BCCI treasurer Arun Dhumal has now revealed how IPL 2020 could have been nearly cancelled after Djokovic tested positive for the coronavirus.

"After that report (about Djokovic testing positive) came in, we were in two minds. Many people told us to not go ahead with it (IPL). What if something happens to a player? The IPL would go on for almost three months. However, Jay said we should go ahead, he was more confident than all of us," Dhumal was quoted as saying by Indian Express, as he recalled his conversation with BCCI secretary Jay Shah.

Notably, as many as 30,000 COVID-19 tests were conducted by the BCCI during the course of the tournament with 60 matches played in the UAE. None of the games was affected by the virus.

As per a report in The Indian Express, the BCCI has introduced a change in the regulations as far as the Central Contract system is concerned. Earlier, the proposal to consider players with T20I caps was made during the tenure of Committee of Administrator’s tenure before it was turned down.&nbsp;

Thus far, only players with a minimum of three Tests or seven ODIs in a year were eligible for Central Contracts.&nbsp;

“The board has decided to change the old clause and add a new one where a player who’s played a minimum of ten T20 games in a year can be given a central contract. In the new contract signed by players, this clause was included. If there’s any specialist T20 player, he should not be deprived of a central contract because his speciality is the shortest format,” a source told The Indian Express.

In 2019, Washington Sundar was awarded a Central Contract despite him playing only T20I cricket for India so far in his career. However, this year many more players could be rewarded.

Interestingly, moments later after the BCCI announced the squad for Australia tour, in which Rohit’s name was missing, Mumbai Indians took to social media platform Twitter to post a short clip of Rohit hitting the nets and smashing some delightful strokes as they captioned it: “45 seconds of RO 45 in full flow!” So will it be right to say it's an open war between MI and BCCI? The Apex Council of the Board of Control for Cricket in India (BCCI) met virtually on Saturday and the three major areas of focus as per the agenda was the upcoming tour of Australia, England's visit post the Australia series and starting the Indian domestic season with an eye on the coronavirus pandemic.

Speaking to ANI, a BCCI official who was part of the meeting said that the board is very much looking at hosting England in India and bio-secure bubble will be created in three-four venues with the pink-ball Test either being played in Ahmedabad or Kolkata.

"The idea is to create bio-secure bubble across three to four venues as per permission from the government. The pink-ball Test will be held either in Ahmedabad or Kolkata. That call will be taken at the right time looking at the conditions. But yes, England is coming over to India," the official said.

Asked about the Australia series, the official said that the 14-day quarantine will happen as of now. One of the major areas of concern when it comes to the Australia series was the quarantine period that the Indian players need to undergo after moving to the country post the IPL in UAE.

The fate of the domestic season and the domestic cricketers is definitely something that still hangs in balance because creating individual bio-secure bubbles to host a complete Ranji Trophy season doesn't look feasible in the current scenario. Calls have been made to play out the Mushtaq Ali T20 tournament as that would be more convenient.

The official said they are looking at only Ranji Trophy and women's one-days at present. "This is a dicey situation as we need to be cautious with so many teams and players involved. As of now, we are looking at a January start with the Ranji Trophy and women's one-dayers being played. But we have to constantly monitor the situation before we get underway," the official said.

The 2018-2019 accounts of the BCCI was also approved in the meeting.

Officials of BCCI's state units won't be able to attend "at least the beginning" of the IPL because of the strict bio-bubble in place for the tournament beginning September 19 in the UAE, board secretary Jay Shah informed the member associations on Tuesday.

Shah is confident that by the business end of the tournament, some of the travel restrictions will be relaxed, making it easier for members to travel to the UAE. The IPL final will be played on November 10.

BCCI inviting officials from its state units for the IPL ceremony and play-offs is conventional practice it follows, whether the tournament is held in India or abroad.

"While I am confident that we would be able to deliver a memorable tournament, I will be approaching the start of the tournament with a heavy heart as your absence would render the opening incomplete," BCCI secretary Shah wrote in an email to state units, which is in possession of PTI.

"As you are aware, the BCCI invites its former Office Bearers and the Presidents and Secretaries of all its state units to the IPL opening game and league matches as well as for the finals," Shah wrote.

The tournament is taking place in the UAE due to the COVID-19 situation in India and anyone part of the event needs to strictly adhere to the guidelines issued by the BCCI. At the moment, all teams are undergoing a mandatory six-day quarantine following their arrival last week.

"...Owing to some stringent restrictions on the movement of people and on account of the protocols put in place by us which includes the creation of several bio-secure bubbles to minimize the damage caused by COVID-19, we would not be able to have our annual gathering, at least at the beginning of the tournament," Shah wrote.

"The restriction on physical presence is the best way to avoid contracting and spreading the deadly virus and after a long-fought battle, this is yet another sacrifice that we are forced to make," the board secretary further wrote.

Shah made it clear that if situation improves in November, the members could be invited for the play-offs.

"I am hopeful that till the time we reach the playoff week, we would have more relaxations on travel and interactions, which would allow us to have you all travel to the UAE," Shah assured.

He agreed that IPL is also a forum for discussing all board related matters.

"Over the years, the IPL games have proved to be a fantastic platform for all of us to get together to witness some exhilarating cricket and also to exchange thoughts and ideas about the upcoming season and discuss matters related to the Board.

"However, as we take our first steps towards the resumption of cricket, let me assure you that we are pulling out all stops and making every effort to secure your presence for the crucial playoff stage of the IPL," Shah said.

Shah also thanked the members for pulling through in these tough times.

"Lastly, I wish to apprise you about the fact that we are aware of the difficulties that you are facing in these times and I assure you that all necessary steps would be taken by us in consultation with you, to alleviate those difficulties at the appropriate stage.

While the BCCI has zeroed in on a September to early November window for IPL, the Council will discuss the roadmap for the tournament, which currently stands indefinitely postponed amid the uncertainty surrounding the dreaded virus.&nbsp;

"Obviously, all options need to be explored. First option is India but you don't how the situation will be. Obviously, there is UAE and Sri Lanka but taking out the IPL will increase the overheads. I think the president also recently said that," a senior BCCI official told PTI on condition of anonymity.

"I don't think we are still in a position to fix venues in a situation which is so fluid. But the plans and the tentative window needs to be ready so that once ICC makes a formal announcement of T20 World Cup (scheduled for October-November) cancellation next week, we can proceed," the official said.

Tax exemption for ICC events also in agenda. With ICC Board Meeting scheduled next Monday, the issue of getting tax exemption certificate from the government in order to host the 2021 T20 World Cup is also high on agenda.

The tax exemption for the ICC events has been a bone of contention and BCCI has been given time till December to get the necessary clearances from the central government. As far as India's FTP is concerned, the agenda states that the September white-ball series versus England could be rescheduled in February following the Test series.In case BCCI wants to squeeze in the white ball games, it could well mean that the five-Test series would be curtailed to include six white ball games (3 ODIs and 3 T20Is).

One of the biggest headache for BCCI is country's domestic structure which includes, senior men, U-23 men, junior boys (U-19 and U-16), senior women, U-23 women and U-19 girls, constituting thousands of matches across formats.&nbsp;

"Obviously, the Ranji Trophy schedule needs to be tweaked. We need to discuss whether we can have Vijay Hazare, Duleep Trophy, Syed Mushtaq Ali in one go."May be we have to let go one of the tournaments as considerable time would be lost. We have to fit in the junior domestic events," said the official.

Another major issue will be apparel sponsorship as the Nike deal has come to an end. It is expected that BCCI will follow the process of inviting tenders from potential bidders.

Some of the other issues include discussions on Rahul Johri's replacement for CEO's post, grants and subsidies to North Eastern states, NCA operations, recruitment of BCCI staff and administrative mess in Bihar Cricket Association.

BCCI Apex Council meeting on Friday: IPL 2020, revamped FTP, domestic calendar on 11-point agenda

With international cricket opening up, all eyes are on India as to when cricketing action will kick-start in the country. While the situation in the country is still grim with COVID-19 cases rising every day, fans are hopeful that live-action will commence soon. However, the Board of Control for Cricket in India’s (BCCI) hands are tied as they can’t finalise any decision relating to the resumption of cricket in India without the approval of the central government and respective state governments.&nbsp;

The BCCI is keen to start cricket action, at least practice sessions, by the next month or so but would require approvals from central and state governments. And the Indian board is still expecting a topsy-turvy season with a lot of tweaks given the quarantine rules and other health guidelines amid the COVID-19 pandemic.&nbsp;

"Please remember, without the central government and respective state government approvals, the BCCI cannot do anything," TOI quoted a source as saying in a report.

<h2>Changes in proposed schedule likely</h2>

"The present (interim) schedule for Australia tour was released by Cricket Australia (CA) with the first Test to begin on December 3. Also, to note is a three-match T20 series that was scheduled ahead of the Tests, to be followed by a three-match ODI series," added the source.

Cricket Australia (CA) had earlier announced the schedule of India’s tour. However, with the T20 World Cup set to be postponed, there could be quite a few changes in the schedule of India’s tour of Australia The start of the Test series could very well be pushed by a week.&nbsp;

"One of those two - either T20s or ODIs - will have to be cancelled. Most likely the T20s because the format was put in place keeping the T20 World Cup in Australia in mind. Now, that' not happening, and IPL is. The start of the Test series will also be pushed by a week," say those in the know.

The BCCI president Sourav Ganguly sounded confident about India’s tour of Australia but asked for a ‘shorter quarantine’ window in order to allow players to train soon after reaching the country. However, CA is yet to respond to the request.&nbsp;

Forthcoming England’s tour of India where both the countries were scheduled to play five Tests could be reduced to three followed by T20Is and ODIs. &nbsp;

"The president talked about a shortened quarantine. What he may have meant was that players will go through two separate Corona tests before leaving for Australia and two tests after landing there and if all are negative, health authorities are indicating that two weeks of lockdown won't be necessarily mandatory. Teams can start practice," say sources.

"Changes will be made to that schedule too. England are likely to play three Tests in India instead of five, followed by five T20s and five ODIs. That will also help compensate the host broadcaster who lost the India-South Africa series in March due to Covid," sources added.&nbsp;

Meanwhile, the fate of the ICC T20 World Cup is set to be announced on July 15.

Johri, who joined the BCCI in 2016, had earlier put in his papers after the Supreme Court-appointed Committee of Administrators (CoA) had made way for the Sourav Ganguly-led set-up to run the world's richest cricket board.

He was then asked to continue till the end of his contract, which is due to expire in 2021.

However, once the BCCI got back its administration, Johri was increasingly marginalized with his domain of work, including matters related to ICC, being handled by secretary Jay Shah.
