Prime Minister Narendra Modi, who is in Uttarakhand's Kedarnath, inaugurated various development projects in the pilgrimage town.
PM Modi, who offered prayers at the famous Kedarnath temple, said in his address that through the development work in Kedarnath, the government wanted to show how an ideal "Tirth Kshetra" (pilgrimage centre) should be.
He clarified that the government was building modern infrastructure in the town while ensuring that environmental laws were not flouted.
"Building modern infrastructure in Kedarnath but the traditional soul will be preserved and will ensure environmental laws not flouted," PM Modi said.
The prime minister said he would seek Lord Shiva's blessings and "resolve to devote myself to fulfilling the dream of a developed India by 2022."
The prime minister also spoke about the floods in 2013 in the state and said as then chief minister of Gujarat, he had offered to help the government which was "nervous" about taking his help.

"When floods of 2013 occurred I was not PM, I was Gujarat CM. I offered to help in rebuilding but Centre became nervous,"PM Modi said.
He also praised the people of Uttarakhand for their discipline, saying that the hill state had given the country many soldiers.
"Discipline is in the blood of people here in Uttarakhand. At least one person from each family is a soldier," PM Modi said.
This is PM Modi's second visit to the Kedarnath shrine this season. He had visited it on May 3 when its gates had been reopened after the winter break.
