Pakistan is often called a failed state. At other points, it has been called a rogue state or client state. That, of course, refers not to the country in general but to its army-centred ruling elite, which often sidesteps or steamrolls the interests of ordinary citizens to uphold its power base and worldview. Military coups and martial laws at various times only testify to this fact. The question to ask is: how is it that despite all the criticism and flak it faces, the military apparatus that runs the Pakistani state, sometimes in letter and almost always in spirit, has the right of way both at home and, as it turns out, abroad? The answer might lie in a simple insight: Pakistan’s estate is a vital asset–which is to say that what matters seems to be more about real estate than democracy, governance, nationhood or constitution that helps an elite stay firmly in the saddle despite hard evidence that Islamabad overlooks and/or nurtures terror groups or Most-Wanted figures such as Lashkar -e-Toiba, Jaish-e-Muhammad and its leaders or the infamous Osama Bin Laden who was killed next to the Abbottabad cantonment. After US President Donald Trump hosted Pakistan’s army chief Field Marshal Asim Munir merely weeks after India’s May 7 Operation Sindoor that targeted Pakistan-based terror camps (followed by army-blessed funerals for some of those killed in the operation), it is time to think deep to understand what is really going on.Tongue firmly in cheek, and perhaps with bull’s eye precision, we can say that Pakistan’s special position is more a matter of diplomatic geography than political history. Pakistan is bracing for a nationwide protest by the opposition PTI against the budget, but the government is likely to blame India for the economic woes. The water shortage that had led to crop production failure is being blamed partially on India putting in abeyance the Indus Waters Treaty in the wake of the April 22 Pahalgam attack. Al Qaeda’s Brigade 313 was the subject of a question to former Pakistani ambassador, bringing back interest in the shadowy terror group active for decades in the South Asian country. A Sky News journalist put Pakistan People’s Party (PPP) Vice President Sherry Rehman on the defensive with a question on the group. Sherry Rehman, a former Pakistan envoy to the US, acknowledged the past activities of terrorists in the country. But the truth is, Brigade 313, which is basically al Qaeda's operational wing, is still active in the region, including in India. So, what is the Brigade 313? Here is what you probably didn't know.
Brigade 313: Pakistan-based military arm of Al Qaeda in the region
Brigade 313 is the key operational unit under Al Qaeda’s Lashkar al-Zil or Shadow Army, which oversees its terror activities along the Afghan-Pakistani border and across the border into India. Rather than a singular entity, it is a loose coalition of terrorists from various jihadist groups and includes former Pakistani soldiers and intelligence officials. Its activities have been reported from Pakistan’s Federally Administered Tribal Areas (FATA), Balochistan, as well as the cities of Karachi and Lahore. It is also known to outsource its operations to rebranded groups like the Resistance Front (TRF) and People’s Anti-Fascist Front (PAFF) which are active in India's Jaummu and Kashmir. It should be noted that TRF, an offshoot of LeT, was behind the Pahalgam terror attack of April 22.
Why is it called Brigade 313?

Formed in the early 2000s, the group is named after the 313 companions who fought alongside the Prophet Muhammad during the Battle of Badr. Brigade 313 draws its members from various jihadist groups such as the Taliban, Lashkar-e-Jhangvi, Harkat-ul-Jihad-al-Islami (HUJI), Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM) and Jundallah. Ideologically, Brigade 313 follows al Qaeda’s Salafi-jihadist view, and concentrates mainly on attacing US and Pakistani state assets. It is seen as supporting al Qaeda’s broader strategy for Afghanistan, India, and beyond.
Who are the leaders of Brigade 313?

Ilyas Kashmiri, a former Pakistani Special Services Group commando, was the founding leader of Brigade 313. A senior commander of al Qaeda, he also led Harkat-ul-Jihad-al-Islami (HUJI) and was a key figure of al Qaeda’s Lashkar al-Zil. Designated a terrorist by the US in 2010 and added to the UN’s 1267 Committee list, Kashmiri organised attacks in Pakistan, Afghanistan, India, and Bangladesh. He was involved in the 2009 Najibullah Zazi suicide attack plan in New York City, and the Jyllands-Posten newspaper attack plot in Denmark over its publication of Prophet Muhammad cartoons. Kashmiri was reportedly killed in a US drone strike in Wana, South Waziristan, in June 2011. But his death is shrouded in mystery, given his links to Pakistan’s spy agency, the Inter-Services Intelligence (ISI). Since Kashmiri's exit, Shah Sahib became the leader of Brigade 313. Under the newly revamped Al Qaeda in the Indian Subcontinent (AQIS), the group continued to conduct attacks, which were often outsourced to other jihadist groups.
From assassinations to suicide attacks: Brigade 313 terror trail

Over the past two decades, Brigade 313 conducted several attacks in coordination with other terror groups, even as it maintained a low profile. These attacks took place in Pakistan, Afghanistan and India. These included the failed assassination attempt in 2003 on the then-president Pervez Musharraf.Kashmiri, who was involved in the attack, was held by Pakistani authorities but was released in February 2004, apparently due to his ISI links. In 2008, Brigade 313 was involved in the assassination of Maj Gen Faisal Alvi, a retired Pakistani SSG commander. Alvi was reportedly killed after threatening to expose Pakistani officials’ ties to the Taliban. Among the most dastardly attacks of Brigade 313 was the 2009 assault on Army General Headquarters in Rawalpindi that killed at least 17. The same year, it carried out a suicide attack targeting government and security installations in Khost province of Afghanistan. In 2011, to avenge the killing of al Qaeda chief Osama bin Laden, the group attacked a Pakistani Navy base in Karachi. The attack and hostage-taking led to 14 deaths.
Brigade 313 and Pakistani military-intelligence links
It has been reported that Brigade 313 has ties to Pakistan’s military and intelligence services. It has a certain amount of sophistication in operations, having launched its own website, which included a forum and blog for propaganda, statements and recruitment. From assassinations to suicide attacks: Brigade 313 terror trail Over the past two decades, Brigade 313 conducted several attacks in coordination with other terror groups, even as it maintained a low profile. These attacks took place in Pakistan, Afghanistan and India. These included the failed assassination attempt in 2003 on the then-president Pervez Musharraf. Kashmiri, who was involved in the attack, was held by Pakistani authorities but was released in February 2004, apparently due to his ISI links. Brigade 313 and Pakistani military-intelligence links It has been reported that Brigade 313 has ties to Pakistan’s military and intelligence services. It has a certain amount of sophistication in operations, having launched its own website, which included a forum and blog for propaganda, statements and recruitment. Brigade 313 has promoted, aided, abetted and orchestrated attacks by other terror groups like HUJI, Lashkar-e-Jhangvi, Jundallah, and the Taliban. It is thought to be continuing its operations while keeping a low profile, and operating across Pakistan states borders with Afghanistan and India.

The truth is, Brigade 313, which is basically al Qaeda's operational wing, is still active in the region, including in India, where it is linked to terror attacks in Jammu and Kashmir.

Al Qaeda’s Brigade 313: Shadowy terror group in Pakistan linked to Kashmir attacks, assassinations and more | What you didn't know

Pakistan People’s Party (PPP) Vice President Sherry Rehman, who was earlier Pakistan’s Ambassador to the United States, was visibly flustered when questioned on al-Qaeda-linked Brigade 313 and acknowledged Islamabad’s links to terrorism in the past while she dodged pointed questions.“You keep on talking about the past because it was,” Rehman told Sky News journalist Yalda Hakim in response to questions on Pakistan’s record on harbouring extremist elements. “We are fighting terrorism. Pakistan is a changed country now.” In the interview, Hakim cited Terrorism Research and Analysis Consortium (TRAC) inputs and said Brigade 313 was a Pakistan-based terror outfit tied to al-Qaeda with members from the Taliban, Lashkar-e-Jhangvi, and Harkat-ul-Jihad-al-Islami. “Brigade 313 is al-Qaeda in Pakistan. They are the leaders of a massive terrorist organisation that focuses on attacks in Kashmir,” Hakim said. Rehman then took a confrontational stand and questioned whether Pakistan should be held responsible for repeated attacks in India, particularly those linked to groups like Brigade 313. “Am I going to war every time there is an attack in India,” she said. “There are a hundred insurgencies running in India,” she added, and asked, “Are we responsible for what goes on there.”

Asif Hafeez, once a shadowy figure in international drug trafficking circles, has been unmasked as the mastermind behind one of the world’s most expansive heroin networks. Dubbed as the "Sultan" for his dominance in the illicit trade, Hafeez’s empire stretched from the opium fields of Afghanistan to drug markets in Europe, Africa, and the United States. The fall of Asif Hafeez has left many shocked who previously considered him a suave socialite and philanthropist. On June 6, 2025, Hafeez was sentenced to 16 years in a New York prison after pleading guilty to drug trafficking charges. The case capped a years-long legal saga that exposed how Hafeez, once a prominent figure in London’s elite circles, operated one of the most expansive and secretive drug empires in the world. Hafeez's tale started in the upscale corridors of a London polo club, where he socialised with British royalty and hobnobbed with the high and mighty. His secret life, however, started to get exposed in 2014 when an undercover American Drug Enforcement Administration (DEA) agents recorded a meeting held in Kenya between Hafeez's business partners and a Colombian drug purchaser. The sting operation triggered a chain of events that eventually culminated in Hafeez's arrest, long extradition struggles, and subsequent conviction in the US
The rise of 'The Sultan'
Hafeez was born in Lahore, Pakistan, in 1958 to a middle-class family. But it was not only his illicit business that made him stand out. Hafeez also led a precarious game of cat and mouse, posing as an informant to law enforcement agencies in the UK and the Middle East. In the course of the meeting, Hafeez's associates called him "The Sultan," indicating that he was their supplier, as per the US State Department report. This video would prove to be instrumental evidence against Hafeez, and coupled with further mentions of him that were discovered in the equipment of his arrested cohorts. The sting operation opened the door to an investigation that involved several years and several nations. In 2016, Hafeez and Indian crime lord Vijaygiri "Vicky" Goswami were connected to a mass production of methamphetamine using ephedrine, a chemical precursor. Police stopped the shipment of 18 tonnes of ephedrine before it arrived in Mozambique, adding to Hafeez's involvement in the international drug trade.
Arrested in London
By January 2017, Hafeez had been arrested in London and detained at high-security Belmarsh Prison as he contested extradition to the United States. He asserted that his informant status would jeopardise his safety in American prisons, and cited illnesses like asthma and diabetes in efforts to prevent extradition. His appeals were denied by UK courts, and following a final decision by the European Court of Human Rights in 2023, Hafeez was extradited to America.
The final sentence
In 2024, Hafeez pleaded guilty to several counts of drug trafficking in New York. American prosecutors pointed out the glaring discrepancy between his luxurious lifestyle and the pain inflicted by the drugs he trafficked. Unlike most criminals motivated by poverty or desperation, Hafeez's motive seemed to have been greed and power, thus making his crime that much worse. On June 6, 2025, Hafeez was handed a 16-year prison sentence. Did Pakistan strike a parked Sukhoi-30MKI at Adampur air base in Punjab? Or destroy an S-400 surface-to-air missile unit at Bhuj airbase in Gujarat? These are the two most recent fantasies being peddled as part of a month-long campaign of wishful thinking and weaponised disinformation from Islamabad. Following India's Operation Sindoor, Pakistan had rushed to present a counter-narrative of success in striking Indian airbases and installations. With nothing much to demonstrate in terms of actual damage to Indian military facilities, it switched to manipulated satellite images, fabricated visuals, and disinformation campaigns. Two new examples indicate Pakistan hasn't lost steam, and is using even more heavily manipulated or inaccurately projected imagery to imply damage. Leading imagery expert Damien Symon has repeatedly debunked these lies during the past month, revealing how Pakistan tried to create battlefield success through reused, doctored, or misinterpreted images, including ones provided by a Chinese satellite company. Let's go into the specifics of Pakistan's fallacies, beginning with the most recent. Adampur airbase: Sukhoi-30MKI 'strike' that wasn't Pakistan asserted that it had hit and damaged a Sukhoi-30MKI in India's Adampur airbase. The satellite image presented to corroborate the assertion featured a jet close to what seemed like a burn scar. Upon scrutiny, the image proved to be taken prior to the war and was instead of a MiG-29 being serviced as part of routine maintenance. The alleged damage was simply soot deposits from multiple tests of the engine.

New report alleges a direct hit at India's Adampur Air Base by Pakistan damaged a Su-30, however a review reveals this image taken in March 2025, pre-conflict actually shows a MiG-29 undergoing maintenance, the dark soot near the engine test pad is routine, not battle damage pic.twitter.com/GOC1NVRX9I— Damien Symon (@detresfa_) June 8, 2025

Bhuj airbase: The Phantom S-400 hitYet another photo was spread purportedly showing damage to an Indian S-400 radar facility at Bhuj. The photo depicted dark spots on a military base apron. Upon examination, these turned out to be oil spots or fuel spillage from a vehicle depot. The photo was taken long before hostilities began and had nothing to do with a strike.

An image is being circulated now as a Pakistan destroyed S-400 radar in India, a review however indicates it's likely just oil stains at Bhuj military base's vehicle service yard, also the image predates the recent Indo-Pak conflict as it was taken in February 2025 pic.twitter.com/Y850jfk4n9— Damien Symon (@detresfa_) June 6, 2025

Adampur airbase: Faked S-400 damageAnother independent claim made was that an S-400 battery at Adampur was struck by Pakistan. The satellite image was rather heavily doctored, with superimposed black spots meant to look like the impression of missile impact craters. No such marks or damage were noted at the site according to the latest satellite imagery compared to it. This was another case of blatant manipulation. Naliya airbase: Shadow passed off as strikePakistan released an image of the Naliya airbase that seemed to indicate darkening soil near the runway, implying a bombing attack. Examination showed the alleged damage was actually the shadow of a passing cloud. The infrastructure of the airbase remained entirely intact.

An image now circulating claims to show damage at Srinagar Airport as a result of the recent India-Pakistan conflict, however, a review with multiple recent images shows inconsistencies, no such damage is found at the airport, this image was likely manipulated or misinterpreted pic.twitter.com/MwMYBwRnUg— Damien Symon (@detresfa_) June 2, 2025

Srinagar airport: Visual misrepresentationA blurry photo purporting to depict the civilian apron at Srinagar airport was utilised to imply bomb damage. Several unambiguous satellite images taken on various days revealed no alteration to the location. The image being promoted was either doctored or misinterpreted, with no damage visible on the ground. Adampur airbase: Chinese imageImages released by a Chinese space imagery company were also employed to validate the report of a successful Pakistani attack on Adampur. The alleged damage zone in that picture coincided with the same-looking feature in earlier images, many months before the war. It was evident the mark being claimed as fresh damage had nothing to do with any airstrike. Jammu airport: Photoshopped imagesAn image purported to depict damage at Jammu airport, with blackened patches along the runway and apron section. A comparison of high-resolution, post-strike images confirmed there was no damage at the location. The picture had been digitally modified, and the reported blast marks did not actually exist. Conversely, high-resolution satellite imagery of Indian airstrikes against Pakistani airbases, particularly Jacobabad and Bholari, indicates widespread repair work. EXPOSED Satellite images debunk Pakistans fake claims of major damage to IAF airbases during Operation Sindoor

In a sharp criticism, Indian politician Shashi Tharoor, who is leading an all-party delegation for Operation Sindoor outreach, slammed Pakistan for its treatment of Dr Shakil Afridi, the physician who helped the US locate and eliminate Al-Qaeda leader Osama bin Laden. Who is Dr Shakil Afridi? Dr Shakil Afridi - a Pakistani doctor - helped the US Central Intelligence Agency (CIA) during the search for al-Qaeda leader Osama Bin Laden after the 9/11 attack. He graduated from Khyber Medical College in Peshawar in 1990 and served as the senior health official of Khyber Pakhtunkhwa Province. 'We host G20, Pakistan hosts T20-top 20 terrorists' Earlier, Priyanka Chaturvedi, a member of the all-party delegation for Operation Sindoor outreach, drew a stark difference between India and Pakistan while speaking in London. The Shiv Sena (UBT) leader said India focuses on global trade and diplomacy, but Islamabad is relentlessly using terrorism as a tool. “We had a very successful presidency of the G20. While we host the G20, Pakistan hosts the T20, the top 20 terrorists of the world," she said. She further said that "the top terrorists will be found being hosted by the Pakistani state government. It's their stated policy." "You must go back home and see the documentary on how Osama bin Laden was taken out of Pakistan. He was hidden, actively financed, aided, trained, and supported, hidden from their so-called ally, the US. They shake hands with you, but they bite you on your back,” the MP added.

Pakistan's desperate attempt: Islamabad pleads to India to reconsider decision on Indus Waters Treaty

Pakistan's former foreign minister Bilawal Bhutto-Zardari was dispatched to the US by the establishment to fight the diplomatic battle against India in the wake of Operation Sindoor, the Indian armed forces' military response to the Pahalgam terror attack. The Pakistan Peoples Party (PPP) Chairman, in interviews to global media, public speeches and social media posts this week, repeated the familiar script of the South Asian nation in dodging the real issue of cross-border terrorism fomented by Islamabad against India. He also repeated the government line of demanding a so-called ‘joint investigation’ into the Pahalgam attack, seeking evidence for Pakistan's involvement.
‘Nuclear escalation ladder’: Bilawal repeats Pakistan's nuclear blackmail

Most importantly, Bilawal raised the nuclear blackmail that Indian PM Narendra Modi had warned Pakistan to desist from. In an interview laden with falsehoods, Bilawal told Bloomberg TV that India’s use of ‘a supersonic nuclear-capable missile’ made the situation more precarious. He was basically raising the bogey of a nuclear war between India and Pakistan, whereas the Indian military leadership had clearly stated that Operation Sindoor was a conventional operation. “We have about 30 seconds time to decide, off a grainy little image, this nuclear-capable missile — is it armed with a nuclear weapon? And how do we respond?,” Bilawal told Bloomberg TV. He claimed that India 'lowered the threshold' for future military confrontations. He said the two countries would climb the 'escalation ladder' too quickly for world leaders to intervene. “Our concern for next time, heaven forbid, for next time round is that the threshold is low for a military conflict,” said Bilawal, who led a delegation to the US as part of Pakistan's diplomatic efforts to apprise the international community of the India-Pakistan military confrontation.
Raising the bogey of ‘nuclear water war’

Bilawal, who had said in May that 'either water of the Sindhu river or Indians' blood' will flow in the wake of India keeping the Indus Waters Treaty in abeyance, even used a new term in his US speeches: 'nuclear water war.' He said that India's diplomatic move in the wake of Pahalgam attack laid the ‘foundation for first nuclear water war.’
‘Show us the proof’ alibi on Pahalgam terror attack
Bilawal repeated Pakistan's irresponsible attitude toward terrorism in the context of Pahalgam attack, raising the usual Pakistani rhetoric of 'show us the proof'. “You just need an accusation, and you launch into a full-blown war with Pakistan,” he said, claiming that India did not provide any evidence of the attack of April 22 in which 26 people, mostly Indian Hindu tourists, were killed by Pakistan-trained terrorists. “The new sort of normal — or we call it an abnormal — that the Modi government is trying to impose on the region is that if there’s a terrorist attack anywhere in India...you don’t have to provide a shred of evidence.” His reference appears to be on Narendra Modi's pledge to attack terror camps in Pakistan in case of any future attacks on India, which the Indian prime minister called the new normal.
Kashmir, not terror, is ‘root cause’ for him

Bilawal, in his speaking engagements in the US, raised the Kashmir bogey as usual, calling it the ‘root cause’, not terrorism emanating from Pakistan. "If India is serious about combating terrorism, then they have to create more conducive environment" in Kashmir, he said while speaking at the Middle East Institute.
Raising the joint probe demand on terrorist incidents

Bilawal also adhered to Pakistan's ploy of internationalising bilateral issues, by repeating the government's stance on joint probe into Pahalgam attack. He alleged, without proof, that India is involved in attacks in Pakistan, while speaking to China's state-run CCTV. He insisted that 'all attacks in India and Pakistan' should be probed by a joint forum, without specifying who should be in the forum.
Seeking to internationalise bilateral issues

In his engagemetns in the US, Bilawal made efforts to further internationalise the bilateral tensions between India and Pakistan, praising US President Donald Trump as well as the UN secertary general for helping de-escalate tensions. “Appreciated the critical peacemaker role played by President Donald Trump in facilitating the ceasefire understanding, intended as a pathway to broader, sustained peace and dialogue,” he wrote on X.

The Pakistan Peoples Party (PPP) Chairman, in interviews to global media, public speeches and social media posts this week, repeated the familiar script of the South Asian nation in dodging the real issue of cross-border terrorism fomented by Islamabad against India. Kashmir, not terror, is ‘root cause’ for him Bilawal, in his speaking engagements in the US, raised the Kashmir bogey as usual, calling it the ‘root cause’, not terrorism emanating from Pakistan. "If India is serious about combating terrorism, then they have to create more conducive environment" in Kashmir, he said while speaking at the Middle East Institute. Raising the joint probe demand on terrorist incidents Bilawal also adhered to Pakistan's ploy of internationalising bilateral issues, by repeating the government's stance on joint probe into Pahalgam attack. He alleged, without proof, that India is involved in attacks in Pakistan, while speaking to China's state-run CCTV. He insisted that 'all attacks in India and Pakistan' should be probed by a joint forum, without specifying who should be in the forum. The Asian Development Bank (ADB) has approved an $800 million bailout package for Pakistan despite fervent objections by India to any form of aid being extended to the neighbouring country owing to its record of terror financing. The ADB decision comes a month after Pakistan secured a $1 billion (around Rs 8,500 crore) package from the International Monetary Fund (IMF). India strongly objected to ADB’s approval and raised serious concerns about the potential misuse of funds, citing Islamabad’s rising defence expenditure and declining domestic resource mobilisation. New Delhi cited the clear disparity in Pakistan’s increasing defence spending and its declining tax-to-GDP ratio, signifying that policy-based loans might be enabling higher military allocations indirectly.
India points out Pakistan’s poor tax-to-GDP ratio
India pointed out that Pakistan’s tax-to-GDP ratio has dropped from 13% in FY2018 to 9.2% in FY2023, far below the Asia-Pacific average of 19%, but in spite of this decline in domestic revenue generation, the country has ramped up its defence spending, signalling its misplaced fiscal priorities. Indian government sources cautioned the ADB that the funds it is providing may end up being diverted away from developmental objectives. The ADB on June 3 approved the Improved Resource Mobilization and Utilization Reform Program – Subprogram 2 to “boost Pakistan’s public finance”. It includes a policy-based loan of $300 million, and ADB’s first ever policy-based guarantee of up to $500 million, which may enable mobilisation of up to $1 billion from commercial banks.“The linkage between Pakistan’s increase in expenditure on its military, as opposed to on development, cannot be fully explained solely in terms of its domestic resource mobilisation,” one of the sources said. India said that if Pakistan had succeeded in putting in place a sound macro-economic policy environment in the previous programmes funded by the IMF and ADB, then it would not have approached the IMF for the 24th bailout programme. Pakistan’s poor track record of implementation is due to the military’s deep-seated interference in economic affairs, posing risks of policy slippages and reversal of reforms as witnessed in the past, the sources said.“Even when a civilian government is in power now, the army continues to play an outsized role in domestic politics and extends its tentacles deep into the economy,” they said.
New Delhi demands close monitoring
“India expects the ADB to closely monitor the implementation of the policy matrix to achieve the intended outcomes,” the sources said.India also highlighted that the economic fragility of Pakistan poses credit risks to the ADB too, as its continued reliance on external debt raises concerns about the long-term sustainability of future exposures, especially in view of the high debt-to-GDP ratio and poor credit rating of the country. After the Pahalgam terror attack, India approached major global lending bodies and urged them to pause future loan packages to Pakistan.India is also likely to actively pursue the FATF to get Pakistan back onto its ‘grey list’ that will increase scrutiny of its financial transactions.

India points out Pakistan’s poor tax-to-GDP ratio India pointed out that Pakistan’s tax-to-GDP ratio has dropped from 13% in FY2018 to 9.2% in FY2023, far below the Asia-Pacific average of 19%, but in spite of this decline in domestic revenue generation, the country has ramped up its defence spending, signalling its misplaced fiscal priorities. Indian government sources cautioned the ADB that the funds it is providing may end up being diverted away from developmental objectives. The ADB on June 3 approved the Improved Resource Mobilization and Utilization Reform Program – Subprogram 2 to “boost Pakistan’s public finance”. It includes a policy-based loan of $300 million, and ADB’s first ever policy-based guarantee of up to $500 million, which may enable mobilisation of up to $1 billion from commercial banks. “The linkage between Pakistan’s increase in expenditure on its military, as opposed to on development, cannot be fully explained solely in terms of its domestic resource mobilisation,” one of the sources said. India said that if Pakistan had succeeded in putting in place a sound macro-economic policy environment in the previous programmes funded by the IMF and ADB, then it would not have approached the IMF for the 24th bailout programme. Pakistan’s poor track record of implementation is due to the military’s deep-seated interference in economic affairs, posing risks of policy slippages and reversal of reforms as witnessed in the past, the sources said. “Even when a civilian government is in power now, the army continues to play an outsized role in domestic politics and extends its tentacles deep into the economy,” they said. New Delhi demands close monitoring “India expects the ADB to closely monitor the implementation of the policy matrix to achieve the intended outcomes,” the sources said. India also highlighted that the economic fragility of Pakistan poses credit risks to the ADB too, as its continued reliance on external debt raises concerns about the long-term sustainability of future exposures, especially in view of the high debt-to-GDP ratio and poor credit rating of the country. After the Pahalgam terror attack, India approached major global lending bodies and urged them to pause future loan packages to Pakistan. India is also likely to actively pursue the FATF to get Pakistan back onto its ‘grey list’ that will increase scrutiny of its financial transactions.

Pakistan's former foreign minister and Chairman of the Pakistan People's Party (PPP), Bilawal Bhutto Zardari, faced backlash at the press briefing of United Nations for his comment on Indian Muslims. Speaking at the event, Zardari claimed that Muslims in India were being "demonised". But Zardari's statement was countered by a journalist present there who said, "You said that the recent terrorist attack in Kashmir is being used as a political tool to demonise Muslims in India. But, sir, I have watched briefings on both sides, and as far as I recall, there were Muslim Indian military officers who were conducting the briefings on the Indian side." The counter statement visibly made Zardari unsettled and he acknowledged it saying, "As far as the operations are concerned, you're absolutely right". The statement by the journalist was in reference of the presence of Col Sofia Qureshi in the briefings of Operation Sindoor. Qureshi, along with Wing Commander Vyomika Singh and Foreign Secretary Vikram Misri, gained nation-wise praise for India's response against Pahalgam attack on April 22. Under the operation, India targeted nine terror sites in Pakistan-occupied Kashmir (PoK) and Pakistan on May 7. Zardari is part of Islamabad's diplomatic team at the UN. He is leading the team against India's Shashi Tharoor during Operation Sindoor outreach.
