiomamitis, head of Cats PAWS Cyprus and vice-president of Cyprus Voice for Animals, estimates that a third of the cats have succumbed to the virus.

<h2>What is Feline infectious peritonitis (FIP)?</h2>

As per the Cornell University website, Feline infectious peritonitis is a viral disease in cats caused by certain strains of the feline coronavirus.

While most feline strains of coronavirus, known as feline enteric coronavirus (FeCV), are found in the gastrointestinal tract do not cause significant disease, in some cases it can become the dangerous disease known as FIPV.

As per the website, in about 10 per cent of FeCV-infected cats, the virus can mutate, infecting white blood cells and spreading throughout the cat's body. This triggers an intense inflammatory reaction, often in the abdomen, kidney, or brain, leading to the development of FIP.

Once a cat develops clinical FIP, the disease is usually progressive and almost always fatal.

But, the scenario has proven to be too good. The AI is suggesting people the weirdest, downright poisonous recipes.

You've heard of poison apples, but this is a new one. The app is suggesting out of the box recipes like 'Poison bread sandwiches' and 'mosquito repellent roast potatoes'.&nbsp;

These "unique" experiments came up when customers began experimenting with entering a wide range of household shopping products into the apps.&nbsp;

One recipe that was dubbed "aromatic water mix" was the recipe for chlorine gas, which, as per the bot, was "the perfect non-alcoholic beverage to quench your thirst and refresh your senses."

It recommended that the users should "Serve chilled and enjoy the refreshing fragrance."

Chlorine gas when inhaled can cause lung damage or death.

<h2>How it came to light</h2>

The curious bot and its weird recipes were shared on X, formerly Twitter. This prompted other New Zealanders to experiment and share their own results on social media.

One shared a recommendation for a bleach "fresh breath" mocktail, ant-poison and even glue sandwiches, "bleach-infused rice surprise" and "menthol bliss" a turpentine-flavoured French toast.

<h2>What the supermarket said</h2>

A supermarket spokesperson chalked it up to a "small minority" using the bot inappropriately. He said they were disappointed to see "a small minority have tried to use the tool inappropriately and not for its intended purpose."

In a statement, the supermarket said it was "fine-tuning" the controls of the bot to ensure that it was safe and useful for the users.

In a warning notice, they warned users that the recipes were "not reviewed by a human being" and that the company cannot guarantee "that any recipe will be a complete or balanced meal, or suitable for consumption."

"You must use your own judgement before relying on or making any recipe produced by Savey Meal-bot," said the company.

As per a statement on the tourist attraction's official website, "Ain Dubai remains closed until further notice."

"We continue to rigorously work on completing the enhancement works that have been taking place over the past months," it adds.

However, employees at the numerous restaurants, shops and cafés built around the Dubai eye are sceptical about the turning of this Ferris wheel.

"Last year they promised us that in winter it will be open, even now, they are saying that in (the coming) winter it will be open again," said one employee while talking to AFP.

"But we're not sure... it will," he added while speaking on condition of anonymity.

AFP reports that for more than a month, the attraction has remained closed, with ticket booths abandoned. A slow trickle of tourists continue to visit the mega-wheel but only to click pictures of the LED lights mounted on the tourist attraction.

Kamaljit Kaur Athwal, a Sikh woman, took the state government to court last year over the ban, which also included the knife-like 'Kirpan'. She claimed that the ban was discriminatory.

As per an Australian Broadcasting Corporation report, the Queensland Supreme Court ruled that "the ban is unconstitutional under the Racial Discrimination Act (RDA)."

While the initial court ruling had dismissed the claim that the law was discriminatory, the Thursday ruling found that "Carrying a kirpan as a symbol of a religious commitment would, at least ordinarily, constitute a use of the knife for a lawful purpose—namely, religious observance."

"To say that both Sikhs and non-Sikhs cannot practise their religion while wearing a knife ignores the fact that carrying a knife is only a feature of the religious observance of Sikhs."

As per news agency PTI, Bill Potts, of Potts Lawyers Queensland, said that the original legislation meant Sikhs "were not able to go to school, not able to go to effectively carry out their religion".

<h2>What is a Kirpan?</h2>

A Kirpan is one of the five religious symbols that a practising Sikh is supposed to carry on their person at all times, as part of their faith. The other four religious symbols are Kes (hair), Karha (a steel wristband), Kangha (a wooden comb worn in a hair knot), Kaccherha (shorts or underwear).

Kirpan, the religious symbol which resembles a knife or a short sword, is part of the Sikh religious uniform and is prescribed by the religion's code of conduct. It is typically worn, sheathed and concealed beneath one's clothes.&nbsp;

Australia: Queensland Supreme Court overturns ban on carrying Sikh religious symbol 'Kirpan' in schools

The finance ministry on Tuesday said top 50 wilful defaulters including Gitanjali Gems Limited, Era Infra Engineering Limited, REI Agro Limited, and ABG Shipyard Limited owe $105,40 million or Rs 87,295 crore to banks and financial institutions.

Of this, top 10 wilful defaulters owe&nbsp;4,929 million (Rs 40,825) crore to schedule commercial banks (SCBs), Minister of State for Finance Bhagwat Karad said in a written reply in Rajya Sabha.

SCBs have written off an aggregate amount of Rs 10,57,326 crore during the last five financial years (RBI provisional data for FY 2022-23), he said.

"The Reserve Bank of India (RBI) has apprised that the amount owed by top 50 wilful defaulters in SCBs was Rs 87,295 crore as on March 31, 2023," he said.Fugitive Mehul Choksi's Gitanjali Gems is the biggest wilful defaulter owing Rs 8,738 crore to banks. It is followed by Era Infra Engineering Limited owing Rs 5,750 crore, REI Agro Limited Rs 5,148 crore, ABG Shipyard Limited Rs 4,774 crore, and Concast Steel and Power Limited Rs 3,911 crore.

Other wilful defaults are Rotomac Global Private Limited Rs 2,894 crore, Winsome Diamonds and Jewellery Limited Rs 2,846 crore, Frost International Limited Rs 2,518 crore, Shri Lakshmi Cotsyn Limited Rs 2,180 crore and Zoom Developers Private Limited Rs 2,066 crore.

Karad said the provision enabling banks to enter into compromise settlement in respect of borrowers categorised as fraud or wilful defaulter is not a new regulatory instruction and has been the settled regulatory stance for more than fifteen years.

"RBI had advised IBA, vide letter dated May 10, 2007, that, banks may enter into compromise settlement with wilful defaulters/ fraudulent borrowers without prejudice to the criminal proceeding underway against such borrowers and all such cases of compromise settlements should be vetted by Management Committee/Board of banks," he said.

Further, he said, compromise settlement with borrowers classified as wilful defaulters or fraud is also covered in RBI's Master Circular on Wilful Defaulters dated July 1, 2015 and Master Directions on Frauds dated July 1, 2016.

The compromise settlement, however, is not a matter of right for borrower but is a discretion to be exercised by lenders based on their commercial judgements, he said.

As per RBI's circular dated June 8, 2023, he said, regulated entities may undertake compromise settlements or technical write-offs in respect of accounts classified as fraud or wilful defaulter without prejudice to the criminal proceeding underway against such borrowers, and all such proposals need to be approved by the board.

As per inputs received from RBI, he said, the framework prescribes minimum cooling-off period of 12 months as a general prescription for normal cases of compromise settlements, without prejudice to the penal measures applicable in respect of borrowers classified as a wilful defaulter.

"Such penal measures, as per the RBI's Master Circular on Wilful Defaulters dated July 1, 2015, entail, inter alia, that no additional facilities should be granted by any bank/financial institutions to borrowers listed as wilful defaulters, and that such companies (including their entrepreneurs/promoters) get debarred from institutional finance for floating new ventures for a period of five years from the date of removal of their name from the list of wilful defaulters," he said.

Replying to another question, Karad said public at large have benefited from the amalgamation as the amalgamated bank is offering enhanced access to banking services through a stronger and larger network, greater financial inclusion of the underprivileged, wider and customised array of banking and other financial products and services, and improved digital experience through investments in technology.

Employees have benefited through opening up of wider career and geographical opportunities, enhanced depth and breadth of employees' exposure and improved perquisites through harmonisation of benefits on best-across-banks basis, while ensuring that no employee has lost his or her job as a result of the amalgamation, he said.

In a separate reply, Karad said 66,069 frauds were reported in 2022-23 causing a loss of Rs 85.25 crore. In the previous year, 65,893 frauds were reported with financial implication of Rs 115.36 crore.

In order to prevent fraudulent online transactions, he said, RBI has been issuing various instructions to the regulated entities from time to time.

"RBI had issued a comprehensive circular on Cyber Security Framework for Banks in June, 2016 and for Urban Cooperative Banks in October, 2018 respectively. As per these circulars, banks were advised to put in place a board-approved cyber security policy elucidating the strategy containing an appropriate approach to combat cyber threats given the level of complexity of business and acceptable levels of risk," he said.

Further, he said, to enhance the cyber security posture of online transaction and prevent cyber frauds, Indian Computer Emergency Response Team (CERT-In) issues alerts and advisories regarding latest cyber threats/vulnerabilities and countermeasures to protect computers and networks on an ongoing basis, tracking and disabling phishing websites and facilitating the investigation of fraudulent activities in coordination with service providers, regulators, and law enforcement agencies.

With regard to complaints received by the JanSamarth Portal, he said, total 23,276 grievances have been received since its launch, out of which 21,250 complaints have been closed in a time-bound manner.

JanSamarth Portal was launched to provide a common platform for availing loan under few credit-linked government schemes to start with.

With regard to complaints received by the JanSamarth Portal, he said, total 23,276 grievances have been received since its launch, out of which 21,250 complaints have been closed in a time-bound manner. Before, Abu al-Hussein al-Husseini al-Qurashi, the last leader Abu Hasan al-Hashimi al-Qurashi as per the group's announcement, died in November of 2022. His predecessor, Abu Ibrahim al-Qurashi was killed in February of the same year, during a US raid in Idlib province. The Islamic State group's first-ever "caliph", Abu Bakr al-Baghdadi, was also killed in Idlib. He died in October 2019.

Starlab is among the three private concepts designed to replace the ISS, which has served as an orbital laboratory that has housed crews for over two decades.&nbsp;

The original blueprint for Starlab featured an inflatable habitat designed by Lockheed Martin. However, as per Reuters, a subsequent decision to adopt a metallic structure resulted in Airbus superseding Lockheed Martin's role.

Dylan Taylor, the CEO of Voyager Space, clarified that "Lockheed will likely still have a role to play somewhere within the supply chain."

He also said that Starlab will remain a US-led initiative, and that, "There will be contributions coming from Europe, but there will definitely be an assembly and large contributions coming from the US".&nbsp;

<h2>The International Space Station</h2>

NASA, as per Reuters, has planned to retire the ISS in 2030 and intends to rely on private companies to host scientific research in low-Earth orbit. However, the NASA officials have acknowledged that the ISS's lifespan might need to be extended as a private replacements moves forward.

Voyager Space and Airbus have reportedly stated that Starlab is expected to deploy around 2028.

"It will occur before the ISS decommissioning; we're highly confident of that. Whether it's going to be late 2027, early 2028, or late 2028 we're still working out those details," said Taylor.

Mexican city Chihuahua bans misogynistic lyrics that 'promote violence against women'

A father died and his daughter was severely&nbsp;injured in France on Sunday (July 30) after a bouncy castle in which they were playing at a water park was blown skyward by high winds. The incident occurred at the water park in Saint-Maximin-la-Sainte-Baume in southern Var region, a popular tourist place.

The 35-year-old parent died in the hospital while his four-year-old kid remains critical, prosecutors told AFP news agency.

Officials said the incident occurred due to&nbsp;"strong gusts of wind."

They added that an investigation has been launched into the matter.

Guy Bouchet, a prosecutor, told AFP that the management of the park has suspended&nbsp;the bouncy castle activity due to bad weather at the very moment&nbsp; the horrifying accident occurred.

The prosecutor, in a statement, said that the structure was about 20 metres (65 feet) long and lifted around 50 metres off the ground at the Wonderland Waterpark, with both victims trapped inside.

According to reports, the structure landed about 150 feet away, and both victims suffered cardiac arrest.

Town mayor questions waterpark over 'safety'

In the aftermath of the incident, town mayor Alain Decanis posted a statement on Facebook condemning the waterpark's lack of safety.

"How can a water park that had been accepted on the municipal territory to bring joy and happiness to children be transformed into a machine of death that strikes down an entire family?"

"Tonight I want to offer my most sincere condolences to the mother who was present at the scene, who showed remarkable courage, and to all members of the family."

Decanis later vowed that the investigation would provide the answers.

In June this year,&nbsp;a rollercoaster accident in an amusement park in Sweden killed one and injured at least nine people. This happened in Stockholm's Grona Lund Park, where the Jetline rollercoaster reaches a height of 30 meters (90 feet) and a speed of 90 km/hr.

The accident occurred when 14 people were on the ride, and the front part of the rollercoaster separated from the vehicle stopped in the middle of the track and sent people crashing to the ground.

In Georgia, United States, a man who was likely infected by a brain-eating amoeba has died after potentially catching the rare infection while swimming in a freshwater lake or pond.

As per an NBC News report, the Georgia resident is yet to be identified.&nbsp;

The Georgia Department of Public Health, in a statement, said that "a Georgia resident has died from Naegleria fowleri, a rare infection which destroys brain tissue, causing brain swelling and usually death."

"The individual was likely infected while swimming in a freshwater lake or pond in Georgia."

However, the local police are yet to issue a statement.

<h2>What the organisation said</h2>

TEDxGuangzhou has reportedly rejected the police's characterisation of associations with a foreign non-governmental organisation and said that they "are a group of local volunteers who occasionally come together to plan some activities."

"We are not an 'organisation', and there is no employment or remuneration relationship between us or with TED. Therefore, we do not fall under the jurisdiction of this law, which pertains to foreign NGOs registered overseas that wish to conduct business in China."

<h2>China worries about "foreign influence"</h2>

SCMP reports that the intervention comes as China sharpens its legal tools to fight "foreign infiltration."

In April 2021, China adopted an anti-espionage regulation that seeks to prevent "foreign infiltration" in key fields and, as per a PTI report, under it, the country's national security authority was to draw up lists of companies and organisations that it deemed susceptible to infiltration.

The recently revealed model home boasts bright interiors and curved gray walls, made from a concrete-based material called Lavacrete. The walls are created using 46-foot-wide robotic printers, and once those are complete, the doors, windows, and roofs — all equipped with solar panels — are installed.

As&nbsp;per ICON, over a third of the homes' walls have been printed. The 3D-printed homes range in size from 1,500 to 2,100 square feet and consist of three to four bedrooms and are priced between $475,000 and $599,000.

<h2>A watershed moment</h2>

The project was introduced in 2021. Back then, Jason Ballard, co-founder, and CEO of ICON, described the project as a "watershed moment in the history of community-scale development."&nbsp;

3D-printing, he asserted, enables the construction of high-quality homes at a faster and more affordable pace compared to conventional building methods.

The innovative use of 3D printing in housing has the potential to address pressing environmental concerns and also the deficit the United States faces in terms&nbsp;of housing.&nbsp;

Independent research, as per the CNN report, has shown that 3D-printed homes can reduce carbon dioxide emissions and construction waste. By eliminating the need for formwork, a material-intensive concrete mould, the overall use of concrete is significantly reduced.&nbsp;

Cement accounts for around 8 per cent of annual global CO2 emissions. 3D printed homes, as per a 2020 study, are also significantly cheaper.

<h2>What the critics say</h2>

While the project is a step forward in affordable housing and environmental impact, critics point out that 3D-printed homes still rely on carbon-intensive concrete. They also say that building codes addressing the safety and stability of these structures have not yet been widely adopted.
