Two separate sources also told Reuters Tesla had reached an&nbsp;agreement with Baidu&nbsp;to use the Chinese tech giant's mapping license for data collection on China's public roads, which they described as a key step for FSD to be introduced in the country.

Tesla shares were last up 7% in premarket trade.

Data security and compliance have been among the reasons why the U.S. electric vehicle maker, which rolled out the most autonomous version of its Autopilot software four years ago, has yet to make FSD fully available in China, its second-largest market globally, despite customer demand.

Chinese regulators had since 2021 required Tesla to store all data collected by its Chinese fleet in Shanghai, leaving the company unable to transfer any back to the United States.

Musk is looking to obtain approval to transfer data collected in the country abroad to train algorithms for its autonomous driving technologies, the person said.

Musk's visit to China, first reported by Reuters, was not flagged publicly and the person spoke on condition of anonymity because they were not authorised to speak with media.

The plane that Musk arrived on departed from Beijing Capital Airport at 0517 GMT, according to Chinese flight tracking app Flight Manager and was headed to Anchorage, Alaska.

Tesla did not immediately respond to a request for comment on Musk's departure.

It remains unclear as to what, if any, other regulatory approvals Tesla will need to obtain or what conditions the company may have before it makes FSD fully available in China.

Equity analysts at Wedbush called the surprise visit "a major moment for Tesla".

Rival Chinese automakers and suppliers such as XPeng&nbsp;and Huawei Technologies have been seeking to gain an advantage over Tesla by rolling out similar software.

Hu Xijin, a former editor of state-backed tabloid Global Times who regularly posts in support of China's official position, said on his Weibo account that Tesla was the only foreign-funded automaker to meet China's data compliance requirements and said that this would pave the way for Tesla cars to enter premises owned by government agencies and state-owned firms across China.

"This is not only a breakthrough in China, but also a significant demonstration for the entire world in solving data security issues," he said.

Musk's visit came just over a week after he scrapped a planned trip to India to meet with Prime Minister Narendra Modi, citing "very heavy Tesla obligations".

Musk had been set on his cancelled India trip to announce $2 billion to $3 billion in new investments, including in a car plant, after India offered lower import taxes on EVs in return under a new policy.

The improved prospect of FSD entering China comes as Tesla shares have lost almost a third of their value since the start of the year, as concerns have grown about the EV maker's growth trajectory. Last week, Tesla reported its first decline in quarterly revenue since 2020, when the COVID-19 pandemic slowed production and deliveries.

However, despite this, Tesla's shares rocketed up more than 11 per cent in after-hours trading after the company vowed to "accelerate" new more affordable autos.

The earning plunge comes as Tesla has revealed plans to lay off 6,020 employees. Just last week, Tesla boss Musk in a memo announced that he had made "the difficult decision to reduce our headcount by more than 10 per cent globally".

In an internal email, Musk, as reported by Elektrek, wrote: "There is nothing I hate more, but it must be done. This will enable us to be lean, innovative, and hungry for the next growth phase cycle."

Jones, as per The Guardian, responded assertively, saying the government "will fight it" in court if necessary.

"At the same time we're looking at all of the laws across these areas to ensure that our regulators have the power to do what is necessary to keep our online platforms safe," he said in a conversation with ABC. &nbsp;

This comes after a&nbsp;report by news agency Reuters said that SpaceX was building hundreds of spy satellites for a US intelligence agency.

<h2>About the Starshield satellite network</h2>

A report by Reuters, last month, citing five sources familiar with the programme said SpaceX’s Starshield business unit is building a network of hundreds of spy satellites under a $1.8 billion classified contract signed in 2021 with the National Reconnaissance Office (NRO), an American intelligence agency which manages spy satellites.&nbsp;

It added, “We urge U.S. companies to not help a villain do evil.” The post on Chinese social media also warned all countries to be “vigilant and protect against new and even bigger security threats created by the U.S. government.”&nbsp;

Sources told Reuters that if successful, it would significantly advance the ability of the US government and military to spot potential targets “almost anywhere on the globe.”

“No one can hide,” said&nbsp;one of the sources speaking about the network’s capabilities. As per the reported plan, SpaceX would set up a “powerful new spy system with hundreds of satellites bearing Earth-imaging capabilities that can operate as a swarm in low orbits.”&nbsp;

<h2>What did the PLA say?</h2>

PLA Daily said that the Starshield could potentially “warn and intercept missiles and control unmanned combat platforms remotely,” and could play “an extremely important role on the battlefield,” as quoted by the South China Morning Post (SCMP).&nbsp;

The official newspaper of the Chinese military in its commentary criticises the US for “militarising the transformation and development of low-orbit satellites” and said by doing so Washington has highlighted its ambition to “seize orbital resources and pursue space hegemony”.

Musk’s trip was to have included the announcement of plans for the electric vehicle (EV) maker to enter the South Asian market, according to reports.

Tesla could have used the India announcement to try to reassure investors after months of share-price declines and the news on April 15 that it would lay off more than 10 per cent of its global workforce.

Tesla has been lobbying the Indian government for months to reduce import taxes on electric vehicles, even as it considers&nbsp;setting up a factory in the country.

India’s new EV policy

India recently introduced a new EV policy, cutting import taxes to 15 per cent from the former 100 per cent for some models. This comes with the expectation that the manufacturer invests a minimum of $500 million and establishes a factory.

Earlier reports by Reuters indicated that Tesla officials were set to visit India this month to identify locations for a manufacturing plant, requiring an investment of approximately $2 billion.

Additionally, Tesla has initiated the production of right-hand drive cars at its German facility, targeting exports to India later this year.

Tesla's expansion into the Indian market comes at a time when demand for electric vehicles is slowing in its primary markets, the US and China, due to increasing competition from Chinese automakers.

Tesla recently reported a decline in first-quarter deliveries, falling short of analyst expectations.

Musk’s statement comes after the House passed the obstacle on the procedural aspect, which will enable a formal vote that might be conducted on the 6th of May, starting, at the latest, on Saturday, on the legislative package that will be used to deliver $95 billion to Ukraine, Israel and Taiwan.
