On Saturday (April 1), Russia takes over the rotating presidency of the 15-nation United Nations Security Council for a month, a move that is being decried by Ukraine and the US.

Russia, which is one of the five permanent members of the UN Security Council, can authorise military action, deploy peacekeepers, sanction nations and individuals, and refer possible war crimes cases to the International Criminal Court (ICC) even as the country’s President Vladimir Putin is facing an arrest warrant for war crimes&nbsp;from The Hague.

However, critics are questioning how could Russia take over the UN’s most powerful organ when its leader, Vladimir Putin, was served with an arrest warrant by the ICC over alleged war crimes, and the Kremlin planning to deploy tactical nuclear weapons to neighbouring Belarus amidst the Ukraine&nbsp;war.

Ukrainian Foreign Minister Dmytro Kuleba termed the starting of Russia’s one-month presidency a “bad joke”.

“Russian UN Security Council presidency on April 1 is a bad joke. Russia has usurped its seat; it’s waging a colonial war; its leader is a war criminal wanted by the ICC for kidnapping children,” Kuleba said on Twitter.

“The world can’t be a safe place with Russia at UNSC #BadRussianJoke #InsecurityCouncil.”

“Unfortunately, Russia is a permanent member of the Security Council, and no feasible international legal pathway exists to change that reality,” Jean-Pierre said.

UNSC comprises 15&nbsp;members. While the permanent members are Russia, China, the US, France and the United Kingdom, the non-permanent members of the council are elected by the United Nations General Assembly for two-year terms. The permanent members take turns as president according to alphabetical order (as per the English spellings).

The last time Russia presidency came up in the rotation was in February 2022, when Putin launched his "special military operation" into Ukraine.

An adviser to Ukraine's presidency said on Thursday that Ukrainian forces controlled only a third of Bakhmut, the city in eastern Ukraine. The city is currently witnessing fierce battle between forces of Russia and Ukraine. The city has seen the longest battle of the Russian invasion.

"Bakhmut is one-third controlled by Ukraine, as international observers have established," Sergiy Leshchenko said in a briefing broadcast by the presidency's Telegram channel.

Leshchenko however denied that Russian forces had surrounded the city. A Russian aide in the Donetsk region had recently made such a claim. The official had claimed that Bakhmut was "practically surrounded".

Yevgeny Prigozhin, head of the Wagner paramilitary group spearheading Russia's assault in eastern Ukraine, said last week that his forces were in control of around 70 per cent of the city.&nbsp;

Bakhmut -- which once had an estimated population of around 70,000 people -- has been virtually emptied of civilians over months of fierce fighting between Russian and Ukrainian forces.&nbsp;

According to Ukraine, Bakhmut is key to holding back Russian forces along the whole eastern front.

Both sides have invested heavily in the fight, even though analysts say the city has little strategic value.&nbsp;

The US-based Institute for the Study of War said on Tuesday that Russian forces controlled "roughly 65 per cent" of Bakhmut after advancing in recent days. &nbsp;

Ukraine said last week its forces were "managing to stabilise the situation" around Bakhmut and that a counterattack could be launched soon against "exhausted" Russian forces near the city.

Only third of Bakhmut under Ukrainian control, says presidential adviser

Russian President Vladimir Putin on Friday (March 31) adopted a new foreign policy strategy which sets elimination of Western dominance in global politics as a priority. The new strategy has come on the first anniversary of Russia's withdrawal from Ukraine's Bucha. Russian forces are facing opposition from Ukraine troops over control of city of Bakhmut in eastern Ukraine.

"The Russian Federation intends to give priority to the elimination of vestiges of the dominance of the United States and other unfriendly countries in world politics," according to the new 42-page document, reports&nbsp;AFP.

According to Russian Foreign Minister Sergei Lavrov, the new policy document deems the West to be an 'existential' threat to Russia.

"The existential nature of threats to the security and development of our country, driven by the actions of unfriendly states is recognised" in the policy, Lavrov said during a televised meeting of Russia's security council.

"The United States of America is directly named as the main instigator and driver of anti-Russian sentiment," he added.

Interestingly, the foreign policy document singles out China and India as its main allies on the world stage.

It stresses the importance of "the deepening of ties and coordination with friendly sovereign global centres of power and development located on the Eurasian continent," reports&nbsp;AFP.

<h2>Will defeat 'Russian evil,' says Zelensky</h2>

Earlier on Friday, Ukraine President Volodymyr Zelensky visited Bucha as the city marked one year of withdrawal of Russian forces and recapture by Ukrainian troops.

"The battle for the foundation of the free world is taking place on Ukrainian land. We will definitely win. Russian evil will fall, right here in Ukraine," Zelensky said.

He earlier called Bucha "a symbol of the atrocities" committed by Russia's forces, who have been linked to the extra-judicial killings of unarmed civilians in Bucha.

"We will never forgive. We will punish every perpetrator," Zelensky said in a statement on social media.

<h2>Belarus urges for 'truce', but also ready to host Russian nukes</h2>

Belarus President Alexander Lukasheknko, who is a close ally of Vladimir Putin, has urged Moscow and Kyiv to help broker a "truce".

"We must stop now, before an escalation begins. I'll take the risk of suggesting an end of hostilities... a declaration of a truce," Lukashenko said during a televised state of the nation address.

However, he also expressed readiness to host Russian nukes on the territory of Belarus.

"If need be, Putin and I will decide and introduce here, if necessary, strategic weapons," he said, referring to long-range missiles.&nbsp;

"We will stop at nothing to defend our countries, our states and our people," Lukashenko said in a televised address to the nation.

Russia looks for ‘elimination’ of western ‘dominance’ as it adopts new foreign policy

The White House has claimed to have found evidence that Russia is purchasing weapons from North Korea for its Ukrainian war, and in return providing food and water to the crisis-hit country.

Briefing the reports, White House National Security Council spokesman John Kirby said that Russia, which has been desperate for additional munitions and weapons in wake of western sanctions, is turning to “rogue” nations to fund its war.

“As part of this proposed deal, Russia would receive over two dozen kinds of weapons and munitions from Pyongyang,” White House National Security Council spokesman John Kirby said on Thursday.

“We also understand that Russia is seeking to send a delegation to North Korea and that Russia is offering North Korea food in exchange for munitions,” he added.

The Hermit country is facing one of its worst food crises under the 11-year leadership of Kim Jong Un. Though food shortages are frequent, border controls, poor weather and sanctions have worsened the situation in recent years.

A United Nations study carried out over situation in Kosovo right after the conflict noted that if projectiles like bullets, tipped with depleted uranium are lying on ground and picked up by someone from the local population, it may result in 'local radiation doses above safety standards.' Expressing his dismay over West's supply of weapons to Ukraine, Medvedev said last month that this could lead to a nuclear war.

Explained | What the fuss over depleted uranium in Ukraine war is about

The Russian defence ministry, in a statement on Tuesday (March 28), said that their navy test-fired supersonic anti-ship missiles at a mock target in the Sea of Japan. The target, nearly 100 kilometres away, was hit with two Moskit cruise missiles. The missiles in question were the P-270 Moskit missile, which has the NATO reporting name or SS-N-22 Sunburn, reported Reuters.

“In the waters of the Sea of Japan, missile ships of the Pacific Fleet fired Moskit cruise missiles at a mock enemy sea target,” said the Russian defence ministry in a statement on the messaging app, Telegram. It added, “The target, located at a distance of about 100 kilometres, was successfully hit by a direct hit from two Moskit cruise missiles.”&nbsp;

The P-270 Moskit is a Soviet-era medium-range supersonic missile which is capable of destroying a ship within a range of up to 120 km. The Russian Navy’s missile test comes a week after two Russian strategic bomber planes flew over the Sea of Japan for more than seven hours in what Moscow said was a “planned flight”.

The test, on Tuesday, took place in Peter the Great Bay in the Sea of Japan, reported the Associated Press. Subsequently, Japan’s foreign minister Yoshimasa Hayashi, in his daily press conference said that Tokyo will be more vigilant against Russia’s military operations. The Japanese foreign minister also confirmed that no damage had been reported after the missile launches.&nbsp;

“As Russia’s invasion of Ukraine continues, Russian forces are also becoming more active in the Far East, including Japan’s vicinities,” said Hayashi, as per Reuters. Meanwhile, a Japanese Foreign Ministry official in charge of Russia said that Peter the Great Bay is considered a Russian coast, though it faces the water between the two countries.&nbsp;

“On the whole, Japan is concerned about Russia’s increasing military activities around the Japanese coasts and watching them with great interest,” said Matsuki, as per AP. He added that Tokyo does not plan to lodge a protest over the missile exercise.&nbsp;

Russian Navy successfully test-fires supersonic missiles at mock target in Sea of Japan

In the Russian town of Yefremov, residents say they are shocked by the case of a father separated from his 13-year-old daughter because of her drawing criticising Moscow's offensive.

Located around 300 kilometres (186 miles) from the Russian capital, the town of 37,000 people has all the outward signs of patriotic support for the year-long campaign seen across the country.

"For A World Without Nazism" reads a billboard on the main street -- alongside the letters "Z" and "V" used by Russian forces in Ukraine.

But its inhabitants are quietly divided over the fighting and have been shaken in recent weeks by a case that has become a testament to the repression of any criticism of the offensive.

It all began last year when 13-year-old Maria Moskalyova made a drawing at school showing missiles next to a Russian flag heading towards a woman and child standing by a Ukrainian flag.

Moskalyov is due to go on trial on Monday on a charge of "discrediting Russia's armed forces" which carries a maximum sentence of up to three years in prison under a law adopted last year.

Moskalyov is also at risk of losing parental rights in a separate trial set to begin on April 6, according to his lawyer Vladimir Bilyenko.

Since March 1, Moskalyov has been under house arrest while his daughter has been taken to an orphanage and forbidden from calling her father, according to town councillor Olga Podolskaya.

The mother is estranged from the family.

A pensioner who declined to give her name said her life had changed since February 24, 2022 -- the day Russian troops crossed into Ukraine.

"I'm not accusing anyone. I see victims on both sides. I want this to be over as soon as possible," she said.

At the local cemetery, several fresh graves of soldiers killed in what Russia calls its "special military operation" could be seen.

The offensive has felt even closer to home in the past month with three Ukrainian drones reported to have struck in the region.

These developments have increased concern in a small town where everyone knows each other.

In the central square, two elderly women with red arm bands said they were part of a neighbourhood watch initiative set up by residents to report any suspicious activity.

"They told us there is a risk of an attack and we have to keep order," said one of the women, who were sitting on a bench.

Alexander Salikhov, a 66-year-old retired engineer, said he wanted peace but added that "we have to free Russian lands" in Ukraine.

Dmitry, a 50-year-old businessman, said he had gone bankrupt because of Western sanctions which have caused major disruption in supply chains.

"What does the future hold? The power is in the hands of the security services and we are on the brink of nuclear war," he said.

Podolskaya said residents were conflicted.

"They are depressed. They do not understand what is happening. But they cannot take to the streets. They are afraid of getting sacked -- they have mortgages and children," she said.

Marianna, a pregnant 31-year-old, said she was more optimistic although she said she was worried about her husband getting mobilised.

"We hope it will end and our son will be born in a peaceful world and he will not have to fear military action," she said, revealing that the couple plan to call him Bogdan -- a popular Ukrainian name.

In total, 121 leaders have been invited by Biden for the three-day summit, which will mostly be held virtually.

The summit is taking place as threats to democracy evolve "from what was seen as an important issue, albeit sort of a slow-moving threat, to one that is now both important and extremely urgent," stated Marti Flacks, director of human rights initiative at Centre for Strategic and International Studies.

"(Russian forces) struck the city centre around 10:30 (0730 GMT) with two S-300 missiles," he added.

The focal point of fighting between Russian and Ukrainian forces is currently Bakhmut.

Commander of Ukraine's ground forces said on Monday that Ukrainian troops were continuing to repel heavy Russia attacks on Bakhmut.

Ukraine's military said Colonel General Oleksandr Syrskyi had acted during a visit to the eastern front line to solve "problematic issues that prevent effective execution of combat tasks" and taken "operational decisions aimed at strengthening our capabilities to deter and inflict damage on the enemy."

It gave no details, and did not say when the visit took place, but Syrskyi's comments signalled Ukraine's intention to keep fighting in Bakhmut despite the heavy death toll there.

Moscow sees capturing the city as vital to completing the capture of the Donbas industrial region in eastern Ukraine, one of its main war goals.

However, Saturday’s announcement made it clear that it won’t be shying away from using “tactical nuclear” weapons, and not the strategic (or full fuelled) nuclear bombs, if there is any threat to its sovereignty.

What are ‘tactical’ nuclear weapons?

According to experts, tactical or non-strategic nuclear weapons are used for specific tactical gains on the battlefield, rather than, destroying the biggest cities or causing widespread devastation.

They generally have small explosive power and are defined in contrast to strategic nuclear weapons, which are designed mostly to be targeted at the enemy interior far away from the war front against military bases, cities, towns, arms industries to damage the enemy's ability to wage war.

So far, no tactical nuclear weapon has ever been used in a combat situation.

The tactical nuclear weapons can be one kiloton or less (producing the equivalent to a thousand tonnes of the explosive TNT). The largest ones can be as big as 100 kilotons.

For comparison, the atomic bomb dropped by US on Hiroshima, Japan, in 1945 was 15 kilotons.

These tactical weapons were developed early during the Cold War era as method of deterrence. Apart from Russia, US and its European allies have these weapons as part of their "flexible response" to any threat from Russia and its allies.

How many tactical weapons does Russia have?

Limited information is available to know exactly how many tactical nuclear weapons Russia has&nbsp;because it is an area still shrouded in traditions of Cold War secrecy.

However, US intelligence pegs Russia’s number to about 2,000.

On other hand, the United States has around 200 such weapons, half of which are stationed at bases in Europe. These 12-ft B61 nuclear bombs, with different yields of 0.3 to 170 kilotons, are deployed at six air bases across Italy, Germany, Turkey, Belgium and the Netherlands, according to Reuters news agency.

How can they be used?

Tactical nuclear warheads can be placed on various types of missiles which are normally used to deliver conventional explosives, such as cruise missiles and artillery shells.

They can also be fired from aircraft and ships as anti-ship missiles, torpedoes and depth charges.

The US claims that Russia has recently been investing heavily in these weapons to improve their range and accuracy.

What are the concerns?

The United States has cautiously reacted to the news saying that the world faces the gravest nuclear danger since the 1962 Cuban Missile Crisis, citing the remarks made by Putin during the Ukraine conflict.

However, Moscow says that his remarks have been taken out of context.

Kyiv and its Western allies fear tactical nuclear weapons could be used in battle after Putin and others warned Russia was prepared to use all its vast arsenal in defence.

Stationing nuclear weapons

After the collapse of the Soviet Union in 1991, the US made strident efforts to return the Soviet nuclear weapons stationed in Belarus, Ukraine and Kazakhstan to Russia - which inherited the nuclear arsenal of the Soviet Union.

Since the weapons were returned in the early 1990s, Russia has not announced any nuclear weapon deployments outside its borders.

According to the Treaty on the Non-Proliferation of Nuclear Weapons, which was signed by the Soviet Union, no nuclear power can transfer nuclear weapons or technology to a non-nuclear power. But it does allow for the weapons to be deployed outside its borders but under its control - as with US nuclear weapons in Europe.

Who can order the launch of nuclear weapons?

As with other countries, the head of the state is the ultimate decision-maker. In Russia, President Vladimir Putin wields the power when it comes to ordering the use of Russian nuclear weapons, both strategic and non-strategic, according to its nuclear doctrine.

These weapons are stored in at least 30 military bases and silos under the control of the 12th Main Directorate of the defence ministry (12th GUMO) headed by Igor Kolesnikov, who reports directly to the defence minister.

In order to launch a strategic nuclear weapon strike, Putin would have to consult with senior allies from the Russian Security Council before ordering, via the general staff, that a warhead be joined with a delivery vehicle and prepared for a potential launch order.

Since Putin cannot predict the US response, Russia's entire nuclear posture would change: submarines would go to sea, missile forces would be put on full alert and strategic bombers would be visible at bases, ready for immediate take-off.

EU warns of new sanctions if Belarus hosts Russian nukes

Ukraine on Sunday (March 26) called for convening an emergency meeting of the United Nations Security Council (UNSC) over Russia's decision to station tactical nuclear weapons in Belarus. Kyiv has already said that Belarus has been held 'hostage' by Russia.

"Ukraine expects effective actions from the United Kingdom, China, the United States and France to counteract the Kremlin's nuclear blackmail... We demand that an extraordinary meeting of the UN Security Council be immediately convened for this purpose," the Ukrainian foreign ministry said.&nbsp;

Russia on Saturday made clear its decision to station tactical nuclear weapons in Belarus, a country the ruling regime of which is a strong ally of Russia. President Putin himself made the announcement.

Putin said the move to deploy tactical nuclear weapons to Belarus was "nothing unusual."

"The United States has been doing this for decades. They have long placed their tactical nuclear weapons on the territory of their allies," Putin said.

Putin said he spoke to Belarusian leader Alexander Lukashenko and said "we agreed to do the same."

Russia's announcement has attracted criticism but the US has reacted cautiously.

"We have not seen any reason to adjust our own strategic nuclear posture nor any indications Russia is preparing to use a nuclear weapon. We remain committed to the collective defence of the NATO alliance," a senior official in US administration was quoted by the Reuters.

Germany was comparatively vocal in its condemnation of Russian decision. Berlin said that the Russian announcement was "another attempt at nuclear intimidation by Russia", as quoted by AFP.

Ukraine wants urgent UNSC meet over Russia’s nuke deployment plans in Belarus

To bolster the manpower of Russian forces, enlistment officers are reportedly working with universities and social service agencies to lure students and the unemployed to fight the war in Ukraine.

According to AP news agency, a new campaign has been launched across Russia, seeking recruits to replenish its troops for the battle.

Though it is difficult to determine the number of casualties from the Russian side, the UK’s Ministry of Defence has claimed that high attrition rates and deaths are stalling Russia’s advances in Ukraine.

Last September, as part of Russian President Vladimir Putin’s ‘partial’ call-up, around 300,000 reservists were mobilised. It was reported that the announcement created panic and tens of thousands of Russians fled the country rather than reporting at&nbsp;recruitment centres.

Though it is uncertain when another announcement will be made, the Russian media is reporting that men across the country are receiving summons from enlistment offices.

A resident of Moscow told AP news agency that his employer, a state-funded organisation, collected the military registration cards for all male employees of fighting age.

Russian President Vladimir Putin announced the decision to place tactical nuclear weapons in Belarus on Saturday. This was seen as a warning to NATO over its military support for Ukraine.

Russian defence ministry on Saturday (March 25) accused Azerbaijan of violating Moscow-brokered ceasefire with Armenia. Russia said that Azerbaijan let troops cross over the demarcation line.

"On March 25...a unit of the armed forces of Azerbaijan crossed a line of contact in the district of Shusha, in violation&nbsp;of the agreement of November 9, 2020," the Russian defence ministry said in a statement.&nbsp;

The ministry said that Russian peacekeepers "are taking measures aimed at preventing escalation... and mutual provocations."&nbsp;

Earlier in the day, Azerbaijani Defence Ministry said it has taken control of some auxilliary roads in its Armenian-majority breakaway region of Nagorno-Karabakh over which it has fought wars with Armenia.

The ministry said "necessary control measures were implemented by the units of the Azerbaijan Army in order to prevent the use of the dirt roads north of Lachin" for arms supplies from Armenia.

The sole road linking Karabakh to Armenia, the Lachin corridor, has been for months under Azerbaijani blockade, which Yerevan says has led to a humanitarian crisis in the enclave.

Occasional shootouts have broken out along the Armenian-Azerbaijani border and in Karabakh since a Russian-mediated truce ended six-weeks of fighting in autumn 2020.

Russia accuses Azerbaijan of violating ceasefire with Armenia

In an interview with Japanese newspaper&nbsp;Yomiuri Shimbun, Ukrainian President Volodymyr Zelensky said that Kyiv cannot start a counter-offensive against Moscow until Western allies send more military support. He also said that the situation in the eastern part of the country is “not good” and that he has appealed to the United States and European countries to ramp up their supply of ammunition.&nbsp;

This comes as the eastern region of the war-torn country has witnessed some of the fiercest battles, including one for the key city of Bakhmut. However, Ukraine’s commander-in-chief Lt Gen Valerii Zaluzhnyi, on Friday said in a Facebook post, that the situation in the eastern city is “stabilising”.&nbsp;

While acknowledging the situation on Ukraine’s frontlines, Zaluzhnyi also said that it “is the toughest in the Bakhmut direction” and that it is due to the “tremendous efforts” of the Ukrainian forces “we are managing to stabilise the situation”. Reports also suggest that Ukraine has been witnessing mounting casualties in the region.

“We are waiting for ammunition to arrive from our partners,” said Zelensky to the Japanese newspaper.&nbsp;The Ukrainian president also spoke about how tanks provided by Germany and others are expected to be deployed on the battlefield from April, adding, “We need tanks for the “de-occupation of Ukraine.” When asked about the expected counter-offensive, Zelensky said, “We can’t start yet, we can't send our brave soldiers to the front line without tanks, artillery and long-range rockets.”&nbsp;

Reports of speculation about Ukraine’s counter-offensive, particularly about the time and place it might happen, have also left Kyiv’s defence ministry irate. Ukraine’s Deputy Defence Minister Hanna Malyar took to social media and urged people to stop discussing potential plans. She added, “Please stop asking experts questions about a counter-offensive on the air, please stop writing blogs and posts on this topic, please stop publicly discussing the military plans of our army,” reported BBC. 
 
During the interview, Zelensky also spoke about China's&nbsp;12-point peace plan which does not call for&nbsp;the withdrawal of Russian troops or the returning of all territory seized by Moscow and said, “Our sovereignty and territorial integrity comes first.”&nbsp; 
 
Zelensky also said that he did not receive a message from Beijing about&nbsp;a proposal to mediate peace between Russia and Ukraine and that even after&nbsp;"straight messages" through the diplomatic channels he wanted to speak with Chinese President&nbsp;Xi Jinping, he did not&nbsp;get a response.

Ukraine cannot launch counter-offensive without more weapons: Zelensky

With the Russia-Ukraine war in its 14th month now, Russian President Vladimir Putin said Saturday he would deploy tactical nuclear weapons inside the territory of its neighbour and ally Belarus, another statement which strongly indicates that the West-Russia rivalry is only here to continue.&nbsp;

"There is nothing unusual here either: the United States has been doing this for decades. They have long placed their tactical nuclear weapons on the territory of their allies," Putin said to validate the move, reported AFP.

Reacting to the statements made by the Russian leader, a&nbsp;senior administration official noted that&nbsp;Moscow and Minsk had talked about such a deal over the past year, and added that there were no signs Moscow planned to use its nuclear weapons, reports Reuters news agency.

Putin further said he already spoke to Belarusian President Alexander Lukashenko regarding this and both the leaders "agreed to do the same."

"We agreed that we will do the same - without violating our obligations, I emphasize, without violating our international obligations on the nonproliferation of nuclear weapons."

The Russian president also threatened to send depleted uranium weapons to Ukraine in case Kyiv were to get such weapons from the West. "Russia of course has what it needs to answer. Without exaggeration, we have hundreds of thousands of such shells. We have not used them yet," he said.

However, Putin affirmed that this will not violate non-proliferation agreements. In talks with state television, Putin said Lukashenko had long raised the issue of stationing tactical nuclear weapons in Belarus.&nbsp;

By July 1, Russia will have finished building a facility in Belarus for storing tactical nuclear weapons, said Putin,&nbsp;adding&nbsp;that Moscow would not really be handing control of the weapons to Minsk.

Meawhile, the U.S. said it would “monitor the implications” of Putin’s announcement, said a report&nbsp;by AP.

“We have not seen any reason to adjust our own strategic nuclear posture nor any indications Russia is preparing to use a nuclear weapon,” said National Security Council spokesperson Adrienne Watson. “We remain committed to the collective defence of the NATO alliance.”

On Monday, Britain had acknowledged that it was giving Ukraine weapons laced with depleted uranium. Because of its density and other characteristics, the heavy metal is utilised in weaponry because it can more readily penetrate armour and tanks.

Putin, meanwhile, denounced British intentions to transfer such ammunition to Ukraine on Tuesday, warning that Moscow would be compelled to take appropriate action since such weapons "had a nuclear component."

After Russian President Vladimir Putin's criticism of Britain for providing depleted uranium to Ukrainian forces, Britain's Foreign Secretary James Cleverly stated on Wednesday that there has been no nuclear escalation in the Ukraine war.

Putin to deploy tactical nuclear weapons in Belarus; US says will ‘monitor implications’

The initial upper hand gained by the Russian forces in Bakhmut, the Ukrainian city which Moscow has spent months trying to capture, seems to have fizzled out as Kyiv’s counteroffensive has been successful in stalling the advances made by Kremlin.

On Friday, Ukraine's commander in chief Lt Gen Valerii Zaluzhnyi said in a Facebook post that the situation in the eastern city is “stabilising”.

Acknowledging that the situation on Ukraine's frontlines "is the toughest in the Bakhmut direction”, Lt Gen Zaluzhnyi said that due to the “tremendous efforts” of the Ukrainian forces “we are managing to stabilise the situation".

He posted on the social media network after briefing the UK's Chief of Defence Staff, Admiral Sir Tony Radakin, about the situation in Ukraine.

In recent months, the eastern city has become the centre of the biggest battle between Russia and Ukraine. For Moscow, Bakhmut is a key target in its plans to fully capture the industrialised eastern region of Donbas.

However, the long-drawn-out war yielded little results for the Russian offensive despite losing thousands of troops.

On Thursday, the commander of Ukraine’s ground forces, Oleksandr Syrsky, claimed that Russian forces were "exhausted" near Bakhmut, reports BBC.

However, despite Ukraine’s assertion that Moscow’s attack was flagging near Bakhmut, the Russian forces launched new assaults in the northern and southern stretches of the front in the Donbas region.

Heavy fighting was reported in the northern sector along a stretch of front running from Lyman to Kupiansk as well as in the south at Avdiivka on the outskirts of the Russian-held city of Donetsk.

Any attempt to arrest Putin will be declaration of war, says former Russian president Medvedev

The Indonesian island of Bali has witnessed an uptick in the number of Russian and Ukrainian tourists since the beginning of what Moscow has described as its “special military operation” in Kyiv. The reports of bad behaviour and criminal activities allegedly committed by Russian and Ukrainian tourists include overstaying their visas, working illegally as hairdressers, unauthorised tour guides and taxi drivers, reported CNN.&nbsp;

The incidents have reportedly prompted Bali Governor Wayan Koster to propose that a visa-on-arrival policy for visitors from the two aforementioned countries be terminated. “I have written a letter to the ministries (Indonesia’s Foreign Ministry and Law and Human Rights Ministry) requesting that the visa facility be revoked for Russians and Ukrainians”, said Koster, as per local media reports.&nbsp;

According to the Indonesian government, nearly 60,000 Russians visited Bali in 2022 after it lifted its Covid-related restrictions while 22,500 people from Russia have arrived on the island since the beginning of this year alone. On the other hand, over 7,000 Ukrainians arrived in 2022 while some 2,500 came to Bali in the first month of this year, reported CNN.&nbsp;

Indonesia allows citizens of&nbsp;certain countries including Russia and Ukraine to apply for a visa on arrival&nbsp;in the country, while others have to apply before departure. Meanwhile, the country’s Tourism Minister Sandiaga Uno said that the number of tourists from Russia and Ukraine “who have...caused problems is not yet significant”. He added,&nbsp;that any plans to change visa rules must be “carefully reviewed” and will be discussed with all the stakeholders.

While the reports of misbehaving tourists are not necessarily new in Bali, it seems as though Balinese authorities wish to make an example out of the tourists from the two countries, as per CNN. “Why these two countries? Because they are at war so they flock here,” Koster had said in a news conference previously.&nbsp;

According to a report by Bloomberg, Indonesia has deported some 47 people from the popular tourist destination amid a crackdown on foreigners for misusing their visas to work, out of which 13 were Russians.&nbsp;Reports also suggest that the Bali government is planning to ban tourists from renting motorcycles following a series of road accidents. Notably, in January, a Ukrainian and Russian visitor died in a vehicle collision.

According to local media reports, Koster has announced a province-wide crackdown on misbehaving foreigners which includes driving without a licence, not wearing a helmet, or driving dangerously. Furthermore, the Bali police, last week also launched a five-day special operation where over 475 police personnel will closely monitor foreigners in Bali. The officials have also reportedly assured that well-behaved visitors to Bali have nothing to worry about.&nbsp;

"This is a new illustration that the French nuclear industry continues to trade uranium with Rosatom, the Russian state nuclear giant," Greenpeace campaigner Pauline Boyer told AFP on Monday.

"The continuation of this nuclear trade with&nbsp;Russia&nbsp;in times of war is scandalous," she added.

In a report released earlier this month, the NGO highlighted how France continued to depend on Russian nuclear power despite the Ukraine conflict. It added that unlike fossil fuel, importing Russian uranium doesn’t fall under the sanctions, which was announced by the West in response to the war.

However, the French government denied this, saying, "Our country does not depend in any way on&nbsp;Russia&nbsp;for the operation of its nuclear power plants" and "has been able to diversify its sources of supply."

Greenpeace campaigner Boyer called out the French government’s hypocrisy, saying that if “they want to be consistent with its support for the Ukrainian people, it should cut all contracts with Rosatom (Russian nuclear company)."

According to data by the Point magazine published in December, French energy corporation EDF (Electricite de France) purchased 153 tons of enriched uranium from Russian contractors in 2022.

In total, since the beginning of the year, EDF has purchased 7,000 tons of uranium ore for its nuclear power plants, the report noted.

The publication says that this includes not only the ore mined in Russia, &nbsp;direct mining for France is also carried out in Kazakhstan, Canada, Niger and Uzbekistan.

"The supply of this military equipment -- as we have repeatedly said -- will not change the outcome of the special military operation... Of course, all this equipment will be destroyed," Kremlin spokesman Dmitry Peskov told journalists, using the official term for Russian invasion of Ukraine.

West's supply of weapons to Ukraine has always angered Moscow, which had accused the western countries to try to prolong the conflict. Russia attacked Ukraine in February last year. After sustained gains in the initial months of the war, Russian forces had to retreat from large swathes of land. In addition to efforts by Ukrainian forces, Russian retreat was also attributed to Western help in the form of humanitarian aid and weapons.

Ukraine's European backers had stopped short of providing fighter jets to Ukraine for fears of escalation of the conflict. But now, Slovakia and Poland have agreed to provide fighter jets to Ukraine.

"We will hand over 13 of our MiG-29 jets to Ukraine," Slovak Prime Minister Eduard Heger told journalists on Friday, adding that Bratislava would also deliver a Kub air defence system to Ukraine.

"We're giving these MiGs to Ukraine so that it can protect civilians against the many bombs that fall on their houses and which are the reason why people are dying in Ukraine," Heger said.

Poland on Thursday said Warsaw would send four Soviet-made MiG-29 jets to Ukraine "in the coming days".

Ukraine has long requested fighter jets from Western allies, although seeking primarily modern US-made F-16s.

"This deal is of vital importance for the global food supply. I thank Russia and Ukraine, who didn't spare their efforts for a new extension, as well as the United Nations secretary general."

Ukraine is one of the world's top producers, and the so-called Black Sea Grain Initiative has helped soothe the global food crunch triggered by the conflict.

Ukraine grain deal has been extended, says Turkey’s President Erdogan hours before deadline

Russia’s assault on Ukraine is turning into a war of attrition and the defenders are facing a critical problem – they are firing more artillery shells than Ukraine or its allies can produce. Which means industrial capacity is becoming as important as combat soldiers are.

Along much of a 600-mile front in the east and south, the combatants face each other from trenches reminiscent of World War I. The similarities of the horrifying conditions are so startling that scenes from an Oscar-winning movie set in the 1914-1918 war (All Quiet on the Western Front) look like video taken in Ukraine yesterday.

While Russia’s supplies are also shrinking, its inventory was much larger to begin with and Ukraine’s shortage is more critical, military experts estimate. On average, the opposing armies fire around 30,000 shells at each other every day.

To get this in perspective, one of the biggest ammunition factories in the United States, the Scranton Army Ammunition Plant, produces roughly 11,000 shells per month. Capacity at this and other plants in the US&nbsp;and its allies is planned to increase substantially but the process will take months.

The present stalemate has raised fears that China, Moscow’s closest ally, would step into the breach and draw from its ample arsenal of 122 mm and 152 mm shells to help out Russian forces for whom this is the standard calibre.

US&nbsp;officials have repeatedly warned China that providing lethal aid to Russia would have serious consequences and made clear that President Xi Jinping's visit to Moscow, beginning on Monday, would be watched with very close attention.

The visit will go down in history even if it ends without any notable agreements. Xi Jinping arrives to pomp and circumstance just three days after the International Criminal Court in The Hague issued a warrant for the arrest of Russian President Vladimir Putin for war crimes in Ukraine.

The warrant is based on the ICC’s finding that Russian forces, with the blessing of Putin and one of his cabinet ministers, forcefully deported hundreds of Ukrainian children to Russia from areas seized after the 2022 invasion.

In theory, Putin could be arrested in any of the 123 countries which signed the treaty establishing the court. In practice, it is a symbolic move, given that Russia does not recognise the court and it cannot try a defendant in absentia.

Another historical first: Putin, a president accused of war crimes and facing an arrest warrant plays host to another president, Xi Jinping, who has been accused by the United States and several other countries of committing genocide against China’s Uyghur population and other Muslim ethnic groups in the Xinjiang region.

The Chinese leader’s visit comes a week after Putin hosted President Bashar al-Assad of Syria, where Russian air power turned the tide in a 12-year civil war killed nearly half a million people and displaced almost half the country’s pre-war population.

Among the weapons Assad’s government forces used to stay in power was the nerve agent Sarin and chlorine gas used to kill civilians in opposition strongholds, according to the Organisation for the Prohibition of Chemical Weapons. They are forbidden under the Geneva Conventions on the conduct of armed conflict.

Putin’s welcoming, in quick succession, of leaders who scoff at international conventions, democracy and the rule of law brings to mind the old adage “birds of a feather flock together.”

A Chinese government statement announcing Xi Jinping’s visit left no doubt about his ambition to become the dominant figure on the world stage, surpassing the role US&nbsp;presidents have played since the end of World War II.

“As the world enters a new period of turbulence and change, as a permanent member of the UN Security Council and an important power, the significance and influence of China-Russian relations go far beyond the bilateral scope,“ the statement said.

The visit was aimed, it added, at deepening the Chinese-Russian friendship “for generations.”

Xi Jinping arrived in Moscow fresh from a diplomatic triumph in the Middle East, where the United States has been the dominant power broker for decades. But in a surprise move on March 10, Saudi Arabia and Iran agreed to restore diplomatic relations after four days of secret talks in Beijing.

It was stark evidence of China’s rising power and influence on the global diplomatic stage. Saudi Arabia and Iran, both oil-rich nations, have long been rivals for Middle Eastern dominance and China’s role in their rapprochement drew applause from the United Nations.

Last month, the Chinese government published a 12-point position paper on how to end the war in Ukraine which will be a topic of discussion during the Chinese leader’s visit. The plan is part of an effort by China to portray itself as neutral in the conflict -- despite its repeated refusal to condemn the invasion in UN&nbsp;General Assembly votes.

The proposal pointedly omitted a call for the withdrawal of Russian troops from Ukrainian territory they occupy, a move Ukrainian President Volodymyr Zelensky sees as a precondition for any negotiations on halting the bloodshed. He has, however, said he is open to talks that might follow Xi’s Moscow visit.

The Chinese plan calls for an immediate ceasefire, an idea that has run into vocal opposition from the United States, which has been leading a Western coalition of 50 countries to arm and finance Ukraine’s fight against the Russians.

“A ceasefire now would amount to the ratification of Russian conquest,” John Kirby, spokesman of the White House National Security Council, said on the eve of Xi Jun Ping’s Moscow visit.

“Russia would be free to use a ceasefire to only further entrench their positions in Ukraine, to rebuild, refit and refresh their forces so they can restart attacks on Ukraine at the time of their choosing.”

All wars end eventually, but the prospect of the guns soon falling silent in this conflict appear very remote. Both sides are preparing for spring offensives.

On average, the opposing armies fire around 30,000 shells at each other every day. To get this in perspective, one of the biggest ammunition factories in the United States, the Scranton Army Ammunition Plant, produces roughly 11,000 shells per month. Capacity at this and other plants in the US and its allies is planned to increase substantially but the process will take months. The present stalemate has raised fears that China, Moscow’s closest ally, would step into the breach and draw from its ample arsenal of 122 mm and 152 mm shells to help out Russian forces for whom this is the standard calibre. US officials have repeatedly warned China that providing lethal aid to Russia would have serious consequences and made clear that President Xi Jinping's visit to Moscow, beginning on Monday, would be watched with very close attention. The visit will go down in history even if it ends without any notable agreements. Xi Jinping arrives to pomp and circumstance just three days after the International Criminal Court in The Hague issued a warrant for the arrest of Russian President Vladimir Putin for war crimes in Ukraine. The warrant is based on the ICC’s finding that Russian forces, with the blessing of Putin and one of his cabinet ministers, forcefully deported hundreds of Ukrainian children to Russia from areas seized after the 2022 invasion. In theory, Putin could be arrested in any of the 123 countries which signed the treaty establishing the court. In practice, it is a symbolic move, given that Russia does not recognise the court and it cannot try a defendant in absentia. Another historical first: Putin, a president accused of war crimes and facing an arrest warrant plays host to another president, Xi Jinping, who has been accused by the United States and several other countries of committing genocide against China’s Uyghur population and other Muslim ethnic groups in the Xinjiang region. The Chinese leader’s visit comes a week after Putin hosted President Bashar al-Assad of Syria, where Russian air power turned the tide in a 12-year civil war killed nearly half a million people and displaced almost half the country’s pre-war population. Among the weapons Assad’s government forces used to stay in power was the nerve agent Sarin and chlorine gas used to kill civilians in opposition strongholds, according to the Organisation for the Prohibition of Chemical Weapons. They are forbidden under the Geneva Conventions on the conduct of armed conflict. Putin’s welcoming, in quick succession, of leaders who scoff at international conventions, democracy and the rule of law brings to mind the old adage “birds of a feather flock together.” A Chinese government statement announcing Xi Jinping’s visit left no doubt about his ambition to become the dominant figure on the world stage, surpassing the role US presidents have played since the end of World War II. “As the world enters a new period of turbulence and change, as a permanent member of the UN Security Council and an important power, the significance and influence of China-Russian relations go far beyond the bilateral scope,“ the statement said. The visit was aimed, it added, at deepening the Chinese-Russian friendship “for generations.” Xi Jinping arrived in Moscow fresh from a diplomatic triumph in the Middle East, where the United States has been the dominant power broker for decades. But in a surprise move on March 10, Saudi Arabia and Iran agreed to restore diplomatic relations after four days of secret talks in Beijing. It was stark evidence of China’s rising power and influence on the global diplomatic stage. Saudi Arabia and Iran, both oil-rich nations, have long been rivals for Middle Eastern dominance and China’s role in their rapprochement drew applause from the United Nations. Last month, the Chinese government published a 12-point position paper on how to end the war in Ukraine which will be a topic of discussion during the Chinese leader’s visit. The plan is part of an effort by China to portray itself as neutral in the conflict -- despite its repeated refusal to condemn the invasion in UN General Assembly votes. The proposal pointedly omitted a call for the withdrawal of Russian troops from Ukrainian territory they occupy, a move Ukrainian President Volodymyr Zelensky sees as a precondition for any negotiations on halting the bloodshed. He has, however, said he is open to talks that might follow Xi’s Moscow visit. The Chinese plan calls for an immediate ceasefire, an idea that has run into vocal opposition from the United States, which has been leading a Western coalition of 50 countries to arm and finance Ukraine’s fight against the Russians. “A ceasefire now would amount to the ratification of Russian conquest,” John Kirby, spokesman of the White House National Security Council, said on the eve of Xi Jun Ping’s Moscow visit. “Russia would be free to use a ceasefire to only further entrench their positions in Ukraine, to rebuild, refit and refresh their forces so they can restart attacks on Ukraine at the time of their choosing.” All wars end eventually, but the prospect of the guns soon falling silent in this conflict appear very remote. With Ukraine war at critical junction, China takes bigger role

China appealed to the International Criminal Court (ICC) on Monday to avoid what it termed as "double standards" and respect the immunity of heads of state, after an arrest warrant was issued by the tribunal for Russian President Vladimir Putin on charges of committing war crimes.&nbsp;

The court should "uphold an objective and impartial stance" and "respect the immunity of heads of state from jurisdiction under international law", said foreign ministry spokesperson Wang Wenbin in a press briefing.

Wang also appealed to the court to "avoid politicisation and double standards", emphasising the fact the Ukraine conflict can be resolved only through "dialogue and negotiation".

China is not among the signatories of the Rome Statute which is a United Nations treaty that governs the court.

On Friday, the International Criminal Court announced that it is issuing an arrest warrant against Putin who is accused of unlawfully deporting Ukrainian children.

The orders were dismissed by Moscow as "void", and with Russia not a party to the ICC it is unclear if or how Putin could ever be extradited to face the charge.

The warrant was issued by ICC just days before Chinese President Xi Jinping's visit to Russia, an official trip that the Chinese premier described as a "journey of friendship, co-operation and peace".
