As U.S. President Joe Biden brings an offer to the “Global South” to this weekend’s Group of 20 (G20) conference in India, he carries the message indicating that, no matter what happens to the Chinese economy, the United States can assist support development in China’s place.

Biden hopes to persuade fast-growing economies in Africa, Latin America, and Asia that there is an alternative to China’s Belt and Road project, which has funnelled billions of dollars to developing countries but left many of them deeply in debt. Biden will be armed with money for the World Bank and pledges of sustained US engagement.

At least one thing will work in his favour: Chinese President Xi Jinping won’t be present at the summit.

Although Biden expressed his disappointment, the absence of Xi with China’s economy struggling, provides Washington with an opportunity to shift the agenda of a political club it has tried to control.

In order to free up hundreds of billions of dollars in additional funds for grants and loans, Biden’s plan for the World Bank reform and increased funding for the lender’s infrastructure and climate help in developing countries are at the centre of his proposal.

In addition to past efforts by the United States and its close allies to generate $600 billion by 2027 in public and private funding for the Partnership for Global Infrastructure and Investment, in an attempt to emerge as an alternative to the Belt and Road that does not include China, the White House is asking Congress for $3.3 billion.

Zack Cooper, a senior fellow focused on Asia at the American Enterprise Institute said, “Xi’s absence from the G20 does give the United States an opening, which could be compounded by the challenges that China's economic downturn will have for Belt and Road spending.”

“But the question ... is whether the United States will be able to step up,” he further added.

Rapid expansion and excessive debt

Chinese Premier Li Qiang will serve as China’s representative at the G20 summit, where global leaders are grappling with declining economic growth and the looming risk of a property debt crisis. Russian President Vladimir Putin has opted out of attending the event, instead delegating Foreign Minister Sergei Lavrov.

According to the IMF’s projections, regions such as the Middle East, Central Asia, developing nations in Asia, and sub-Saharan Africa are expected to achieve robust GDP growth ranging from 3.2 per cent to 5.0 per cent next year. This pace outpaces the modest 1 per cent growth forecast for the United States and the 3 per cent global average.

Nevertheless, these regions confront significant hurdles in realising their growth potential, notably as climate change strains outdated infrastructure, much of which dates back to the colonial era.

The combination of the ongoing COVID-19 pandemic, surging inflation, and rising U.S. interest rates has created mounting concerns regarding the sustainability of these countries’ debt loads. This has fuelled fears reminiscent of the Asian financial crisis that prompted the establishment of the G20 in 1999.

‘Taking sides’

Biden’s foreign policy is founded on the principles of confronting Russia’s actions in Ukraine, managing competition with China, and rejuvenating U.S. alliances that were overlooked by his predecessor, Trump, who is likely to be the Democratic candidate’s Republican rival in the 2024 presidential election.

While these endeavours have yielded positive results with traditional U.S. allies, they have garnered less support from developing nations, including Brazil, India, and South Africa. These countries have been striving to avoid being caught in the crossfire of Washington’s disputes with Beijing and Moscow while simultaneously seeking increased Western investment.

Khulu Mbatha, a former foreign policy advisor to South African President Cyril Ramaphosa, emphasised the need to maintain a neutral stance, stating, "We must have the ability to navigate without aligning with either side, much like our approach to the Ukraine conflict."

On the other hand, Xi is also exploring new avenues to engage with the developing world. He recently hosted a meeting of Central Asian leaders and discussed development initiatives in May. Additionally, at the BRICS summit in South Africa last month, he underscored the vitality of the Chinese economy.

The BRICS group, comprising Brazil, Russia, India, China, and South Africa, is a relatively new alliance compared to the G20. It operates independently of Washington and is planning to expand its membership to include Saudi Arabia, Iran, Ethiopia, Egypt, Argentina, and the United Arab Emirates.

Xi is also anticipated to attend an Asia-Pacific Economic Cooperation (APEC) summit in San Francisco in November, where he may have an opportunity to meet with Biden.

Joe Biden flouts COVID-19 guidelines, laughs off wearing masks despite exposure to virus

US President Joe Biden will focus on reforming the World Bank and urging other multilateral development banks to boost lending for climate change and infrastructure projects during the G20 leaders' summit in India. But the deliberations of the world's 20 biggest economies have been hindered by differences over Russia's invasion of Ukraine that have hardened since last year's Bali summit. But will Joe Biden insist on pushing for the Ukraine war to be added to the joint communique?

What Biden wants from G20 summit?

The Justice Department of the United States on Wednesday (September 6) said that special counsel David Weiss will be seeking an indictment against President Joe Biden’s son Hunter Biden in relation to the gun charges this month.

Previously, Hunter Biden reached a deal which involved a gun possession charge and would have helped him escape prosecution if certain conditions were met by him over 24 months. However, the future of the gun deal was in limbo after his plea deal fell apart in court.

“The Speedy Trial Act requires that the Government obtain the return of an indictment by a grand jury by Friday, September 29, 2023, at the earliest. The Government intends to seek the return of an indictment in this case before that date,” said the special counsel’s office in a court filing.

In July, the 53-year-old's planned plea bargain for resolving his tax and gun counts fell apart. It was the first time the sitting president's son was charged by the justice department.

Special counsel sets deadline of September 29

The office of special counsel Weiss set a deadline of September 29 for the new indictment.

David Weiss, who was appointed to the position of US special counsel in August by US Attorney General Merrick Garland, in the court filing said that the grand jury indictment will be sought under the Speedy Trial Act.

"The government intends to seek the return of an indictment in this case before that date," said Weiss in a status report submitted to US District Judge Maryellen Noreika.

The court filing is related to the felony gun charge against Hunter Biden for possessing a gun illegally while he was a drug user.

Responding to the court filing, the legal team of Hunter Biden said that the US president's son has been abiding by the so-called diversion agreement's terms that have been approved by a probation office as per which he must remain out of trouble for two years.

Meanwhile, House Republicans submitted their first official demand for documents related to the defunct plea agreement from Hunter Biden’s attorneys, as reported by CNN.
Special counsel sets deadline of September 29 The office of special counsel Weiss set a deadline of September 29 for the new indictment. Meanwhile, House Republicans submitted their first official demand for documents related to the defunct plea agreement from Hunter Biden’s attorneys, as reported by CNN. “Should you refuse to provide the Committee with the requested information because of any purported privilege, the Committee may need to seek testimony from you and/or Hunter Biden regarding the disclosure of these documents and communications,” the letter sent by the committee chairs to lawyers of Hunter Biden read. G20: Biden to arrive in Delhi on Friday, US to make sure India has a successful summit

During the G20 leaders’ summit in India, US President Joe Biden will concentrate on reforming the World Bank and pressing other multilateral development banks to increase investment for infrastructure and climate change projects, the White House announced on Tuesday.

White House National Security Adviser Jake Sullivan was quoted by reporters as saying, “That's one of our main focuses heading into the G20: delivering on an agenda fundamentally reshaping and scaling up the multilateral development banks, especially the World Bank.”

The World Bank, established as World War II came to an end in order to combat poverty, is now being promoted as a counterbalance to China’s international financing.

With new funding and balance sheet regulations, the bank’s lending authority has been strengthened, with new CEO Ajay Banga pushing for more funds towards alleviating hunger and climate change.

In a supplemental budget request submitted to Congress in late August, the White House requested an additional $3.3 billion to “materially expand development and infrastructure financing” through the World Bank in order to provide nations with a “credible alternative to the People’s Republic of China’s (PRC) coercive and unsustainable lending and infrastructure projects.”

“We know that these institutions are some of the most effective tools that we have for mobilising transparent, high-quality investment into developing countries,” Sullivan was quoted as saying.

“And that’s why the United States is championing a major effort that is currently underway to involve these institutions so that they are up to the challenges of today and tomorrow,” he added.

According to Sullivan, Biden will also urge the G20 nations to grant low- and middle-income countries real debt relief.

The administration of United States President Joe Biden on Thursday (August 31) moved to permanently close loopholes that permit people to sell guns without a license and from now will need officers to complete the background checks on purchasers.

The detailed rules were released by the Justice Department which followed the passing of the Biden-backed Safer Communities Act by Congress in June 2022, in reaction to various shooting deaths, especially the mass shootings taking place across the country.

The rule is aimed at filling gaps in the law which has till now permitted gun sellers to escape from obtaining a license by stating that they did not make any money from transactions or stating that their insignificant sales volume and lack of a storefront have exempted them from dealer requirements.

The new rules will also strengthen the rules on collectors who sell and buy guns, and the failed gun dealers who are selling their inventories. The Justice Department stated that the aim is to force firearms sellers to go through the backgrounds of prospective purchasers in a national database to screen out felons and forbid others from owning guns.

Government to track registered firearms

The new rules will also permit the government to track registered firearms from owner to owner.

"An increasing number of individuals engaged in the business of selling firearms for profit have chosen not to register as federal firearms licensees, as required by law," stated Steven Dettelbach, director of the Bureau of Alcohol, Tobacco, Firearms and Explosives.

"Instead, they have sought to make money through the off-book, illicit sale of firearms," he added, in a statement. The Justice Department stated that the federal rules, aimed at increasing gun safety, are undermined by unlicensed dealing.

Biden proposes new rules amid crackdown on unlicensed gun dealers

United States President Joe Biden on Thursday (August 31) announced that he will be visiting Florida on Saturday morning to interact with communities that have been ravaged by storm Idalia.

Idalia had travelled through the Sunshine State as a Category 3 storm, felling trees, flooding homes and breaking power lines before it barreled to the neighbouring states of Georgia and South and North Carolina.

Dozens of water-damaged items were being cleared by Keith Randall from his home decor store in Crystal River town. "It hit us pretty good inside," said the 52-year-old, while speaking to AFP.

"Anything on the floors got ruined. We are getting rid of all the cardboard that was in here. Lots of stuff was on the walls, but it's all good, it's just a lot of cleanup," he added.

Florida Governor Ron DeSantis said that 40 people have been rescued so far. Earlier, thousands of Floridians were asked to evacuate the town. The main task lying ahead is clearing debris and assessing the damage.

"There has been significant damage, particularly along Florida's Big Bend, but the community is resilient," DeSantis stated. Around 86,000 people in Georgia and 117,000 customers in Florida were without electricity on Thursday afternoon, as per tracking website PowerOutage.us.

While delivering a speech in the White House later in the day, the president said pharmaceutical giants were "hoping the courts will do what Democrats in Congress wouldn't do: protect their exorbitant profits and keep negotiations from happening."

More than 25 world leaders, including US President Joe Biden, Chinese President Xi Jinping, and Türkiye President Recep Tayyip Erdoğan will convene at the G20 Summit on September 9-10 in the Indian capital New Delhi.

A formidable gathering of 18 countries, who are members of the grouping, will be represented at the leaders' level.

Donald Trump is “corrupt” and “dishonest”, and Joe Biden is “old” and “confused”. These were the words used by most American respondents in a new poll by The Associated Press-NORC Center for Public Affairs Research when asked to describe the top Democrat and Republican candidates for the next year’s election.

The new poll indicated that neither Trump nor Biden were among the top choices for the voters. The survey showed that around 62 per cent of Americans had an unfavourable opinion of Trump, while 52 per cent of Biden.

A majority of US adults, both Democrat and Republican supporters, mentioned Biden’s age when asked what they thought about the US president. They also expressed concerns about his ability to continue as president. Biden is 80-years-old, just three years older than Trump.

The views weren’t positive for Trump either, who has been indicted in four cases, including the election subversion case and hush money case.

'Crooked' Trump and 'outdated' Biden

Words such as “corrupt” and “crooked” figured prominently when they talked about the former president.

Other words elicited by people for Trump include “bad”, “liar” and “dishonest” (8%).

Only 8 per cent of the surveyors responded with positive comments like “good”.

For Biden, 26 per cent of respondents used words like “old” or “outdated” to describe him, while 15 per cent mentioned “slow” and “confused.”
