Madhya Pradesh: Shivraj Singh Chouhan likely to take oath as CM today

Madhya Pradesh Governor Lalji Tandon on Friday accepted the resignation of Chief Minister Kamal Nath -- which he had submitted a few hours earlier in the wake of the political unrest in the state.

The chaos were precipitated by the sudden resignation of veteran Indian National Congress (INC) leader Jyotiraditya Scindia from the party post. Following the resignation, 16 MLAs loyal to Jyotiraditya Scindia also put in their papers, forcing the party to bump out of majority in the state assembly.

The resignations have now brought down the strength of the ruling Congress to 92. And Shivraj Singh Chouhan-led Bharatiya Janata Party (BJP) now has more number of seats in the assembly.

The Madhya Pradesh Legislative Assembly now awaits a floor test for the election of the new government -- something that might not happen at all.

Speaker Prajapati has said there was no need for a floor-test as Chief Minister Kamal Nath had already tendered his resignation.

The Congress-led by Kamal Nath came into power in 2018 with 114 MLAs -- and the support of seven individual MLAs from BSP, SP and Independents.

The resignations have brought BJP into majority with 106 seats (majority is marked at 104). Even if Narayan Tripathi doesn't vote in favour of BJP, the party's strength will still be 105.

Meanwhile, Jyotiraditya Scindia called Kamal Nath's resignation "victory of people of Madhya Pradesh."

But Kamal Nath had blamed horse trading and BJP's money power behind the change of power.

"Twenty-two of our MLAs were held captive in Bengaluru. This was politics spending crores of rupees," Nath said at a press briefing before tendering his resignation.

Case registered against unknown persons for showing black flags to Jyotiraditya Scindia

Former Union Minister Jyotiraditya Scindia’s resignation from the Congress Party should not be seen in isolation. It is a result of a massive power struggle within the Congress Party.

Former Congress President Rahul Gandhi is trying to make a comeback and reasserting himself in the organization. It would be foolhardy to think that Scindia left the Congress because he was denied a Rajya Sabha seat.

The controversy over nomination was an immediate factor for his exit but the real issue remains the tussle within the Congress Party for the top job.

Rahul Gandhi expected every senior leader whom he made the minister in UPA-2 to resign and create grounds swell for him after his resignation.

The expected popular upsurge never happened in the party. Those who resigned did so for personal reasons. Jyotiraditya Scindia resigned because he understood that Congress has no future in Uttar Pradesh.

During the 2019 Lok Sabha elections, he was appointed General Secretary Incharge of Uttar Pradesh (west), where Congress party lost all the seats.

In Lok Sabha polls, Scindia also lost the party bastion of Guna in Madhya Pradesh to Bharatiya Janata Party's Krishna Pal Yadav.

Many other leaders like Sachin Pilot and Milind Deora also fell out with Rahul Gandhi.

A lot of second-line leaders felt that the party should organise an election for the president’s position and Congress Working Committee. They did not realise that Rahul Gandhi took it as a personal betrayal. This led to the collapse of communication between Scindia and Gandhi, which left him with no choice but to make his own way out of the party.

Despite public abdication, Rahul’s role has remained all-pervasive within the Congress as Sonia Gandhi is holding the baton for him.

So, Scindia’s exit is the starting point and not the endpoint of crisis within the Congress Party.

The biggest grouse of Jyotiraditya Scindia was that Congress could form government in Madhya Pradesh because the party did very well in Chambal division, but CM position went to Kamalnath who ganged up with former CM Digvijay Singh and former Union Minister Suresh Pachouri to sideline Scindia. The plan succeeded but it created a grouse which got bigger after Scindia lost Lok Sabha elections in 2019.

The battle for Rajya Sabha seat was just a trigger. It was the inability of Gandhis to reconcile two factions that precipitated the crisis. It shows weakening hold of the Gandhis on the Congress and decline of family’s control on the party which Rahul Gandhi is trying to arrest. The exit of Jyotiraditya Scindia will lead to fall of the Congress in Madhya Pradesh and may impact the government in Maharashtra where Congress is a junior partner.

It is this tussle between Gandhis, old Congress families and old and new loyalists that has created the crisis. But let us not be misunderstood that Jyotiraditya Scindia is going to an alien party. One of the founding leaders of BJP in 1980 was Vijay Raje Scindia, grandmother of Jyotiraditya.

His father became MP on Jan Sangh ticket in 1971 and he subsequently shifted to Congress in 1977. His aunt Vasundhara Raje has been BJP Chief Minister of Rajasthan.

Scindia has been a primary member of the Congress party for the last 18 years and his resignation shows the ideological collapse in India's oldest political party.

Power struggle within Congress led to Jyotiraditya Scindia’s exit

The telltale signs were visible to all, except the Congress leadership which was either unable to read the writing on the wall or lived in a denial mode. Prising out the wicket of Jyotiraditya Scindia is a major victory for the country’s ruling Bharatiya Janata Party (BJP) as he was one of the very few leaders within the Congress party who could swing things in the party’s favour as seen during the last elections in Madhya Pradesh about 15 months ago. Scindia had played a key role in snatching the win from the BJP which had a 15-year uninterrupted run in the crucial state.

If Scindia has walked out on the Congress, the blame squarely lies with the party which mysteriously failed to accommodate him, who was a close confidante of Rahul Gandhi, in a manner which was due to him. He had high hopes that the party could reward him with the chief ministership of the state, which ultimately went to Kamal Nath who commanded the support of a larger number of elected legislators in comparison to about two dozen MLAs who were rooting for Scindia. Though a temporary truce was brought about by Rahul Gandhi after days of intense deliberations, Scindia felt sidelined as he was neither given the presidentship of the state unit of the party nor a berth in Rajya Sabha.

The Congress has not only lost Scindia, but there are chances the party losing out the state to the BJP as well. It remains to be seen how many of the 22 Congress legislators who resigned return to the party as not all of them seem to happy with Scindia’s decision to join the BJP. But as things stand today, it is unlikely that the Congress will be able to weather the storm. After netting Scindia, it will not be that difficult for the BJP to catch some small fish who were not part of the Kamal Nath cabinet to switch sides after the fall of the government.

Even though some of the 22 Congress legislators decide to return to the party fold, the strength of the house will get significantly reduced giving an edge to the BJP which has 107 MLAs. The Congress had seven more MLAs than the BJP besides the support of two MLAs of Bahujan Samaj Party (BSP) and one MLA of Samajwadi Party before the revolt. So, all eyes will be on the rebel Congress MLAs and more importantly the role of the Speaker. The BJP would like the rebel Congress MLAs to tender their resignation to the Speaker first so as to bring down the Kamal Nath government to escape the Anti-Defection Law.

Once the Congress loses power in the truncated assembly following the acceptance of the resignation of the rebel party legislators by the Speaker, the BJP can move fast to stake its claim as it would have the magic number to form the government. The rebel Congress MLAs can be accommodated by the BJP later when they would be allowed to contest fresh elections in bypolls that would have to be held in a few months from now. In any case, it would be naïve to think that BJP strategists would have been eyeing only the disgruntled Scindia.

There is an urgent need of retrospection for the Congress if it fancies any chances of revival, which at present looks very gloomy. In the past, Congress has lost several leaders who went on to chart their independent course after coming out of their parent party and are doing well as regional leaders. And the BJP has been successfully tapping on the performers of the Congress who were denied their rightful due. In the recent memory, one such sulking leader was Himanta Biswa Sarma of Assam who not only plotted the fall of the Congress but helped the BJP to come to power in the state as well as several other states in the North-east.

In Jyotiraditya Scindia, the Congress has lost a performer, an orator and above all a charismatic leader who could steer the ship of the party which is sinking rapidly.

Rahul Gandhi accuses PM of destabilising elected Congress govt in MP

Several Congress leaders slammed Jyotiraditya Scindia on Tuesday for quitting the party, accusing him of betraying the trust of the people and placing "personal ambition" over ideology.

Hitting out at Scindia, many Congress leaders referred to the 1857 revolt against the East India Company and the role of the Scindia royals back then as well as Vijaya Raje Scindia's switch from the Congress in 1967.

Congress' prominent youth leader Jyotiraditya Scindia quit the party on Tuesday and appeared set to join the BJP amid a rebellion in Madhya Pradesh by his supporters, pushing the 15-month-old Kamal Nath government to the brink of collapse.

A shell-shocked Congress, in a largely symbolic move of no consequence, expelled Scindia, the party general secretary and scion of the erstwhile Gwalior royal family, on charges of anti-party activities.

Reacting to the development, Rajasthan Chief Minister Ashok Gehlot accused Scindia of betraying the trust of people and ideology, saying people like him cannot thrive without power and the sooner they leave, the better it is.

"Joining hands with the BJP in a time of national crisis speaks volumes about a leader's self-indulgent political ambitions, especially when the BJP is ruining the economy, democratic institutions, social fabric and as well the judiciary," he said on Twitter.

Congress leader in Lok Sabha Adhir Ranjan Chowdhury said ideology did not matter to Scindia, and claimed that "political convenience" and "personal ambition" played a major part in his decision to quit the party.

Chowdhury alleged that some sort of "allurement and enticement" offered by the Bharatiya Janata Party had convinced Scindia to switch over from the Congress.

"It is sad news for the Congress party because Jyotiraditya Scindia had been nurtured by the party over the years," Chowdhury told.

"He had been entrusted with important jobs by the party. But now the situation had come to such a pass that he found it more convenient to switch over to the other party," he said.

Haryana Congress leader and MLA Kuldeep Bishnoi said Scindia's "departure is a big blow" to the Congress.

Reacting to the development, senior party leader Jairam Ramesh said, "The father had once called the BJP 'Deshdrohis'. Wonder what he would be thinking of his son joining that gang?" Cong leaders slam Scindia, say he chose 'personal ambition' over ideology

Madhya Pradesh Chief Minister Kamal Nath was on Monday engaged in troubleshooting after several lawmakers, including ministers, supporting Jyotiraditya Scindia flew to Bengaluru amid intensified factionalism in the ruling party ahead of Rajya Sabha polls.

As his government appeared to be on a sticky wicket, Kamal Nath, who met Congress president Sonia Gandhi in Delhi to discuss the political situation as well as nominees for the Rajya Sabha election, cut short his visit and returned to Bhopal on Monday night, where he went into a huddle with Digvijay Singh and other senior leaders at his residence, before calling a cabinet meeting at around 10 pm.

The BJP, meanwhile, called a meeting of its MLAs on Tuesday, where sources said Shivraj Singh Chouhan may be elected as the leader of the legislature party.

The rumblings in the Congress had started last week when it had accused the BJP of trying to topple its government after 10 MLAs of the ruling party and those of its allies travelled to Haryana, though the BJP had denied the charge.

Of them, eight had come back and many of them wanted ministerial berths, according to sources. However, two Congress MLAs have not yet returned.

To add to the woes of the party, Scindia and at least 17 MLAs, believed to be supporting him, suddenly became 'incommunicado' on Monday, leading to intense speculation.

Scindia and Nath have fallen out over the post of the state Congress president, which is currently held by the chief minister.

While calls made to Scindia by PTI remained unanswered, mobile phones of at least six ministers who are supporters of the Guna royal are switched off.

The ministers whose mobile phones were switched off were health minister Tulsi Silavat, labour minister Mahendra Singh Sisodia, transport minister Govind Singh Rajput, women and child development minister Imarti Devi, food and civil supplies minister Pradyumna Singh Tomar and school education minister Dr Prabhura Choudhary.

Sources said several legislators, including a few ministers, arrived in Bengaluru by chartered flights and were staying at an undisclosed location.

"It is a fight for the survival of Scindia now. It is a do or die battle for Scindia and his group which is being sidelined," a source close to the scion of erstwhile Gwalior kingdom said.

BJP leader Shivraj Singh Chouhan on Saturday slammed Congress for promising loan waivers to farmers of Haryana in the party`s manifesto after it had failed to implement it in Madhya Pradesh and two other states.

"It is the height of shamelessness. Rahul Gandhiji had himself said that Congress will waive off all loans of farmers under 10 days otherwise we will change the chief minister, 10 months have passed, but the loans have not been waived off here. And they are promising the same in Haryana this time, there is a limit even for lies," Chouhan told ANI here.

Further accusing the Kamal Nath government of failing to help the farmers he said, "The farmers are in anguish, many people became defaulters and many of those are now committing suicide. There is a limit even on speaking lies, how much more can the Congress deceive the people."

Urging Congress to apologise to the farmers whom they had troubled through their hollow promises made in the past, Chouhan said, "Congress has become a thug party now. They should apologize for not waiving off farm loans in Chhattisgarh, Madhya Pradesh and Rajasthan and they should stop making such promises in the future, the people are not going to be deceived by them anymore."

Earlier today, Chief Minister Kamal Nath had said his party colleague Jyotiraditya Scindia was correct in claiming that farm loan of only up to Rs 50,000 has been waived off so far but he promised that his government will waive off farm loans up to Rs 2 lakh in due course of time.

"He (Scindia) is right. We had said we will waive off Rs 50,000 farm loan in the first instalment. Next, we will waive off up to Rs 2 lakh. I agree that to have promised Rs 2 lakh farm loan waiver. I believe the public trust their leader," Chief Minister Nath told reporters here.

The Chief Minister, however, said that suggestions for improvement are welcome, but one should first know the facts and truths, which are in front of the people.

"The farm loans have not been waived off in totality. Loan of only Rs 50,000 has been waived off even when we had promised that loan up to Rs 2 Lakh will be waived," Scindia had said earlier.

"The loans should be waived off completely," he had added.

Reacting to both Scindia and Digvijaya Singh`s statements, who had pointed towards cattle being on the loose in the roads of the state, Chouhan said that it seemed like an attempt to put pressure on the Chief Minister.

"Both Digvijaya and Scindiaji can meet the chief minister anytime and give him suggestions. This tweeting and commenting is a way to pressurise him so that he will be forced to do what they want," Chouhan said.
