Putin&rsquo;s comments, delivered on Friday, included a call for a new governing body in Ukraine, a move that could potentially sideline Zelensky.

He explained that any country buying Russian oil would face consequences. &ldquo;That would be that if you buy oil from Russia, you can&rsquo;t do business in the United States. There will be a 25% tariff on all oil, a 25- to 50-point tariff on all oil,&rdquo; he added.
Trump said that the tariffs would include Russian oil and other products sold in the US, saying they would come into effect within a month if a ceasefire is not reached. &ldquo;There will be a 25% tariff on oil and other products sold in the United States, secondary tariffs,&rdquo; he said.

<h2>Ukraine, US talks in Riyadh</h2>
Ukrainian representatives are expected to meet with a US technical delegation in Riyadh on 23 March. The following day, on 24 March, the United States plans to hold separate meetings with both Ukrainian and Russian delegations.
The meeting was confirmed by Ukrainian President Volodymyr Zelensky on 22 March. &ldquo;A US-Ukraine meeting will take place tomorrow, March 23, in Saudi Arabia,&rdquo; Zelensky announced.
US Envoy Steve Witkoff also confirmed that Washington will hold diplomatic talks with Moscow in Jeddah on the same day.
Earlier, Zelensky had indicated that Ukrainian and US teams would meet on 24 March in Riyadh, where American negotiators would also meet separately with both sides. US Special Envoy Keith Kellog referred to this method as &ldquo;shuttle diplomacy.&rdquo;

As a gesture of goodwill, Russia will transfer 23 seriously wounded Ukrainian servicemen to Kyiv.

To stop this, active pressure is needed, not just talks. Pressure on Russia. Strong measures are needed to take even the first steps toward ending the war. This includes sanctions against Russia that must not only be maintained but continuously strengthened. I ask you to take these steps and to work with your partners on this," he said. 
He suggested that European forces should be deployed on Ukrainian soil, with the United States providing additional support.
He further called for increased investment in defence production, both in Ukraine and across Europe, to speed up the manufacturing of critical military supplies. "It shouldn&rsquo;t take 3 to 5 years to produce ammunition when it&rsquo;s about your defence and security. Please, do it as soon as possible," he urged.

A US official also confirmed to NBC News that Russia did not want Kellogg involved in the discussions.

Russian propagandists have been instructed to promote "victorious" narratives on the symbolic date of Feb 24 to incite disbelief in Ukrainian society, destabilise the country, and discredit Kyiv partners as "enemies peace", Kyiv Independent reported, citing Ukrainian Military Intelligence, known as HUR.
The report comes amid the landmark shift in US foreign policy, as it appears to bond more with Russian President Vladimir Putin, and maintain distance with Ukrainian President Volodymyr Zelensky.&nbsp;

World: February 24 marks three years since Russia launched its full-scale invasion of Ukraine and claimed tens of thousands of lives on both sides.

On the third anniversary of Russia's invasion of Ukraine, Russia wants to declare "victory" in its war against Ukraine and NATO, Ukrainian intelligence claimed on Friday. Russian propagandists have been instructed to promote "victorious" narratives on the symbolic date of Feb 24 to incite disbelief in Ukrainian society, destabilise the country, and discredit Kyiv partners as "enemies peace", Kyiv Independent reported, citing Ukrainian Military Intelligence, known as HUR. The report comes amid the landmark shift in US foreign policy, as it appears to bond more with Russian President Vladimir Putin, and maintain distance with Ukrainian President Volodymyr Zelensky. HUR, in a Telegram post, claimed that the key narratives of the information campaign include slogans like "The West betrayed Ukraine,” “Neither Moscow nor Washington cares about the opinion of Europeans and Ukrainians,” or that “the Ukrainian government is illegitimate”. It has been a narrative that has been pushed in recent days not only by the Kremlin but also by the White House. “In addition, Russia is preparing to declare an alleged 'victory' in the war against Ukraine by the 'round date' of Feb. 24, 2025, the third anniversary of the beginning of the full-scale war,” the HUR claimed. "For such European governments, the Kremlin is slapping on the 'enemies of peace' label,” HUR warned. Russian President Vladimir Putin said on Wednesday (Feb 19) that US President Donald Trump told him that Ukraine would take part in future peace talks.&nbsp;

Putin is speaking to reporters in St. Petersburg and admitted that he "has no close relations" with Trump, adding that they haven't seen each other for a long time.&nbsp;

‘Nobody excluding Ukraine from talks,’ Putin says negotiations ‘key priority for Russia’

US President Donald Trump on Tuesday (Feb 18) hinted at a possible meeting with Russian President Vladimir Putin this month, while brushing off Ukraine's concerns about being excluded from US-Russia talks in Saudi Arabia focused on ending the Ukraine war.
"Probably," Trump said at a press conference at his Mar-a-Lago club in Palm Beach when asked if he still expected to meet with Putin before the end of the month.

Trump spoke for the first time since a US delegation established a working dialogue with Russia about Ukraine during talks in Riyadh. He brushed aside Ukraine's concern about being left out of the meeting, saying Kyiv could have made a deal with Russia three years ago to avert the invasion by Moscow.
"Today I heard, 'oh, we weren't invited.' Well you've been there for three years, you should have ended it... you should have never started it. You could have made a deal," said Trump, referring to Ukraine.

Sean Savett, the spokesperson for the White House National Security Council under former president Joe Biden, called out Trump for apparently buying into Putin's propaganda. Savett stressed that Russia alone is responsible for the ongoing war, having initiated it with an unprovoked invasion of Ukraine and committing war crimes against the Ukrainian people.

"Having troops over there would be fine, I wouldn't object to it at all," Trump said.
