Delhi&rsquo;s Cabinet has given the green light to a new draft bill aimed at controlling how private and government schools set their fees, Chief Minister Rekha Gupta announced on Tuesday (April 29).
Gupta said that the Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025 had been cleared in response to rising panic among parents and complaints of students being mistreated over fee disputes.
&ldquo;There was panic among parents and alleged harassment of students in the name of fee hike,&rdquo; Gupta said during a press briefing, as reported by PTI.

Gupta criticised earlier governments for failing to act. &ldquo;The previous governments in Delhi made no provision to prevent fee hike. There was no guideline to help government prevent fee hike by private schools,&rdquo; she said.
The announcement comes just weeks after large groups of parents held protests outside the Directorate of Education (DoE), demanding that schools reverse sudden fee increases.

<h2>Action already underway against schools</h2>
In response to the unrest, the DoE announced on 16 April that it had started proceedings against certain unaided private schools found to be raising fees without approval. Penalties could include stripping schools of recognition or even taking over their management.
Delhi&rsquo;s education minister, Ashish Sood, provided further details about the bill, explaining that it would undergo review across 18 key points before being fully enforced.
&ldquo;The bill will be presented and passed soon. Parents, teachers, and management will be regulating the fees, we will be reviewing it on 18 provisions, and implementing it. The fees will be hiked in three years. Schools violating it will be taken over,&rdquo; PTI quoted him as saying.

Pakistani family in India for heart surgery of two sons returns home

Pakistani wives of former terrorists, who were rehabilitated in Kashmir under a government policy said that they would rather die than return to Pakistan.&nbsp;
Alyza Rafiq arrived in Kashmir under the 2010 rehabilitation policy for former terrorists, and pleaded to authorities to allow them to stay in India or "send us in body bags."
Rafiq came to Kashmir in 2013 after she got married to a former terrorist, and said that she was told to leave India.&nbsp;
"We have been asked to leave the country. I have three children. They have told me to leave my youngest daughter here. She is little, how can I leave her here!" Rafiq told Indian news agency PTI.

"The terrorists continued to kill people in Pahalgam for an hour, and not a single Indian soldier out of 8 lakhs showed up. But when they did, they blamed Pakistan," Afridi had told local media reporters in Pakistan in a public gathering.

"...Firing started when I was ziplining...I did not realise this for around 20 seconds...I suddenly realised that a firing has started and people on the ground are being killed. I saw 5-6 people getting shot. After about 20 seconds, I realised that it was a terrorist attack...He (the zipline operator) said 'Allahu Akbar' thrice, following which the firing started," Bhatt said while talking to the news agency ANI.&nbsp;
He said that he witnessed one of the terrorists shooting a man in front of a family.&nbsp;

He said after the firing started, his wife and child started screaming following which he unlatched his belt and jumped down.&nbsp;

In the aftermath of the deadly Pahalgam terror attack, authorities shut down nearly 50 public parks and gardens in vulnerable areas of the Kashmir Valley amid heightened security concerns, said the officials on Tuesday (Apr 29).
They said that the destinations that have been closed include the ones in far-flung areas of Kashmir and the new locations that were opened for tourists in the last 10 years
As a precautionary measure, more areas may be added to the list, said the authorities.

One of them is the October 2024 terror attacks at Gagangir, Ganderbal, in which six non-locals and a doctor were killed. The second one is the attack in Buta Pathri, Baramulla, in which two Army personnel and two Army porters lost their lives.

The investigation has revealed the role being played by a local network of OGWs and terror facilitators in South Kashmir in spreading terror in the valley. These people provide the terrorists with food, shelter, hiding places and transportation of weapons. They helped them carry out detailed reconnaissance of the attack site and identify the hiding places before and after the attack.&nbsp;
<h2>SSG likely loaned Musa to unleash terror attacks in J&amp;K</h2>
According to TOI, Musa currently works with Pakistan-based banned terrorist outfit Lashkar-e-Taiba (LeT). He was sent to Jammu and Kashmir to unleash terror on non-locals and the security forces. He was a part of all three attacks.

Sushant, the elder brother of Prasant, has lodged a complaint with the Cyber Crime and Economic Offence police station in Balasore claiming that some people started a fake fundraising drive on social media platforms and are collecting money in the name of helping his family.

Pahalgam terror attack: Family of victim from Odisha denounce fake crowdfunding drive

The massacre in Pahalgam, South Kashmir, of at least 26 innocent tourists is a brazen, calculated strike bearing the unmistakable hallmarks of Pakistan.
For those of us who have watched the arc of terrorism in Kashmir bend and mutate over decades, this attack fits into a pattern: a convergence of diplomatic disruption, ideological provocation, and asymmetric warfare.
<h2>Pattern of provocative timing</h2>
Terror in Kashmir rarely occurs in a vacuum. It has historically been tethered to moments of geopolitical significance&mdash;precisely timed to undercut India&rsquo;s diplomatic advances, Kashmir&rsquo;s economic progress, or to create strategic diversions.&nbsp;
Before delving into what happened this week, a refresher from 2019 is needed.

On February 14, 2019, as Saudi Crown Prince Mohammed bin Salman (MBS) was on a tour of Pakistan and scheduled to visit India, Pulwama was set ablaze&mdash;40 Indian paramilitary personnel were martyred in an attack by Jaish-e-Mohammed, a group long fostered by Pakistan&rsquo;s Inter-Services Intelligence (ISI). The optics were unmistakable. MBS, who had called India a &ldquo;strategic partner,&rdquo; was compelled to truncate his trip.
Now, six years later, history appears to have repeated itself. On April 22, 2025, as Prime Minister Narendra Modi was visiting Riyadh to deepen strategic ties with Saudi Arabia&mdash;a country that is key to India&rsquo;s West Asia outreach&mdash;gunfire once again echoed in the Kashmir Valley. PM Modi&rsquo;s visit, like MBS&rsquo;s in 2019, was abruptly cut short.
Coincidence? Hardly. These attacks are deliberate acts of political signalling.
<h2>Pakistan&rsquo;s strategic messaging through violence</h2>
Just days before the Pahalgam massacre, Pakistan&rsquo;s Army Chief General Asif Munir delivered a chilling address. He declared Kashmir to be Pakistan&rsquo;s &ldquo;jugular vein,&rdquo; invoking the discredited Two-Nation Theory&mdash;an ideological relic from 1947 that still fuels Pakistan&rsquo;s irredentist obsession with Kashmir. This speech, laced with jingoism and cloaked in religious zeal, ended up as a not-so-subtle rallying cry for jihadist proxies.

On the very same day, Lashkar-e-Taiba (LeT) commander Abu Musa echoed Munir&rsquo;s call to arms. &ldquo;Inshallah, we will shower bullets,&rdquo; he warned in a video released widely across jihadist Telegram channels and WhatsApp groups. Five days later, bullets were indeed showered. And the LeT connection is as clear as day.
The Resistance Front (TRF), which claimed responsibility for the massacre, is a rebranded extension of LeT, created post-abrogation of Article 370 to mask its Pakistani origins under the illusion of &ldquo;local&rdquo; resistance.&nbsp;
But there is little local about it. Investigations now suggest that at least two of the terrorists involved were Kashmiris who had travelled to Pakistan in 2018&mdash;where they were radicalised and trained before being inserted back across the Line of Control. This isn&rsquo;t insurgency; it&rsquo;s infiltration.
<h2>Twin objectives: Undermining diplomacy and destabilising tourism</h2>
This attack, like others before it, serves twin objectives. First, it attempts to undermine India&rsquo;s growing influence in West Asia. Saudi Arabia, once a dependable partner of Pakistan, has shifted its strategic calculus. With India emerging as a regional economic powerhouse and a partner in Gulf energy security, Riyadh has made a clear pivot.&nbsp;
Pakistan, whose relationship with the Gulf is increasingly transactional, views this with alarm. By orchestrating violence during an India-Gulf diplomatic engagement, Islamabad is attempting to tell India that if it deepens ties with Riyadh, the costs will be high.

Second, the attack is aimed at Kashmir&rsquo;s economy, particularly tourism. Over the past two years, Kashmir has seen a dramatic revival in domestic and international tourist inflows&mdash;with 2 crore visitors in 2024 alone. Hotels are full, houseboats on Dal Lake are booked, and trekking trails are alive with activity. This economic upswing is a death knell to the separatist narrative. Terror groups thrive on despair, unemployment, and alienation. Tourism undermines all three. By targeting tourists&mdash;women, children, and the elderly&mdash;TRF hoped to scare away potential visitors and reignite economic stagnation. In doing so, it seeks to sabotage the gains of peace.
<h2>The global stakes</h2>
Pakistan&rsquo;s use of terrorism is not new. But the Pahalgam attack adds a layer of global complexity. It is a direct challenge to the international community: to those in Riyadh, in Washington, in London, and in the United Nations, who continue to view terrorism in Kashmir through the obsolete lens of internal conflict.&nbsp;
The perpetrators of this attack are not rogue elements; they are instruments of a long-standing foreign policy playbook that Pakistan has never abandoned&mdash;export jihad, deflect blame, play the victim.
For India, this tragedy is not just a security failure&mdash;it is a call to reorient its counter-terror doctrine. We must widen the aperture of intelligence cooperation with Gulf partners, enhance surveillance along infiltration routes, and continue surgical precision operations against active terrorists. Equally important is our information warfare&mdash;naming and shaming Pakistan&rsquo;s role at global forums, diplomatically isolating it, and exposing the terror-industrial complex it has built over decades.
<h2>A veteran&rsquo;s reflection</h2>
As someone who has served in the Valley and seen both blood and hope etched into its landscape, I know that terrorism in Kashmir is never just about territory. It&rsquo;s about narrative, leverage, and symbolism. The Pahalgam massacre is Pakistan&rsquo;s way of asserting that the Kashmir file is still open, and that it will not fade quietly into irrelevance.

But Pakistan forgets one thing. Today, India is not the India it knew. Our will is firmer, our response is more calibrated, and our partnerships are deeper. Kashmiris, too, are stakeholders in peace, in progress, and in prosperity.
The bullets fired in Pahalgam will not silence the voice of Kashmir. But they must harden our resolve to completely destroy the possibility of any such attacks in the future.

The Resistance Front (TRF), which claimed responsibility for the massacre, is a rebranded extension of LeT, created post-abrogation of Article 370 to mask its Pakistani origins under the illusion of “local” resistance. But there is little local about it. Investigations now suggest that at least two of the terrorists involved were Kashmiris who had travelled to Pakistan in 2018—where they were radicalised and trained before being inserted back across the Line of Control. This isn’t insurgency; it’s infiltration. Twin objectives: Undermining diplomacy and destabilising tourism This attack, like others before it, serves twin objectives. First, it attempts to undermine India’s growing influence in West Asia. Saudi Arabia, once a dependable partner of Pakistan, has shifted its strategic calculus. With India emerging as a regional economic powerhouse and a partner in Gulf energy security, Riyadh has made a clear pivot. Pakistan, whose relationship with the Gulf is increasingly transactional, views this with alarm. By orchestrating violence during an India-Gulf diplomatic engagement, Islamabad is attempting to tell India that if it deepens ties with Riyadh, the costs will be high. Over the past two years, Kashmir has seen a dramatic revival in domestic and international tourist inflows—with 2 crore visitors in 2024 alone. Hotels are full, houseboats on Dal Lake are booked, and trekking trails are alive with activity. This economic upswing is a death knell to the separatist narrative. Terror groups thrive on despair, unemployment, and alienation. Tourism undermines all three. By targeting tourists—women, children, and the elderly—TRF hoped to scare away potential visitors and reignite economic stagnation. In doing so, it seeks to sabotage the gains of peace. The global stakes Pakistan’s use of terrorism is not new. But the Pahalgam attack adds a layer of global complexity. It is a direct challenge to the international community: to those in Riyadh, in Washington, in London, and in the United Nations, who continue to view terrorism in Kashmir through the obsolete lens of internal conflict. The perpetrators of this attack are not rogue elements; they are instruments of a long-standing foreign policy playbook that Pakistan has never abandoned—export jihad, deflect blame, play the victim. For India, this tragedy is not just a security failure—it is a call to reorient its counter-terror doctrine. We must widen the aperture of intelligence cooperation with Gulf partners, enhance surveillance along infiltration routes, and continue surgical precision operations against active terrorists. Equally important is our information warfare—naming and shaming Pakistan’s role at global forums, diplomatically isolating it, and exposing the terror-industrial complex it has built over decades. A veteran’s reflection As someone who has served in the Valley and seen both blood and hope etched into its landscape, I know that terrorism in Kashmir is never just about territory. It’s about narrative, leverage, and symbolism. The Pahalgam massacre is Pakistan’s way of asserting that the Kashmir file is still open, and that it will not fade quietly into irrelevance. Cancellation of SAARC visa exemptions
India cancelled all SAARC Visa Exemption Scheme (SVES) visas held by Pakistani nationals. Pakistanis with SVES visas were instructed to leave India within 48 hours.
Reduction of diplomatic ties
The military, naval, and air advisors at the Pakistani High Commission in New Delhi were declared persona non grata and given a week to depart. India also announced it would withdraw its defence attach&eacute;s from the High Commission in Islamabad. Both missions will now be reduced to a strength of 30 staff each by 1 May.
Suspension of visa services
Visa services for Pakistani nationals have been suspended immediately. All Pakistani citizens in India were told to leave by 27 April, except those on medical visas, who have been permitted to stay until 29 April.
