The number of COP27 summit delegates with links to fossil fuel-related entities is up by 25 per cent since the last summit in Glasgow last year, reports said.

Kherson lies in the only pocket of Russian-held territory on the west bank of the Dnipro River that bisects Ukraine. Recapturing it has been the main focus of Ukraine's counter-offensive in the south which accelerated since the start of October.

Reuters said that the situation inside Kherson could not be independently confirmed. Ukrainian forces on the nearby frontline have told Reuters in recent days they expect a bitter fight against Russian troops, who cannot hold the city but are determined to exact a blood price before being forced out.

"While Kherson residents are being forcibly deported from their homes, talking about 'evacuation', ru-military and FSB officers are doing what they love most — robbing their houses," Ukrainian presidential advisor Mykhailo Podolyak tweeted on Monday. "Robbery of those whom they came to 'protect' — the best 'Russian world' illustration."

Ukraine President Volodymyr Zelensky has ruled out any discussion with Russian President Putin. This stance has caused concern across the globe where costs of food and fuel are rising.

"Ukraine fatigue is a real thing for some of our partners," the report quoted an unnamed U.S. official as saying.

Zelenskiy signed a decree on October 4 formally declaring the prospect of any Ukrainian talks with Putin "impossible" but leaving the door open to talks with Russia.

The White House National Security Council had no immediate comment on the accuracy of the report published in Washington Post.&nbsp;

A State Department spokesperson responded: "We've said it before and will say it again: Actions speak louder than words. If Russia is ready for negotiation, it should stop its bombs and missiles and withdraw its forces from Ukraine.

"The Kremlin continues to escalate this war. The Kremlin has demonstrated its unwillingness to seriously engage in negotiations since even before it launched its full-scale invasion of Ukraine."

US privately urging Ukraine to talk to Russia: Report

Japan hosted its first international fleet review in seven years on Sunday (November 6). Ships from 12 other countries took part. The fleet review has been held amid rising tensions in East Asia with North Korea firing a flurry of missiles, including Inter-Continental Ballistic Missiles (ICBMs). China-Taiwan relations are strained as well.

The naval parade took place in Sagami Bay near Tokyo. It included 38 vessels out of which 18 were from friendly nations such as the United States South Korea, Britain, Australia, Singapore, India and Thailand.

Thirty-three aircraft flew overhead, including submarine-hunting patrol planes and helicopters.

South Korea has also sent its naval assets for the fleet review. The relations between two US allies have been on the mend post a spat over compensation for wartime labourers and Korean women forced to work in Japanese military brothels.

In 2018, Japan had refused to join South Korea's fleet review after the latter asked Japan to not fly its rising sun ensign. South Korea views it as a symbol of Japanese wartime aggression.

Both countries have drawn closer as North Korea ratchets up its missile launches, including a suspected long-range missile on Thursday that triggered an alert in central and northern Japan for residents to seek shelter.

China declined a invitation to join Japan's fleet review. Russia was not invited in light of Ukraine war.

A fire in a nightclub in Russian city of Kostrama has killed 13 people, said local governor. The authorities have detained a suspect. Russian news agencies have reported that the fire may have started after a drunk man fired a "flare gun" on the dance floor.

"Police officers identified and detained the suspect (behind) unlawful acts in an entertainment establishment in the city of Kostroma, which resulted in a fire and the death of people," Russian police said in a statement as quoted by AFP.

"He has now been handed over to investigative authorities," it added, without providing any further details.&nbsp;Russia's Investigative Committee opened a criminal case of "causing death by negligence".&nbsp;

The fire started at 2 am local time and was doused by firefighters at around 7:30 am.

State television showed images of the bar -- housed in a single-storey logistical centre -- engulfed in flames.&nbsp;

As per Governor Sergei Sitnikov, 13 people have been killed but emergency services then said the remains of two other people were also found.

"Two more bodies were recovered. This means the number of victims is now 15," the TASS news agency quoted law enforcement sources as saying. &nbsp;

Around 250 people were evacuated from the building when it caught fire, authorities said earlier.

Iran had been repeatedly denying allegations of having supplied arms to Russia for use in Ukraine war.

"In a telephone conversation with the Ukrainian foreign minister last week, we agreed that if there was evidence (of Moscow's use of Iranian drones), he would provide it to us," Amir-Abdollahian said.&nbsp;

On the sidelines of a meeting in Tehran, Iran’s top diplomat said, “We agreed with the foreign minister of Ukraine that if they have any documents on Russia’s use of Iranian drones in Ukraine, they should provide them to us.”

"If the Ukrainian side keeps its promise, we can discuss this issue in the coming days and we will take into account their evidence," he added.

However, the Iranian minister again sought to deny that his country had supplied missiles to Russia. He called these allegations "completely false".

The Washington Post reported on October 16 that Iran was preparing to ship missiles to Russia.

Ukraine has previously said that around 400 Iranian drones had already been used against its civilian population. Kyiv has also said that Russia has ordered around 2000 such drones.

A Russian-installed official in southern Ukraine said on Thursday (November 3) said that Russian troops are likely to retreat from the west bank of Dnipro river in Kherson. The official urged civilians to leave. If the retreat indeed takes place, it will be a setback to the Russian side.

"Most likely our units, our soldiers, will leave for the left (eastern) bank," Kirill Stremousov, the Russian-installed deputy civilian administrator of the Kherson region, said in an interview on Thursday with Solovyov Live, a pro-Kremlin online media outlet.

There was no immediate reaction from Kremlin. Kyiv government and Western military analysts remain cautious, &nbsp;suggesting Russia could be setting a trap for advancing Ukrainian troops.

The Group of Seven rich nations and Australia have agreed to set a fixed price when they finalize a price cap on Russian oil later this month, rather than adopting a floating rate, sources said on Thursday.

US officials and G7 countries have been in intense negotiations in recent weeks over the unprecedented plan to put a price cap on sea-borne oil shipments, which is scheduled to take effect on Dec. 5, to ensure EU and US sanctions aimed at limiting Moscow's ability to fund its invasion of Ukraine do not throttle the global oil market.

“The Coalition has agreed the price cap will be a fixed price that will be reviewed regularly rather than a discount to an index,” said a coalition source, who was not authorized to speak publicly. “This will increase market stability and simplify compliance to minimize the burden on market participants.”

The initial price itself has not been set, but should be in the coming weeks, multiple sources said. Coalition partners agreed to regularly review the fixed price and revise it as needed, the source said, without disclosing further details.

Pegging the price as a discount to some index would have resulted in too much volatility and potential price swings, the source added.

The coalition worried that a floating price pegged below the Brent international benchmark might enable Russian President Vladimir Putin to game the mechanism by reducing supply, a second source with knowledge of the discussions said.

Putin could benefit from a floating price system because the price of his country's oil would also rise if Brent spiked due to a cut in oil from Russia, one of the world's largest petroleum producers. The downside of the agreed fixed price system is that it will require more meetings of the coalition and bureaucracy to review it regularly, the source said.

Senior Russian military officials recently discussed the possibility of using tactical nuclear weapons in the Ukrainian war, sending alarm bells in the Biden administration, US media reported citing an assessment drafted by the National Intelligence Council (NIC).

However, President Vladimir Putin was not involved in the talks, the assessment by US intelligence said.

According to the New York Times (NYT), the assessment was circulated inside the US government in mid-October.

Tactical nuclear weapons are meant to be used at shorter ranges in combat as opposed to the intercontinental ballistic missiles which are designed to cause massive destruction.

Russia has a stockpile of 2,000 tactical nuclear weapons, the Pentagon estimates. However, none of them has been used in any combat, reports NYT.

Responding to the reports, John F&nbsp;Kirby, a National Security Council official, said that the White House had grown "increasingly concerned" about the potential use of nuclear weapons over the last few months.

But he asserted that the US saw no sign of Russia preparing for such use.

Moscow has made it clear that it does not believe enough has been done to ensure that it can export its own enormous food and fertiliser output despite the barrage of Western sanctions imposed in reaction to its invasion of Ukraine. The agreement is set to expire on November 19.

"We still do not see any results regarding a second aspect: the removal of obstacles to the export of Russian fertilisers and grain," Foreign Minister Sergei Lavrov told a news conference in Amman, Jordan.

"We have once again called on the United Nations Secretary-General to ensure that he fulfils the obligations he agreed to through his own initiative," Lavrov added. He said the situation needed to be resolved "in the very near future".

"If we're talking about the volumes of fertilisers and grain in question, then these volumes from the Russian side are incomparably higher than from the Ukrainian side."

Although Russian agricultural exports are not specifically targeted by sanctions imposed by the US, EU, and other parties, Moscow claims they are severely hampered by the limitations placed on its financial, logistics, and insurance sectors.&nbsp;

Moscow has not expressly committed to prolonging the initiative, which was mediated by Turkey and the United Nations, and was agreed upon in July for a 120-day period.&nbsp;

Russia had halted its participation following an attack on its Sevastopol naval port in the Crimea, but on Wednesday it rejoined the agreement after receiving little in return and pledging that even if it withdrew once more, it would not obstruct Ukrainian exports to Turkey.

Movement of ships in Black Sea corridor is 'unacceptable', says Russia

Martin Griffiths, the UN aid chief said on Monday that no ship involved in the Black Sea grain deal was transiting the maritime humanitarian corridor when Russia said its vessels were attacked. Rusia had said on the night of October 29 that its vessels in the Bay of Sevastopol in Crimea were attacked.

"No vessel reported an incident over the weekend," he added.

"The corridor is just lines on a chart: When Initiative vessels are not in the area, the corridor has no special status. It provides neither cover nor protection for offensive or defensive military action," Griffiths continued.

Ukraine is also called the world's 'bread-basket' because of its significant grain exports. After Russia's invasion of Ukraine, dwindling grain exports from Ukraine had raised the spectre of a global food crisis, which could worsen the precarious situation of the global economy.

Russia suspends participation in Ukraine grain deal, cites attack on its fleet in Crimea bay as reason

European Union Justice Commissioner Didier Reynders said in an interview published on Saturday that the EU has frozen Russian assets worth around 17 billion euros since Moscow invaded Ukraine in February this year.

The figure has risen from the roughly 13.8 billion euros "from oligarchs and other entities" that Reynders in July announced the EU had frozen, mainly in five countries.

"So far, the assets of 90 people have been frozen, more than 17 billion euros in seven member states, including 2.2 billion euros in Germany," he told German media group Funke, including the Westdeutsche Allgemeine Zeitung daily.

A bitter war of revenge, borne with stunning resilience and moral courage in Ukraine, has been further underlined by Russia’s escalatory assault on civilian targets.

Yet for all the emotion it has inspired, the escalation hasn’t seemed to affect most Russians’ views of the war. According to one recent study, 43 percent of Russians support the bombing of Ukrainian cities and overall support for the war has not changed much. Given the parlous state of the country — internationally isolated and economically precarious — and the dawning realization of what the war in Ukraine entails, such a sturdy bank of support for the Kremlin’s actions might seem surprising. But it emerges from a deep well of collective feeling, nurtured in recent decades, that conflates individuals’ interests with those of the state, embodied by Mr. Putin. That support may dim, but it won’t disappear.

When the war started, hopes that Russians would rise up and challenge the senseless cruelty of their country’s leadership were quickly disappointed. Some courageous Russians, often from younger generations, took to the streets or engaged in more clandestine opposition to the war. But the protests, while attended by thousands in the initial days after the invasion, never really snowballed to a grand scale. The main factor was fear. After the Kremlin made criticism of the war punishable by up to 15 years in prison, protests understandably dropped away. After all, people have one life and want to live it, rather than spend it being tortured by a police officer and left to rot in jail.

If a minority of Russians were roused to anger by the invasion, the majority were in a state of shock. In days, Russia had become a pariah, cut off from international travel and targeted with deep sanctions. It was profoundly disorienting. To navigate this uncharted territory, Russians in the main reached for familiar moral ground: collective national identity. “My country, right or wrong” was the default reaction. One message from a popular movie star resonated intensely: “You don’t criticize your own folks in war, even if they are wrong.” Instead, people blamed President Joe Biden, NATO expansion and the West, as well as Ukrainian nationalists.

As time passed, many Russians distanced themselves. They lived the summer months as if nothing was happening. The Russian state took note of public disengagement and at the beginning of September state-controlled media moved away from the style of coverage that characterized the early war, with its emphasis on the demilitarization and denazification of Ukraine, and toward infotainment, with new historical television series and late-night shows with familiar hosts. For a while, soccer results and “House of the Dragon” trended in Google searches in Russia. Mr. Putin’s mobilization order, in response to the military’s difficulties on the battlefield, shattered this equilibrium. As men were called up to fight, Russians’ attitude toward the war was once again tested.

Mobilization was a second shock that was, once again, internalized by society. Despite instances of unrest and disquiet in some regions, the Russian public broadly acquiesced. The more educated and well-resourced Russians looked for ways to circumvent the potential draft; exit options ranged from leaving the country to obtaining official paperwork to avoid conscription. But the duty to the state and to their own folks is seen, by many ordinary Russians, as an unavoidable obligation.

This ought not to be too surprising. War, after all, magnifies the role of collective identity — itself the primary standpoint from which many Russian individuals understand their reality. This isn’t just a matter of propaganda, though it’s true that the majority of citizens take their cues from government-controlled media. It operates at a deeper level of perception and interpretation, where citizens shape their opinions on the basis of what they know — or imagine — are the dominant, socially desirable views.

This reflex explains seeming contradictions thrown up by polling. A recent poll revealed that almost 40 percent of Russians were hypothetically ready to support any of Mr. Putin’s decisions, whether he were to sign a peace agreement or march to Kyiv. The paradox of support for these antithetical strategies dissolves once you grasp that people respond to these surveys not individually but collectively — they support whatever is thought to serve the collective interest, expressed by their president. In wartime, with the nation pitted against a range of adversaries, these dynamics are only intensified.

Rallying around the flag at times of war is not unique to Russia, of course. The uniqueness of Russia today is in the symbolic merger of its national identity with the figure of Vladimir Putin. This strange conflation is the fruit of a two-decade-long process of depoliticization, in which the Kremlin encouraged people to trust Mr. Putin — conceived as a uniquely heroic figure who saved the country from the wild and painful 1990s — while sowing a deep distrust of all other politicians.

In the 2000s, this largely successful strategy depended on rising living standards. In the past decade, as economic growth stalled and discontent broke out, it has taken the form of national identity politics. Patriotism, veneration of state symbols and admiration for the glories of Russian history and the country’s recent successes have become a burnished mirror in which citizens see themselves. At the center of this national idea sits Mr. Putin, the embodiment of a stronger and more successful Russia.

Awakening from this illusion will be nothing if not painful and prolonged. As of now, like their leader, many Russian citizens are invested in victory in Ukraine — whatever that is deemed to mean. Yet this fall, though it may take some time for Russians to admit it, has been similarly revelatory. It marks the point at which Mr. Putin started to slide, slowly but surely, from Russia’s national pedestal.

The United States and Western officials are putting the finishing touches on plans to impose a ceiling on Russian oil prices, amid a warning from the World Bank that any proposal will require active participation from emerging market nations in order to be successful.

Western officials finalising plans to impose cap on Russian oil prices

Ahead of a United Nations Security Council meeting called by Russia, it has sought the help of the council to set up a commission to investigate claims that the US and Ukraine are carrying out biological weapons activities in the laboratories to be used in the warzone.

According to draft resolution obtained by the Associated Press, Russia argued that the move violated the UNSC convention which prohibits&nbsp;the use of biological weapons.&nbsp;

Vasily&nbsp;Nebenzya, Russia's permanent representative of Russia to the United Nations said apart from the resolution, Moscow was circulating some 300-page worth of material detailing the Ukraine-US collusion for developing biological weapons.

According to reports, Russia's draft resolution will authorise the UNSC to set up a 15-member&nbsp;commission that will investigate the claims made. The panel is expected to submit its report to the council by November 30 and later in a review conference in Geneva, scheduled to take place from November 28-December 16.&nbsp;

Ever since the Russia-Ukraine war broke out in February earlier this year, Moscow has been claiming that the US, in cooperation with Ukraine is developing biological bombs. The claim was denied by both parties.&nbsp;

Notably, the development comes in the backdrop of Russia&nbsp;claiming that Ukraine is planning to detonate a dirty bomb.&nbsp;In recent telephonic conversations between Moscow and the West, the country's Defence Minister Sergei Shoigu discussed Ukraine and informed about the supposed 'dirty bomb'.&nbsp;

Shoigu "conveyed to his British colleague his concern about possible provocations by Ukraine with the use of a 'dirty bomb'," the ministry said in a statement.&nbsp;

The so-called "dirty bomb" is a conventional explosive device that is laced with toxic nuclear material. Instead of producing an atomic explosion that would level a whole city, dirty bombs are made to disperse poisonous waste.&nbsp;

The crucial southern province of Kherson, which is partially under Russian control, will see "the heaviest of battles," according to a senior Ukrainian official, who also said that Moscow's military is fortifying itself to stave off advancing Ukrainian soldiers.&nbsp;

Kherson to be ground for 'heaviest of battles' between Russia and Ukraine

On Wednesday, the German carmaker Mercedes-Benz said it would quit the Russian market and sell its shares in the local subsidiaries to the country’s car dealer chain Avtodom, joining several other car manufacturers to exit Moscow following its invasion of Ukraine.&nbsp;

“Mercedes-Benz intends to sell its shares in Russian subsidiaries to a local investor,” said the Russian ministry of industry in a statement on Telegram. It added, “The new owner of the Russian divisions of Mercedes-Benz, Avtodom, will be able to attract other companies as partners for joint productions.”

This comes after carmakers like Nissan, Renault, Toyota and others have exited the Russian market due to its ongoing invasion of Ukraine. According to reports, Avtodom will retain “highly qualified jobs and competencies” at the Mercedes-Benz plant in Moscow but it is unclear if the employees will retain their jobs in the process. The production and import&nbsp;of Mercedes in Russia had been halted earlier this year in March.&nbsp;

Meanwhile, the CEO of Mercedes-Benz, Russia, Natalia Koroleva in a statement said, “The main priorities in agreeing the terms of the transaction were to maximise the fulfilment of obligations to clients from Russia both in terms of after-sales services and financial services, as well as preserving jobs of employees at the Russian divisions of the company.”

The German carmaker’s CFO Harald Wilhelm, while presenting the third-quarter reports, said that this transaction may not affect the company’s profits or financial position when compared to previous quarters. “The completion of the transaction is subject to the approval of all relevant authorities,” said the German carmaker in a statement.&nbsp;
