Senior RJD leader Tejashwi Prasad Yadav on Monday said his party would launch a three-day "cycle march" from Gaya to Patna on July 28 to expose the Nitish Kumar government's alleged failures, news agency ANI reported.

"We will be undertaking a three-day cycle march from Gaya to Patna on July 28 to expose Nitish government's failure on various issues especially on deteriorating law and order situation," Tejashwi told reporters on the assembly premises on Monday.&nbsp;

It has become quite difficult for girls to move out even with their parents as the state government has no control over law and order in Bihar, the leader of opposition in the state assembly reportedly said.

"During our cycle march, we will raise various issues before the people - the issues of farmers, labourers, youths, education, law and order and the repeated rape incidents in Gaya, Muzaffarpur and other places including at government-funded shelter homes," he said.

Claiming that developmental work has come to a standstill in Bihar, he said the state has been ranked at the bottom as per the Public Affairs Index 2018, whereas Kerala has ranked number one as the best-governed state. 
"Bihar has been ranked at the bottom as per Public Affairs Index 2018. We will tell the people that Nitish Kumar has destroyed Bihar completely," Tejashwi said.

The Public Affairs Index 2018 has been released by Bengaluru-based think tank Public Affairs Centre. It examines governance in states through a data-based framework, ranking them on social and economic development.&nbsp;

India's Border Roads Organisation has completed construction of a strategically key road in Bhutan, linking the neighbouring country's border town of Phuentshogling with its capital city of Thimphu.

The nearly 30-km long Damchu-Chukha road, which crisscrosses rugged and difficult terrain, has been constructed at a cost of Rs. 287 crore under India-assisted development projects in the Himalayan nation, military officials said.

Several India-funded infrastructure projects, including in the power sector, are being implemented in Bhutan, in sync with the close bilateral relationship between the two countries.

"Let this road be a reminder to celebrate our friendship. Let's showcase the world how beautiful the relationship between Bhutan and India is," Bhutan's Prime Minister Tshering Tobgay said after inaugurating the road last week, according to a senior military official.

Bhutan is a strategically important country for India due to its location, and both sides have been ramping up overall cooperation, including in areas of defence and security, over the past a few years.

During the Doklam standoff between the troops of India and China last year, Bhutan had extended support to New Delhi.

The new road is expected to reduce the travel time between Southern Bhutanese city of Phuntsholing to Thimphu by one hour and reduce the journey by around 19.5 km of steep uphill driving, the official said.

He said the road was laid after removing over 2,500 meters of hard rock and it crisscrossed difficult terrains which did not have any access.

"These challenges demanded innovative efforts for construction to keep pace. Cutting the last 900 metres of hard rock stretch and benching it down to 106 metres at Chukha was the most challenging aspect," the official said.

Another official said the road is of strategic importance for Bhutan.

The road has been constructed by Dantak, which is part of the BRO. Dantak has been working in Bhutan since 1961.

A woman was allegedly lynched by a mob in Madhya Pradesh on suspicion that she was a child-lifter, police said on Monday.

The woman, who appeared to be "mentally unstable", was killed by the mob in Bhosh village under the Morwa police station on July 19, Morwa Sub-Divisional Officer of Police (SDOP) K S Dwivedi told, according to news agency PTI.

Believed to be aged between 25 to 30 years, the woman is yet to be identified, he said.

The lynching took place amid rumours on WhatsApp that child-lifters were on the prowl in rural areas of the district, the officer said.

The rumours were circulating for the last one month, Dwivedi said.

Twelve people were arrested yesterday in connection with the lynching incident and produced today in a local court, which sent them to jail, Dwivedi said.

The SDOP said some people spotted the woman roaming in the village at around 9.30 pm on July 19.

They stopped her, suspecting her to be a child-lifter and hit her with lathis and axes, Dwivedi said.

After killing the woman, the mob dumped her body in a drain in a forested area of Bhosh, some 90km from the district headquarters, he said.

Some villagers spotted the body on July 20 and informed the police, he added.

The police arrested 12 people and booked them for rioting and murder, among other charges under the IPC, the SDOP said.

He said efforts are on to identify the deceased.

Madhya Pradesh: Woman lynched on suspicion of being child-lifter, 12 arrested

The government has constituted a four-member committee, headed by the Union Home Secretary, to suggest laws against lynching and mob violence. The announcement was made by the Union Ministry of Home Affairs.&nbsp;

The government has also set up a GoM (Group of Ministers) headed by Home Minister Rajnath Singh to look into the recommendations of the committee.&nbsp;

After SC order, govt forms committee to suggest laws against lynching

Congress spokesman Anand Sharma said today that the confidentiality agreement in the Rafale deal did not talk about the pricing issue, declaring that Parliament was misled over the issue.

The controversy over the agreement was triggered during the no-confidence vote on Friday when Congress president Rahul Gandhi accused the Modi government of hiding the price after striking the deal with the French company. The French government was quick to point out that it was an agreement reached between two countries and it does not reveal prices due to national security reasons.

However, Anand Sharma said the French had "no reservation about disclosure of the price".

"Under French law annual mandatory filing exists, this company sold aircraft's to Qatar and Egypt and it is still Rs 50 crore less than what we have," he said, adding,"Rafale is a scam."

Anand Sharm said according to the Constitution, the government "cannot hide the price of the acquisition. It has to go to PAC and CAG."&nbsp;

"Audit of government purchase takes place. They have to release the price details of the aircraft," he declared.

"Four conditions existed for Rafale. One was the transfer of technology. Another was only 80 would be produced in France and rest would be produced by HAL," he said.

"However, two important conditions are missing - transfer of technology and licence to produce by HAL. In absence of transfer of technology, price of the aircraft would have been reduced but that too is missing," the Congress spokesman told reporters at a press conference.

"Thousands of Indian technical workers would have benefited," he informed.

The Supreme Court on Monday said there cannot be a blanket ban on protests at iconic&nbspJantar Mantar and Boat Club in the national capital.&nbsp

The apex court said people can hold peaceful protests and asked Delhi Police to frame guidelines in two months.

Emphasising on the need to balance between the right to protest and the security considerations, a bench of Justice A K Sikri and Justice Ashok Bhushan said that the Delhi Police will have to frame guidelines to regulate protests at both spots.

“There cannot be a complete ban on holding protests at places like Jantar Mantar and Boat Club (near India Gate),” the court said.

Last October, the National Green Tribunal had banned all protests and dharnas around Jantar Mantar area saying such activities violate environmental laws.

The top court was hearing a plea filed by an NGO seeking a direction and to allow demonstrations in the Central Delhi, including Jantar Mantar.

Several protests have been staged at Jantar Mantar in the recent past- including Babri Masjid demolition protests, Anna Hazare's anti-corruption movement, One Rank One Pension protest and the Tamil Nadu farmers' protest.

Terming the incident unfortunate, the national carrier Air India has tendered an apology to the Indian table tennis team, who were denied boarding on the Delhi-Melbourne flight on Sunday.

"Our contingent of total 17 players and officials of Indian table tennis team including CWG medalist myself, Sharath Kamal, Mouma Das, Madhurika, Harmeet, Suthirta, Sathyan were supposed to fly today to Melbourne by AI 0308 to participate in ITTF World Tour Australian Open from tom," the player tweeted.

"On reaching Air India counter we were told that flight is overbooked and only 10 members of TT team can fly which left us in a shock.7 of us are still unable to fly. All the tickets were booked by Balmer Lawrie. @Ra_THORe @PMOIndia Shocked at such mismanagement by @airindiain," she added.

However, Batra later posted a photograph of herself on Twitter with a boarding pass in hand and thanked Neelam Kapur, Director General of Sports Authority of India, for taking prompt action in this regard.

Air India apologises after Indian players denied boarding

Former finance minister P Chidambaram on Monday filed a fresh anticipatory bail plea in Delhi's Patiala House Court in Aircel-Maxis money laundering case.

The matter will be heard at 2 pm today.

On July 10, the Enforcement Directorate (ED) had filed a detailed reply in the case and opposed Chidambaram's previous anticipatory bail.

In its statement, the ED said that they have come to a bonafide conclusion that under anticipatory bail, it will not be possible to reach the truth.

The Central Bureau of Investigation (CBI) on July 19 filed a fresh charge-sheet in the Aircel-Maxis case in a Delhi Court against 18 accused, including Chidambaram, his son, Karti, and select government officials (serving and retired).

In its new charge-sheet, the CBI said that two sets of money trails were discovered regarding Foreign Investment Promotion Board (FIPB) clearance.

The Aircel-Maxis deal case, which emerged out of 2G spectrum cases, pertains to a FIPB clearance, granted to firm M/S Global Communication Holding Services Ltd for investment in Aircel.

The ED had earlier said that the FIPB approval granted in 2006 by Chidambaram was beyond his mandate as he was only authorised to accord approval on project proposals up to Rs 600 crore.

Meanwhile, Chidambaram has also filed a fresh anticipatory bail plea in INX media case today.

The former finance minister has also been under the scanner of investigating agencies, in connection with the FIPB clearance of Rs 305 crore given to INX Media, a venture promoted by former media baron Peter Mukerjea and his wife Indrani Mukerjea.

The alleged irregularities took place in the year 2007, when Chidambaram was the finance minister during the UPA-1 government.

The Bihar government has announced reservation in promotions to the Scheduled Castes and Scheduled Tribes personnel in its services.

The decision was taken in compliance with the order passed by the Supreme Court on May 17 and June 5 on the Bihar, special writ petition.

A notification issued by the Bihar Government stated that such promotions would, however, be granted only in accordance with the further orders of the apex court.

The notification further read that this decision has been taken on the recommendation of the seven-member committee of high-level officials of the state government and Secretary General/Secretary-level officials.

This committee was constituted on June 27 following an advice received from the Union Personnel and Training Department.

The state government also gave detailed guidelines for effecting such reservation in promotion.&nbsp;

Meanwhile, a labourer who suffered injuries during the incident said, a crack had appeared on one of the building columns but they were told by the builder to fill it and carry on with their routine work.

"A crack appeared in the column of the building this morning. The builder told us to fill the cracks with cement and forced us to continue. We were working on the upper floor the column must have collapsed on the ground floor," one of the labourers said.

The&nbspNational Disaster Response Force&nbsp(NDRF) team has so far rescued seven people from the debris of the building which collapsed in&nbspGhaziabad's Missal Gadi on Sunday afternoon.

There was no report as yet if there were more people trapped in the collapsed structure.

The incident comes within a week of a six-storey under-construction building collapsing on another five-storey building in Greater Noida.

"There is freedom of expression, but as far as toeing the party line is concerned, it is expected of the Congress workers and the entire leadership that they will maintain the balance of decorum and dignity of language," he added.&nbsp;

Surjewala said the Congress chief pointed out that aspirations were being crushed in the country, voices subjugated, hopes were lying shattered and the discourse was being made poisonous by way of a concerted conspiracy by the ruling BJP.

"In that context, he pointed out and told the Congress leaders to not lose sight of the goal and people's issues, their pains and sufferings. Let us not be guided by a failed prime minister and a failed (Narendra) Modi government, which has nothing to offer, except for the poisonous, venomous, divide and rule policy.

"That is why he said gravitas of language and conduct is expected by the people of this country of Congress leaders and they should adhere to it," he added.

Surjewala said Gehlot told the gathering that discipline started with the leader and percolated down to the workers and one could expect it from the workers only when the leaders showed the path.

Gandhi, after ending his speech, moved across the floor to get to the treasury benches to the Prime Minister. They hugged each other, and as Gandhi was returning to his seat, Prime Minister Modi was seen calling him back and they exchanged pleasantries. The gestures seemed to ease the tempers.

The Prime Minister, however, was left unmoved by this gesture and did not pull his string back before unleashing his wrath on Gandhi.

In a series of tweets, Chidambaram said the present Goods and Services Tax regime is still "unreformed" and the government must notify three rates immediately and signal its intention to move to a single rate in the medium term, which will be the true GST.&nbsp

"When elections are around the corner, government cuts rates. I suppose that makes a good case for frequent elections in different states!," he said.&nbsp
