<p>The BJP emerged as a strong party in the 2019 elections after securing the win on 11 seats. Meanwhile, the All Jharkhand Students Union (AJSU) Party, the Jharkhand Mukti Morcha (JMM), and the Indian National Congress (INC) had clinched one seat each.</p>

<p>Even in the 2014 polls, the BJP-led National Democratic Alliance (NDA) had emerged as the strongest party after winning 12 out of the 14 seats in the state. The JMM had claimed the remaining two seats.</p>

<h2><strong>What we know about the incident</strong></h2>

<p>The incident took place around 1:00 am (local time) on Monday when the alleged shooter and four others barged into Xtreme sports bar in the state capital Ranchi after it had closed, asking the staff members to serve them alcohol, said the police.&nbsp;</p>

<p>The deadly shooting was caught on CCTV where the alleged perpetrator can be seen with a rifle in his hand wearing shorts and had his face with his t-shirt.&nbsp;</p>

<p>“On being refused, a heated argument ensued between them and the bar staff. During the argument, one of them brought in a rifle and shot at the DJ in his chest from point-blank range,” Chandan Sinha, Senior Superintendent of Police (SSP), Ranchi, speaking about the incident.&nbsp;</p>

<h2><strong>Alleged shooter arrested</strong></h2>

<p>Ranchi Deputy Superintendent of Police and the local police station in charge had visited the scene of the crime on Monday morning to examine the CCTV footage and identify the shooter and his accomplices.&nbsp;</p>

<p>The police also questioned the bar employees as a part of the investigation. “Yesterday at around 10:30 pm (local time), a scuffle broke out between two groups. We immediately informed police and one person was arrested by police. After shutting the bar, we went back home but one of our staff, DJ Sandeep stayed here,” bar operator Vishal Singh told news agency ANI.&nbsp;</p>

<p>“Later I got a call that one of our staff had been shot… We hope that the accused will be arrested soon…,” said the bar operator.&nbsp;</p>

<p>DSP Pramod Mishra said that the suspected shooter has been identified. “He has a previous criminal record and has been to jail earlier as well. We are investigating the matter. He is a suspicious person. The deceased is a resident of Chapra (West Bengal).”</p>

<p>Ranchi Senior Superintendent of Police (SSP) Chandan Kumar Sinha told news agency PTI that the accused was arrested from the Indian city of Gaya in Bihar.&nbsp;</p>

<p>“He will be brought to Ranchi and a detailed interrogation will be conducted to ascertain the exact cause of the firing,” Sinha added.&nbsp;</p>

<p>Sinha also also&nbsp;said that the accused,&nbsp;identified as Abhishek Singh, a resident of Ranchi,&nbsp;was in an alcoholic state when the crime was carried out.</p>

Video: DJ fatally shot in India’s Jharkhand after bar refused to serve alcohol

<p>The Enforcement Directorate (ED) detained Sanjiv Lal, personal secretary of Jharkhand rural development minister Alamgir Alam, and his domestic help on Tuesday (May 7) after finding over ₹35 crore ($4mn) in cash following a raid conducted in conjunction with a money laundering case.</p>

<p>After being questioned all night about the cash and its beneficiaries, the two were taken into custody under the Prevention of Money Laundering Act.</p>

<p>On Monday, the ED conducted raids at several locations in Ranchi,&nbsp;a 2BHK apartment allegedly used by Lal's domestic help Jehangir. It claimed to have found cash worth ₹32 crore ($3.8mn) and ₹3 crore ($0.12mn) at different locations.&nbsp;Eight counting machines and bank personnel were deployed to count the cash, all in the denomination of ₹500.</p>

<p>A former chief engineer of the Jharkhand rural development department, Virendra Ram, was arrested in February 2023 on suspicion of amassing wealth of over ₹100 crore ($11.97mn). ED informed a Ranchi court that a portion of the commission he allegedly earned was given to prominent bureaucrats and politicians.</p>

<p>“Ram played a pivotal role in managing tenders and allocation of work to private entities and the percentage of commission is distributed in a mechanised manner to higher-ups of government, including highly placed bureaucrats and politicians. Further, during [the] investigation, names of senior bureaucrats and politicians have emerged which is being investigated by ED,” the agency said in its remand note in February 2023.</p>

<p>Pratul Shahdeo, Bharatiya Janata Party’s Jharkhand spokesperson, had said on Monday, “Earlier ₹350 ($41.9mn) crore was recovered from Congress’s Rajya Sabha member Dheeraj Sahay, ₹20 crore ($2.39mn) from the mines secretary. Now recovery of ₹25 crore ($2.99mn) has been made from the servant of the minister’s OSD [officer on special duty]. It is a matter of probing from where the servant, who hardly gets ₹30000 monthly, got such a huge amount. I think it was black money kept to spend during the election.”</p>

<p>Alam has refuted any wrongdoing. He said that Lal, a government employee, had served as secretary to two former&nbsp;ministers&nbsp;also. “There are several government employees and we usually appoint personal secretaries based on experience. It is not right to comment on the raids before ED’s investigation is completed,” he added.<br />

<p>Ram was arrested by the federal agency in February 2023 in a money laundering case linked to alleged irregularities in the implementation of some schemes.</p>

<p>Speaking on condition of anonymity, another official reportedly mentioned the involvement of seven to eight local youths in the crime.</p>

<p>The victim, on a biking excursion with her spouse towards Nepal via Bhagalpur, had halted at Dumka when the assault occurred. According to her statement, the couple had set up their tent in a secluded spot near the Hansdiha market.</p>

<p>While she was asleep, several local youths barged into the tent and took turns raping her, also resorting to physical violence, as per her complaint to the police authorities.&nbsp;</p>

<p>"We did a fast investigation and from the side of district administration, we are providing all the help to them (rape survivor and husband). Under the victim compensation scheme, we have given them Rs 10 lakh. We will try for a speedy trial and conviction of the accused," said Anjaneyulu Dodde, Deputy Commissioner.</p>

<p>"As we read from the newspaper reports, 'X' is a Spanish-speaking person, but it is not known whether there is the facility of a translator with the help of whom her statement was recorded," said the bench.</p>

<p>"Furthermore, in view of the amendments made in the Code of Criminal Procedure and emphasis on scientific investigation in cases of offences relating to rape, there is an urgent need to seek a report from the Superintendent of Police at Dumka as to the progress of the investigation so far conducted in the matter," the bench added.</p>

<p>Referring to a previous suo motu petition, WP(C) No. 3283 of 2023, in which the High Court had highlighted widespread incidents of crimes against women and awaited a response from the Police Department, the court said: "Therefore, this Court takes suo motu cognisance of the aforementioned incident of gang rape and directs the Registry to institute a suo motu writ petition".</p>

<p>A 28-year-old Spanish woman, while spending the night in a makeshift tent with her partner in Dumka district, in the Indian state of Jharkhand, about 300 kilometers from the state capital Ranchi, was gang-raped by 7 men who allegedly subjected her to the&nbsp;brutal act.</p>

<p>As per the latest in the case, a total of four accused have been arrested while the search for the remaining individuals continues.</p>

<p>Following the tragic incident, the woman has dropped posts on social media which reads, "Something has happened to us that we would not wish on anyone. Seven men have raped me".</p>

<p>She also revealed the horror that was inflicted on her partner&nbsp;and also posted images of her battered face in a video post.&nbsp;&nbsp;</p>

<p>Notably, the couple were on a world tour on motorcycles. By far they have travelled to sixty-three countries and covered 170,000 kilometres.</p>

<p>Despite their initial plea for help on social media, the couple later withdrew the&nbsp;video. The woman, while giving reasons on why&nbsp;the video was taken down cited the request by Jharkhand Police pertaining to the ongoing investigation.</p>

<p>"The police told me to turn off the post so as not to disturb the investigation. I will post it later," the woman disclosed on her social media. "My face looks like this, but it's not what hurts me the most. I thought we were going to die. Thank God we are alive," she further wrote while reflecting on the harrowing experience.&nbsp;</p>

<p>Both survivors are currently receiving treatment at Phulo Jhano Medical College and Hospital in Dumka, with doctors monitoring them for possible psychological trauma.</p>

<p>Two security personnel were killed and one injured in a gunfight between Naxalites and police in Jharkhand's Chatra district on Wednesday, an official said.</p>

<p>The incident took place at Bairio forest between Sadar and Basisthnagar Jori police station areas, around 200km from Jharkhand capital Ranchi, the official added.</p>

<p>IG (operations) Amol V Homakar confirmed that two personnel were killed in the incident.</p>

<p>Chatra sub-divisional police officer (SDPO) Sandip Suman said, "The injured jawan, Aakash Singh, who received a bullet injury, was airlifted to Ranchi for treatment."</p>

<p>Suman said the security personnel were returning from an operation when they were attacked by the ultras of Tritya Sammelan Prastuti Committee (TSPC).</p>

<p>Jharkhand Chief Minister Champai Soren expressed grief over the death of two security personnel and said the government stood by the family members of the deceased and would provide them all possible assistance, he said.</p>

<p>In a letter to the Enforcement Directorate, Soren said that he will record his statement before the agency officials at 1 pm on Wednesday (Jan 31st) at his Ranchi residence. <p>An Enforcement Directorate team on Monday visited the Delhi residence of Jharkhand Chief Minister Hemant Soren to question him in connection with a money laundering investigation in an alleged land fraud case and camped there for over 13 hours.</p>

<p>Official sources claimed Soren was "missing" and could not be contacted by the federal agency but a family member alleged that a "false" narrative was being set to "delegitimise" the Jharkhand Mukti Morcha (JMM) leader's position.</p>

<p>The member, who did not wish to be identified, claimed there were repeated communications to ED and compliance to the summons including willingness to record his statement on January 31, 2024 at 1 pm at his Ranchi residence.</p>

<p>Officials of the federal probe agency accompanied by Delhi Police personnel reached the 5/1 Shanti Niketan building in South Delhi around 9 am, while a large number of media persons stood outside.</p>

<p>Several ED officials were seen leaving the premises at around 10.30 pm but it was not clear if all members of the team had left. A source had earlier said the ED teams will be at the residence till Soren returns and that authorities are also keeping a vigil at the Delhi airport.</p>

<p>Soren had left Ranchi for Delhi on January 27, with his party saying on Monday that he had gone for personal work and will be back.</p>

<p>But the Jharkhand unit of the BJP claimed that the chief minister has been “absconding” for the last 18 hours, fearing action of the ED, and urged Governor CP Radhakrishnan to take cognisance of the matter as the "credibility and reputation of Jharkhand are at stake".</p>

<p>The ED had questioned Soren at his official residence in Ranchi on January 20 in the case and had issued a fresh summons to him asking him to confirm his availability for questioning on either January 29 or January 31, the official sources said, adding Soren had sent a communication to the agency but had not confirmed the date and time for questioning.</p>

<p>In an email to the federal agency on Sunday, the 48-year-old JMM executive president alleged that the ED actions were "motivated by political agenda" to disrupt the state government's functioning and claimed that its insistence to record his statement again on or before January 31 reeked of malice.</p>

<p>"Preserve video recording of seven-hour questioning (of January 20) to make available to the court of law," Soren said in the email while agreeing to record his statement on January 31 at the Ranchi residence.</p>

<p>In Delhi, ED officials moved out briefly from the CM's residence at 8 pm and checked a BMW car parked there before going back inside without replying to queries from the media.</p>

<p>"Our team came to the residence of the chief minister to question him but he is not here. The ED teams also went to the Jharkhand Bhawan and a few other locations but could not find the chief minister," a source said.</p>

<p>Some ED officials were later seen leaving the premises at around 10. 30 pm.</p>

<p>While the chief minister's office was tightlipped on the development, Jharkhand Governor Radhakrishnan said he was keeping a watch on the situation in the state in the wake of the ED summons to the CM.</p>

<p>"I am keeping a watch on the overall situation as the custodian of the Constitution. It is the job of the Governor, I am doing it. We will cross the bridge when it comes," he told reporters when queried about the options before the Raj Bhavan in the wake of the political situation in the state.</p>

<p>In the state capital Ranchi, security was tightened at the CM House, Raj Bhavan and central government offices on Monday as visuals from the south Delhi house of Soren flashed through the day.</p>

<p>A massive rally was taken out by the JMM workers in Ranchi accusing the ED of targeting Soren, who is the executive president of the ruling JMM. Protests were also held in Jamshedpur and other parts of the state.</p>

<p>“The CM went to Delhi for some personal work and he will be back. But, the ED action is uncalled for and unconstitutional. It seems that the move is politically motivated,” alleged JMM general secretary and spokesperson Supriyo Bhattacharya.</p>

<p>BJP leaders, however, questioned the whereabouts of the CM.</p>

<p>“According to media sources, late at night Hemant ji, wearing slippers and covering his face with a sheet, ran away from his Delhi residence on foot. Ajay Singh, the security personnel of special branch who went with him to Delhi, is also missing,” Jharkhand BJP president Babulal Marandi claimed in a post on X.</p>

<p>“The mobile phones of both of them have also been switched off. Since then, the ED and Delhi Police are searching for them. There cannot be any other example of such gross negligence regarding the security of the chief minister,” the former CM said.</p>

<p>"What could be more worrying and shameful that the chief minister of a state, who is holding a constitutional post, breaks the protocol and absconds," Marandi said.<br />
Jharkhand Congress president Rajesh Thakur alleged that confusion was being created surrounding Soren's location under a “well-designed conspiracy”.</p>

<p>“Attempts are being made to create a perception that the President's rule will be imposed in the state. People are spreading rumours that the CM is missing,” Thakur said.</p>

<p>Meanwhile, asked bout the possibility of imposition of the President's Rule in the state, the governor said it was just "guesswork" at present, adding that political parties should not get involved in it.</p>

<p>On Soren skipping ED summons in connection with a money laundering probe, he said, "I will tell you one thing - nobody is above the law... If the CM is not responding today, he has to respond tomorrow. " A top Jharkhand government official said, "It is an unprecedented situation here. No one knows the whereabouts of the chief minister."</p>

<p>The agency had recorded the statement of the 48-year-old chief minister for the first time in the case on January 20 after investigators went to his official residence in Ranchi.</p>

<p>They recorded his statement under the Prevention of Money Laundering Act (PMLA) during the about seven hours they spent at his home and put about 17-18 questions to the CM.</p>

<p>It is understood that as the questioning did not finish on that day, a fresh summons was issued.</p>

<p>The investigation pertains to a "huge racket of illegal change of ownership of land by the mafia" in Jharkhand, according to the agency.</p>

<p>The ED has, so far, arrested 14 people in the case, including 2011-batch IAS officer Chhavi Ranjan who served as the director of the state's Social Welfare Department and deputy commissioner of Ranchi.&nbsp;</p>
