Russian President Vladimir Putin underlined Russia's influence in the Arctic region as the country launched two nuclear-powered icebreaker ships in St Petersburg, Russia's erstwhile imperial capital. Putin addressed the ceremony via video link from Kremlin. During the address, Putin said such icebreakers were of strategic importance to the country.

"Both icebreakers were laid down as part of a large serial project and are part of our large-scale, systematic work to re-equip and replenish the domestic icebreaker fleet, to strengthen Russia's status as a great Arctic power," Putin said.

Arctic region, long thought to be just cold seas and frozen wastelands, is gaining greater stategic importance as new sea lanes open up due to climate change.

Putin smiled as the Yakutia nuclear icebreaker was launched into the water in the docks and stood as the Russian national anthem graced the raising of the Russian flag on the Ural icebreaker which will begin work in December.

The 173.3-metre (569 feet) Yakutia, with a displacement of up to 33,540 tonnes, can smash through ice of up to three metres. It will enter service in 2024.

Two other icebreakers in the same series, the Arktika and the Sibir, are already in service, and another, the Chukotka, is scheduled for 2026.

Putin said a super-powerful nuclear 209-metre icebreaker known as "Rossiya", with a displacement of up to 71,380 tonnes, would be completed by 2027. It will be able to break through ice four metres thick.

"They are needed for the study and development of the Arctic, to ensure safe, sustainable navigation in this region, to increase traffic along the Northern Sea Route," Putin said.

Ukraine has accused Russia of looting historical artifacts from Kherson before its troops retreated from the Ukrainian city. &nbsp;Ukraine's culture minister made the allegation on Saturday (November 19) and said that nearly 15,000 artefacts were looted from Kherson Art Museum.

"They (Russian forces) simply robbed two museums and stole the most significant artifacts. In Art museum, it probably was almost 80 percent of collection. And big part in another museum, mainly the most expensive pictures (paintings), coins, " Oleksandr Thachenko, Ukraine's Minister of Culture said.

The museum said on Facebook that a few dozen of Russian soldiers came into the museum on October 31. They were then reportedly seen carrying out paintings and other artworks for next three days. The artworks were then loaded onto trucks. The museum said that the loote artefacts were taken to Simferopol in Crimea.

The collection of the Kherson Art Museum, also known as the Shovkunenko Kherson Regional Art Museum contained religious paintings dating back to the 17th century, Ukrainian art of the 19th century as well as collections of modernist and contemporary Ukrainian art.

Exposition of the Kherson Regional Museum contained some 10,000 archeological artifacts including items found during excavations of the ancient Greek colony of Olbia. The vast collection of over 173,000 artifacts stored in the museum coves the region’s natural history, pre and post revolutionary history.

Russian authorities in occupied Kherson tried to convert city's regional theatre into Russian cultural centre. But the efforts were not very successful.

"All they (Russians) managed to organise was a few concerts, that's all. A few small concerts, that's all. They never managed to stage a play," Oleksandr Knyha, the theatre's creative director said on his first visit back to the theatre after the Russian retreat.

Kherson theatre, named after Ukrainian playwright Mykola Kulish, was one of the region's most renowned cultural institutions and a host of annual International Theatre Festival 'Melpomene of Tavria'.

"As soon as we can, as soon as there is electricity, we will stage the first performances, " Knyha said adding that tickets for the February 24 performance will be honoured as soon as the theatre reopens.

Ukraine accuses Russia of looting priceless art from museum in Kherson

A 1000-year-old Orthodox Christian monastery in Kyiv was raided by Ukraine's SBU security service and police early on Tuesday (November 22) suspecting "subversive activities by Russian special services". &nbsp;

The monastery is a Ukrainian cultural treasure. It is also the headquarters of &nbsp;Russian-backed wing of the Ukrainian Orthodox Church that falls under the Moscow Patriarchate.

Head Patriarch Kirill of the Russian Orthodox Church, has strongly supported Russia's Ukraine invasion. He condemned action by the Ukrainian security services as "act of intimidation". Ukrainian security service SBU said it took the action counter &nbsp;"destructive activities of Russian special services in Ukraine."

"These measures are being taken ... as part of the systemic work of the SBU to counter the destructive activities of Russian special services in Ukraine," said SBU in a statement.

It said the search was aimed at preventing the use of the cave monastery as "the centre of the Russian world" and carried out to look into suspicions "about the use of the premises ... for sheltering sabotage and reconnaissance groups, foreign citizens, weapons storage".

The concept of "Russian world" is important part of President Vladimir Putin's new foreign policy doctrine that aims to protect Russia's language, culture and religion.

The SBU did not say what was the outcome of Tuesday's raid.

Ukrainian security services raid Kyiv monastery suspecting Russian sabotage

Ukraine on Sunday (November 20) denied having executed Russian prisoners of war. Ukrainian parliament's commissioner for human rights argued that Ukrainian soldiers were defending themselves against Russians who feigned surrender.

Videos circulated on Russian social media this week purporting to show the bodies of Russian servicemen killed after surrendering to Ukrainian troops.

Ukrainian Ombudsman Dmytro Lubinets said "excerpts" of a video showed that Russians "using a staged capture... committed a war crime by opening fire on the Ukrainian Armed Forces".

He assrted that the soldiers "cannot be considered prisoners of war"

"Those who want to use the protection of international law to kill must be punished," he added.

One video circulating on Russian social media shows soldiers apparently surrendering to several military personnel in camouflage and wearing yellow armbands.&nbsp;

The troops giving themselves up lie down on the ground in the debris-filled backyard of a house. 
The video abruptly cuts off as shots are heard.

Another video filmed from above shows the bodies of around a dozen people surrounded by apparent blood stains. These videos have not been independently confirmed by WION.

Russia has been claiming that the videos showed "deliberate and methodical murder of more than 10 restrained Russian soldiers".

Ukraine denies executing Russian prisoners of war

The German defence ministry on Monday (November 21) said that it has offered Poland to deploy anti-aircraft missile systems. The development has come just a week after deadly rocket strike close to Poland's border with Ukraine.

"We have offered to support Poland with (the) securing of its airspace with our Eurofighter (jets) and Patriot air-defence systems," Defence Minister Christine Lambrecht said in an interview with the Rheinische Post daily.

Last week, two people in Polish village of Przewodow were killed due to a missile. The village is just six kilometres (four miles) from Ukrainian border.

Warsaw and NATO have said the explosion was likely caused by a Ukrainian air-defence rocket&nbsp;launched to intercept a Russian barrage, but that Moscow was ultimately to blame because it started the conflict.

"I welcomed the German proposal with satisfaction," said Polish Defence Minister Mariusz Blaszczak on Twitter.

"In my telephone conversation with the German side today, I will propose that the system be stationed close to the border with Ukraine," he said.

German Patriot anti-aircraft units are already deployed in Slovakia, with Lambrecht saying Berlin was seeking to keep them there for longer, "until the end of 2023 and potentially even beyond".

"It is our utmost responsibility that NATO does not become a participant in this conflict," while strengthening its air defences, she said.

Germany offers to deploy anti-aircraft systems in Poland

On Monday, at least 45 countries and institutions will convene in France’s city of Paris for the international aid conference during which they may pledge millions of euros of aid to Moldova. The country is currently suffering from rising food and energy prices, massive blackouts as well as an influx of refugees amid the ongoing Russian invasion of Ukraine.&nbsp;

The country of nearly 2.5 million people has already taken thousands of refugees, reportedly even more per head than any other country. Furthermore, the former Soviet republic largely depends on Russia’s energy supplies and is facing increasing difficulties ahead of the winter season as Moscow is cutting at least 40 per cent of its natural gas supplies to Moldova.&nbsp;

“Moldova is directly impacted because it's dependent on Russian energy supplies and is a country which has a part of its territory controlled by Russian soldiers so it's especially vulnerable,” said the French diplomat during a press briefing. Earlier this month, the European Union pledged at least 250 million euros (nearly $260 million) following Moscow’s reduction of natural gas supply.&nbsp;

Aid sought to ease impact of Russia-Ukraine conflict on crisis-hit Moldova in Paris

For the first time in more than eight months, delighted Ukrainians arrived in Kherson by train on Saturday. Kherson's citizens welcomed them on the platform with flowers and flags of their country.&nbsp;

Shortly after getting off the sleeper train from Kyiv, the Ukrainian capital, Hryhorii Vyrtosa, a 67-year-old construction worker, remarked, "I can't even put my feelings into words."&nbsp;

Kyiv "does not stop its provocations aiming at creating the threat of a man-made catastrophe at the Zaporizhzhia nuclear power plant", said Russian army in a statement, as per AFP.&nbsp;

International Atomic Energy Agency (IAEA) confirmed that there were powerful explosions at the nuclear power plant and has warned all parties to stop "playing with fire."

"Explosions occurred at the site of this major nuclear power plant, which is completely unacceptable. Whoever is behind this, it must stop immediately. As I have said many times before, you're playing with fire!" IAEA chief&nbsp;Rafael Grossi said in a statement.

Russian news agency TASS said that 15 shells were fired at the plant's facilities, said the report citing a Russian official.

"They shelled not only yesterday, but also today, they are shelling right now," said the official, adding that any artillery attack at the site posed a threat to nuclear safety.

Meanwhile, Ukraine's nuclear power agency&nbsp;has accused Russia of shelling the nuclear power plant.

The Zaporizhzhia plant, which Russia occupied shortly after its invasion of Ukraine, has since come under repeated shelling, with both Kyiv and Moscow accusing each other of attacks and risking a nuclear accident.

The facility, the largest nuclear power plant in Europe, provided about a fifth of Ukraine's electricity before Russia's Feb. 24 invasion, and has been forced to operate on back-up generators a number of times.

Explosions at Zaporizhzhia nuclear plant, Russia and Ukraine trade blame; IAEA condemns shelling

In his first visit to the Ukrainian capital Kyiv since becoming UK Prime Minister, Rishi Sunak declared unequivocal support for Ukraine. He said the UK will offer its support "until Ukraine has won."

A new 60 million dollar (50 million pounds) package from Britain will contain anti-aircraft weaponry and equipment like radar to fend off drone assaults. Britain added that it would expand the amount of training it offers to the Ukrainian military.

"I am here today to say that the UK will continue to stand with you... until Ukraine has won the peace and security it needs and deserves," Sunak said in a press conference with President Volodymyr Zelensky in Kyiv.

"And then we will stand with you as you rebuild your great country," Sunak added.

Electricity supply to millions has been disrupted just when temperatures have started dropping as winter approaches.&nbsp;Russia meanwhile accused Kyiv's forces of executing a group of its soldiers who were surrendering to Ukraine in what Moscow described as a "massacre" that amounted to a war crime.

Russia has carried out sustained attacks on Ukraine's power infrastructure. &nbsp;

"On November 15 alone, Russia fired about 100 missiles at Ukrainian cities. Nearly half of our energy system has been disabled," said Ukraine Prime Minister Denys Shmygal, appealing to European allies for support.

Ukrainian President Volodymyr Zelensky told the nation on Thursday that some 10 million people were suffering blackouts as a result.

Russia however, has denied attacking civilian power infrastructure and said that it has attacked only military-linked facilities. It further said that a series of long-range and precision strikes the day before had "hit exactly the designated objects".

And the Kremlin this week blamed the blackouts and their civilian impact on Kyiv's refusal to negotiate with Moscow, not on Russian missile attacks.

Ukraine's description of the damage to its power industry came after Russia said Friday it was strengthening positions in Crimea, which Kyiv's forces are battling towards.

On Friday, France reaffirmed its support for India&nbsp;as a permanent member of the United Nations Security Council. This comes after the United Kingdom also extended its support for permanent membership of New Delhi&nbsp;among the four countries, receiving mounting support from Veto members.&nbsp;

“France endorses the candidacy of Germany, Brazil, India and Japan as permanent members for permanent seats,” said Nathalie Broadhurst Estival, France's&nbsp;Deputy Permanent Representative to the UN while addressing the UN General Assembly on the annual debate on UNSC reform.&nbsp;

France's envoy has also called for “greater representation” from African countries among the permanent members as well as remaining seats for “equitable geographical representation.” The debate was about the ‘Question of equitable representation on an increase in the membership of the Security Council and other matters related to the Security Council’. Furthermore, Broadhurst said that to preserve its executive and operational nature the UNSC permanent members could have up to 25 members.&nbsp;

She further explained that the objective of the UNSC must remain twofold - to consolidate the Council’s legitimacy and “to strengthen its capacity to fully assume its responsibilities in the maintenance of international peace and security.” France’s deputy permanent representative also stated that the question of veto is “eminently sensitive” and stressed that it is up to the State requesting a permanent seat to decide on the matter.&nbsp;

“It is in this spirit that France proposed, as early as 2013, that the five permanent members (China, France, US, UK, and Russia) of the Council voluntarily and collectively suspend the use of the veto in case of mass atrocities. This voluntary approach does not require a revision of the Charter but a political commitment by the permanent members,” said Broadhurst.&nbsp;

This comes after the UK’s Ambassador to the UN Barbara Woodward also extended their country’s support for the inclusion of G4 countries’ (India, Germany, Japan and Brazil) membership bid as well as permanent African representation on the Council.&nbsp;

The expulsion of more than 400 suspected Russian spies across Europe was a “significant strategic blow” to Moscow, a top British intelligence official said on Wednesday.

Ken McCallum, the director general of the country’s security services (MI5),&nbsp;made the remarks at the annual update on the threats to the UK.

The spy chief also said that Britain faces major security threats from Russia, China and Iran.&nbsp;

The MI5 chief said that his agency has blocked more than 100 attempts by the Kremlin to send suspected spies since the nerve agent poisoning of Sergei Skripal and his daughter Yulia in Salisbury, UK in 2018.

Reportedly, this incident prompted a wave of diplomatic expulsions.&nbsp;

Recently, a significant number of Russian officials had been expelled from across the world including over 600 from Europe, at least 400 of whom were suspected to be spies.

“In the UK’s case, since our removal for 23 Russian spies posing as diplomats, we have refused on national security grounds over 100 diplomatic visa applications”, said McCallum at the MI5 headquarters in London.&nbsp;

And together with coordinated waves of sanctions, the scale has taken (Russian President Vladimir) Putin by surprise.”&nbsp;

The UK has also been one of the strongest supporters of Ukraine among other western countries in light of the ongoing Russian invasion, and it was important especially when Moscow made “silly claims” about Britain's blowing up the Nord Stream gas pipelines, said the MI5 chief.&nbsp;

McCallum also went on to address the growing threat from Iran as the state that “most frequently crosses into terrorism.”

He spoke about how the country’s “aggressive intelligence services” made at least 10 attempts to “kidnap or even kill British or UK-based individuals perceived as enemies of the regime,” since the beginning of this year alone.&nbsp;

This comes a week after Iran’s deputy ambassador was summoned by the UK’s Foreign Office over allegations that two London-based journalists were facing death threats from state-backed agents for their reporting on the protests in Tehran.

The British police had reportedly warned the two journalists about “an imminent, credible and significant risk to their lives and those of their families.”

Addressing China, McCallum said that “the activities of the Chinese Communist Party pose the most game-changing strategic challenge to the UK” and said that the country is “playing the long game in cultivating contacts to manipulate opinion” in Beijing’s favour. The contacts he is referring to are not just prominent lawmakers across the country’s political landscape but also local councillors and their goal is to gradually build “a debt of obligation,” said the MI5 chief. &nbsp;

McCallum also accused Beijing of monitoring and intimidating the Chinese nationals in the UK, who is also “forcibly repatriating” them to harassment and assault. He believes that these activities may grow with time, especially since Chinese President Xi Jinping has consolidated power on an “indefinite basis.”&nbsp;

Meanwhile, the threat that terrorism poses still remained at the forefront with the McCallum saying that they had disrupted at least 37 “late stage” attack plots since 2017, eight of them since last June. “We are seeing growing numbers of right-wing extremist influencers, operating globally, fuel grievances and amplify conspiracy theories,” said the MI5 chief.&nbsp;

Intelligence officers of the US and Russia reportedly met face-to-face in Ankara amidst of nuclear threats from Kremlin and “unjust” custody of American prisoners by Russia.

According to reports, the meeting took place on Monday between CIA Director William Burns and his Russian counterpart Sergei Naryshkin.

Kremlin&nbsp;spokesman Dmitri Peskov said it came as "an initiative of the American side”. But he did not provide further details.

The White House in a statement clarified that the meeting wasn’t related to ending the war.

"He is not conducting negotiations of any kind. He is not discussing settlement of the war in Ukraine," the statement said.

"We firmly stick to our fundamental principle: nothing about Ukraine without Ukraine," it said.

The CIA chief’s message was "on the consequences of the use of nuclear weapons by Russia," and the risk of "escalation to strategic stability," the White House said in a statement.

This comes at a time when Russian President Vladimir Putin has been repeating his rhetoric on the possibility of using tactical nuclear weapons in the ongoing Russia-Ukraine conflict.

The US has reportedly called for a prisoner swap, with reports that it is considering exchanging jailed Russian arms dealer Viktor Bout for the Americans.

Amid pressure from all quarters to end the conflict with Ukraine, Russian Foreign Minister&nbsp;Sergei Lavrov,&nbsp;speaking at the G20 summit on Tuesday said Kyiv's conditions for restarting talks with Moscow were 'unrealistic'.&nbsp;

Ukraine railways offer symbolic tickets celebrating victory in Kherson

Ukraine's Foreign Minister Dmytro Kuleba said on Saturday that the Western world was well on its way to a "joint victory" over Russia. His remarks came as Ukrainian forces recaptured Kherson after Russian forces withdrew. Kuleba hailed West's military aid for making recapture of Kherson possible.

The Ukrainian national anthem rang out in Kherson after Moscow pulled its forces out of the city -- the first major urban hub to fall after President Vladimir Putin ordered the invasion in February.

"There were very few who believed that Ukraine would survive," Kuleba said as he met US Secretary of State Antony Blinken on the sidelines of a Southeast Asian summit in Cambodia.

The fundraising site claims that since the beginning of the invasion in February, Russia has launched over 4,000 missiles in Ukraine and “every fifth strike came from the sea”.&nbsp;

The initiative launched by Zelensky called United24 raises charitable donations for Ukraine and said that they need 100 drones, each of which costs 10 million hryvnias (around $274,000). “Naval drones will also help unblock the corridor for civilian ships transporting grain for the world,” said the Ukrainian president on Telegram on November 11.&nbsp;

A day after Russian troops received a withdrawal order from the city, Ukraine announced on Thursday that its forces regained a dozen villages in the southern Kherson area.

"We have seen how the Ukrainian armed forces have been able to push back Russian forces and liberate territory," said Stoltenberg, adding,&nbsp;"These gains belong to the brave courageous soldiers of Ukraine."&nbsp;

"At the same time, the unprecedented support that NATO allies, including Italy, have provided is making a difference on the battlefield every day and remains vital for the Ukrainian progress."

Giorgia Meloni, the new Italian prime minister who took office late last month, was the subject of Stoltenberg's remarks following their initial in-person meetings.&nbsp;
