Kyiv on Monday alleged that Russia is using so-called "scorched earth" in its assault on Ukraine's besieged Bakhmut. As per a Reuters report, Moscow's forces are pressing attacks in Ukraine's eastern Donetsk region. The aggressor Russia is reportedly focusing on two cities of Bakhmut and Avdiivka, where it is pounding Ukrainian positions with air strikes and artillery barrages.

Ukraine's ground forces commander Colonel General Oleksandr Syrskyi on Monday said that the defence of Bakhmut continued and that the situation is "difficult but controllable."

Syrskyi as per Ukraine's Media Military Centre, claimed that Moscow is sending in special forces and airborne assaults as a backup for the Russian mercenary Wagner group, whose members as per the Ukrainian commander are exhausted.

He said that "the enemy switched to the so-called scorched earth tactics from Syria. It is destroying buildings and positions with air strikes and artillery fire."

Ukraine claims that Russian forces made "unsuccessful advances" on areas west of Bakhmut and that around 10 villages and towns in the area have so far come under Russian shelling. Reportedly, Russia has also failed in its advances on Avdiivka.

31 children that Russia 'stole' return home to Ukraine

Russia has faced resounding defeat in three separate votes in the United Nations. The loss which comes over a year into the Russia-Ukraine war bears witness to the fact that the international community maintains its opposition to Moscow's decision to invade Ukraine. Vladimir Putin's nation bore defeat during votes in the 54-member UN Economic and Social Council (ECOSOC). The first "resounding defeat" was at the hands of Romania for a seat on the Commission on the Status of Women. Estonia then beat Russia in the bid for the UN children's agency UNICEF's executive board. Furthermore, Armenia and the Czech Republic defeated Rusia in a secret ballot for membership in the Commission on Crime Prevention and Criminal Justice.

AFP reports that after Wednesday's votes, US Ambassador Linda Thomas-Greenfield remarked that the results are a "clear signal from ECOSOC members that no country should hold positions on critical UN bodies when they are in flagrant violation of the UN Charter."

While Russia faced defeat for the above-mentioned significant seats, in the voting for members of 14 commissions, boards and expert groups that ECOSOC oversees, the nation was elected to the Commission for Social Development by acclamation. The United States and the United Kingdom have reportedly dissociated their countries from the commission. Russia loses three UN elections over Ukraine war, its ‘flagrant violation of the UN Charter’

Amid the ongoing Russian invasion, Ukraine President Volodymyr Zelensky on Friday (April 7), hosted the first “official” iftar with Muslim servicemen, representatives of the diplomatic corps, and the Mejlis of the Crimean Tatar people outside a mosque in the centre of Kyiv, reported Kyiv Independent, an online Ukrainian newspaper. Zelensky addressed the gathering and criticised Russia’s treatment of the Muslim-minority Tatar community in Kremlin-controlled Crimea and vowed to recapture the peninsula.

“Russia’s attempt to enslave Ukraine...began exactly with the occupation of Crimea, exactly with repressions against Crimean, Ukrainian and Crimean Tatar freedom and of Crimean Muslims,” said Zelensky, reported AFP. Russia captured the Black Sea territory from Ukraine in 2014, a move which had garnered significant criticism from Kyiv and its allies in the West.

The Tatar community accounted for at least 12 to 15 per cent of the two million Crimea residents. Reports suggest that after Moscow took over Crimea, it banned the traditional assembly of the Tatar Muslim minority also known as Mejlis. Additionally, Russia has also declared it an extremist organisation and has jailed members of the community since, citing security concerns.

“There is no alternative for Ukraine, or for the world, other than the de-occupation of Crimea. We will return to Crimea,” said the Ukrainian president.

Zelensky also conferred awards to several Muslim Ukrainian servicemen and thanked the Muslim community for defending Ukraine, during the gathering for ‘iftar’ the meal breaking the daily fast during the holy month of Ramadan. He also said that Kyiv “values every person, values every community,” adding that diversity is a part of the country’s character.

“Ukraine is grateful to the Muslims of our country and to everyone in the Muslim community of the world who, like us, longs for peace and protection from evil,” said the Ukrainian president. He also later took to Twitter and wrote, “Despite the sadness and pain of war, may the holy Ramadan be bright for you! May iftar bring consolation to everyone in the world, in the Muslim community, wherever you happen to be now.”

Ukrainian President Volodymyr Zelensky on Wednesday arrived in Poland, a close ally that has provided refuge to millions of Ukrainian citizens and has assisted the Kyiv government with vital weaponry. Soon after the leader's arrival, Marcin Przydacz, a senior official with the Polish presidency, while speaking to TVN24 television said that "the president has crossed the Polish border, he is on Polish territory." The visit comes as Ukraine readies to conduct a counter-offensive to recapture its land in the east and south from Russian control in the coming weeks or months.

Reuters reports that on his first visit to Poland, Volodymyr Zelensky has been awarded the nation's highest order, called the "Order of White Eagle".

The Polish president said that given that the remaining fighter jets in Poland's possession had been "adapted to NATO standards", the move would require a green light from NATO allies.

He specified that Poland would be able to pass on its MiG-29s to Ukraine as they get the new South Korean FA-50 fighter jets as well as the US-made F-35 stealth jets that have been ordered.

In Poland, Zelensky receives highest honour and a promise involving Warsaw's remaining fleet of MiG-29

US journalist Evan Gershkovich, who was arrested in Russia last week on spying claims as per a Moscow court, is reportedly appealing his detention. The court on Monday made this announcement, adding that the date for this appeal is yet to be announced. A spokesperson for Moscow's Lefortovo district court, according to an AFP report, said that "the date of the hearing on his detention appeal will be announced this week."

The appeal, as per the spokesperson, has been filed by the same lawyer that represented the Wall Street journalist during his previous detention hearing.

AFP reports that Gershkovich, who previously worked with the news agency, was remanded in custody until May 29.

The journalist and the Wall Street Journal have denied the spying charges levied against him. The publication in its statement said that it "vehemently denies the allegations from the FSB and seeks the immediate release of our trusted and dedicated reporter."

Russian state news agency TASS reports that the case against Gershkovich has been classified as "top secret". This effectively restricts information that can be published about the case.

31-year-old Gershkovich is thought to be the first foreign journalist to be taken into custody for espionage charges since the break-up of the USSR.

His arrest has drawn outrage from the West and is seen as a serious escalation of Moscow's crackdown on media.

Denouncing the "unfounded espionage charges" more than three dozen news organisations have signed a letter to the Russian ambassador in the United States. The letter which was released by the Committee to Protect Journalists remarks that the journalist's "unwarranted and unjust arrest" by Russia "is a significant escalation in your government's anti-press actions."

It further says that "Gershkovich is a journalist, not a spy," and asks for his release "immediately and without conditions."

US journalist Evan Gershkovich, who was arrested in Russia last week on spying claims as per a Moscow court, is reportedly appealing his detention. The court on Monday made this announcement, adding that the date for this appeal is yet to be announced. A spokesperson for Moscow's Lefortovo district court, according to an AFP report, said that "the date of the hearing on his detention appeal will be announced this week." The appeal, as per the spokesperson, has been filed by the same lawyer that represented the Wall Street journalist during his previous detention hearing. AFP reports that Gershkovich, who previously worked with the news agency, was remanded in custody until May 29. The publication in its statement said that it "vehemently denies the allegations from the FSB and seeks the immediate release of our trusted and dedicated reporter." Russian state news agency TASS reports that the case against Gershkovich has been classified as "top secret". The United States may announce a fresh $2.6 billion military aid package for war-torn Ukraine. Quoting three US officials in the know, Reuters reports that the military aid package to help Kyiv in its war against Russian aggression is expected to be announced on Monday and could include air surveillance radars, anti-tank rockets and fuel trucks. The list of equipment will be finalised over the weekend, and the dollar amount or the specifics of the equipment to be donated could still change, said one of the officials on the condition of anonymity.

As per the official, the final list of equipment could include half a dozen types of munitions, including tank munition.

The International Olympic Committee (IOC) on Tuesday issued recommendations for the gradual return of Russian and Belarusian athletes to international competition. Olympic chiefs, as per AFP, recommended their return as individual neutrals but refrained from giving a timeline on their potential participation at next year's Paris Olympics. As per Reuters, the IOC Executive Board will take a decision regarding the Paris Olympics at a later date. IOC president Thomas Bach said that the board had recommended to international federations and sports event organisers that "athletes with a Russian or a Belarusian passport must compete only as Individual Neutral Athletes," with no flag or anthem.

Bach said that politics could not be part of sports competitions and that athletes should not be punished for their passports.

The US on Tuesday said it will stop exchanging with Russia some data on its nuclear forces. The move is a response to Moscow suspending its participation in the New START nuclear arms treaty. Since "Russia has not been in full compliance and refused to share data which we ... agreed in New START to share biannually," the US has "decided to likewise not share that data," John Kirby, the National Security Council Coordinator for Strategic Communications, told reporters.

Ukraine allies slam IOC, say 'not a single reason' to lift olympics ban on athletes from Russia and Belarus

In the Russian town of Yefremov, residents say they are shocked by the case of a father separated from his 13-year-old daughter because of her drawing criticising Moscow's offensive.

Located around 300 kilometres (186 miles) from the Russian capital, the town of 37,000 people has all the outward signs of patriotic support for the year-long campaign seen across the country.

"For A World Without Nazism" reads a billboard on the main street -- alongside the letters "Z" and "V" used by Russian forces in Ukraine.

But its inhabitants are quietly divided over the fighting and have been shaken in recent weeks by a case that has become a testament to the repression of any criticism of the offensive.

It all began last year when 13-year-old Maria Moskalyova made a drawing at school showing missiles next to a Russian flag heading towards a woman and child standing by a Ukrainian flag.

Her headmistress immediately contacted the police, who said they found comments criticising the offensive on the social media profiles of the girl's father, 54-year-old Alexei Moskalyov.

Moskalyov is due to go on trial on Monday on a charge of "discrediting Russia's armed forces" which carries a maximum sentence of up to three years in prison under a law adopted last year.

Moskalyov is also at risk of losing parental rights in a separate trial set to begin on April 6, according to his lawyer Vladimir Bilyenko.

Since March 1, Moskalyov has been under house arrest while his daughter has been taken to an orphanage and forbidden from calling her father, according to town councillor Olga Podolskaya.

The mother is estranged from the family.

Russian town shocked by case of child's Ukraine drawing

In an interview with Japanese newspaper Yomiuri Shimbun, Ukrainian President Volodymyr Zelensky said that Kyiv cannot start a counter-offensive against Moscow until Western allies send more military support. He also said that the situation in the eastern part of the country is “not good” and that he has appealed to the United States and European countries to ramp up their supply of ammunition.

This comes as the eastern region of the war-torn country has witnessed some of the fiercest battles, including one for the key city of Bakhmut. However, Ukraine’s commander-in-chief Lt Gen Valerii Zaluzhnyi, on Friday said in a Facebook post, that the situation in the eastern city is “stabilising”.

While acknowledging the situation on Ukraine’s frontlines, Zaluzhnyi also said that it “is the toughest in the Bakhmut direction” and that it is due to the “tremendous efforts” of the Ukrainian forces “we are managing to stabilise the situation”. Reports also suggest that Ukraine has been witnessing mounting casualties in the region.

“We are waiting for ammunition to arrive from our partners,” said Zelensky to the Japanese newspaper. The Ukrainian president also spoke about how tanks provided by Germany and others are expected to be deployed on the battlefield from April, adding, “We need tanks for the “de-occupation of Ukraine.” When asked about the expected counter-offensive, Zelensky said, “We can’t start yet, we can't send our brave soldiers to the front line without tanks, artillery and long-range rockets.”

Reports of speculation about Ukraine’s counter-offensive, particularly about the time and place it might happen, have also left Kyiv’s defence ministry irate. Ukraine’s Deputy Defence Minister Hanna Malyar took to social media and urged people to stop discussing potential plans. She added, “Please stop asking experts questions about a counter-offensive on the air, please stop writing blogs and posts on this topic, please stop publicly discussing the military plans of our army,” reported BBC.

During the interview, Zelensky also spoke about China's 12-point peace plan which does not call for the withdrawal of Russian troops or the returning of all territory seized by Moscow and said, “Our sovereignty and territorial integrity comes first.”

Zelensky also said that he did not receive a message from Beijing about a proposal to mediate peace between Russia and Ukraine and that even after "straight messages" through the diplomatic channels he wanted to speak with Chinese President Xi Jinping, he did not get a response.

Zelensky warns EU: Delaying military aid could give 'evil' time to regroup, prolong Ukraine war for years

One year into the war, the reconstruction and recovery needs of Ukraine, as per the latest World Bank estimates, have risen to $411 billion. Ukraine's reconstruction and recovery, as per Anna Bjerde, World Bank's vice president for Europe and Central Asia, will "take several years." As per the report released on Wednesday, these estimates "should be considered as minimums as needs will continue to rise as long as the war continues." Ukraine war which began on February 24, 2022 has caused widespread damage to the global economy. The Russian invasion has not only displaced millions of people, but has also triggered a global food and energy price surge.

As per the latest assessment, it is expected that in 2023, Kyiv will require around $14 billion for critical and priority reconstruction and recovery investments.

It estimates that in addition to what the Ukrainian government has allocated in its 2023 budget, meeting these needs will require $11 billion in additional funding. AFP reports that the highest expected needs are in transport, while housing and energy are a close second.

The latest assessment has been jointly reached by the Ukrainian government, the World Bank, the European Commission and the United Nations. It is around $62 billion more than an earlier estimate of $349 billion reported in September.

Undoing 15 years of development and progress, the war has forced 7.1 million people into poverty, states the assessment.

Ukraine’s reconstruction and recovery will take several years, cost $411 billion: World Bank

United States Secretary of State Antony Blinken on Wednesday said that China has not 'crossed the line' and provided Russia with substantial aid despite it ramping up diplomatic aid to Moscow. Blinken, who as per AFP, has for weeks warned that Beijing is considering Russia's request for weapons for the Ukraine war said that "as we speak today, we have not seen them cross that line." As Xi meets Putin, Ukraine's Zelensky invites China to join Kyiv's peace formula

The Indonesian island of Bali has witnessed an uptick in the number of Russian and Ukrainian tourists since the beginning of what Moscow has described as its “special military operation” in Kyiv. The reports of bad behaviour and criminal activities allegedly committed by Russian and Ukrainian tourists include overstaying their visas, working illegally as hairdressers, unauthorised tour guides and taxi drivers, reported CNN.

The incidents have reportedly prompted Bali Governor Wayan Koster to propose that a visa-on-arrival policy for visitors from the two aforementioned countries be terminated. “I have written a letter to the ministries (Indonesia’s Foreign Ministry and Law and Human Rights Ministry) requesting that the visa facility be revoked for Russians and Ukrainians”, said Koster, as per local media reports.

According to the Indonesian government, nearly 60,000 Russians visited Bali in 2022 after it lifted its Covid-related restrictions while 22,500 people from Russia have arrived on the island since the beginning of this year alone. On the other hand, over 7,000 Ukrainians arrived in 2022 while some 2,500 came to Bali in the first month of this year, reported CNN.

Indonesia allows citizens of certain countries including Russia and Ukraine to apply for a visa on arrival in the country, while others have to apply before departure. Meanwhile, the country’s Tourism Minister Sandiaga Uno said that the number of tourists from Russia and Ukraine “who have...caused problems is not yet significant”. He added, that any plans to change visa rules must be “carefully reviewed” and will be discussed with all the stakeholders.

While the reports of misbehaving tourists are not necessarily new in Bali, it seems as though Balinese authorities wish to make an example out of the tourists from the two countries, as per CNN. “Why these two countries? Because they are at war so they flock here,” Koster had said in a news conference previously.

According to a report by Bloomberg, Indonesia has deported some 47 people from the popular tourist destination amid a crackdown on foreigners for misusing their visas to work, out of which 13 were Russians. Reports also suggest that the Bali government is planning to ban tourists from renting motorcycles following a series of road accidents. Notably, in January, a Ukrainian and Russian visitor died in a vehicle collision.

According to local media reports, Koster has announced a province-wide crackdown on misbehaving foreigners which includes driving without a licence, not wearing a helmet, or driving dangerously. Furthermore, the Bali police, last week also launched a five-day special operation where over 475 police personnel will closely monitor foreigners in Bali. The officials have also reportedly assured that well-behaved visitors to Bali have nothing to worry about.

Bali mulls over terminating visa-on-arrival for Russians, Ukrainians. Here’s why

The Kremlin as well as Beijing have recently confirmed Chinese President Xi Jinping’s visit to Russia from March 20 to 22. This comes weeks after Beijing proposed a 12-point peace plan urging both sides to agree to a gradual de-escalation. Similarly, a report by the Wall Street Journal, earlier this week, also suggested that Xi may hold talks with Ukrainian President Volodymyr Zelensky, which would be the first time since Moscow began its “special military operation” in Kyiv.

China’s role in the conflict

China had garnered criticism for its stance on the Russian invasion of Ukraine particularly as the conflict had crossed its one-year mark. This came as Beijing had and still refuses to criticise Moscow but opted for what might be viewed as a neutral stance as it continues to urge that the sovereignty and territorial integrity of all nations be upheld. In late February, the US Secretary of State Antony Blinken said American intelligence suggests China is considering supplying military aid to Moscow.

In an interview with NBC, Blinken also said that China is “trying to have it both ways,” where “publicly, they present themselves as a country striving for peace in Ukraine, but privately, as I said, we’ve seen already over these past months the provision of non-lethal assistance that does go directly to aiding and abetting Russia’s war effort.”

However, the claim was quickly dismissed while China accused the US of “fanning flames and stoking confrontations” as it continues to provide Ukraine with defensive weapons. In response, China’s top diplomat Wang Yi had also said, Beijing would “never accept finger-pointing and even coercion and pressure on China-Russia relations.”

A week or so later, on the first anniversary of Russia’s invasion of Ukraine, Beijing released a 12-point peace plan in a foreign ministry paper. In the peace plan the ministry had stated, “All parties must stay rational and exercise restraint, avoid fanning the flames and aggravating tensions, and prevent the crisis from deteriorating further or even spiralling out of control.”

It added, “Dialogue and negotiation are the only viable solution to the Ukraine crisis” and that China would play a “constructive role,” without mentioning what that would entail. Notably, China has refrained from condemning Russia for its actions or referring to its “special military operation” as an invasion but has criticised Western sanctions imposed against Moscow.

Why would China want to mediate?

China had also garnered criticism from the West about supposedly defending Moscow and not doing enough to address the issues around it. Analysts, as per Reuters say that this would be Beijing’s way of deflecting some of that backlash and even if they cannot achieve a quick breakthrough it is a low-cost venture which can yield high returns for China.

Additionally, China also recently mediated talks between Iran and Saudi Arabia and struck a peace deal where the two countries have now decided to re-establish relations after seven years of hostility which had previously threatened the stability and security in the Gulf.

“This is a victory for dialogue, a victory for peace, offering major good news at a time of much turbulence in the world”, China’s top diplomat, Wang Yi had said at the time. Notably, the deal was seen as a landmark diplomatic win for China in a region where the geopolitical scenario had previously been dominated by the US.

Wang also said that China as a “good-faith and reliable mediator” has “faithfully fulfilled its duties as the host”. He added, Beijing will continue to play a constructive role in handling hotspot issues of the world and demonstrate its responsibility as a major nation and that the world is not just limited to the “Ukraine issue”.

As per Reuters, analysts have said that under Xi’s stewardship, Beijing is attempting to project itself as a responsible power where the Chinese president “would want to be seen on the global stage as a statesman whose influence at least equals that of the US leader,” said Wang Jiangyu, a law professor at the City University of Hong Kong.

Will China be an ‘honest broker’?

Last year, weeks before the Russian invasion of Ukraine, Xi had hosted Russian President Vladimir Putin in Beijing for the Winter Olympics where the two countries had issued a joint statement committing to their “no limits” friendship.

Therefore, since China proposed its peace deal it has been met with deep scepticism given its “no-limits” friendship with Moscow, many have questioned if it can be an honest broker between Russia and Ukraine. After the 12-point plan was released, charge d’affaires at the Ukrainian embassy in Beijing, Zhanna Leshchynska, said that it was a “good sign” but questioned China’s neutrality.

“If it is neutrality, then China should talk to both sides, Russia and Ukraine. Now we see the Chinese side mostly talking with Russia, but not Ukraine,” said Zhanna. She added that Kyiv will not agree to anything which keeps “Ukrainian territories occupied” and “puts our people at the aggressor’s mercy”.

Similarly, an international security expert Li Mingjiang dismissed the proposal as China’s “attempt at public relations”. He added, “I'm not convinced that this policy is going to improve their credibility in being an honest broker.”

It is also worth noting that since the conflict began Beijing has called for peace but at the same time backed the Russian position of NATO being a threat to Moscow with its eastward expansion. Meanwhile, it has also accused the West of fanning the flames of the conflict by supplying Ukraine with military aid.

In this context, some have also called on Beijing to clarify its stance, “China feels it necessary to repeat its self-perceived neutrality at this juncture, to save some international inference by not only criticising NATO but also distinguishing itself from Russia’s behaviour,” said Shi Yinhong, a professor of international relations at Beijing’s Renmin University, as per Sky News.

“China doesn't have much credibility because they have not been able to condemn the illegal invasion of Ukraine,” NATO Secretary-General Jens Stoltenberg said last month after the deal was announced. While China may not have “credibility” as an honest broker, experts believe that it is in a better position to mediate than Turkey as it holds some leverage over both Russia and Ukraine.

Currently, China can be viewed as Russia’s most important ally as not only has it been buying oil from Moscow it also provided a market for its goods after they were sanctioned by Western countries. On the other hand, a Russia expert at Oxford University, Samuel Ramani also spoke about Beijing’s leverage over Ukraine which includes not losing their chances of Chinese support for its reconstruction, reported Reuters.

Additionally, after Russia had annexed Crimea in 2014, Beijing increased trade with Ukraine and did not recognise the annexed territory as Russian, said Ramani. He added, “Most importantly, Zelensky does not want to provoke China so much that they start arming Russia”.

The EU unveiled plans to make electricity bills "less dependent" on fossil fuel costs to reduce the likelihood of price hikes similar to those seen when Russia invaded Ukraine.

Russian mercenary group Wagner’s chief reveals ‘political ambitions’, to run for Ukraine’s president in 2024

The head of the Russian mercenary group Wagner has warned that unless his troops are fortified with ammunition, Moscow's position in the eastern Ukrainian city of Bakhmut is in peril. This, as per Reuters, can be seen as the latest sign of tensions between the Kremlin and the private militia chief. Ukrainian military officials and analysts too have reported reluctance on the part of Russia's 155th brigade leaders. Reportedly, after sustaining severe losses in fighting near the town of Vuhledar, south of Bakhmut, they are resisting orders to attack.

Yevgeny Prigozhin, the Wagner chief, said that Russia's front lines could collapse if his forces did not receive the ammunition that Moscow had promised in February.

"For now, we are trying to figure out the reason: is it just ordinary bureaucracy or a betrayal," said Prigozhin on Telegram. He was referring to the absence of ammunition.

'Ordinary bureaucracy or a betrayal?': Wagner chief says without promised ammunition, Bakhmut could collapse

The eastern Ukrainian city of Bakhmut continues to witness intense fighting as Russia attempts to “encircle the town”, forcing civilians to leave on foot rather than vehicles. Reports also suggested that it seems like both Moscow and Kyiv are struggling with weapon shortages and mounting casualties. This comes as Bakhmut has become the epicentre of fighting in the past few months.

On Sunday morning, a Ukrainian general said “more than 130 enemy attacks,” have been repelled from areas including Kupiansk, Lyman, Bakhmut and Avdiivka in the eastern regions of Donetsk, Luhansk and Kharkiv. He added, “The enemy continues its attempts to encircle the town of Bakhmut.”

This comes after the Russian mercenary group Wagner's chief, Yevgeny Prigozhin, late Saturday said that if his forces were to withdraw, Moscow’s entire frontline would collapse. Subsequently, in a video address on Sunday, he said that Russia’s ministry of defence was not doing enough to support his men in terms of ammunition. “If the private mercenary force Wagner retreats from Bakhmut, the whole front will crumble…to the Russian borders and maybe further”, said the Wagner chief, as per the Guardian.

Meanwhile, a spokesman for the Ukrainian military’s eastern command, Serhiy Cherevatyi said Bakhmut was Russia’s “priority target” but their troops are “doing everything to defend this settlement and also inflict maximum losses on the enemy”, reported Reuters. In an interview with Ukraine’s Kyiv24 on Sunday, the war-torn country’s top commander described the situation in the city as “hell” and that Russian forces were still on the outskirts of the city.

Think tank ISW and UK defence ministry weigh in

The Washington-based think tank, Institute for the Study of War (ISW) in a statement, on Sunday, said, “Russian forces appear to have secured a sufficient positional advantage to conduct a turning movement against parts of Bakhmut but have not yet forced Ukrainian forces to withdraw and will not likely be able to encircle the city soon.”

It added that the purpose of this turning movement “is to force the enemy to abandon prepared defensive positions and is different from the aim of an encirclement, which is to trap and destroy enemy forces.” However, the Ukrainian command has signalled that it might withdraw from the city rather than risk an encirclement, said the ISW.

Battle for Bakhmut rages on as Russian forces attempt to ‘encircle’ city; residents flee

Latvia's Deputy Foreign Minister, Dr Gunda Reire, in an exclusive conversation with WION's diplomatic correspondent Sidhant Sibal, emphasised the gravity of the Russia-Ukraine conflict. Calling the war an "existential threat" to the global world, she said that her country is committed to supporting Ukraine in this conflict as long as it takes. She also commented on the growing ties between India and Latvia.

WION: How do you see the relationship between the two countries?

Dr Gunda Reire: I must say that the relationship between India and Latvia relationship is very warm and very friendly. We are democracies; we support the rule of law and also international order based on the rule of law. India's students form the biggest part of foreign students in Latvia, and Indian culture and cuisine are very well known in our country.

WION: How has the Russia- Ukraine conflict impacted your country?

Dr Gunda Reire: We see it as an existential threat, not only to our country and Europe but also globally. Russia's war of aggression against Ukraine threatens the very basis of the international system based on the rules of law. This is the reason why we are supporting Ukraine with every possible means..we will do that as long as it takes. Latvia's Deputy Foreign Minister calls Russia-Ukraine war an 'existential threat' to the global world

The US Secretary of State Antony Blinken arrived in Kazakhstan, his first stop to meet the Central Asian countries, on Tuesday (February 28). This comes as Washington has sought deeper engagement with the five former Soviet republics in the region following the Russian invasion of Ukraine that began a year ago.

Blinken embarked on his maiden visit to the region as the top diplomat for President Joe Biden’s administratio, with stopovers at the capitals of Kazakhstan and Uzbekistan. He held talks with the Kazakh foreign minister Mukhtar Tileuberdi on Tuesday, after which he also met with the President of Kazakhstan, Kassym-Jomart Tokayev.

The talks were held under the so-called C5+1 group made up of the US, Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan. While the former soviet countries have had a somewhat close relationship with Russia, it has recently become strained following Moscow’s invasion of Kyiv and the effect it has had on the Central Asian countries, particularly economically.

“We are watching compliance with sanctions very closely and we're having an ongoing discussion with number of countries, including our C5 partners, on the economic spillover effects”, said Blinken at a press conference, after a meeting with the officials in the Kazakh capital Astana.

He recalled the US was the first country in December of 1991 to recognise Kazakhstan and remains “firmly committed to the sovereignty, territorial integrity and independence of Kazakhstan and countries across the region.”

The US official also announced a $25 million package as new funding to support economic growth in the region, including new trade routes and helping companies find new exports.

The Central Asian countries have generally adopted a neutral stance -- not being either pro-Russian or pro-Western-- and Tileuberdi said Kazakhstan would continue to do so amid the “complex international situation”.

Blinken warns Central Asian countries about dangers of Ukraine conflict; seeks to bolster C5+1 group ties

The Ukrainian military, on Sunday (February 26) said that Russia conducted an unsuccessful operation near Yahidne over the past day. This comes after Moscow’s Wagner group claimed that they have captured the Ukrainian village of Berkhivka which is located on the outskirts of Bakhmut. These conflicting claims could not be independently verified. The mercenary group claimed to have captured the villages in eastern Ukrain, a region where the fighting has intensified in recent weeks.

The General Staff of Ukraine’s Armed Forces, in his morning update, said that Russia’s offensive efforts have been focused along the Bakhmut front line which is also where Yahidne is located. The key eastern Ukrainian city has witnessed some of the most intense fighting where there are now only some 5,000 residents out of the 70,000 prior to the now-a-year-old Russian invasion.

What the Wagner group had claimed

The Russian mercenary group leader Yevgeny Prigozhin had on Saturday claimed that they have captured the eastern Ukrainian village of Yahidne. "At 1900 on 25th February, storm units of the Wagner Private Military Company secured complete control of the locality of Yagodnoye (Yahidne) to the north of Bakhmut," said Prigozhin, in an audio clip, as per Reuters.

This also came a day after he had claimed control of Berkhivka which is a village located on the outskirts of Bakhmut. "Berkhivka is fully under our control. Units of Wagner Private Military Company are in full control of Berkhivka," said the Wagner chief, on social media.

Earlier this month, Prigozhin, in an interview had also said how Bakhmut is the key to Russia’s plan to firmly establish its presence in eastern Ukraine.

What has the Ukrainian military said?

In the aforementioned Ukrainian bulletin, the military said that Russia has conducted “unsuccessful offensives” in six settlements in the eastern Donetsk region, which Moscow has previously claimed to have annexed and also includes Yahidne and Berkhivka.

Ukraine military denies Russian mercenary Wagner group's claim of capturing villages near Bakhmut

The meeting of the finance ministers for the group of 20 (G20) countries which had convened in the Indian city of Bengaluru ended on Saturday (February 25) without a joint statement. This comes as most G20 member nations condemned the ongoing conflict in Ukraine but China and Russia declined to sign the joint statement. This led India, which was hosting the two-day event to release a “chair’s summary and outcome document” which is said to simply summarise the talks and noted disagreements.

Disagreements at the G20 meeting

The document in question wrote, “most members strongly condemned the war in Ukraine and stressed that it is causing immense human suffering and exacerbating existing fragilities in the global economy.” This was said in the context of supply chain disruptions, risks to financial stability, as well as continuing energy and food insecurity. It also added that there were “different assessments of the situation and sanctions” referring to the ongoing conflict.

This comes as western countries have imposed thousands of sanctions against Russia and some of its citizens since it began what it has described as its “special military operation” in Ukraine, in a bid to starve the country of its revenues. A footnote said that the two paragraphs in the summary about the ongoing conflict “were agreed to by all member countries except Russia and China”.

Notably, the paragraphs are said to be adopted from the G20 Bali Leaders’ declaration in November but even at the time China wanted to change the language of the statement and remove the word “war”, reported AFP citing officials who requested anonymity.

Indian finance minister addresses a press conference after the meetings

“Although there was not what we would call a communique, but only an outcome statement, we still think we've made some progress in having all the ministers on board”, said the Indian Finance Minister Nirmala Sitharaman in her concluding remarks, earlier today.

She also addressed that, “Two countries, Russia and China had reservations. So with a footnote certainly a communique can't go out and therefore it had to be a chair summary and an outcome document.”

Since the beginning of the conflict, New Delhi has not condemned Moscow and was seen as reluctant to raise the issue at the meeting but the western countries asserted that they could not support any outcome that did not include a condemnation.

Furthermore, Indian Economic Affairs Secretary Ajay Seth refuted the aforementioned claims about Moscow and Beijing wanting to change the language part of the summary and said, “Both Russia and China took the position that Finance Ministers and Central Bank Governors’ mandate is to deal with economic and financial issues and their mandate is not on geo-political issues. So they did not comment on the language part,” as per PTI. He added, “There was no request or demand to remove the word 'war', they just said to remove the paragraph itself because it was not the right place for having those paragraphs.”

Whereas the other 18 countries felt that the ongoing war has got implications for the global economy, which is why this is the right place to have those paragraphs, said the economic affairs minister. The two-day meeting discussed a range of issues which also included debt relief to poorer countries, digital currencies and payments, reforms of lending institutions like the World Bank and International Monetary Fund (IMF) as well as climate change and financial inclusion.

According to the Indian finance minister’s summary, the global outlook has somewhat improved since they last met in October 2022 but global growth remains slow and downside risks to the outlook persist. This was in reference to elevated inflation, a resurgence of the pandemic and tighter financing conditions, which could worsen debt vulnerabilities in emerging economies.

“We, therefore, reiterate the need for well-calibrated monetary, fiscal, financial, and structural policies to promote growth and maintain macroeconomic as well as financial stability. We will continue to enhance macro policy cooperation and support the progress towards the 2030 Agenda for Sustainable Development,” said Sitharaman.

India's call for regulating crypto receives support

There was also a discussion surrounding the adequacy of IMF quotas which the document released after the meeting said that the leaders would continue to work on IMF governance reform under the 16th General Review of Quotas which would also include a new quota formula as a guide which would be completed by December 15, 2023.

Notably, India’s push for regulation of private crypto assets also received support at the meeting. IMF Managing Director Kristalina Georgieva backing New Delhi’s stance on private cryptocurrencies and other digital assets said, “We have to differentiate between central bank digital currencies that are backed by the state and stable coins, and crypto assets that are privately issued.”

She added, “Second, there has to be a very strong push for regulation. And third, if regulation fails, if you’re slow to do it, then we should not take off the table or banning those assets, because they may create financial stability risk”. This comes after Indian officials including the finance ministry and Reserve Bank of India (RBI) has called for strong global regulations for private crypto assets and in some cases, they should be banned.
