The United States, Israel's most prominent global backer, has so far supported its retaliation against Hamas but on Tuesday, it said that it does not support the 'reoccupation' of Gaza by Israel.

"Generally speaking, we do not support the reoccupation of Gaza and neither does Israel," State Department spokesman Vedant Patel said.

"Our viewpoint is that Palestinians must be at the forefront of these decisions and Gaza is Palestinian land and it will remain Palestinian land."

Netanyahu strikes defiant note in speech marking one month of Israel-Hamas war

Israel’s construction sector has reportedly urged Benjamin Netanyahu’s government to let them hire 100,000 Indian workers to replace 90,000 Palestinians who have lost their work permits amidst the ongoing Israel-Hamas war.

Vice-president of Israel Builders' Association, Haim Feiglin told Voice of America (VOA) News that the Indian government has been informed in this regard and they are currently waiting for a decision from the Israeli government.

“We hope to engage some 50,000 to 100,000 workers from India to work across the sector and bring it to normalcy,” he said.

The construction sector has come to a standstill after Palestinians were not allowed to work in Israel following the brutal October 7 assault by Hamas terror group. The industry is currently operating at 15 per cent of its prewar capacity,

As a result of a shortage of workers, construction activity has slowed down in the country.

<h2>Israel revoked work permits of Palestinians&nbsp;</h2>

According to Feiglin, Palestinians account for 25 per cent of the workforce employed by the Israeli construction industry. Of which, around 10 per cent of the Palestinian workers are from Gaza, while the rest are from the West Bank.

According to Palestinian officials, more than 110,000 Palestinians held permits to work in Israel or Israeli settlements before Oct 7 attack. The majority of them were in the construction industry.

Notably, India has signed an agreement with Israel that will allow Indian workers to get hired in construction sector.

During Israeli Foreign Minister Eli Cohen's visit to India on May 9, the Framework Agreement on Facilitating Temporary Employment of Workers in Specific Labour Market Sectors in Israel was signed with India that will allow 42,000 Indians to work in Israel.

This was the first time that Israel’s construction sector opened up to Indians, who are primarily hired as caregivers. The agreement also includes nursing staff.

Harvard alumnus and hedge fund manager Bill Ackman wrote an open letter urging university president Claudine Gay to take strict measures to reduce antisemitism on campus.

Taking to his official X handle, Ackman said that after spending several hours with the students and faculty, he felt that the situation at his alma mater was " dire and getting worse".

"For the past four weeks since the horrors of October 7th, I have been in dialogue with members of the corporation board, other alumni, as well as students and faculty sharing and comparing our concerns about the growing number of antisemitic incidents on campus, as we wait for you and the University to act. Four weeks after the barbaric terrorist acts of October 7th, I have lost confidence that you and the University will do what is required," he wrote.

<h2>UMass student allegedly punches Jewish student</h2>

A University of Massachusetts Amherst student was arrested after he allegedly punched a Jewish student and spit on an Israeli flag following a demonstration in the campus on Friday (Nov 3).

The incident took place after UMass Amherst Hillel held an event calling for the release of Israeli hostages taken captive by Hamas.

“After the event had concluded and event security had left, the same student returned to the site of the event and punched a Jewish student holding an Israeli flag, then took the flag and spit on it,” UMass Hillel said in a statement.

Bill Ackman writes to Harvard president, calls out antisemitism on campus

The White House on Sunday (Nov 5) said that more than 300 US residents and Americans were evacuated from the war-torn Gaza Strip as the conflict between Israel and Palestinian militant group Hamas intensifies.

The evacuations that were carried out in the recent days were a result of "pretty intensive negotiations with all sides relevant to this conflict," White House Deputy National Security Advisor Jonathan Finer told CBS News.

He further stated that despite these efforts, it is believed that there are still "a number" of Americans trapped inside Gaza.

"This is obviously a major priority and one that we're going to continue to work out until every American who wants to leave is able to do so," Finer said.&nbsp;

He also said the US officials were working hard to secure the release of hostages held captive by Hamas in the war.

Last week, US Secretary of State Antony Blinken said that there were about 400 American citizens and their family members, adding up to around 1,000 people, who wanted to escape Israeli bombardment.&nbsp;

"The South African government has decided to withdraw all its diplomats in Tel Aviv for consultation," Khumbudzo Ntshavheni, a minister in the president's office, told a press briefing without providing further details.

The South African government also said that the position of the Israeli ambassador to the country was becoming "more and more untenable", condemning the diplomat for making "disparaging remarks" about people denouncing Israel.&nbsp;

"We felt it important that we should call the ambassador in," added Pandor.

"There seems to be a strange practice among some ambassadors in South Africa, that they can just say what they like... I don't know if it's because it's an African country and they disrespect us but it's something that we should not tolerate."

He further said that during the war, around 800 rockets were fired at Israel from Gaza, which fell short and landed inside the enclave, claiming the lives of many Palestinians.&nbsp;

As per news agency Reuters, the Hamas group, which is backed by Iran, manufactures some of its rockets locally and also receives some from abroad.&nbsp;&nbsp;

Hagari also levelled some accusations against two other hospitals in Gaza, the Qatari-funded Sheikh Hamad Hospital and another built by groups from Indonesia.

Late last month, the Israeli Army had levelled similar allegations against Hamas, saying the militant group is abusing hospitals in the Gaza Strip for military purposes.

"Hamas has turned hospitals into command and control centres and hideouts for Hamas terrorists and commanders," Hagari had told a news conference.

He specifically identified Al-Shifa Hospital, the largest in Gaza, as one from which Hamas militants were operating.

"Hamas has turned hospitals into command and control centres and hideouts for Hamas terrorists and commanders. Additionally, I can confirm that according to the intelligence we have in our hands, there is fuel in hospitals in Gaza," Hagari said.

The diplomatic adviser to the president of UAE on Saturday (Nov 4) called for the United States to push for an immediate end to the war between Israel and the Palestinian terrorist militant group Hamas in Gaza.&nbsp;

Anwar Gargash, the diplomatic adviser to the UAE president, further said that if the US fails to find a process to end the decades-long Israeli-Palestinian conflict then it would be seen as ineffective.

Gargash also stated that Israel's policy of restraint, which has been the "hallmark" of the Palestinian issue for the past 20 years, had fallen and called for a new policy that takes refugees, borders and East Jerusalem into consideration.

"US involvement will be seen by when we end this war, the quicker the better, and whether we can have another you know, sort of process at problem-solving, at issue solving," he said at a policy conference in the capital Abu Dhabi.

"If this crisis continues, and especially the humanitarian side, and if this crisis, brings us back full circle, to the old containment policy of pre-Seventh of October, I think the American role here is not going to be, forget right and wrong, is not going to be seen as effective," he added.

<h2>UAE warns against risk of regional spillover&nbsp;</h2>

The United Arab Emirates on Friday (Nov 3) warned against the risk of regional spillover of the ongoing war between Israel and Hamas further adding that it was making efforts "relentlessly" towards a humanitarian ceasefire.

"As we continue working to stop this war, we cannot ignore the wider context and the necessity to turn down the regional temperature that is approaching a boiling point," Noura Al Kaabi, a minister of state at the Ministry of Foreign Affairs, told a policy conference in the UAE's capital, Abu Dhabi.

"The risk of regional spillover and further escalation is real, as well as the risk that extremist groups will take advantage of the situation to advance ideologies that will keep us locked in cycles of violence."

As per news agency Reuters reports, the UAE said that it has planned to treat 1,000 Palestinian children from Gaza, but did not elaborate on how the kids would leave the besieged Palestinian enclave.

During the telephonic conversation, both leaders agreed on "the need for early resolution of the security and humanitarian situation" in the region after the Palestinian militant group Hamas launched an unprecedented attack against Israel on Oct 7.

PM Modi holds telephonic conversation with UAE President over ongoing situation in West Asia

Amid the escalating war between Israel and Hamas which has pushed the Gaza Strip into a deepening humanitarian crisis, India's External Affairs Minister S Jaishankar held a telephonic conversation with his Israeli counterpart Eli Cohen on Saturday (Oct 4). 
 
In the conversation, Jaishankar reaffirmed the commitment of India to "countering terrorism, observance of international humanitarian law and for a two-state solution". 
 
"Spoke this afternoon with FM Eli Choen of Israel. Appreciated his sharing the Israeli assessment of the current situation. Reiterated our firm commitment to countering terrorism, observance of international humanitarian law and for a two-state solution," wrote Jaishankar, on his official handle on X.

The attack took place at a time when US Secretary of State Antony Blinken was set to hear demands of the Arabs for a ceasefire in a meeting to be held in Jordan. 
 
As reported by Reuters, Al-Fakhoura school which is located in Jabalia refugee camp was hit in an Israeli strike and led to many evacuees, who had earlier taken shelter, getting killed or wounded. 
 
At least 15 people were killed and dozens of other were injured, said Mohammad Abu Selmeyah, the head of al-Shifa Hospital, after the incident, reported Reuters.

"People were preparing breakfast, when suddenly bombing started. I found my two girls, one of them was martyred and her head was hit, the second was wounded in her leg... the other girl as well was wounded with shrapnel," one man was heard saying in video footage, Reuters stated. 
 
In Gaza, the Ministry of Health stated that two women were killed at the Nasser Children Hospital's door by another Israeli missile strike.

<h2>Israel strikes Palestinian ambulance</h2>

Hours before, the health officials in Gaza had stated that an ambulance was hit in an airstrike which was part of the convoy carrying injured Palestinians at al-Shifa hospital. 
 
Israel's military had stated that the ambulance was identified and hit because it was "being used by an Hamas terrorist cell" and that many Hamas fighters were killed in the attack. 
 
Israel was challenged by the Palestinian health ministry to provide proof of militants being present in the ambulance. Israel stated that it is mulling over the release of additional information.

Gaza City was encircled by the ground forces of Israel on Thursday (Oct 2) after their bombing campaign was stepped up, which was aimed at wiping out Hamas, after a war broke out between Tel Aviv and the militant group in the wake of the October 7 assault. 
 
Last month, Israel asked all civilians to leave Gaza Strip's northern part, which also included Gaza City, and move towards the south of the enclave, which is also being bombed by Israel. 
 
Hamas has been accused by Israel of hiding militants among civilians across the enclave and concealing tunnel entrances and command centres in al-Shifa.

Israeli airstrikes hit UN school serving as a shelter in Gaza, kills 15

At least 35 people have been killed after Israeli strikes on an ambulance convoy in Gaza City on Friday (Nov 3), and an attack “targeting” a school in northern Gaza on early Saturday (Nov 4), said the Hamas-run Palestinian health ministry.&nbsp;

The Israeli army confirmed that they struck an ambulance convoy near one of Gaza’s biggest hospitals saying that it was being used by the Palestinian militant group to transfer militants and weapons.&nbsp;

The strike has since garnered condemnation and criticism from the World Health Organization chief, the United Nations’ chief and the Palestinian Red Crescent Society (PRCS).&nbsp;

<h2>Israeli airstrike on ambulances</h2>

At least 15 people were killed and 60 others were injured after Israel struck a convoy of ambulances near the Al-Shifa hospital that was evacuating wounded people from the besieged north to the south of the territory, said the Hamas-run health ministry.&nbsp;

Ashraf al-Qudra, a spokesman for the ministry said that the convoy of ambulances was transporting critically wounded patients from the Al-Shifa hospital to the Rafah border crossing with Egypt when it was targeted in an Israeli attack.&nbsp;

The Israeli military later took responsibility for the attack and said it had identified and hit an ambulance “being used by a Hamas terrorist cell” in the battle zone, adding that a number of Hamas fighters had been killed in the strike.

The conference will be at head of state, government and foreign minister level. Key regional stakeholders such as Egypt, Jordan and the Gulf Arab countries will be invited as well as Western, European powers and G20 members, excluding Russia.

International institutions, including the United Nations and Arab League, and non-governmental organisations operating in Gaza will also be present, the diplomats said.

The United States House of Representatives passed a Republican-led bill on Thursday (Nov 2) which would provide $14.3 billion in aid to Israel, defying President Joe Biden’s request to also include more money for Ukraine and other pressing issues. The bill was also passed despite Democrats’ insistence it has no future in the Senate while Biden had already promised to veto it.

The measure passed 226 to 196, largely along party lines, also diverts funding from the US tax collection agency Internal Revenue Service (IRS).&nbsp;

The vote also marks a shift from typical strong bipartisan congressional support for providing aid to Israel as 12 Democrats joined the 214 Republicans to vote in favour of the bill. Two Republicans and 194 Democrats voted against the measure.&nbsp;

<h2>Why will the bill be rejected?</h2>

The aid package for Israel is the first major legislative action under new Republican House Speaker Mike Johnson, who was selected after weeks of chaos in the lower chamber of the US Congress.&nbsp;

Israeli strikes on Gaza’s largest refugee camp “could amount to war crimes,” said the United Nations Human Rights Office, on Wednesday (Nov 1). This comes after Israeli forces said they killed another commander of the Palestinian militant group Hamas in their second strike on the same camp.&nbsp;

The Palestinian militant group Hamas attacked Israel on October 7, killing more than 1,400 people, mostly civilians and has taken over 230 people – including Israeli soldiers and civilians, as well as foreigners from numerous countries – as hostages back to Gaza, Israeli officials have said.&nbsp;

Israel has since retaliated with a constant bombardment as well as a ground offensive in the Gaza Strip and killed nearly 8,800 Palestinians, mostly children, according to the Hamas-run health ministry, as of Wednesday.

<h2>Two strikes in two days</h2>

Israel carried out two airstrikes on the densely populated Jabalia refugee camp in northern Gaza in two days. On Tuesday (Oct 31), the Hamas-run Palestinian health ministry said more than 50 people were killed after Israeli forces bombed the refugee camp.

The Hamas-run government media office said, at least 195 Palestinians were killed after Israeli strikes in the Jabalia refugee camp on Tuesday and Wednesday, reported Reuters.&nbsp;

Meanwhile, the Israeli army issued a statement about Wednesday’s strike and said its fighter jets had struck a Hamas command and control complex in Jabalia “based on precise intelligence” and killed the head of the Palestinian militant group’s anti-tank missile unit, Muhammad A’sar.

<h2>Israeli strikes ‘could amount to war crimes’</h2>

In a statement on X, the UN human rights office said, “Given the high number of civilian casualties &amp; the scale of destruction following Israeli airstrikes on Jabalia refugee camp, we have serious concerns that these are disproportionate attacks that could amount to war crimes.”

The principle of proportionality cited by the UN plays an important role in the laws of war defined by the Geneva Conventions.&nbsp;

This includes sparing civilians and civilian structures, but the death of civilians during a conflict does not necessarily constitute a war crime, since warring parties can launch attacks deemed proportionate on military targets knowing that civilians could also be hit.

More than 820 Palestinians in the occupied West Bank have been displaced amid settler violence and increased movement restrictions since the beginning of the war on October 7, said the UN Office for the Coordination of Humanitarian Affairs (OHCA) in a statement on Wednesday.&nbsp;

The UN agency also noted a significant rise in Israeli settler violence with an average of three incidents per day in 2023 to seven a day now.&nbsp;

The UN agency also noted the use of firearms by Israeli settlers to intimidate and threaten Palestinians, including by opening fire.&nbsp;

Israeli authorities have also ramped up access restrictions in the West Bank and so have settlers, said OCHA. This includes limiting access to essential services and livelihoods.&nbsp;

Israeli security forces “accompanied or actively supported” the attackers, the UN agency said. This comes as the Israeli army has increased the number of raids in the West Bank after Hamas’ attack on Israel saying that they are looking for members of the Palestinian militant group.&nbsp;

There have also been multiple reports of clashes and violence in the West Bank, particularly since the beginning of the Israel-Hamas war.&nbsp;

<h2>‘Incredibly destabilizing’</h2>

The US, which has been a staunch supporter of Israel, urged the Israeli government to rein in the West Bank settlers calling violence in the region in tandem with the war “incredibly destabilizing”.&nbsp;

State Department spokesman Matthew Miller said settler violence in the West Bank is “incredibly destabilizing and counterproductive to Israel’s long-term security in addition to, of course, being extremely harmful to the Palestinians living in the West Bank.”

“We have sent a very clear message to them that it’s unacceptable, it needs to stop and those responsible for it need to be held accountable,” said Miller referring to US contact with Israel’s government.

“I remain deeply concerned about the risk of a dangerous escalation beyond Gaza and urge all leaders to exercise utmost restraint to avoid a wider conflagration,” said the UN chief.&nbsp;

<h2>‘Completely inadequate’&nbsp;</h2>

Guterres also noted that the amount of humanitarian assistance that has been allowed into Gaza up till now is “completely inadequate” and not enough to meet the needs of people in the Palestinian territory, “compounding the humanitarian tragedy”.&nbsp;

The US official also acknowledged that this is “just a fraction” of how much is needed in Gaza and at some point they would reach up to 100 a day.&nbsp;
