Months after facing an electoral setback against debutant TVK led by Joseph C Vijay, the DMK is planning a major organisational overhaul with a focus on younger leadership. The DMK Executive meeting on Saturday passed a resolution introducing age and term limits for several key party posts. The move will also bring changes to the party's organisational structure across districts, cities, areas and unions.
Under the new rules, a District Committee Secretary can hold the post for a maximum of three terms, while the upper age limit has been fixed at 70 years. The party has also decided to abolish the post of City Secretary.
The resolution also proposes changes to urban committees based on voter numbers. In the Chennai Corporation, each Area Committee will have an average of 40,000 voters, while Area Committees in other corporations will have an average of 30,000 voters.
The maximum age for an Area Committee Secretary has been set at 60 years, with a maximum limit of two terms.
City Committees will also have an average of 40,000 voters. Their secretaries will have an age limit of 60 years and can serve a maximum of two terms.

New structure for union committees
The party has decided to form one Union Committee for every 30,000 voters on average. The maximum age for a Union Committee Secretary will be 60 years, while the post will be limited to two terms.
The changes will be implemented after the party president announces 110 districts. District Executive Committee meetings will then be held, following which Union, City, Area and Ward Committees will have to be reorganised within 15 days according to the new guidelines.
A District Executive Committee meeting will subsequently be held in the presence of a representative deputed by the party headquarters. The reorganised structures will require approval before their details are sent to the party headquarters.
The new 70-year age limit for District Committee Secretaries could affect 13 current district secretaries who are aged 70 or above.
