As Prime Minister Narendra Modi seeks to make India the chipmaker for the world, the Indian government on Thursday (Feb 29) approved the construction of three semiconductor plants worth $15.2 billion by companies including Tata Group and CG Power.

Chips, or semiconductors, are at the heart of a new kind of competition between major players, with China and US pitted against each other in what's called 'chip wars'.

The announcement by the Indian Minister of Electronics and Information Technology Ashwini Vaishnaw comes as the country has sought to become an electronics powerhouse.

‘A big decision’

Indian Prime Minister Narendra Modi’s cabinet green-lit several proposals which also include Tata Group’s plan to build an $11 billion site which will be the country’s first major chipmaking facility.

New Delhi expects its semiconductor market to be worth $63 billion by 2026 but has faced some setbacks in the past and also does not have a chipmaking facility, yet.

“This is a big decision for the country and a key accomplishment towards making India a self-dependent country,” Vaishnaw told reporters on Thursday. He also said that the construction of these plants will begin within the next 100 days.

These factories will reportedly manufacture and package chips for sectors including defence, automobiles and telecommunication.

About the proposals

The government also cleared Tata Group’s separate proposal for a chip assembly plant which will reportedly cost over $3 billion as well as a packaging venture between Japan’s Renesas Electronics Corp and the Murugappa Group’s CG Power.

Tata Group will partner with Taiwan’s Powerchip Semiconductor Manufacturing Corp for its project of building India’s first chipmaking plant.

The new facility will produce so-called mature chips – which use 40-nanometer or older technology – typically used in consumer electronics, automobiles, defence systems and aircraft, reported Bloomberg.

“This fab (semiconductor fabrication facility) will have manufacturing capacity of up to 50,000 wafers per month and will include next generation factory automation capabilities deploying data analytics and machine learning to achieve industry-best factory efficiency,” the Tata Group said in a statement.

The new semiconductor fab will be built in the Indian town of Dholera in Gujarat, according to the Tata Group and will create over 20,000 direct and indirect skilled jobs in the region.

CG Power will partner with Japan’s Renesas Electronics Corp and Thailand-based Stars Microelectronics for a $91.6 million chip packaging plant, also in the Indian state of Gujarat.

According to the Indian minister, a third chip packaging plant worth $3.3 billion will be set up in the north-eastern state of Assam by Tata unit Tata Semiconductor Assembly and Test Pvt Ltd.

Semiconductors have been making headlines, particularly since the so-called chip war between the United States and China amid geopolitical tensions which has prompted other countries to ramp up development domestic capabilities, including India.

A dispute has arisen over reforming the World Trade Organisation's dispute settlement system at the 13th ministerial meeting (MC13), with India accusing the US of stalling progress.

Under President Donald Trump, the US obstructed the appointment of new judges to the WTO's appeals court, which led to a deadlock in 2019.

Despite efforts for reform, several disagreements persist among member states.

India has highlighted the importance of restoring the appellate body before advancing on other agreements, such as fisheries subsidies and agriculture.

There are concerns that delays in restoring the appellate body could jeopardise WTO's operations, especially if Trump is re-elected.

The Appellate Body, the appellate branch of the dispute settlement system, has not operated since December 2019 after the United States blocked the appointment of its members.

This has led to questions being raised on the legitimacy of the WTO as a whole as well as the rules-based trade system it maintains.

The Ministry of Commerce and Industry has said, "A credible and reliable WTO dispute settlement system is the bedrock of an equitable, effective, secure and predictable multilateral trading system."

Seeking formalisation and multilateralisation of reform discussions

While participating in informal dispute settlement reform discussions for the past year, India has highlighted the challenges faced by developing countries due to the format and pace of these discussions.

The Ministry has called for the immediate and effective formalisation and multilateralisation of the reform process, proposing a three-point action plan:

Transition discussions to formal WTO bodies: India has called for the discussions to be moved to formal WTO bodies, preferably under the guidance of the Dispute Settlement Body Chair, to fulfil the mandates set forth in the 12th Ministerial Conference Declaration.

Ensure effective multilateralisation: India has emphasised the need for an inclusive and member-driven process that acknowledges the capacity constraints of developing countries and least developed countries. This includes allowing for new proposals at any stage and ensuring the resulting text reflects the diverse viewpoints and is reached through consensus, with hybrid participation options.

Prioritise restoration of the appellate body: India has reiterated the importance of prioritising the restoration of the Appellate Body as a key element of the reform process.

A day after the Bharatiya Janata Party (BJP) managed to upstage Congress to win the sole Rajya Sabha (Upper House) seat in Himachal Pradesh, the party has now sought a no-trust vote in the state assembly. The Leader of the Opposition Jairam Thakur, alongside other BJP MLAs, met the Himachal Pradesh governor, early on Wednesday and sought a test of strength for the Sukhvinder Singh Sukhu-led government.

"We have pulled off a victory when our chances seemed very low. BJP candidate Harsh Mahajan won the Rajya Sabha elections. Currently, the Congress government has lost the moral right to stay in power," said Thakur after meeting Governor Shiv Pratak Shukla.

However, hours later, Thakur alongside his 14 aides was expelled from the assembly for allegedly shouting slogans and misconduct in the Chamber of the Speaker.

Thakur had been demanding a division of votes for passing the state budget, scheduled to be presented in the state assembly later in the day, instead of a voice vote.

According to experts, if the BJP's request is allowed, the division of votes would establish the actual support of each party. If Congress fails to get the budget passed, it would automatically prove that it lacks a majority in the House. However, after the expulsion of 15 BJP leaders, the permutations and combinations regarding the budget vote have changed.

"The man who lived for Himachal Virbhadra Singh was humiliated. Is this how much they respect my father?" said Sukhu.

What did Sukhu say?

After cross-voting resulted in Congress losing its advantage and senior leader Abhishek Singhvi conceding defeat, a dejected Sukhu blamed his party men for being sell-outs.

"When someone has sold out their honesty. Nine cross-votings took place, three of them were Independent MLAs but six others sold their honesty...and voted against him (Abhishek Manu Singhvi)," said Sukhu.

"There is a government and an opposition in a democracy but the kind of hooliganism ('gundagardi') being done by the opposition will never be accepted by the people of Himachal," he added.

To arrest the slide in the state, Congress' upper hierarchy deployed senior leaders Bhupinder Singh Hooda and DK Shivakumar. Both have been appointed as observers to ensure that Congress does not lose power, mere months ahead of the general elections.

Media reports on Wednesday claimed that Sukhu had tendered his resignation following the events of the last 24 hours. However, he came out with a statement saying he was a "warrior" and that Congress will complete its five-years term in office.

In a war of words with Pakistan at the High-Level Segment of the 55th Regular Session of the UN Human Rights Council, India said that its neighbouring country has institutionalised the systemic persecution of its minorities and that it has a truly abysmal human rights record which gives it no right to comment on New Delhi's internal matters.

India was exercising its 'Right of Reply' while responding to the references made to New Delhi on Wednesday (Feb 28).

"With regard to the extensive references to India made by Pakistan, we note that it is deeply unfortunate for the Council's platform to have once again been misused to make patently false allegations against India," Singh said.

The Biden administration is "doing everything" it can to improve the H-1B visa process, the White House said on Wednesday (Feb 29) amid worries over delays in the visas issued in large numbers by IT firms, mainly from India.

A White House spokesperson also said that the backlog in 'green card' for permanent residency, and other issues related to the country's legal immigration system, were all being worked upon.

"One of the steps, if we look at the H-1B visa process, we have taken action to improve that and the process and backlog for lawful permanent residents (green card) who are eligible to become US citizens," White House Press Secretary Karine Jean-Pierre told reporters at her daily news conference.

The H-1B visa is a non-immigrant visa which permits companies based out of the United States to hire foreign nationals for specialised jobs that require advanced technical or theoretical training. A large number of these visas are lapped up every year by big Indian tech firms.

Jean-Pierre informed that efforts were being made to streamline the visa process, responding to concerns raised by a section of Indian Americans who were sceptical of Biden's efforts addressing the woes of legal immigrants as the US president was doing for illegal immigrants.

Biden on Thursday (Feb 29) will head to the southern border with Mexico in Texas.

"Just last month, for example, as a part of our efforts to strengthen the integrity of our immigration system and reduce the potential for fraud, the DHS [Department of Homeland Security] published a final rule relating to H-1B visa," Jean-Pierre said.

The Delhi Development Authority (DDA) on Wednesday (Feb 28) razed the house of the leader of the team of rat-hole miners who played a major part in rescuing 41 workers from the collapsed Silkyara-Barkot tunnel in Uttarakhand last year. The government agency carried out the demolition drive in Sri Ram Colony in Northeast Delhi’s Khajuri Khas area where Vaqeel Hasan lived with his family.

On Wednesday, Hasan returned to his home, only to find it being demolished as part of an anti-encroachment drive. According to DDA, the land on which Hasan's house stood was “part of planned development land" while the police said structures built illegally were demolished.

"On February 28, a demolition drive was conducted by the DDA to remove encroachment from its acquired land in village Khajoori Khas. The land was part of planned development land," the DDA said in a statement.

A video going viral on social media showed Hasan's house razed to the ground while all the items were hurriedly parked on the roadside. The man who shot the video claimed that apart from razing Hasan's house, he was also beaten by the authorities.

“They (the authorities) came for demolition today morning; my wife and I were not at home, only my children were there. I rushed back, tried telling them not to go ahead, but they didn’t listen,” Hasan was quoted as saying by The Indian Express.

Hasan revealed that he had requested the government to not raze his house as an award for rescuing the tunnel workers.

"My house is the only thing I asked for as an award (for the Uttarakhand rescue operation), but DDA razed my home without any notice," he added.

Hasan, 45, who also owns Rockwell Enterprises, the company that employed the “rat-hole” miners, has now vowed to stay on the street with his family till they are relocated by the government.

India: DDA razes house of man who led rat-hole miners to rescue 41 from Uttarakhand tunnel

India, the world's second-largest coal importer, is reportedly set to witness a decline in thermal coal imports for the first time since the COVID-19 pandemic, according to industry officials at the Coaltrans India conference held in Goa.

Eight out of eleven coal traders indicated an expected decrease in shipments, attributing the shift to increased domestic coal production and record-high inventories.

The surge in production from Coal India, the world's largest miner, has led to stockpiles reaching over 43 million metric tons, prompting increased sales to non-power sector users such as sponge iron and aluminium smelters, which traditionally relied on imports.

Pawan Kumar, head of coal sourcing at power producer SEIL Energy India, predicts a more than 3 per cent drop in thermal coal imports to 170 million tons.

Rodrigo Echeverri, head of research at Noble Resources, forecasts an even steeper decline of nearly 6 per cent.

The anticipated decrease comes after India imported 176 million tons of thermal coal in 2023, primarily driven by power plants.

Rajat Handa, vice president of international trade at Agarwal Coal, noted that domestic production has increased, and coal is readily available at competitive prices, leading to a shift away from imports.

The potential decline in coal imports could impact major exporters like Indonesia, South Africa, and Australia, which collectively contribute about 90 per cent of coal shipments to India.

The global coal market is also expected to face oversupply for the first time since 2020, according to Noble Resources.

Factors contributing to this oversupply include a warmer-than-usual winter, a global economic slowdown, and tepid buying by Europe due to high gas inventories.

Echeverri estimates an oversupply of 32 million tons in 2024.

Lower demand for coal imports in India may add pressure to prices, especially as the market grapples with a 70 per cent plunge from record highs triggered by Russia's invasion of Ukraine in 2022.

"The market will need to be saved by China in 2024 (again),” Reuters quoted Echeverri as saying.

Apart from utilities, cement plants, steel, and sponge iron plants were significant drivers of Indian coal imports in 2023.

Despite a potential decline in imports by utilities, the growth in cement and steel industries remains a positive aspect, providing some resilience to the coal market, as reported by Indian trading and analytics firm I-Energy Natural Resources.

However, the industry expects challenges due to higher freight rates, with K.C. Gandhi, joint president of materials management at Shree Cement, stating that disruptions in the Red Sea and challenges at the Panama Canal contribute to elevated freight rates, offsetting the benefits of ample availability.

Despite global trade uncertainties, India's exports are charting a new course, venturing into uncharted territories in Africa, Latin America, and Central Asia. This expansion is driven by a surprising surge in exports of cars, motorcycles, and precious metals, highlighting a strategic shift beyond traditional commodities like textiles and spices.

India's export growth story is about more than just established players. The key driver lies in its remarkable success in penetrating "absolutely new markets." These regions, previously uncharted by Indian exports, have witnessed a significant influx of $234 million worth of goods, including cars, two- and three-wheelers, and precious metals, during the April-December 2023 period. This translates to a 5% growth in exports for key sectors.

The focus on new markets extends beyond just value. Geographically, India is witnessing a significant expansion. Previously on the periphery of India's export map, regions like Central Asia, Africa, and parts of the Americas are now contributing 5% of the country's total exports. This reduces dependence on traditional markets and fosters stronger trade partnerships and economic cooperation across continents.

Challenges & outlook

The ongoing Red Sea crisis, which has disrupted traditional shipping routes, presented a unique challenge. However, India has cleverly turned this adversity into an opportunity. By embracing longer routes via the Cape of Good Hope, new markets in Africa and the Americas are being unlocked.

India's export trajectory is undeniably positive. The proactive market diversification strategy, coupled with a focus on innovation and adaptability, positions India as a strong contender in the global trade arena. With a shrinking trade gap, rising exports, and a growing global presence, India's export story transcends mere economic figures. It embodies resilience, strategic foresight, and the potential to reshape the global trade landscape in the times to come.

India's exports defy global headwinds: Reaching new shores in Africa, Latin America, & Central Asia

India's defence sector is experiencing a significant transformation, with ambitious goals to propel the nation towards self-reliance and global prominence. This transformation is driven by a multi-pronged approach, encompassing increased production, export growth, and a focus on cutting-edge technology.

From dependence to self-sufficiency

For decades, India relied heavily on foreign arms imports. However, this is rapidly changing. The nation aims to achieve Rs 3 lakh crore (approximately $36 billion) in annual defence production by 2028-29, marking a significant shift towards domestic manufacturing. This ambition aligns with the government's commitment to reducing dependence on external sources and fostering a robust domestic defence industry.

India's export capabilities are also witnessing remarkable growth. The country has secured a coveted spot in this group from being outside the top 25 defence exporters seven years ago. This growth trajectory is expected to continue, with defence exports projected to reach Rs 50,000 crore (approximately $7 billion) by 2028-29. This substantial increase highlights the success of initiatives like prioritising local procurement and fostering innovation within the domestic defence sector.

India is also actively pursuing the production of high-end military equipment like aero engines and gas turbines within the country.

A vision for the future

India's defence ambitions extend far beyond immediate goals. The government envisions a world-class military by 2047, coinciding with the nation's 100th year of independence. To achieve this long-term vision, the government has allocated a significant Rs 6.21 lakh crore (approximately $75 billion) for the 2024-25 fiscal year, prioritising modernisation and technological advancements. Additionally, initiatives like the "Agnipath" scheme, aimed at creating a younger and fitter military and encouraging startups in the defence sector, demonstrate a commitment to building a future-oriented and adaptable defence force.

India: S Jaishankar, Nirmala Sitharaman may contest Lok Saba election from Karnataka, says minister

From India to the United States, more than 50 countries across the world with a combined population of 4.2 billion are expected to hold national and/or local elections in 2024, making it the biggest election year in history. But as voters from various nations head to polls, who are they voting for? What is their decision being based on? Policies? Politicians? Or did AI-generated propaganda manage to sway their opinion?

The historic election year is also taking place at a critical time when experts across the globe are calling on world leaders to regulate the rampant growth of AI, warning about its alarming impact on society, including the elections. Here’s how AI-generated propaganda poses a threat to election integrity.

AI v/s government officials

Last week, Google’s new AI-powered chatbot Gemini came under fire after it suggested that some experts believe that Indian Prime Minister Narendra Modi’s policies are “fascist”.

India’s Union Minister of State for Electronics and Information Technology, Rajeev Chandrasekhar slammed Google accusing Gemini of violating the country’s IT laws.

The Indian PM who remains optimistic over his return to power for a third consecutive term is set to contest the general election which is expected to take place in the upcoming months, and while this particular incident may not affect his chances to possibly be re-elected, it does raise bigger concerns.

A study conducted by researchers at Stanford University and Georgetown University in the US has found that AI-generated propaganda is just as effective as propaganda written by humans. In this study, researchers also noted that people spreading propaganda could easily use AI to flood online platforms with such information and mass-produce propaganda with minimal effort.

In the US, a robocall that impersonated President Joe Biden using AI appealed to more than 5,000 New Hampshire voters to not vote in the presidential primary and save their votes for the general elections to be held in November.

The move not only sparked outrage among the voters but also investigations by watchdogs and election officials. This incident prompted the US to outlaw robocalls which use voices generated by AI within weeks.

In the United Kingdom, Home Secretary James Cleverly warned that criminals and “malign actors” could use AI-generated “deepfakes” to rig the general elections.

He also spoke about how people working on behalf of states such as Russia and Iran could generate thousands of deepfakes to manipulate the democratic process.

“The era of deepfake and AI-generated content to mislead and disrupt is already in play,” he told the Times in an interview. He added, “The landscape it is inserted into needs its rules, transparency and safeguards for its users.”

AI-generated propaganda is persuasive

In 2022, the release of ChatGPT marked a pivotal moment in the development of AI, and despite being around for less than two years, it has become powerful enough to impact elections across the world.

The previously mentioned study published in the peer-reviewed journal PNAS Nexus used OpenAI’s GPT-3 model – the predecessor and less capable version of the current GPT-4 – to generate propaganda news articles with prompts such as drone strikes, sanctions against Iran, and US involvement in Syria.

The topics covered six main propaganda topics including conspiracy that the US created fake reports that said Syria’s government used chemical weapons and Saudi Arabia committed funding for the US-Mexico border wall.

These topics likely originated from Iranian or Russian state-aligned covert propaganda campaigns which were identified by investigative journalists or researchers.

More than 8,200 Americans who participated in the study were shown real propaganda articles as well as AI-generated ones. The findings were shocking as 43.5 per cent of people agreed with the claims after reading the AI-generated articles and 47.4 per cent believed the real propaganda article.

“This suggests that propagandists could use GPT-3 to generate persuasive articles with minimal human effort, by using existing articles on unrelated topics to guide GPT-3 about the style and length of new articles,” the researchers noted.

The authors of the study also believe that AI could also be used to generate fake social media posts, comments, and even audio and video clips.

“With AI, actors – could quickly and cheaply generate many articles that convey a single narrative, while also varying in style and wording. This approach would increase the volume of propaganda, while also making it harder to detect,” said the team of researchers.

‘It’s already happening’

In 2023, Sam Altman, the CEO of OpenAI, which created ChatGPT, testified before the US Congress saying that the regulation of the “increasingly powerful models” of AI is “critical” to mitigate the risks the technology poses.

Altman also spoke about how the use of AI to interfere with election integrity is a “significant area of concern” and nearly a year later he may be right. As of now, there is very little evidence of AI-generated content shaping voters’ opinions, but it is not entirely outside the realm of possibility.

For example, it was not immediately clear if Biden’s fake AI-generated robocall prevented voters from turning out to vote in New Hampshire but it doesn’t matter, said Lisa Gilbert, executive vice-president of Public Citizen, advocating for regulation of AI’s use in politics in the US.

“I don’t think we need to wait to see how many people got deceived to understand that that was the point,” Gilbert said, as quoted by the Guardian.

What happened in the US is just the tip of the iceberg when it comes to AI’s possible impact on elections. In Slovakia, days ahead of the pivotal election, earlier this month, a damning audio of one of the top candidates went viral, reported CNN.

In the clip, a pro-NATO candidate Michal Šimečka was reportedly heard boasting about how he rigged the election. Again, while the number of votes swayed by the leaked audio remains uncertain, the reportedly AI-generated clip sparked concerns among US officials ahead of the upcoming presidential elections.

In Indonesia, posters and billboards of a “doe-eyed cartoon version” of Prabowo Subianto, generated by AI, were placed across the country, reported Reuters. The retired general best known for his past brutalities soon came to be known as a TikTok sensation and was described as a delight among Gen Z voters.

The AI-generated cartoon had been central to Prabowo’s electoral rebranding. “I’ll vote for him because he’s gemoy (Indonesian slang for cute and cuddly),” Fika Juliana Putri, 19, a first-time voter told Reuters. She added, “That’s the main reason.”

As experts continue to warn about AI supercharging online disinformation campaigns, some have also said that voters may be more prepared for what’s happening than officials may think.

Explained: How AI-generated propaganda poses a real threat this historic election year

The fissures within the opposition INDIA bloc appear to be widening as the Communist Party of India (Marxist) on Monday (Feb 26) announced its candidate for the Wayanad constituency in Kerala. Wayanad is the same seat from where Congress leader Rahul Gandhi last became an MP in 2019.

CPI, the second-largest coalition partner in Kerala's ruling Left Democratic Front (LDF), announced Anni Raja will be competing from the seat. Despite being a core member of the INDIA bloc, CPI's announcement came as a shock to Congress which had been projecting Gandhi to make a return to Lok Sabha from the same seat.

CPI top leader Brinda Karat on Tuesday (Feb 27) advised Gandhi and the Congress party to "think" about their choice of competing from Wayanad.

"CPI has declared its candidate for the seat in Wayanad, Comrade Annie Raja, who has played a key role in 'Mahila Andholan'. Now she will be the candidate from the side of the whole LDF. Rahul Gandhi and Congress need to think, they say that their fight is against BJP," said Karat.

"In Kerala, if you come and fight against Left, what message are you giving? So they need to think about their seat once again," she added.

What next for Gandhi?

With CPI pulling ranks in the state, the former Congress president is expected to contest from two seats in different states.

Karnataka or Telangana have been proposed as the alternative for the first seat while the other seat might be Amethi in Uttar Pradesh, from where Gandhi has been a three-time MP and Samajwadi Party is willing to give the Congress scion an opportunity.

Amethi, however, might be a tough contest for Gandhi as he lost to BJP's firebrand leader Smriti Irani in 2019.

Gandhi choosing to not contest in Kerala may also stem from the hints dropped by Congress general secretary (organisation) KC Venugopal that he wants to contest from Alleppey.

According to political experts, the party might be spreading itself thin if two of its top leaders contest from the same state where Bharatiya Janata Party (BJP) is already not a big competitor.

India is set to take a firm stance against a proposal led by China for an investment facilitation pact and advocate strongly for its key interests at the World Trade Organisation (WTO) ministerial meeting commencing on Tuesday.

Led by Commerce and Industry Minister Piyush Goyal, the Indian delegation aims to address critical issues concerning food security, fisheries subsidies, agricultural reforms, and e-commerce moratorium on import duties during the four-day 13th ministerial conference (MC13) in Abu Dhabi, UAE.

Piyush Goyal stressed India's commitment to finding a permanent solution to the public stock holding (PSH) issue for food security, highlighting the significance of food procurement, stockholding, and distribution in India's food security strategy.

The Indian government's procurement of crops at minimum support prices (MSP) plays a crucial role in ensuring food security for millions of vulnerable citizens, despite limitations imposed by the WTO's Agreement on Agriculture.

India is vehemently opposed to the Joint Support Initiatives (JSIs) or plurilateral agreements advocated by certain nations, particularly China.

These efforts to push for investment facilitation for development agreement at the WTO are seen as falling outside the WTO's mandate, raising systemic concerns and potentially hindering developing nations' interests in the future.

Furthermore, India stands firm on protecting farmer livelihoods and ensuring equitable market access amid calls for agricultural reforms.

Developed nations' push to reduce domestic support and increase market openness disregards the heavy subsidies they provide to their own farmers, posing challenges for India and other developing nations.

In addition to advocating for inclusive WTO reforms, India emphasises the need to revamp the Appellate Body to ensure fairness in dispute resolution.

This stance pits India against the USA's reluctance and the EU's proposal for alternate mechanisms.

Fisheries subsidies also feature prominently in India's agenda, with a focus on promoting sustainable fishing practices and protecting the interests of poor fishermen.

India advocates for a balanced approach based on the principle of common but differentiated responsibilities, urging advanced fishing nations to bear greater responsibility for overfishing and overcapacity.

The ongoing moratorium on customs duties on e-commerce trade is another contentious issue for India, which seeks its termination alongside several other developing nations.

Developed nations, however, advocate for the permanent adoption of duty-free digital transmission, setting the stage for heated debates at MC13.

India reiterates its position that non-trade issues like labour and environment should not be discussed at the WTO. (With inputs from PTI)

Aam Aadmi Party supremo Arvind Kejriwal will not appear before India's Enforcement Directorate on Monday (Feb 26) after the agency issued the seventh summons to the Delhi chief minister, news agency ANI reported citing sources.

"The matter is in the court and the next hearing is on March 16. Instead of sending summons daily, the ED should wait for the court's decision. We will not leave the INDIA alliance. Modi government should not create pressure like this," a party source said.

"They want us to break the alliance (INDIA). When ED itself has approached the court, then why can't they wait for the court's decision? The matter is in court and they sending summons repeatedly. Informally, we have got messages to break the alliance. We will not leave the INDIA alliance," Kejriwal said.

The probe agency issued the seventh summons to Kejriwal on Feb 22 in the case related to his government's excise policy.

He was asked to appear before the agency on Feb 26 for questioning related to the money laundering probe in connection with the alleged irregularities in the Delhi Excise Policy 2021-22.

The agency had earlier issued a sixth summons to Kejriwal on Feb 14, asking him to join the probe on Feb 19, which he skipped, as he did on the previous occasions.

In a statement, the AAP reiterated that the summonses sent to Kejriwal were "illegal" and said the issue was "now in court".

"The Enforcement Directorate itself approached the court. Instead of sending summons again and again, the ED should wait for the court's decision," the party said.

"Whatever law is relevant, we are responding. Now, a case has been filed in the (ED) court. The Enforcement Directorate should wait for the result before issuing any fresh summons," Kejriwal told reporters outside the Delhi assembly.

The previous five summons were issued on February 2, January 18, January 3, November 2 and December 22.

Summons are 'illegal and invalid', says Kejriwal

Earlier, while skipping the fifth summons issued by the ED, Kejriwal had called it "illegal", claiming that the agency's intention was only to arrest him and stop him from campaigning for the elections.

"All five notices sent to me (by the ED) are illegal and invalid in the eyes of the law. Whenever such general, non-specific notices were sent by the ED in the past, they were quashed and declared invalid by courts. These notices are being sent as part of a political conspiracy," Kejriwal said after skipping the fifth notice.

ED had approached Delhi's Rouse Avenue Court and lodged a complaint against Kejriwal on Feb 3 for non-compliance after he skipped the fifth summons.

The Directorate of Enforcement wants to record the Delhi chief minister's statement in the case related to issues about the formation of policy, meetings held before it was finalised, and allegations of bribery.

The case is based on an FIR which alleges that there were multiple irregularities in the formation as well as implementation of the Delhi excise policy (2021-22) by the Central Bureau of Investigation.

The policy was withdrawn following corruption allegations.
