The potential ban on the recreational use of cannabis is a part of delivering on an election promise of the country’s new conservative coalition government which came to power late last year vowing to tighten the rules and only allow medical use.

Prime Minister Srettha Thavisin has <a href="https://www.wionews.com/world/thailand-pm-vows-to-change-law-that-allows-recreational-use-of-cannabis-638629">repeatedly spoken</a> out against the recreational use of marijuana amid concerns of drug abuse. “We drafted this law to prohibit the wrong usage of cannabis,” said Health Minister Cholnan Srikaew, earlier this week.&nbsp;

“All recreational usage is wrong,” he added. A statement posted on the Thailand health ministry’s website, on Tuesday (Jan 9) said that the new draft will allow only medical and health uses of cannabis while outlawing all types of recreational use.

If passed, the new law would impose fines of up to 60,000 baht ($1,700) for recreational use while advertising or marketing campaigns regarding such use could lead to prison terms of up to one year or fines as high as 100,000 baht ($2,856).

Notably, smoking marijuana in public remained illegal even under the relaxed laws. The recent draft comes after an earlier proposal was rejected in the country’s parliament back in November.&nbsp;

Thai people have until January 23 to give their feedback on the draft after which the cabinet will weigh both the proposed legislation and suggestions received before it goes to Parliament for further debate.&nbsp;

In 2022, Thailand became the first country in Asia to fully decriminalise cannabis, around four years after making medical marijuana legal. However, the move two years ago took things a step further as it was no longer a crime to grow and trade marijuana and hemp products.&nbsp;

Ohio voters on Tuesday (Nov 7) approved a ballot measure to legalise recreational marijuana, delivering a major blow to Republicans who failed to instate a proposed law.

Ohio became the 24th US state to legalise recreational marijuana.

It means that people aged 21 and more would be able to use, grow or sell marijuana under a regulation-and-tax programme imposed by the state.

As per media reports, a 10 per cent tax will be imposed on purchases of marijuana for non-medical purposes, and the money will be spent on supporting the industry itself.

The measure will become effective in 30 days.&nbsp;

“Marijuana is no longer a controversial issue," said Tom Haren, spokesman for the Coalition to Regulate MarijuanaLike Alcohol, while celebrating the outcome.

"Ohioans demonstrated this by passing State Issue 2 in a landslide. Ohioans are being extremely clear on the future they want for our state: adult-use marijuana legal and regulated,” the statement added.

<h2>Big blow to GOP</h2>

The outcome came as a big blow to the Republican Party, with its leaders, some organisations and manufacturing units expressing concerns over its impact on workplace and traffic safety.

It must be noted that Republicans can still make changes to the law through the Legislature. However, since it has been cleared by the voters itself, the political stakes have grown higher.

Smart Approaches to Marijuana Action President Kevin Sabet called on state lawmakers to eliminate provisions of Issue 2 that allow for commercial sales, advertising and production&nbsp;at a minimum.

Efforts are underway to place recreational marijuana ballot measures before voters in 2024 in states including Florida, Nebraska and South Dakota.

Meanwhile, a recent study shows the legalisation of marijuana will add $260 million to the Ohioan economy a year.

During the joint raids by the South Korean police and the US Army's Criminal Investigation Division at the homes of the 22 suspects, more than four kilogrammes of&nbsp;"mixed liquids" used for vaping and&nbsp;77g (2.7oz) of synthetic cannabis, in addition to&nbsp;$12,850 in cash was found, per a BBC report.&nbsp;

Video released by the police showed the 27 electronic cigarette devices and rolls of&nbsp;&nbsp;$50 and $100 bills, as well as numerous cell phones and colourful cylindrical tubes that look similar to vape pens, lying on the table.&nbsp;

The joint raids were carried out at Camp&nbsp;Humphreys, south of Seoul – the largest US military installation outside of the US and Camp Casey, situated north of the capital city.&nbsp;

Two people - a South Korean and a Filipino had already been arrested for drug distribution allegations. Notably, a 24-year-old American soldier had smuggled&nbsp;350 millilitres of liquid synthetic cannabis that was shipped from the US via military mail. He had handed the shipment to the Filipino man who&nbsp;then sold it to a South Korean distributor and other US soldiers.&nbsp;

"United States Forces Korea is aware of the Korean National Police’s investigation of 17 Soldiers for alleged illegal drug behaviour and misuse of the military mail system.&nbsp;Currently, no Soldiers are in confinement or being detained in relation to this incident," read the statement.&nbsp;

"USFK does not condone any behaviours among its personnel that violate South Korean laws, rules or directives and supports this investigation."

US military bases raided in South Korea for drugs, at least 17 soldiers face probe

The US Department of Health and Human Services (HHS) has recommended easing federal restrictions on marijuana. HHS delivered the recommendation to the&nbsp;Drug Enforcement Administration (DEA) stating that marijuana be moved from a Schedule I to a Schedule III controlled substance.&nbsp;

HHS Secretary Xavier Becerra took to X, formerly known as Twitter, and said the agency had responded to President Joe Biden's request.&nbsp;

"I can now share that, following the data and science, @HHSGov has responded to @POTUS ’ directive to me for the Department to provide a scheduling recommendation for marijuana to the DEA. We’ve worked to ensure that a scientific evaluation be completed and shared expeditiously," posted&nbsp;Becerra.&nbsp;

<h2>Marijuana's current status in the US&nbsp;</h2>

Currently, cannabis is listed in the same class of drugs as heroin and LSD. If the DEA accepts the recommendation, it could mark a significant shift in the US drug policy in decades.

In a laboratory tucked away on a sprawling university campus in Rio de Janeiro, Brazilian molecular biologist Rodrigo Moura Neto is running tests on a seemingly ordinary plant with a potent secret.

The fast-growing, homely plant, Trema micrantha blume, is native to the Americas, where it is widespread and often considered a weed.

But Moura Neto recently discovered its fruits and flowers contain one of the active ingredients in marijuana: cannabidiol, or CBD, which has shown promise as a treatment for conditions including epilepsy, autism, anxiety and chronic pain.

Crucially, he also found it does not contain the other main ingredient in pot, tetrahydrocannabinol, or THC — the psychoactive substance that makes people high.

That opens the possibility of an abundant new source of CBD, without the complications of cannabis, which remains illegal in many places.

The discovery has made something of an overnight academic star of Dr Moura Neto, an affable, silver-haired 66-year-old who now has a packed schedule of meetings with patent experts and companies keen to tap the multi-billion-dollar CBD market.

"It was wonderful to find a plant (with CBD but) without THC, because you avoid all the mess around psychotropic substances," says Moura Neto, who has spent the better part of five decades researching in this small lab at Rio de Janeiro Federal University.

"That means the potential is enormous," he tells AFP.

His 10-member team recently won a 500,000-real ($104,000) public grant to expand his project, which will now identify the best methods to extract CBD from "Trema," and then study its effectiveness as a substitute for medical marijuana.

<h2>Man in demand</h2>

Many of CBD's touted medical uses are still under research.

The compound is controversial, including in Brazil, where patients have gone to court to win the right to use it. They often have to import it at eye-watering prices, given that cultivating medical marijuana remains illegal — though there is legislation before Congress to change that.

Debates aside, demand for CBD is booming.

The global market for CBD last year was estimated at nearly $5 billion. Analytics firm Vantage Market Research projects it will grow to more than $47 billion by 2028, driven mainly by health and wellness use.

Interest in Moura Neto's research has been "huge," says Rosane Silva, the director of his laboratory, which sits off a hallway bustling with students and researchers in white lab coats.

"Lots of companies have been calling, looking to collaborate" on an eventual non-cannabis-based CBD medication, Silva says, standing beside what she calls the "magical plant."

A member of the Cannabaceae family — like cannabis — "Trema" can grow into a tree up to 20 meters (66 feet) tall.

Moura Neto says he and the university may explore patenting any innovations they find for extracting CBD from its tiny fruits and flowers.

But he is quick to add he won't patent "Trema" itself. He wants scientists everywhere to be able to research it.

"If I dreamed of being a billionaire, I wouldn't have become a professor," he says.

<h2>From policing to producing?</h2>

Moura Neto started studying CBD for a completely different reason: trained as a forensic geneticist, he would analyze the DNA of marijuana seized by police to help investigators trace its source.

When he came across a study that identified CBD in a related plant in Thailand — another member of the Cannabaceae family — he got the idea to test for it in "Trema."

He says turning his still-unpublished findings into a drug ready for market will take five to 10 years of research and clinical trials — if it is possible at all.

Cannabis, first domesticated in China more than 10,000 years ago, has been cultivated for millennia to hone its mind-altering and medicinal effects.

CBD from "Trema" might not work as well, or at all, Moura Neto says.

In the meantime, it's no use smoking the plant for a high.

"That definitely won't do anything for you," he laughs.

Brazilians protest to demand cannabis decriminalisation

A German court has given an 82-year-old man a "last warning"&nbsp;to avoid imprisonment after he was found guilty of drug dealing for yet another time.

The court announced its verdict after discovering that the man had already been convicted 24 times for committing the very same crime.

As per the AP reports, the retired seaman was handed a suspended sentence by a court in the northern town of Aurich on Monday.

The accused said that he wanted to improve his sparse monthly pension, which was around 800 euros ($855), by selling marijuana.

The prosecutors had asked the court to impose a jail term of a minimum of 34 months in view of the man's lengthy criminal record and an existing suspended sentence, AP cited German news agency dpa as saying.

But, according to the reports, the judges said that taking the man's recent health problems and particular circumstances into consideration, they would make an exception and classify the latest crimes as "less serious offences".

As per AP, dpa quoted the presiding judge as telling the accused that it was his “very last warning.”&nbsp;

Police in Bavaria said the arrests made were the culmination of a three-year investigation effort codenamed Operation Eureka. Michael Ebling, State Interior Minister of Rhineland-Palatinate, said the arrests were an "effective blow" to organised crime.

"They may also continue responsibly linking to their owned and operated web pages and e-commerce experiences for CBD, THC, and cannabis-related products and services. We have also made some changes for medical licensees and opened up additional recreational markets," it added.&nbsp;

The microblogging platform added that it was looking forward to helping customers unlock the power of Twitter ads and connect with the cannabis conversation to drive the business forward.&nbsp;

The co-author of the study, Dr Giselle Revah, a cardiothoracic radiologist and assistant professor at the Canada's University of Ottawa, says there isn't much research into marijuana's impact due to the fact that weed wasn't legal until recently.

Revah said that the fact that you can judge if a person is a longtime or heavy cigarette smoker just by looking at their CT scan, made her wonder if marijuana which is commonly the second most smoked substance will show similar results.

However, she was surprised to discover that not much information exists on this.

The study included more than 100 people, including those who smoked weed, cigarettes and even some non-smokers. Of these, 56 marijuana smokers some of which also smoked tobacco, 33 who only smoked tobacco and 57 non-smokers.

It was discovered that of the weed smokers 75 per cent had emphysema, a lung condition that causes shortness of breath, while the figure was less at 67 per cent for tobacco-only smokers and just five per cent for non-smokers.

"The main message is that it may not be as safe as people think it is, and we need more information," said Revah as per US news.

“It’s time that we right these wrongs,” Biden said on Thursday according to Reuters.

Biden has also urged governors of the states where marijuana is now legal to follow suit and make sure that no one is kept in the prisons due to just one offense. There are still some states where it is not legal but the president asked the authorities to show a bit of leniency.

Marijuana is currently classified in schedule 1 of the Controlled Substances Act under federal law but Biden asked the secretary of Health and Human Services to reconsider the classification.
